Welcome to Naval Support Activity South Potomac. This command includes two unique, historic installations in two states– Naval Support Facility (NSF) Dahlgren, Va. and NSF Indian Head, Md. These bases are cornerstones of Navy warfighting excellence, hosting a diverse collection of tenant commands that conduct research, development, testing, training, and manufacturing, in addition to providing direct operational support to combatant commanders. Our mission is to sustain and expand the lethality of not only our Navy, but of all branches of the U.S. Armed Forces.
Our story begins in 1890, when the Navy established what is today NSF Indian Head to test naval guns, and manufacture gunpowder and propellant. Today NSF Indian Head is the nation’s oldest continuouslyoperating naval arsenal. This mission has evolved and expanded to include numerous scientific and response-force missions.
By World War I, the growing firepower of naval guns and need to maintain public safety dictated the Navy find a more suitable site for Indian Head’s gun testing mission. In 1918, the “Lower Station” of Indian Head was established at what is today NSF Dahlgren. What began as a gun testing facility in the waning days of World War I has since evolved and expanded
to become a major Navy shore installation at which members of every military branch – Navy, Marines, Army, Air Force and Space Force – serve proudly. I look forward to leading Naval Support Activity South Potomac as we work to achieve the Navy’s overarching goals of warfighting superiority and efficient use of taxpayers’ money. Installation History and Profile: NSF Indian Head
The base was founded in 1890 as the Naval Proving Ground and was the Navy’s first established presence in southern Maryland. By 1913 the base gradually moved away from the simple proving of guns and armor to include standardization of shells and powder. In 1915 an ammonium picrate plant was opened to expand the chemical research program, both routine and experimental. When the United States entered World War I in 1917, the Naval Powder Factory was a major producer of smokeless powder for the Navy. After 1921 Indian Head was no longer designated as the “Naval Proving Ground” but was referred to as the “Naval Powder Factory.” The facility shifted from a naval gun proving ground to a chemical factory, research laboratory and Explosive D factory.
In 1947, the Bureau of Ordnance agreed to the establishment of a set of pilot plants at Indian Head that would have the capacity to produce experimental new propellants for naval research use: a nitroglycerin pilot plant, a plant to produce varied nitrogen-content nitrocellulose, a plant for mixing and rolling experimental lots of solvent and solventless propellant, and a fourth plant for experimental production of cast propulsion units. During the 1950s, the Korean conflict provided the impetus for the factory’s stepped up explosive and propellant production. Building on work done at the facility’s Patterson Pilot Plant during the 1940s, the factory began to produce missile fuel for the longrange Polaris missile and smaller rockets and later, propellants for emergency ejection mechanisms.
In 1958 reflecting its new mission and direction the base officially became the Naval Propellant Plant. In 1966 because of the diversification from propellants into related fields of chemistry, engineering and production contract management, the base changed its name, becoming the Naval Ordnance Station (NOS). The mid to late-1960s were characterized by the production of such products as the plastic explosive C-3 in 1965, an

updated Zuni rocket in 1966, Polaris casting powder from 1961 through 1967, Poseidon C-3 casting powder in 1967, and composite propellant and PBX explosive processing.
Recognizing the achievement of the station, Naval Sea Systems Command reconstituted several of the previously acquired agency roles as official “centers of excellence” for the Navy. This meant that the Navy would not duplicate the effort elsewhere and would treat the facility as the primary collection of experts in a particular area. NOS acquired the “center of excellence” designation by mid-1989 for six technologies: guns, rockets and missiles, energetic chemicals, ordnance devices (CAD/PAD), missile weapon simulators, explosive process development engineering, and explosive safety, occupational safety and health, and environmental protection.
Installation management of the Navy base at Indian Head transferred to Commander Navy Installation Command (CNIC) in 2003 with the stand-up of this new Echelon II command, charged with providing shore installation management (SIM) services to all Navy activities. As part of CNIC, all naval installations within the National Capital Region aligned with Naval District Washington (NDW), and on Nov. 3, 2005, the Indian Head base was renamed as Naval Support Facility Indian Head with the commissioning of Naval Support Activity South Potomac (NSASP). The military community on board the installation today represents a diverse and strategically important mix of research and development activities, alongside operational support programs that are protecting the U.S. homeland from terrorist threats as well as serving U.S. Navy, Marine Corps, Air Force and Army forces deployed worldwide on a daily basis.
Installation History and Profile: NSF Dahlgren
NNaval Support Facility (NSF) Dahlgren is located in central Virginia on the Potomac River. NSF Dahlgren is geographically divided into Mainside and an Explosive Experimental Area (EEA), also known as Pumpkin Neck. Mainside has 2,677 acres, while Pumpkin Neck has 1,641 acres located on a peninsula south of Mainside on the Potomac River.
Dahlgren was established in 1918 as the lower station of Indian Head Proving Ground for testing naval guns. It was named the Lower Station, Dahlgren Naval Proving Ground in honor of Rear Admiral John Adolphus Dahlgren. The location on the Potomac River was specifically chosen for the development of a long over-water range on the Potomac River, required for the testing of modern, high-powered munitions.
In 1932, it became the Navy’s principal proving ground, and its name was changed to the Naval Proving Ground, Dahlgren. It was responsible for proofing and testing every major naval gun and all ammunitions supplied to the Fleet. Following World War II, the impact of new technology on weapons systems shifted the emphasis from traditional proof and testing functions of weaponry to those of research and development of weapon systems. Electronic firing and targeting systems and the effects of electromagnetic radiation from radio and radar transmitters on ordnance became the emphasis of research conducted here.
During the 1950s, the U.S. Navy produced the first Fleet Ballistic Missile System. Dahlgren pioneered the development of fire control and targeting software for missile-borne strategic nuclear
weapons on U.S. Navy submarines. In 1959, the name was changed to the Naval Weapons Laboratory, Dahlgren, to reflect its transition to a research and development facility. Dahlgren continues to support new Fleet software for firing and targeting ballistic missiles. Since 1960, Dahlgren has been heavily involved with satellite geodesy.
During the 1970s, new ammunition and gun systems were developed at Dahlgren to provide increased safety, accuracy and range for naval guns. Also, during this period, Dahlgren provided comprehensive development and support for Tomahawk Weapon System. In 1977, the name was changed to the Naval Surface Weapons Center. In 1987, Dahlgren’s name was changed from the Naval Surface Weapons Center to the Naval
Surface Warfare Center. This name change reflects Dahlgren’s new direction towards developing integrated warfare systems versus weapons components.
In 2003, management of the installation transferred from Naval Sea Systems Command to Commander Navy Installations Command (CNIC), established with the sole charter of providing shore installation management services to all Navy activities. All land and buildings at all Navy bases transitioned to this new claimant, creating 16 regional commands within CNIC. At that time, all naval installations within the National Capital Region realigned under Naval District Washington (NDW), and in 2005 Naval Support Activity South Potomac was commissioned as one of six installation management commands within the region. NSASP provides shore installation management for NSF Indian Head, Md., and NSF Dahlgren, Va.
Current supported commands on board NSF Dahlgren include the Naval Surface and Mine Warfighting Development Center Detachment Dahlgren, Sea Based Weapons Systems, Naval Surface Warfare Center Dahlgren Division, the Center for Surface Combat Systems, the Aegis
Training and Readiness Center, the Joint Warfare Analysis Center, and the U.S. Space Force 19th Space Defense Squadron.
NSF Dahlgren currently employs more than 5,900 federal civilian personnel and nearly 400 military personnel. Over 4,000 defense contractor employees also work on the installation supporting various commands and programs. In fiscal year 2020 – from October 2019 through September 2020 – the base generated more than $1.1 billion funneled directly into local economies in the form of payroll dollars and defense contracts. In that accounting period, the combined payroll for federal civilian employees and military personnel alone totaled more than $700 million. An additional $444 million in defense contract spending was allocated to companies in the local region encompassing Virginia’s Planning District 16 – which includes Fredericksburg and Stafford, Spotsylvania, Caroline and King George Counties – and southern Maryland. Shoreline is prohibited with the exception of hunters and anglers in approved areas.
Vicinity Profile
NSF Dahlgren is located in rural King George County,
Va., approximately 55 miles south of Washington, D.C. The total county population in 2022 was estimated at over 27,500. Fredericksburg, Va., with approximately 28,600 residents, is 26 miles west of Dahlgren. Fredericksburg is the center for employment in Stafford and Spotsylvania Counties, Virginia. The greater Fredericksburg region (including the City of Fredericksburg and King George, Stafford, Spotsylvania and Caroline Counties) boasts a population of over 338,000 people.
Waldorf, Maryland, located 26 miles northeast of Dahlgren, has approximately 75,490 residents. Waldorf is largely a residential community. As Waldorf has little true industry, many residents commute daily to Andrews Air Force Base and other points near Washington, while others work providing local community public services or small businesses. Waldorf lies in Charles County, Md., with a population of almost 169,000.

Naval Support Activity South Potomac (NSASP) is a component of Naval District Washington and one of six regional commands within the district charged with providing shore installation management services for more than 20 separate locations within the National Capital area. Naval Support Activity South Potomac has oversight of two geographically separate locations to include Naval Support Facility Indian Head, Md. and Naval Support Facility Dahlgren, Va. Between these two bases, NSASP serves as host to more than two dozen DoD, Joint and Navy supported commands and tenant activities located on board NSASP installations. Shore installation management functions under NSASP authority encompass all land, buildings and support services.
Public Safety
Naval Support Activity South Potomac’s Operations Department is responsible for providing and maintaining appropriate physical security of NSASP installations and ensuring adequate force protection for base personnel. The Pass and ID Office establishes local policy and procedures for accommodating official visitors to NSASP installations in accordance with Department of the Navy guidance aimed at protecting military bases, mission operations and personnel.
The Law Enforcement Division is composed of military and civilian police officers who serve to safeguard personnel, protect property and prevent losses at NSASP installations. They stand duty 24 hours a day to control access to NSASP installations and are trained to prevent or mitigate hostile actions against DoD resources, facilities and personnel.
The Emergency Management Office is responsible for the organized analysis, planning, decisionmaking and assignment of available resources to mitigate, prepare for, respond to and recover from the effects of all hazards, either man-made or natural. The office is responsible for coordinating Emergency Operations Centers at both Indian Head
and Dahlgren, and partners with installation experts in a variety of disciplines to protect and preserve lives and property in emergency incidents.
Fire-EMS Division personnel serve on NSASP installations around the clock to respond to fire emergencies as well as hazardous materials emergencies and rescue and emergency response to natural and man-made disasters. In addition, fire prevention officers conduct fire protection inspections, manage a public education program, review installation construction plans and specifications, investigate fires, provide hazardous operations permits, and provide life safety and fire protection training.
Facility Support
Naval Facilities Engineering Command (NAVFAC) Washington provides facility support to NSASP installations, functioning as the command’s Public Works Department. The department is responsible for all installation maintenance, utilities, transportation and engineering. NSASP’s Public Works team of engineers, architects, planners, painters, plumbers, electricians and other skilled professionals work together to plan, coordinate and supervise all phases of base facilities maintenance, operations and construction.
Supply Operations
NSASP’s Supply Operations offices at Naval Support Facility Indian Head and Naval Support Facility Dahlgren are staffed by the Fleet and Industrial Supply Center Norfolk, Detachment Washington, D.C. and support all commands and activities located on board NSASP installations. Support includes providing supply services, planning material requirements and assisting in inventory management, warehousing and expediting material requirements. The Supply Operations office also manages the CHRIMP program to reduce the quantity and control the variety of hazardous materials entering NSASP installations and, ultimately the waste stream. .focus of the command.
NAVAL SUPPORT FACILITY
Quality of Life
The command’s Morale, Welfare and Recreation (MWR) department manages a wide range of recreational facilities and activities for activeduty military, retired military, reservists on active duty, current and retired DoD civilian employees, family members in all those categories, as well as base contractor personnel and other authorized patrons. Naval Support Activity South Potomac MWR manages an extensive child care program, which features accredited and certified Child Development Centers (CDC) that provide a full-time child development program for children six weeks to five years old, and Youth Activities Centers that offers before and after school programs during the school year as well as summer camps for youth ages 5 to 12.
The Fleet and Family Support Center (FFSC) offers programs and services for active-duty military and family members and retired military personnel. Program areas include deployment support/readiness; crisis response, counseling and advocacy; and career support and retention.
Command Religious Program
NSASP’s Command Religious Program provides or facilitates worship, prayer and meditation according to the dictates of an individual’s faith. In addition to worship and religious education, the base chaplain is available for individual and family counseling and support.
Public Affairs
NSASP’s Public Affairs staff serves as a primary source of information about NSASP installations to the surrounding communities, as well as a conduit for news and information to all supported commands, tenant activities and base residents. NSASP Public Affairs uses a variety of communications tools and resources to inform base employees and the general public, to include publication of an annual base guide and social media presence on Facebook and Instagram.
Environmental Program
NSASP Environmental Program Division ensures that NSASP is in compliance with federal, state, local, and Navy environmental regulations and guidelines. The three organizations that provide
regulations and guidelines that NSASP must follow are the Environmental Protection Agency, the Maryland Department of Environment, and the Virginia Department of Environmental Quality..

• Clean Air Act (CAA) - The CAA program is based on and follows the comprehensive federal law that regulates air emissions from area, stationary, and mobile sources. This law authorizes the EPA to establish National Ambient Air Quality Standards (NAAQS) to protect public health and the environment. For additional information please contact 540-840-9242.
• Clean Water Act (CWA) – The CWA program is based on and follows the statute that employs a variety of regulatory and non-regulatory tools to reduce direct pollutant discharges into waterways, finance municipal wastewater treatment facilities, and manage polluted runoff. These tools are employed to achieve the broader goal of restoring and maintaining the chemical, physical, and biological integrity of the nation’s waters so that they can support the protection and propagation of fish,
shellfish, wildlife and recreation in and on the water.
The Storm Water Program minimizes erosion and prevents runoff from carrying sediment and other pollutants into the environment and to ensure that all the requirements specified in the stormwater National Pollutants Discharge Elimination System (NPDES) permit are met. • The Industrial Wastewater Program identifies and regulates contaminants that are released from industrial processes to minimize pollutants from entering the environment and ensure that NSASP meets all discharge limits specified in the industrial NPDES permit. The Sanitary Sewer Water Program ensures that all domestic wastewater and industrial wastewater are collected and treated at the centralized sewage treatment plant and meets all discharge requirements specified in the sanitary NPDES permit. • Safe Drinking Water Act (SDWA) – This program provides safe and reliable drinking water to the customers at NSASP. A yearly Consumer Confidence
Report is prepared and published at the Naval District Washington website (https://ndw.cnic.navy. mil) to outline compliance status and drinking water quality.. The Drinking Water (Potable) Program is tasked with aiding the utilities department in providing safe and reliable drinking water to its customers at NSASP. The manager of the program provides guidance and technical support to the NSASP water systems assuring compliance with applicable environmental policies, instructions, and regulations.
• Recycling – The recycling program is designed to recover used materials and make them available for new use. It helps minimize the use of virgin materials and the need to deplete natural resources. This program also promotes the use of materials with recycled content. Some of the following materials are collected at our facility for recycling: paper products, cardboard, glass, aluminum, plastic, scrap metal, used oil products and antifreeze.

• Hazardous Waste (HW) Management – The HW management program is regulated by the Resource Conservation and Recovery Act (RCRA). This program ensures all facility personnel comply with RCRA requirements concerning the storing, labeling, record keeping, disposal and onsite treatment of hazardous wastes. • Spill Prevention, Control & Countermeasures (SPCC) – SPCC identifies emergency control measures, points of contact, the chain of command, and individual responsibilities for oil control and spill prevention. This program covers response to spills and releases, with the goal of assuring that any spilled or released materials can be contained and cleaned up before they impact human health or the environment. • Comprehensive Work Approval Process (CWAP) – CWAP provides a centralized process to assure the comprehensive review of all planned projects and activities related to the facility. Natural Resources and Recreational Opportunities
NSF Indian Head
Naval Support Facility (NSF) Indian Head, located in Charles County, Md., is comprised of 3,500acres divided between Cornwallis Neck or “Main Side,” Stump Neck Annex, Bullitt Neck, Marsh Island and Thoroughfare Island. The 16.5 miles of shoreline at NSF Indian Head are surrounded by the Potomac River, Mattawoman Creek and Chicamuxen Creek. The natural environment of the installation is very diverse and includes pine forests, hardwood forests, mixed forests, successional fields and tidal and non-tidal wetlands. The topography ranges from rolling hills marked with drainage swells and streams to wetlands or steep slopes along the surrounding surface waters.
The diverse habitats at NSF Indian Head support an abundance of wildlife which include whitetailed deer, turkey, rabbit, beaver, muskrat, groundhog, skunk, raccoon, opossum, river otter, osprey, great-blue heron, red and gray fox and bald eagle. Numerous other waterfowl, non-game birds, small mammals, reptiles, amphibians and fish also coexist on the installation.
Due to the installation’s extensive and diverse natural habitat, the NSF Indian Head Natural Resources Office along with the Morale, Welfare, and Recreation (MWR) office is able to offer outdoor recreational opportunities. These include fishing and hunting. Fishing is offered at Main Side and Stump Neck Annex. Hunting is conducted at Main Side and Stump Neck Annex and includes deer, turkey and waterfowl seasons. Small game and trapping are also included in the hunting program. All NSF Indian Head fishing and hunting seasons and bag limits comply with the state of Maryland seasons and bag limits.
Fishing and hunting base permits can be purchased from the MWR cashier at Bldg. 620. Firewood can also be collected on board NSF Indian Head after purchasing a collection permit from the MWR cashier at Bldg. 620.The Natural Resources Office will issue the firewood permit after verifying the purchase. NSF Dahlgren
NSF Dahlgren is blessed with a rich diversity of natural resources. The installation environment includes many different types of habitat including pine forests, hardwood forests, mixed forests, old fields, grasslands, and wetlands.
Mainside is bisected by Gambo Creek, a 150-acre tidal marsh. This is where John Wilkes Booth reportedly landed by boat when fleeing Federal troops after he assassinated President Lincoln. A 100-acre black marsh is located on Pumpkin Neck. Over 10 miles of Potomac River and Upper Machodoc Creek shoreline partially define the installation boundary.
The installation’s 4,320 acres support a wealth of animal species. Common game animals include deer, turkey, rabbit, quail, and several species of waterfowl. Red and gray fox, raccoon, opossum, muskrat, beaver, and river otter are commonly found furbearers. Numerous non-game birds, small mammals, reptiles, amphibians, and fish complete the installation wildlife checklist.
The installation offers interested individuals a wealth of outdoor recreational opportunities. Those wishing to hunt game may participate in a carefully-regulated hunting program. Seasons and bag limits comply with those set for the Commonwealth.
Two ponds, two tidal creeks, and the Potomac River offer the angler a chance to land largemouth bass, catfish, red ear sunfish, crappie, white perch and rockfish.

NSASP Public Safety Operations consists of several groups working intraoperatively to provide a safe and secure environment. Included within the umbrella of the Operations Department are the Security Director, Antiterrorism Officer, Criminal Investigator, law enforcement, force protection/physical security, fire department, air operations, safety and emergency management.

Base Entry Procedures
CAC is the principal means for access to the base. Supported commands’ badges are only to enable access to buildings, facilities, and controlled spaces. The following identification credentials or badges are authorized for unescorted access onto NASAP installations.
• DoD Civilian Common Access Card (CAC)
• DoD Contractor Common Access Card (CAC)
• Military Active Duty CAC
• Military Retired Teslin ID Cards
• Military Dependent Teslin ID Cards
• DoD Civilian Retiree DBIDS ID Cards
• Defense Biometric Identification System (DBIDS) approved photo visitor pass or card badge for NSA South Potomac installations with location/days/hours of access allowed.
• DoD Non-U.S. Citizens CAC - ust go to VCC to preregister their CAC in Defense Biometric Identification System (DBIDS) prior to access. The command sponsoring the individual is required to provide documentation prior to having registration completed.
• Veterans Health Identification Card (VHIC) and approved Caregivers are required to enroll in DBIDS at the VCC prior to access.
• Navy Criminal Investigation Service (NCIS). Note: Agents are allowed to escort individuals onto the installation without visitor pass or showing ID credential of that individual. Not authorized to escort individual(s) into any installation restricted areas.
• US Access Cards (OPM Background Investigators)
Personnel wishing to enter the base who do not possess one of these forms of identification will be directed to the Visitor Control Center. Visitors
must be sponsored by either military, NSASP or supported command personnel, be vetted, have an Expected Visitor form submitted and be processed through the Visitor Control Center (VCC). At the time the of visit the individual must have, a valid state photo driver’s license or government issued photo identification card if not operating a vehicle. If operating a vehicle individual must also show current vehicle registration and proof of insurance.
Visitors arriving during non-duty hours, weekends and holidays must have prior approval and check in at the main gate. DBIDS visitor pass/ card holders must have hours assigned to their pass/cards, visitors for an event the sponsor must have submitted an event form with names. Base residents will provide notification for visitors with Visitor Control or with the Police Department before entry will be approved at the main gate.
Alcohol
Alcohol may be consumed by persons 21 years of age and above in authorized areas only.
Firearms / Archery Equipment
No privately owned firearms, compound/traditional bows or crossbows are permitted on NSASP, EXCEPT; Personnel residing in family housing and/or the firearms/bows used for a specific hunting seasons.
(1) Personnel residing on station must register their privately-owned firearms/archery equipment with the NSASP Police Department (NSF Indian Head: Bldg. D-339, NSF Dahlgren: Bldg. 237). Those living in family housing may retain their firearms in their quarters in accordance with the NSASP personal weapons instruction. Temporary or permanent residents of the BOQ and BEQ may not store weapons in the barracks or vehicles. It is recommended contacting NSASP Police to schedule an appointment for registration of firearms and archery equipment.
(2) Privately-owned firearms and archery equipment may be brought aboard NSASP during hunting season only when you are ready to hunt. Weapons MAY NOT be stored in a vehicle while at work or conducting business on base and must immediately be taken off station upon conclusion of the hunt. All other installation specific hunting regulation and instruction must be followed when hunting. It is recommended contacting contacting NSASP Police at 301-744-4606 (NSF Indian Head) or 540-653-2221 (Dahglren) to schedule an appointment for registration of firearms and archery equipment. Possession of fireworks on NSASP Indian Head is prohibited.
Bicycle Regulations
All persons riding a bicycle, rollerblading, skate boarding, etc. aboard NSF Indian Head and NSF Dahlgren must wear an ANSO or Snell Memorial Foundation - approved helmet.

NSA South Potomac Fire & Emergency Services
The mission of NSA South Potomac Fire and Emergency Services is to save lives, protect property and safeguard the environment from hazardous situations, both manmade and natural. The organization is on duty twenty-four hours a day, seven days a week. NSASP Firefighters and Paramedics provide emergency service assistance to base residents and employees from three Fire Stations across NSASP installations.
The department’s activities include fire protection, fire suppression, fire prevention, public safety education, hazardous material handling and emergency medical responses. All personnel are required to maintain a high level of training and qualification to respond and provide the services needed in each situation. The department personnel are also trained and certified as operators of emergency vehicles that include three structural pumpers, two 75’ ladder trucks,
two brush trucks, a Hazardous Materials Response Vehicle, two spill response boats (Indian Head) and two ambulances. Emergency medical personnel certified as paramedics provide Advanced Life Support when necessary as well as CPR and other vital training to base employees and residents.
The Fire Prevention Division is responsible for conducting fire and life safety inspections, reviewing new construction and renovation plans, attending pre-construction meetings with contractors, investigation of fires and issuing open flame permits. Fire Prevention also manages the prevention and safety program for the base. This vital program includes inspections of the child care facilities which include in-home child care inspections. Fire Inspectors also conduct emergency evacuation drills for base employees and provide educational and hands-on activities for base employees and residents

In 2005, the Navy and Liberty Military Housing entered into a Public Private Venture (PPV) partnership to provide housing for military in the Indian Head area. There are historical single-family homes, in addition to homes, townhomes and duplexes built in 2008. Small birds, fish, hamsters, guinea pigs and gerbils that are properly caged will be permitted and are not counted against the pet limit; No reptiles of any kind are permitted. Owners are financially and legally responsible for all pets. Residents are not allowed to breed any animals for any purpose at any time. Command Overview
As the Department of Defense’s (DoD) largest full-spectrum energetics facility and the Navy’s only arsenal, Naval Surface Warfare Center Indian Head Division (NSWC IHD) employs a primarily Maryland-based workforce, with a total workforce of nearly 2,800. NSWC IHD also has locations in Picatinny, New Jersey; McAlester, Oklahoma; and Ogden, Utah; as well as employees stationed throughout the world.
A field activity of Naval Sea Systems Command, NSWC IHD is the premier facility for munitions, energetics and explosive ordnance disposal (EOD) solutions. NSWC IHD supports the warfighter of today and tomorrow through discoveries that anticipate the next generation’s future needs. pyrotechnics, reactive materials and their related chemicals. Energetics are used in propulsion systems and ordnance.
Unique Cradle-to-Grave Energetics Capabilities
• As the Navy’s only arsenal, NSWC IHD’s role in the Munitions Industrial Base (MIB) spans the full spectrum from scale-up, production, certification/qualification, acceptance and delivery.
• NSWC IHD’s Cartridge Actuated Device/ Propellant Actuated Device (CAD/PAD) Joint Program Office provides unified lifecycle management of cartridge actuated and propellant actuated devices for the joint services.
• NSWC IHD is the nation’s only design and development agent for underwater warheads and explosives.

Systems Engineering Department
The Systems Engineering Department is the principal agent for maintaining the DoD’s energetics application to fleet needs and missions. The department plans and executes energetics from the earliest stage of acquisition development through fielding, in-service and logistics support, ordnance assessment and final demilitarization phases. The department maintains the core technical capabilities of energetic applications through expertise in: warheads, propulsion, fuzing, energetic materials, safety, modeling, simulation and electronic interfaces for energetic systems. NSWC IHD is at the front line for the planning and executing of energetic projects in all DoD and national interest mission areas.
Systems Integration Department
The Systems Integration Department located in Picatinny, New Jersey, functions as the Navy’s integrated specialty site for guns and ammunition, as well as for the packaging, handling, storage and transportation of ordnance and combat systems equipment. The department performs program management, in-service engineering, logistics support services and acquisition engineering. The department provides support for fleet, program manager and external customer requests for in-service acquisition engineering for conventional ammunition.

The Energetics Manufacturing Department maintains in-house processing capabilities and engineering expertise to serve as source and supplier for energetic products in support of the DoD. Established in 1999, NOSSA is a NAVSEA field activity that leads the U.S. Navy’s weapons and explosives safety, security, and ordnance environmental programs. NOSSA has a team of 100 dedicated experts that execute weapon and explosives safety for the United States Navy to improve platform lethality, survivability, and resiliency and to expand the Navy’s culture of explosives safety. Aside from the U.S. Navy and U.S. Marine Corps, NOSSA supports U.S. Joint Programs and our foreign allies, including NATO.
NOSSA is the Navy’s technical authority on all matters related to U.S. Navy ordnance handling, storage, and transportation safety policy worldwide. NOSSA’s mission extends across the Department of the Navy and serves as the Navy’s technical expert and independent authority for Weapons System and Explosives Safety ashore and afloat. U.S. Marine Corps Chemical Biological Incident Response Force
As one of America’s national assets, Chemical Biological Incident Response Force, Marine Forces Command, remains second to none in fulfilling the mission of Chemical, Biological, Radiological, Nuclear, and High-Yield Explosive (CBRNE) consequence management. In 1995, the 31st Commandant of the Marine Corps General Charles Krulak, provided planning guidance that identified the need for a strategic organization to respond to a growing weapons of mass destruction threat. The CBIRF concept was developed by the Marine Corps Warfighting Laboratory and came to fruition in 1996; the 500-person active duty unit is now located at Naval Support Facility, Indian Head, Maryland. Less than 30 miles from the capital building, CBIRF’s proximity to the National Capital Region makes it the force of choice within Department of Defense when responding to Countering Weapons of Mass Destruction (CWMD) threats in Washington, DC.
The Marines and Sailors that comprise CBIRF come from more than 40 military occupational specialties, and train year round to carry out the unit’s mission. CBIRF is prepared to respond, with minimal warning, to a chemical, biological, radiological, nuclear, or high yield explosive (CBRNE) event in order to assist local, state, or federal agencies and the geographic combatant commanders in the conduct of CBRNE response or consequence management operations. As such, CBIRF Marines and Sailors are skilled in the areas of command and control; agent detection and identification; search, rescue, and decontamination; and emergency medical care for contaminated personnel.
CBIRF is capable of deploying as a battalion task force consisting of two subordinate incident
response forces (IRF) with approximately 150 personnel each; one IRF is maintained on a constant 24-hour alert, with the second IRF prepared to deploy within 48 hours. These IRFs are also capable of responding to smaller contingencies independent of the battalion, and all CBIRF units are capable of self-deploying to any crisis within driving distance. Furthermore, CBIRF keeps with the expeditionary nature of the Marine Corps by being deployable via military airlift or sealift to respond worldwide to crises. CBIRF is also prepared to task organize internally to optimize the force when responding to exigent circumstances.
In order to execute its mission, CBIRF possesses a wide variety of unique skill sets that are task organized to address all possible aspects of a CWMD event. CBIRF has five major sections organic to the battalion: command and control (C2); agent detection and identification; search, rescue, and decontamination; emergency medical care for contaminated personnel; and explosive ordnance disposal.
In the event of a WMD attack, the battalion will deploy Marines who specialize in identification and detection, and they will gather the first wave of intelligence that will be used to define the manner in which the mission will be accomplished. As soon as the information from the assessment teams is analyzed, CBIRF will begin its search and rescue mission, quickly deploying personnel to locate and extract casualties from the contaminated environment. Victims requiring decontamination are then taken to the decontamination tents, where CBIRF personnel decontaminate them and move them into a clean area for medical care that will be provided by CBIRF’s medical section.

Should an incident include a high yield explosion or a collapsed building, CBIRF also possesses a technical rescue element that is trained to the same standards as FEMA USAR teams; these Marines are trained in vehicle extrication, trench rescue, collapsed structure, and confined space rescue. Finally, CBIRF has organic explosive ordnance disposal (EOD) teams that will be deployed when an explosive threat is suspected or identified. EOD Marines also ensure that local assembly areas and routes are clear of any potential explosive hazards. Every Marine and Sailor, from the Commanding Officer to the most junior member, must complete the CBIRF Basic Operations Course (CBOC) at Navy Annex Stump Neck, Indian Head, Maryland
All CBIRF personnel learn to navigate their way through collapsed structures, perform emergency medical care, extract mass casualties from a contaminated area, and conduct decontamination operations. Ensuring that every individual assigned to CBIRF possesses these basic skills gives the unit a great deal of depth, and allows it to bring the full weight of the battalion to bear in the event of crisis.
CBIRF has a rich history in responding to and supporting high-level events and consequence management, including support to the United States Capitol Police during the ricin incident on Capitol Hill in 2004 - more than 140 Marines and Sailors sustained 24/7 operations for one week in an effort to enable the U.S. Congress to return to normal operations. CBIRF also responded to: the anthrax attacks on Capitol Hill in 2001; Presidential State Funerals and Inaugurations; staged as a Rapid Reaction Force for the Olympic Games; and the Republican and Democratic Conventions. The unit’s response to the Japan Tsunami/ Fukushima nuclear disaster was a display of its ability to respond to natural disasters on an international scale of operation, conducting life-saving operations while forward deployed.

PROFILE:
Since 1986, the Naval Sea Logistics Center (NAVSEALOGCEN) has been supporting the fleet with integrated logistics support, engineering, quality assurance and information technology expertise.
The center serves as the Naval Sea System Command’s technical agent for developing, maintaining and assessing life cycle logistics support policies, procedures, products and data systems. In doing so, it provides the logistics foundation required to implement cost-effective life cycle logistics and maintenance support and solutions for NAVSEA’s acquisition and sustainment program offices, warfare centers and fleet units. The center employs 609 engineers, information technology specialists, technicians, logistics and administrative personnel. Naval Surface Warfare Center Dahlgren Division
The history of the Naval Surface Warfare Dahlgren Division (NSWCDD) dates back to its establishment in 1918 during World War I. Originally known as the Naval Proving Ground, the division was founded to address the need for research and development of naval weapons and systems. It was situated in Dahlgren, Virginia, named after Rear Admiral John A. Dahlgren, a naval officer known for his contributions to naval ordnance technology.
Throughout its history, NSWCDD has been at the forefront of naval innovation. During World War II, the division played a critical role in developing and testing a wide range of naval weaponry, including guns, torpedoes, and ammunition. Its research and engineering efforts significantly contributed to the success of the U.S. Navy during the war.

SCSTC AEGIS Training and Readiness Center (ATRC) is a part of Surface Combat Systems Training Command (SCSTC). The Joint Warfare Analysis Center (JWAC) provides combatant commands, Joint Staff, and other customers with effects-based analysis and precision targeting options for selected networks and nodes to carry out the national security and military strategies of the United States during peace, crisis, and war.

History
Since 1994, the Joint Warfare Analysis Center (JWAC) has provided engineering and scientific analysis to both civilian and military leaders to help defend the United States and its allies.
To accomplish its mission, JWAC uses information provided by intelligence agencies with which it works to analyze some of the toughest problems faced by our military commanders today and, by
using the best analytical programs and methods available, recommends solutions to those problems. It responds to crises, participates in annual war games, and has even supported humanitarian relief efforts in the past.
JWAC traces its roots to a program office of the Naval Surface Warfare Center Dahlgren Division (NSWCDD) during the 1980 Iran hostage rescue mission, Operation Eagle Claw. At that time, a small group of employees in F Department answered a request from the Pentagon for mission support. The concepts that they developed as a result formed the basis for subsequent developments.
In time, that program office became the Warfare Analysis Department (J) in 1990, then the Naval Warfare Analysis Center (NAVWAC) in 1993, and finally, JWAC the next year. Over the years since, JWAC has grown in numbers and in focus to meet the changing threats facing our country, but its core mission of providing joint analytical support to the military has remained constant and continues to guide us in all we do.
Since 2011, JWAC has been a proud subordinate command of U.S. Strategic Command in Omaha, Nebraska, “working to deter military attack on the United States and its allies.”

he 19th Space Defense Squadron, activated on April 6, 2022, is a U.S. Space Force squadron under Space Delta 2, Space Operations Command providing continuous space domain awareness for government, civilian, and international users. The unit mission is to innovate and federate space domain awareness to assure global freedom of action in space.
19th SDS, provides tasking to the Space Surveillance Network (SSN), a worldwide network of satellitetracking radar sensors and optical telescopes. 19 SDS, alongside its sister unit, the 18th Space Defense Squadron, located at Vandenberg Space Force Base, California, functions as hub for foundational space awareness and is responsible for maintaining custody of man-made objects in orbit, processing space events (launches, reentries, de-orbits, breakups, maneuvers, etc.), and predicting the likelihood of on-orbit collisions. Co-located and working hand-in-hand with Naval Network Warfare Command Space Operations
(NAVNETWARCOM), 19 SDS enhances the Department of the Navy’s satellite vulnerability program with near real-time notification to the Naval Fleet on domestic and potentially hostile spacebased reconnaissance systems. Additionally, 19 SDS provides space domain awareness products and services in support of various missions under U.S. Space Command, which include expanding cislunar and extra-geosynchronous awareness via current SSN and commercial capabilities.
Every day, 19 SDS operators task global sensors to maintain up-to-date orbital parameters for over 40,000 man-made Earth-orbiting objects. This process ultimately provides over 113,000 users across 93 different nations with precise positional data of each individual satellite via the spacetrack catalog, available at www. space-track.org. Furthermore, this foundational awareness of space activities directly supports protection of $250 billion invested in the domestic space enterprise and a $320 billion industry reliant on space enablers.

A Joint Program Office, AEGISBased Defense is the Navy element of the Missile Defense Agency (MDA), as well as a Field Activity of the Naval Sea Systems Command for the defense against ballistic and hypersonic missile threats. The SW/ AB Sea-Based Weapon Systems Program Office is located in the Rear Admiral David M. Altwegg Complex consisting of buildings 1705 and 1705A. SW/AB continues to be the backbone of the nation’s regional defense for our deployed forces, allies, partners and friends.
Why Missile Defense
Adversaries are fielding diverse and expansive ranges of modern offensive ballistic and hypersonic missile systems. MDA’s mission is to develop and deploy a layered missile defense system to defend the United States, its deployed forces, allies and friends from missile attacks in all phases of flight. In support of the National Defense Strategy, MDA builds warfighter confidence through focus on readiness and sustainment, increase engagement capability and capacity to defeat emerging threats and increase speed of delivery of new capability to address the evolving threat.

From designated at-sea stations, Aegis BMD ships provide a highly survivable, robust missile defense force to support national missions. Multi-mission ships carryout other traditional naval missions such as air warfare, surface warfare, anti-submarine warfare, and strike warfare, while simultaneously providing BMD support for COCOM naval requirements.
AEGIS-Based Defense’s Role
SW/AB provides a vital role within the Missile Defense System (MDS) for a sea-based defense against ballistic and hypersonic missile threats in all phases of flight to protect the homeland and our regional interests.
SW/AB programs build upon and extends capabilities inherent in the Aegis Weapon System, Standard Missile (SM) and Navy Command and Control systems. Collectively, the programs provide ballistic missile engagement capability against short

Surface Warfare Technical Division (SWTD)
Surface Warfare Technical Division (SWTD) is a division of the Naval Surface and Mine Warfighting Development Center (SMWDC), headquartered in San Diego, CA. SWTD is SMWDC’s lead for Integrated Air and Missile Defense (IAMD), Anti-Submarine Warfare (ASW) Surface Warfare (SuW) and Amphibious Warfare (AMW). SWTD’s focus is the future fight. SWTD collaborates with program offices, system commands, and research laboratories to develop technical solutions to tactical problems, drafts future warfighting concepts, and develops capability roadmaps to support fleet introduction of new warfighting capabilities.
SMWDC’s SWTD is staffed by a combination of active duty, government civilian and contract personnel, with strong backgrounds in surface warfare, aviation, intelligence, engineering, applied sciences and assigned mission
areas. Patients are required to follow up with Primary Care Manager (call and speak to a clinic nurse) following every emergency room or urgent care visit.
For Emergent Care, dial 911 or go to the nearest Emergency Room (ER). There is no prior authorization needed for ER visits. Notify your Primary Care Manager the next business day, of the ER visit. Call the clinic and speak to a clinic nurse to schedule any follow-up appointments.

Navy Gateway Inns & Suites (NGIS) Dahlgren is comprised of four lodging facilities with accommodations for 76 transient officers, enlisted and authorized civilian guests. In 2005, the Navy and Liberty Military Housing entered into a Public Private Venture (PPV) partnership to provide on base housing for military families. There are 203 units that currently serve the needs of the military stationed here consisting of historical homes as well as townhomes. The Housing Service Center accommodates all branches of the military and additionally accommodates DoD employees, DoD contractors, retirees, and single sailors based on availability. The Housing Service Center and Liberty Military Housing are located at 6136 Jenkins Road, Suite 205, Building 142 Dahlgren, VA. The housing office is open from 7:30 a.m. – 4:30 p.m., Monday – Friday.
Applications
Applications for housing for Active Duty should be made on an Application for Assignment to Housing (DD Form 1746). Accompanied by a copy of orders; a copy of current Page 2 or Record of Emergency Data for proof of dependents; the Sex Offender Policy Acknowledgement and Disclosure addendum (CNIC Form 11103/1); PPV Information Release Form; and PPV FH Applicant Statement of Understand Form. Members can also use the Housing Early Assistance Tool (HEAT) at https://HOMES. mil/heat/apply to contact the housing office in advance. Navy Housing developed HEAT to assist service members and their families in obtaining housing information Navywide. HEAT allows service members, DoD civilians, and their families to get the housing process started online at one or more Navy
installations before or after they receive their Permanent Change of Station orders. HEAT is available to any service member at all Navy installations. Applications may be submitted by mail to Housing Service Center, Naval Support Activity South Potomac (Code N93), 6136 Jenkins Road, Suite 205, Bldg. 142, Dahlgren, VA 224485109; by fax to (540) 653-7040; by Email (Dahlgrenhousing@navy.mil); or in person at the Housing Service Center, Building 142 at any time following receipt of orders to a duty station serviced by Dahlgren. Applications for DoD employees, DoD contractors, and retirees will need to contact the Liberty Military Housing Office for a copy of the civilian application at (540) 6632190. A $25 application fee is charged for every adult over the age of 18 years of age. Rental rates will be based on the market rents and therefore can change frequently. In addition, a security deposit will need to be paid upon move in to Housing as well as the first month’s rent. Background checks are also required on all applicants. Other supporting documents will also need to be collected from the applicant such as last two pay stubs, copy of driver’s license, etc. For information on housing availability, please contact Liberty Military Housing for more information concerning living on base as an affiliated civilian.
Housing Referrals
The Dahlgren Housing Service Center provides a housing referral service and qualified incoming personnel are referred to Liberty Military Housing as a “preferred referral” for the housing located at the activity. Rental property listings are available for those who desire to locate housing in the surrounding area by using the www. HOMES.mil website. The HOMES.mil website is an official DoD website, dedicated to helping service members, DoD civilians and their families find housing. The website enables the HSC office staff, landlords, and property managers to share vital information about community rental listings. The HSC also manages a program called the Rental Partnership Program (RPP). The RPP is an agreement between the HSC and community housing landlords and is designed to provide service members with suitable and affordable off-base housing and aid in defraying some of the costs incurred by relocation. Housing units which are offered in the RPP are evaluated, inspected and qualified to meet the highest standards by the Navy HSC. The RPP is available to both families and unaccompanied service members.
Public Private Venture (PPV)
Families who desire to live on base with Liberty Military Housing (PPV partner) will be required to sign a lease. Military members can sign a six-month or one-year lease, which will be renewed on a month-to-month basis after the initial lease period. All other applicants are required to sign a one-year lease. LMH provides 24-hour maintenance, lawn care, free monthly community activities, trash pickup and a professional staff to serve your needs while living at Dahlgren. Pets
Keeping cats and dogs in family housing is a conditional privilege extended to residents. Residents must comply with state and local laws governing pet ownership, including laws regarding licensing and vaccinations. The limit is a two pet maximum (dogs and/ or cats) per household. Full or mixed breeds of pit bulls, rottweilers, canine/wolf hybrids, or any canine breed with dominant traits of aggression are not permitted aboard the installation or in housing. In the absence of formal breed identification (e.g., certification by a civilian organization such as the American Kennel Club) a determination of “majority breed” will be made by a Veterinary Corps Officer (VCO) or a civilian veterinarian. Additionally, the resident must execute a Cat and Dog Addendum to the Lease. Small birds, fish, hamsters, guinea pigs and gerbils that are properly caged will be permitted and are not counted against the pet limit; No reptiles of any kind are permitted. Owners are financially and legally responsible for all pets. Residents are not allowed to breed any animals for any purpose at any time. Failure to comply with the pet policy may result in the removal of the animals from the premises.

Deployment/Readiness
FFSC provides deployment support to address deployment-related issues and to respond to customer and command-identified needs. Programs include Command Consultation and Support, Information and Referral, Individual Augmentee (IA)/Deployment Support, Ombudsman Support, Exceptional Family Member referral information, and Life Skills Education programs.
Crisis Response
FFSC clinical counselors are licensed and credentialed professionals who provide counseling, victim intervention and prevention education related to military quality of life issues. Services include clinical counseling for individuals and couples; Family Advocacy Program (FAP) addressing domestic violence, and child maltreatment education and treatment; and Sexual Assault Prevention; Response (SAPR) prevention and education programs related to sexual assault.
Career Support and Retention
Programs include the Transition Assistance Program (TAP) for service members and their families leaving the military; the Family Employment Readiness Education Program to assist family members with their job search; the Personal Financial Management Program which provides one-on-one counseling and educational programs; and the Relocation Assistance Program providing services to outbound and inbound personnel.

About Dahlgren School
Dahlgren School opened in 1918 and is known throughout the Navy for its excellent reputation. The school serves Pre-K through 8th grade and embraces a community approach in learning and partnerships. The staff believe in purposeful planning to support the needs of each student. The school embraces 21st Century Teaching and Learning and incorporates best practices and skills to prepare students for not only the next grade, but to be college and career ready when the time comes.
Pre-Kindergarten
All students who will be age four by September 1st of the school year in which they will begin school are eligible for Pre-Kindergarten. Pre-K is a half-day, educationally and social developmentallybased program (Creative Curriculum). Children may be enrolled in the Dahlgren School Pre-K program as well as the Child Development Center (CDC) for daycare purposes.
Kindergarten
All students who will be age five by September 1st of the school year in which they begin will be eligible for Kindergarten. This is a full-day program.
Home Schooler
Home school students that lives on base are welcome to attend specials and electives at Dahlgren School.
Housing
Policy Regarding Enrollment Eligibility/ NDAA Pilot Program Information
To attend a Department of Defense Education Activity school in the contiguous United States, a student’s parent or guardian must 1) be a full-time active-duty service member or full-time Department of Defense civilian employee and 2) reside in permanent on-base housing at an installation where DoDEA operates schools. However, Congress authorized a pilot program through the 2021 National Defense Authorization Act that would expand that eligibility at four pilot sites, allowing for the children of full-time, active-duty military who reside off the military installation to attend a DoDEA brick-and-mortar school, provided space is available.
The purposes of the NDAA pilot program are to evaluate the feasibility and advisability of expanding enrollment in DoDEA schools and to determine how increased access to such schools will affect military and family readiness. Only students who are dependents of a full-time, activeduty service member with assignment orders to the selected pilot installation are eligible for enrollment.
Eligibility
To be eligible for the pilot program, students selected to participate in the program must be a dependent of a full-time, active-duty service member with orders to Dahlgren. Please go to https://www.dodea.edu/Dahlgren/pilot.cfm to apply for the pilot program.
There are other factors that affect which students are selected for enrollment. For example, school administrators will determine capacity at a specific grade level. This availability also may change from year to year. Where two or more students qualify in the same category and grade, the student who submitted the first application will be accepted.
Children of contractors working for the companies supplying personnel to the base or its facilities, even those who are retired military members, are not eligible to attend Dahlgren School, even if the contracted parent is able to obtain housing on the base.
Registration Procedures
All new students will need to complete the school registration packet which is available at both the school and on the school’s webpage at https://www.dodea.edu/Dahlgren/ registration.cfm. New students will also need a copy of their birth certificate, immunization records, and a copy of
their sponsor’s orders or proof of DoD employment.
Miscellaneous
Dahlgren School does not currently have a cafeteria and students participate in the “brown bag” lunch from home.
Dahlgren School adheres to and follows the base policies regarding age-appropriate supervision and cannot permit children under the base-set age limits to transport themselves to and from different areas of the base.
Dahlgren School does not have bus transportation, transportation to and from school is the responsibility of the sponsor. Dahlgren School does provide transportation to school sponsored activities.

Providing lunch or transportation to appropriate alternative lunch locations is also the responsibility of the parent/guardian. Located on Jenkins Road in Building 1193, the yearround indoor aquatics facility includes a full-sized (25 yard) swimming pool and a separate training pool. Pool passes may be purchased at the Aquatics Center. During the summer months, an outdoor ‘splash pad’ is available for children ages 5 and under. MWR offers open recreation and lap swim programs.

The Fitness Center, situated on Dahlgren Road in Building 1610, is the hub for physical fitness and intramural sports. Patrons can access a diverse range of exercise opportunities within the facility. It boasts circuit and free weight areas, a group exercise room, two racquetball courts, and a full-sized basketball court. The cardio area provides a wide selection of equipment,
including treadmills, upright and recumbent bikes, ellipticals, rowers, stepmills, and more. Additionally, there is a parent/child workout area, allowing parents and children (aged 6 weeks to 6 years) to exercise together.
The Fitness Center opens its doors seven days a week, even on most holidays. Eligible patrons can enjoy 24/7 complimentary access after applying at the front desk. The facility also offers convenient men’s and women’s locker rooms. For those seeking more exercise options, there is a ¾ mile track located behind Building 101.
The Fitness Center staff is ready to assist patrons through personal training sessions or a variety of group exercise classes. The Youth Activities Center (YAC), conveniently situated on Jenkins Road next to the Aquatics Center, offers a comprehensive program for youth of school ages K to 12. Throughout the school year, the YAC provides a before and after-school program, along with an engaging summer camp. Affiliated with the Boys and Girls Clubs of America (BGCA), the Youth Center takes part in eight core BGCA programs, including Triple Play (a fitness program), Smart Moves (providing education on peer pressure and social concerns), Keystone Club and Torch Club (organizations promoting youth’s civic awareness), Power Hour (a homework assistance program), and fine arts and photography programs that enable youth to compete nationally with other BGCA club members. The YAC also hosts a variety of special family events throughout the year, fostering a sense of community and family engagement.

The primary function is to provide transition support to DoD-eligible families with school-age children to ensure smooth transitions between schools and positive educational experiences. The Fleet and Family Support staff acknowledges the unique challenges and opportunities that the military lifestyle presents to service members and their families. Our comprehensive Programs are specifically designed to optimize the military life experience. Workshops and seminars are available to active duty and retired military personnel, their family members, and, when space permits, Department of Defense employees, their spouses, and contract employees. These programs are conducted by the professional staff of the Fleet Family Support Center, as well as qualified educators from the local community.
Clinical Counseling
Clinical Counseling services are provided by licensed credentialed clinical professionals. This confidential service supports active duty service members and their families, offering
individual, marriage, family, and group counseling with short-term, solutionfocused non-medical treatment. Counseling goals are generated collaboratively between the client(s) and clinician to address various concerns, such as situational difficulties, stressrelated military lifestyle, communication strategies, educational programs, and prevention initiatives.
Family Emergency Response
Family Emergency Response provides swift assistance to commands, personnel, and families in the face of crises like natural or manmade disasters, evacuation, or war. The program establishes a 24-hour Emergency Family Assistance Center (EFAC), staffed with Fleet & Family Support personnel and other agency staff, if necessary. Services include consultation, crisis intervention, debriefings, information and referrals, and efforts to restore mission readiness.
Navy Family Accountability and Assessment System (NFAAS) standardizes procedures to account for, manage, and monitor the recovery process for personnel and their families affected by widespread catastrophic events. NFAAS offers personnel reporting accounting status, updating contact/location information, accessing reference information, and completing needs assessment surveys. Exceptional Family Member Program
Exceptional Family Member Program (EFMP) ensures comprehensive support for families with special needs, encompassing community, educational, medical, housing, and personnel services. Enrollment is mandatory for service members with family members having special needs, providing access to extensive services throughout the service member’s career. The program offers assistance in locating special needs services and resources, including special education support, social and support groups, treatment providers, and information on local disability services.
Family Advocacy Program
Family Advocacy Program addresses the prevention, identification, reporting, intervention, treatment, and follow-up of child and spouse/partner maltreatment. Licensed credentialed clinical professionals deliver services, and Domestic Abuse Victim Advocates play a critical role in supporting victims.
Ombudsman
Ombudsmen serve as essential resources for family members, especially during deployments, acting as liaisons between the command and families. and families. Ombudsmen provide information, referral, and communication between the command
and the unit’s family members, ensuring their overall health, morale, and welfare.
Personal Financial Management Counseling
Personal Financial
Management Counseling provides financial education, training, and counseling emphasizing long-term financial responsibility, including instruction on money management, debt management, saving, investing, and retirement planning. The financial education staff is available for individual financial counseling and basic financial assistance.
Relocation Assistance offers various programs to assist service members and their families with relocation, including guidance on smooth moves, moving with children or exceptional family members, moving overseas, sponsor training, new spouse orientation, and access to the Loan Locker.

Sexual Assault Prevention and Response (SAPR) Program focuses on preventing sexual assault within the community and supporting victims when an assault is reported. SAPR services are confidential and available 24/7, offering various resources and assistance for victims.
Transition Assistance Program
Transition Assistance Program aids service members transitioning out of the military into the civilian world, coordinating the Transition GPS workshop and offering other careerfocused classes. The program is open to military members who are separating or retiring, as well as their spouses.
