Insurance,mortgagesandhomevalues “Thenthereistheproblemofwhopays
forthedamage,”headds.Currently,that’s insurers,orinsomecasesgovernment buyouts.However,thankstothegrowing numberofevents,botharereassessingwhat theywilldointhefuture.
Noysayswhenoneofthemaininsurers, IAG,Vero,andTOWERsignalsitispullingout ofriskyareas,theotherswillbeforcedto followsuit.“WehaveseenthatwithTOWER. Onceonestartstosay‘Idon’twant toinsurethisplace’,theother insurersalmosthavetofollow. Otherwisetheyareleftwith theriskyproperties.”
NoyaddsthatKiwis don’talwaysunderstand thatNewZealandonly hasprivateinsurersand theNaturalHazards Commission[formerly EQC]onlyprovideslimited cover.
Headdsthatthepublic isnotawarethatinsurance contractsareforone-yearonly. “Peopledonotrealisethatevenifyouhave beeninsuredwiththemfor20years,they cansay‘theriskistoohigh,andwenolonger wanttoinsureyou’.”Insurancecompanies priceonrisk,notjustclaims.

“Onceapropertyis notinsurable,itisnotas valuableasaninsurable property,”Noysays.“The onlypeoplewhocanbuythat propertyarepeoplewhocanbuycash, andarewillingtotakethatrisk.”
Thenextfinancialissueisthat homeowners’mortgagecontractsrequire theyinsurethehome.Iftheycan’tget,or affordcover,bankscouldintheoryforcea distressedsale.
Noyaddedthatifanuninsuredproperty sellsforlessthantheoutstandingmortgage becausethevaluehasdropped,the homeownerisleftwithadebttothebank.
Evenifthebanksdon’tpulltheplug, potentialbuyerscan’tbuybecausetheyare unlikelytogetamortgagewhentheexisting ownerwantstosell.
Governmentretreatandbuyerprecautions
Thegovernmenthasalsosignalledthat longerterm,itwillnotbeaswillingtobuy outred-zonedhomeslikeitdidfollowingthe AucklandAnniversaryfloodsandCyclone Gabriel,Noysaid.Governmentbuyoutsalso sendthewrongmessagetohomeowners whenitcomestoclimateretreat.
Prospectivebuyersshouldgetinsurance quotesandchecktheNaturalHazards Commissionportalbeforemakinganoffer, andtalktotheirlawyerswhoareincreasingly wellversedinclimaterisk.Signingasaleand purchaseagreementthenfindingthehome can’tbemortgagedisafinancialdisaster.
