CHB District Council welcomes review of Dog Control Act

CentralHawke’sBayDistrict Counciliswelcominga Governmentreviewofthe decades-oldDogControlAct.

ThecurrentDogControlActwas passedintolegislationin1996.

Thereviewwillupdateenforcement guidelines,sodogcontrolofficers haveclarityontoolsavailabletothem andconsiderconsequencesfordog ownerswhoarenotcompliant,and obligationsarounddesexing

CentralHawke’sBayDistrict Council’sAnimalServicesand ComplianceOfficersusepro-active methodsincludingeducation,advice andassistancetoresolveminor andmoderateanimalcontrolissues beforeturningtoenforcement,said CommunitySafetyandCompliance ManagerLoganMcKay

“Wefocusonaneducationand engagementapproachfirst,however, inthecaseofadangerousdogor adogattacksafetyisthefirstcall,” McKaysaid

“Wherethereisevidenceofa threattothesafetyofanyperson, livestockordomesticanimalwewill takethemeasuresallowedintheDog ControlActtoremovetheriskuntil compliancecanbegained.

“OurAnimalControlteamalso spendstimewithownershelping themaddressundesirabledog behaviourswhentheybecomean issue Thisincludeshelpingwithbark

devices,dogaggression,assisting withfixingfenceswherethereis roaming,andadvisingonexercising, feedingandkennellingroutines.

HockeyissecondnaturetomanyNewZealanders -butforchildreninruralUganda,it’sawholenew world.Duringarecentteamvisit,Davidarrivedwith abagfullofsticksandballs,readytointroducethe sporttotenschoolsinjusttwodays.

SportHawke’sBayregularlyconnectwithDavid topassonReplayhockeyequipmentwhichhas beendonatedfromfamiliesinourregion.This equipment,anduniforms,aregratefullyreceivedby thestudents.

Inaddition,thereareseveralorganisationswho havedonatedhockeygearorhelpedfinancially includingHawkesBayHockey,CentralHockey Club,BayIndependentHockeyClub,StAndrews Waipukurau,WaipukurauRotaryClubplusmany individualsandfamilies.

Davidandhisteamnotonlyfocusonhockey training.Onthelasttripin2025theyhelpedtobuild anewwellforthecommunityandachookhousefor babychickswasalsobuilt.

DavidhastravelledtoUgandaeighttimes,and he’llbereturninginMay2026withateamof11from NewZealand(threeteammembersarefromCHB).

David’sworkdoesn’tendinUganda.BackinNew Zealand,heregularlyspeaksatmissionevents andcommunitygatherings,sharingstoriesand encouragingotherstosupportFountainofPeace. Hisabilitytobridgeexperiencesbetweencountries helpspeopleheretrulyunderstandtheimpacttheir generositycanmake.

FountainofPeaceworksinaregionwherepoverty hasleftdeepscars,especiallyforchildrenleft withoutfamily.Today,thankstotheorganisation’s familyhomes,educationsupport,healthcare outreach,andsustainableprojects,manyofthese childrenfinallyhavestability-andareasontohope.

AsChairman,Davidensuresthecharitystaystrue toitsvalueswhilemaintainingstrong,responsible governance.Asavolunteerandmentor,he bringsthatmissiontolifeontheground.Andasa communityadvocate,hekeepsthestoriesalive hereinNewZealand.

Theevent,partofthenationwideFMGYoung FarmeroftheYearcontestseries,broughttogether primary-agedstudentsfromacrosstheregionto tacklehandsonfarmingchallengesdesignedtotest teamwork,problemsolvingandruralknowhow. TheAnnualCollegeWorkdayisscheduledforTuesday05May.Thisisourmajor fundraiserfortheyear. Allstudentsareexpectedtoworkforaminimumof5hoursatarateof$10.00/hour forSeniors&$8.00/hourforJuniors.Whileweacknowledgethatsomestudentswork fortheirparents/guardians,weencouragestudentstoseekworkawayfromhome sothatWorkdaydoublesasaworkexplorationexperienceaswellasafundraising opportunity.

TheCollegewillendeavourtoallocatesuitablejobsforstudentswhoareunableto secureajobfortheday.Ifyouwishtoemploystudents,pleasecontacttheCollege office8589203.

Asyoucanappreciatethereisanelementofriskinvolvedwithalmost600students workinginthecommunity.Wehaveanexemplarysafetyrecordinpastworkdays andwishthistocontinue.Itisessentialthatstudentsandyouasparents/guardians areawareofwhatthejobinvolvesandanypotentialrisksinvolved.
