turish has learned. When the County Commission approved a water and sewer rate increase in February, it made a commitment not to shut off water for customers who say they were overcharged. One DeKalb County resident with an $18,000 bill that is in dispute lost water service for two

weeks. Another received a notice saying he had to pay 10 percent of his $8,500 bill or the full amount to avoid a shutoff. Still another customer says he has been told for years not to pay his high water bill, and it would work itself out. That bill reached $62,000 at one point.
