Bring on the cuts

High rates hurt us more than inflation.

he Bank of Canada cut its key rate 0.25 percent at the start of September to 4.25 percent – its third cut in a row. Shortly after that, the U.S. Federal Reserve cut rates 0.5 percent to five percent, a move financial commentators described as aggressive and a sign that the Fed thinks inflationary threats are behind us. I was at the Fenestration and Glazing Industry Alliance conference in June when the first of the Bank of Canada’s cuts was announced and the whole room burst into applause. I don’t remember people ever being this engaged with interest rates in the past. But it’s not surprising. The huge inflation in building material costs in 2022 hurt us all, but probably not as much as the fact that we simply couldn’t get certain things at any price for a while. You can always borrow more to cover unexpected costs in the short term and make it back over time with your pricing. Cash is always just an app tap away. What can’t be replaced is the time and missed opportunity lost to delays. When we had to suspend work waiting for supplies, every day that went by was another day not starting the next job, pushing the day we get paid for both jobs irretrievably farther out into the future – while our labour and credit costs continued apace. Every job cancelled discarded all the time put into quoting and design without return and restarted the clock on the sales process to replace it. That’s why the interest rate hikes to forestall inflation have probably done more damage to us than the inflation itself. Taking out home equity loans to finance renovations was a major boost to our industry for a long time. Being able to leverage the equity in your house into a large loan with the same terms as your mortgage and at at-or-belowinflation interest rates was making our services effectively free. When I think about it, the more surprising thing is that it took as long as it did for the low interest rates that started in the ‘90s to fuel the kind of boom we experienced right before and through 4 FENESTRATIONREVIEW FALL 2024

COVID. Part of it was the gradual nature of the banks relaxing their stance toward home equity borrowing. Back in the day, your bank wanted to know why you were taking out the dreaded “second mortgage” and agree that your investment would increase the value of their collateral. By 2015, they didn’t care if you were going to use the money for beer. I’d need someone more inside finance to explain the change, but I saw it firsthand. Maybe it was the banks’ confidence that property values were skyrocketing so fast they would never get left with a devalued asset. On the other side, refinancing your house used to be anathema. You were delaying the day when you would burn your mortgage, live free and clear and be able to retire. Today, everyone seems at peace with the notion that they will always make payments for their living space. Mortgage payments are viewed like rent. Again, I’m at something of a loss to explain the change. Maybe better retirement planning has fewer people counting on being able to live free after work. Maybe the knowledge that they will be able to sell their house for several times what they paid for it gives an extra measure of security. Whatever the cause, home equity borrowing became an important driver of window and door sales in this country. Energy-efficient rebate programs like the Greener Homes Grant further goosed the market, even as COVID kept people home with their unspent vacation dollars piling up. We had a good run. But when the rate shock hit, homeowner wallets slammed closed. Higher input costs can be mitigated with good business practices, but there’s no cure for a lack of demand. It took some time for our numbers to come down off the sugary rush of the COVID years, but now the demand-side drag is starting to bite with rising unemployment figures and bad home start statistics. Enough is enough. Time for the Bank of Canada to at least match the Fed’s moves and get us back to work.

INDUSTRY NEWS Fenestration Canada launches scholarship program Under the guidance of this year’s ambassador, Robert Jutras, Fenestration Canada has announced the launch of its 2025 scholarship program. The Fenestration Canada Scholarship is awarded to a motivated and passionate individual who is connected to the fenestration industry. The ideal candidate exhibits a commitment to their studies, combined with a clear vision of how their studies will positively impact the community. The candidate is not only focused on personal success but also on the broader impact they can make. The candidate’s commitment to academic and professional growth aligns with the aims and goals of the scholarship. Applicants are selected by the Selection Committee based solely on their unique applications. Applicants must submit at least one letter of recommendation, as well as at least one form of supporting documentation in their choice of format.

FGIA names three new honorary members The Fenestration and Glazing Industry Alliance has named three new honorary members of the association. Jeff Haberer (Trulite Glass and Aluminum Solutions), Steve Harp (Associated Materials) and Mark Mikkelson (Andersen Corporation) have become honorary members of FGIA. Honorary FGIA members are retired from the industry and have demonstrated exceptional dedication and contributions to the association; held multiple leadership positions; and have continuously participated in the associa-

tion for 20 years or more. Nominations are required from at least three FGIA members, positioning this honour as a peer recognition. “Congratulations to Jeff, Steve and Mark on this welldeserved honour,” said Janice Yglesias, FGIA executive director. “Collectively, they have been involved with FGIA and its activities for decades, making their mark on the industry in ways large and small. Thank you all for your years of dedication and service to FGIA and the industry.”

ASHRAE graduates first group of certified decarbonization professionals ASHRAE has announced its inaugural cohort of certified decarbonization professionals, marking a significant step forward in the global effort to reduce carbon emissions in the built environment. The Certified Decarbonization Professional program, initiated and funded by the ASHRAE Center of Excellence for Building Decarbonization, is an international certification that validates the competency of decarbonization professionals to assess, analyze and develop effective and sustainable strategies to reduce or eliminate the life-cycle carbon footprint of buildings. This certification, developed in a record 11 months, enables industry professionals to demonstrate to peers, employers and building owners competency in critical building decarbonization job tasks. Since the program’s launch earlier this year, the CDP has been the most-applied-for ASHRAE certification, highlighting its importance and relevance in today’s building and energy sectors. “Decarbonization is essential to our global sustain6 FENESTRATIONREVIEW FALL 2024

ability goals and ASHRAE is committed to empowering professionals with the skills and knowledge necessary to lead the charge,” said 2024-25 ASHRAE president, Dennis Knight. “The Certified Decarbonization Professional program is not just a milestone for ASHRAE but a muchneeded tool for the industry as we work toward a netzero future.” The CDP certification program is designed for professionals who are responsible for decarbonizing new and existing buildings. Eligibility requirements include education and work experience; a code of professional conduct; and passing a rigorous certification exam validating competency in building decarbonization job tasks across eight domains, which include decarbonization drivers, project planning and development, construction and renovation, passive and active efficiency, facility management and distributed energy resources. ASHRAE’s Center of Excellence for Building Decarbonization provided the vision and resources to make this certification possible.

A common question about Window Wise, SAWDAC’s certified installation program, from dealers who want to upgrade their status by becoming part of the program is: “Do I lose control of how issues with customers are resolved?” The short answer is, no. The longer answer is below. Yes, even great installation companies, who strive to do everything correctly, can have issues where customer satisfaction needs extra effort. SAWDAC’s role where issues need to be resolved between a dealer and customer is to be a knowledgeable third party who can assist in making sure that communication is accurate and helpful. It would be ideal if every dealer was up-to-date on on every detail of code as well as well-educated about new products and approaches that can assist in a better final product. Unfortunately, this is a full-time job beyond the capabilities of the typical company. Staying current, and in some cases being part of the development process, is a major function of industry associations like SAWDAC. It is a function we take seriously and do very well, providing our members with a lot of updated information on both codes affecting installation and new products. That means we can step in to the process with the most current official information and knowledge of industry best-practices. When homeowners know that their dealer is a Window Wise or SAWDAC member, it is common for them to reach out to SAWDAC with questions. These can range from whether a technique used on their home is appropriate or to express dissatisfaction with an

aspect of their job. They may ask about SAWDAC’s warranty which covers up to five years from date of installation if their dealer goes out of business. SAWDAC’s expertise can often resolve questions before a misunderstanding spirals out of control. SAWDAC often councils homeowners on the most successful and least confrontational way to raise concerns with their dealer to get the best results. Occasionally, SAWDAC is asked to talk to both parties and assist by informally mediating. With both parties equally looking to find an equitable solution to a disagreement over an install, mediation can save time and money for the dealer and get the homeowner satisfaction without costly court appearances. So when you are a Window Wise

member, you gain SAWDAC’s help as an advisor and mediator when customers have issues. But the ultimate resolution remains up to you. While we have more confidence in satisfactory resolution with member dealers, SAWDAC is also sometimes asked to get involved as a resource even when the dealer is not a member. Of course, given how little membership costs and the services provided by the association at many levels, why any dealer of quality would choose not to be a member is hard to figure out. INDUSTRY NEWS Cascadia publishes Environmental Product Declarations Cascadia Windows and Doors has published Environmental Product Declarations for its Universal Series windows, doors and window wall using the new Fenestration Assemblies Product Category Rule released in December, 2023. This milestone makes Cascadia Windows and Doors one of the first window manufacturers in the world to issue an EPD under the new PCR, underscoring the company’s commitment to transparency and the transition to high-performance building design. These EPDs follow on the heels of the Cascadia Clip EPD, published in February 2024. “This is a very important milestone for the Universal Series and the company as a whole,” said Mike Battistel, president. The PCR, which prescribes standardized rules and methods for calculating and reporting the environmental impacts of products, allows for greater accuracy and consistency in the evaluation of a product’s lifecycle impacts, particularly to report embodied carbon impacts. “Over the last five years, architects and designers have been hungry for embodied carbon and environmental

impact data for fenestration products,” explains Battistel. Sustainable Minds, the program operator and LCA provider, was key in helping the company navigate the first use of the new PCR in the lifecycle assessment and EPD process. Terry Swack, Sustainable Minds’ founder and CEO explains, “The new Fenestration Assemblies PCR had been in development for a very long time even after the original PCR had expired and extended for several years. As such there are very few current EPDs for window products.” With these new EPDs, Cascadia Window and Doors offers another crucial tool for architects, developers and specifiers, empowering them to make informed product decisions and help meet embodied carbon goals. “We’re excited to offer these EPDs to clients so they can easily and confidently support jurisdictions with embodied carbon targets, such as the city of Vancouver, as well as pursue firm-related goals like the 2030 Challenge,” says Battistel. “Once again, incredibly proud of our team for this achievement.”

INDUSTRY NEWS The Ontario Construction Secretariat releases employment trends The Ontario Construction Secretariat has released its feature bulletin of medium-term employment trends and demographics, seeing a decrease in the unemployment rate but a strain on the labour supply. Employment in the Ontario construction industry has soared over the last several years as the economy bounced back from the pandemic, breaking past previous record highs multiple times. In 2023, the annual average employment peaked at 596,000 workers with a labour force of 627,100. Unemployment rates were also unusually low, averaging 3.7 percent in 2022. Conditions have moderated in 2024 as the economy slowed, with unemploy-

ment and job vacancy rates returning closer to pre-pandemic levels. However, an ongoing retirement wave is putting strain on the labour supply while strong population growth, due to the federal government’s focus on immigration, is increasing construction demand. Since 2019, the number of women in construction has increased in 2022 and 2023. The annual average increased from 63,000 in 2019 to 77,000 in 2023, a 22-percent increase. This trend continued into the first half of 2024, with March recording an all-time high of 86,000. Strong construction investment has fueled historically high levels of construction employment but has

also created strained labour market conditions. Although the industry has seen some relief in 2024, it needs to remain focused on attracting new workers to construction, the report said. The number of women and their historic share in the construction workforce has increased substantially. Apprenticeship has recovered from prior lows and continues an upward trend. However, the industry is still an aging, male-dominated industry. Increasing the share of women and other underrepresented populations; continuing to promote apprenticeship; and ensuring Canada’s immigration policies support the construction industry are key pillars for the future.

CFIB applauds recognition pilot project for trucking industry The Canadian Federation of Independent Business has issued a statement welcoming the Committee on Internal Trade’s mutual recognition pilot project for the trucking sector. This initiative is a significant step toward eliminating remaining internal trade barriers for the industry and ensuring the smoother movement of goods across provincial and territorial borders. CFIB said this marks the first bold step Canadian governments have taken to eliminate internal trade barriers since the signing of the Canadian Free Trade Agreement in 2017. CFIB has advocated for mutual recognition since it became apparent that the CFTA fell short in addressing many barriers to the movement of goods, services and people across Canada. This pilot project will allow jurisdictions to recognize one another’s regulatory

requirements without compromising safety within the industry. Mutual recognition not only enhances efficiency by reducing red tape and lowering costs but also contributes to greater competitiveness for small businesses, the statement said. As pointed out in CFIB’s 2024 State of Internal Trade report, eliminating internal trade barriers could add $200 billion to Canada’s economy annually. CFIB commended the federal government and Newfoundland and Labrador for co-chairing this pilot and encouraged all jurisdictions to work collaboratively to ensure the successful implementation of the project. CFIB took note that several jurisdictions have not signalled their participation in this agreement and urged them to get on board before the next CIT meeting.

Al Babiuk passes Al Babiuk, former president and CEO of Loewen Windows, passed away suddenly in early September. Loewen posted the following notice: Loewen is deeply saddened to announce the sudden passing of former president and CEO, Al Babiuk. Al’s commitment and contribution to Loewen cannot be

overstated. He will be greatly missed. With his outstanding energy and vision, Al was able to lead Loewen with courage and integrity through some of the most challenging times the building industry has ever experienced. His passion for improvement extended deeply into the industry and community with contributions to the Window and Door Manufacturers Association (WDMA Chair), the Business Council

of Manitoba and the Associates of the Asper School of Business. Clyde Loewen expressed the following sentiments: “Aside from being a strong business leader through some tough times, Al was a trusted business partner, community supporter and genuinely good person of highest integrity. What’s the scope? Not understanding the scope of a standard risks misapplying it in the field.

he fenestration industry relies heavily on standards to demonstrate a product’s ability and the design community has relied on these standards to determine if a product meets their expectations before they provide the necessary specification approvals or approve a product as an equal to their “basis of design.” But have you ever wondered if the scope of the standard is sufficient to demonstrate how a product will perform when in actual use? Have you ever noticed how automotive companies advertise the fuel consumption of a vehicle? The font size of the fuel consumption is in large type. But a car’s advertised fuel consumption is based on a set testing scope and is not intended to match the actual driving conditions. This is wellunderstood by most consumers and therefore the information is used for comparative analysis as opposed to an actual performance. In fenestration, the two standards used every day are NRFC/CSA A440.2 and NAFS. These two standards set the expectations for thermal performance, wind load, air tightness and water tightness. Like in the automotive industry, both these standards use set boundary conditions and controlled laboratory testing environments that often are not repeatable in the external environment. So if they do not represent the real-life condition they may be in, what purpose do they serve? To answer this question, we need to determine who is reviewing the data that is contained in the outcomes of the standards. Those groups are consumers and/or the professional that is making the decision on behalf of the consumer. So how would someone evaluate your product and compare it to a competitor’s product? Simple: create boundary conditions that are the same and do testing under controlled conditions. This allows for an apples-toapples comparison. Standards that are developed for comparison purposes are vital for a consumer to make an educated decision. But are they suitable for setting project-

specific performance expectations? Well, we all know we will consume more or less fuel if we drive at a different rate than the standard test says, so we need to expect that a fenestration product may perform differently than the standard says when the boundary conditions change. For example, NFRC uses minus 18C as an exterior boundary condition. In Vancouver it rarely gets lower than minus 10C but Calgary can drop to minus 35C. Same for NAFS. The allowable air leakage under A3 is 0.5 liters per second per metre squared, which may be okay in some mild climates but may be excessive in colder climates and could result in condensation inside due to too much air leakage. So this is why it is important to understand the scope of the standard. I use the term scope of the standard as this is the term used in Part 5.9.2.3 of the 2020 National Building Code. It says that if a product is in the scope of the standard, its only compliance path is to meet the NAFS standard. However, as noted, the scope of the standard does not necessarily mean the product will meet a building’s unique performance expectation. As a result of the scope of the standard being limited to a product rating in a certain condition, we need to consider the importance of the sections in the code referred to as Part 5.1.4, 5.4 and 5.6. These sections of the code use data from the standards but create information that will predict how the product will perform in an actual building. For example, Part 5.4 of the NBC requires condensation from air leakage to be considered by a qualified design professional while NAFS only obligates you to meet a certain allowable limit that may not consider condensation potential. In my personal opinion, this is where the scope of the NAFS standard may not meet the expectations of a homeowner. Anton Van Dyk is a fenestration consultant at Layton Engineering.

ACCELERATED INNOVATION Fabelta reveals its road to cutting-edge fenestration design.

here was a new person at the Fenestration Canada Spring Conference in Kananaskis, Alta., this year. Jennifer Lortie, director of residential sales for Fabelta, lit up the room in several education sessions with her passionate opinions and insightful observations, all informed by an obviously deep knowledge of fenestration manufacturing and standards. by PATRICK FLANNERY

It was clear Fenestration Review would have to follow up to find out where this impressive person came from and what her employer does. Here’s what we found out. The name Fabelta means “Belgian manufacturer of aluminum works.” The company was started in 1957 by a Belgian immigrant named Roger Boullion. He started in Laval, Que., but later moved the company to Manseau, Que. Today it is owned by Eric Desroches, who took over the company just last year. He’s 38 years old. Lortie joined Fabelta in 2011.

Advancing in the highperformance market meant a major overhaul of the production facility. Today, Fabelta works with advanced CNC equipment tied together by a paperless barcode system.

In the 1980s, Eric’s parents, Michel and Silvie, were working as an auto mechanic and a secretary, respectively. But they had entrepreneurial dreams. They were flipping houses for extra money and getting Boullion to upgrade the windows. Boullion was looking to retire and had no successor. The Desrocheses saw their opportunity and acquired Fabelta. The first order of business was to relocate from remote Manseau to Terrebonne, Que., strategically positioned at the intersection of major highways leading

to Montreal, Quebec City and the Ontario border. The next move was to add steel doors to the company’s offering in the early 1990s. Even at this stage, the passion for innovation that would define the future of the company was evident. Drawing on his technical background, Michel was determined to design and manufacture his own product rather than buy someone else’s and install it. “Being a mechanic, he’s someone who is very curious,” Lortie explains. “He’s a person who wants to know how things are made. It’s in his personality. He’s someone who like nice things that are cool. So it wasn’t even an issue of thinking of buying something that’s already done for them, they were going to make and design things.” It was an instinct that would take Fabelta through a journey of engineering, development and discovery that continues to this day. After the steel doors came the move to PVC and design of their own profiles. Then experimentation with and perfection of various hybrid designs, including aluminum-clad PVC and PVC with a hardwood interior side. According to Eric, the drive to do this came from a

desire to be able to fill any need for the client. Including clients who wanted an aluminum look combined with PVC thermal performance. Or PVC performance combined with a traditional wood look inside the house. The approach gave Fabelta a strong presence in the luxury homebuilding market. In 2015, Fabelta further expanded its appeal to the luxury custom home sector with a line of European-styled aluminum fenestration. Now called the Pure Aluminum Series, it includes tilt-turn windows, hoppers, fixed windows and swing doors...all in aluminum instead of PVC. The Pure series has opened up another market for Fabelta: heritage restorations. Because the Pure products can be extended or shortened in any dimension and mulled in any configuration, they are perfect for window replacements in old buildings with odd openings that cannot be altered. Designing their European-inspired lines in-house allowed Fabelta to tailor their products better for the Canadian climate. For instance, exposed gaskets were eliminated. The aluminum is thermally broken for better energy performance. The Pure line also responded to the trend toward ever-larger windows and doors, meeting the structural challenges arising from architects’ dreams. “There were good products that were European design that were already here in Quebec,” Lortie remembers. “So we did a lot of consulting on products we were looking for where we could actually buy the design and just manufacture it here. But when we consulted with architects or certain customers, there was always something bad they didn’t like or they wanted to do differently.” Demand drove a need to innovate, and Fabelta was ready to fulfill it. Not that all this innovation and introduction of new products didn’t introduce challenges of its own. Fabelta grew rapidly from three employees at the end of the ‘90s to 100 today. Along with this rapid expansion came a need to shift the way they did just about everything. “There were good logistical challenges,” Desroches remembers. “We were doing normal-sized windows for renovation. And then we switched to mostly large, oversized projects with new construction.” That required a different, streamlined approach to production with more machinery and better workstations for the assemblers. Installation changed, too. “We had to install the glass directly on site, things we didn’t do before,” Desroches says.”It was a big learning curve. For all the departments in the company to make that switch between renovation of bungalows, normal houses to these kind of architectural projects...it was big.” “Like realizing sometimes that the window that you sold doesn’t fit in the shop,” Lortie chimes in. “Or you can’t put it FENESTRATIONREVIEW FALL 2024 13

on the truck bed. We’ve made mistakes. We can build it, but can we deliver it? Yeah, it was a big learning curve. Now we can laugh about it.” Lortie explains that shifting from providing basic windows and doors to high-performance custom products included a shift from being salespeople to becoming project managers. In the past, “one person would be able to go to your house, take the measurements, do the order, put it in the system and get the windows installed. If something goes wrong, you call your rep and you’re like, ‘Hey, I have this problem, would you organize the service.’ Now? It’s completely different. Most of our projects have to go through engineering so we can’t just give you a price. We have to evaluate the performance. Where you are situated. The height of the building. Those are all things before we never used to think about.” Delivering the big custom projects is a challenge but it also generates some great stories. One time Fabelta had an order for a residence on an island. The large facade assembly was supposed to be taken across on a boat. But the river froze. So they had to organize a helicopter to lift the frame across to the job site. 14 FENESTRATIONREVIEW FALL 2024

It seems like a snow machine would have been cheaper but maybe the assembly was too big or too fragile. Fabelta would know because they deliver windows by snow machine as well. “We did a couple of houses for the Inuit up north,” Lortie reports. “And over there you deliver by boat. But after that the crates are attached to sleigh. There are no good

roads to take the windows to the camps.” Fabelta found that their marketing had to change, too. The biggest challenge to growing a specialty high-performance business was to raise awareness and gain respect in the architect community. Previously, the company had relied on the Yellow Pages (remember those?) and newspaper ads. That wasn’t going to cut it. Lortie understood that architects need learning credits. So they opened a school for architects. “The school was actually our cafeteria that we put blinds on to make it look like a professional classroom,” Lortie laughs. They started offering lunch-and-learn seminars, not promoting their products but educating on building codes, how to specify fenestration, what are egress requirements and the like. They also ran tours of their production facilities and in-house test lab. Fabelta set up a resource hotline for architects to call in with their fenestration questions. When 100 architects showed up to take classes in the first year, they knew they were on to something. The moves to produce more advanced product have required significant investment in more advanced equipment and a re-thinking of the plant. A CNC machining centre was added. Tables and bins were made larger to accommodate the bigger frames. The floor layout was re-done to allow more space for workers and moving product. Production software was added to tie everything together, a project spearheaded by Eric’s mother, Silvie. “This was a big project that my mother took, which was to have no paper in the factory,”

Eric explains. “Everything is by computer.” Materials are now tracked by barcode at Fabelta from the warehouse right to the loading dock. Fabelta feels it was one of the first fenestration manufacturers in Quebec to have added an in-house lab to test products before sending them out for certification. Michel initiated that project 20 years ago. Lortie explains that adding the lab created a beneficial loop for the company. “When you design and have to test a window 40, 50 times to make sure it passes, it’s a lot of money. So Michel said, ‘I’m going to have my own lab and we’re going to test for air, water, structural.’ That was very impressive. That made it possible to continue to make new products and new options because we had the equipment to test our new ideas.” Fabelta has Energy Star-rated products, but the demands of the custom market often force it to go beyond what is in the database. “We have to sell windows according to the orientation of the window, the usage of the rooms,” Lortie explains. “Is it a big open area inside? Or is it small units where you won’t have a lot of air circulation? What type of ventilation is going to be installed? What type of heating? So I would say we go beyond just having a high-efficiency product because we actually have to think about the whole building envelope.” Fabelta is presently focused mainly in the Quebec market. But they have dreams to go further. They have landed some projects in Ontario for very high-end homes where the builder is looking for something special.

New labels on the horizon NRCan is investigating a harmonized regime.

arlier this year, Natural Resources Canada announced its plan to amend the Energy Efficiency Regulations to help support Canada’s goal of achieving net-zero emissions by 2050. The updated regulations, when enforced, will, for the first time, include manufactured fenestration products as a new energy-using product with revised labelling and reporting requirements. It is important to note that NRCan is not considering any new energy-efficiency standards for manufactured fenestration products. The amended regulation is mainly intended to establish a database of products and promote the use of a standardized label as well as support stakeholders with accessible information about the efficiency of fenestration products. NRCan proposes that, under the new regulations, all products must bear a removable information label like the ones used by the Energy Star and National Fenestration Rating Council programs. This will replace the Energy Star Canada label and contain mandatory and optional information as well as participating program logos or badges (e.g. Energy Star), if applicable. All labels must display the manufacturer’s name; the model type and class; the model identification code or NFRC CPD number; the mark of the certification body responsible for testing; the U-factor of the total assembly; the solar heat gain coefficient of the total assembly; and the visual transmittance of the total assembly. The labels can also provide the following optional information: tested air leakage; the calculated energy rating value; U-factor in IP units; and links to secondary sources (i.e. URLs or QR codes). Under the proposed regulations, all manufactured fenestration products will carry an energy efficiency certification mark authorized by a certification body accredited by either the Standards Council of Canada or NFRC. This mark indicates that the products have been tested and certified in accordance with CSA-A440.2-22; American National

Standards Institute/NFRC 100-23; or ANSI/NFRC200-23. Dealers will also be mandated to submit an energy efficiency report to NRCan for all regulated products (only one report per product model) entering Canada or crossing provincial/territorial borders for the first time. The report can be submitted to NRCan through SCC, NFRC or by certification bodies accredited by these organizations. The energy efficiency report is expected to include the product name (i.e. casement window, sliding glass door, etc.); the brand name; the model number or identification code; the product gateway model size; the NFRC CPD number, if applicable; the manufacturer name; the name of the certification body whose verification mark would be affixed to the product; the U-factor of the total assembly; the SHGC of the total assembly; and the VT of the total assembly. A dealer who is importing these into Canada would include the product and brand name, model number, dealer address and the purpose for which the product is being imported in the customs release document. NRCan is considering enforcing the finalized regulations on products manufactured on or after Jan. 1, 2028. In a recent consultation that concluded on Sept. 13, NRCan sought feedback on the proposed regulations from industry stakeholders with a focus on the scope and extent of regulated product classes and if there will be additional financial or administrative burden on companies due to product testing by SCC-accredited certification bodies. During this consultation, FGIA submitted comments, raising concerns about issues such as data duplication, reporting processes, label format, design, size, placement and the possible implications for enforcement, penalties and regulations on importation and interprovincial trade. The Spring Conference was great; WinDoor is going to be even better.

his year, 2024, is a strange, exciting and scary time. More so than the usual third quarter experiences. I am proud to be a part of this dynamic and rapidly changing window and door industry. I find it strange in that, even with the increase in Canadian population (41 million, as of July), the housing starts are decreasing. We started 96,000 in February 2023, and 90,000 in February 2024. The gap between housing stock and population is the greatest of the last 50 years and is becoming even wider. It’s also strange in that the selling price for finished products has only increased by seven or eight percent, yet materials and shipping costs have increased closer to 25 to 30 percent. Labour costs have only increased about seven percent, which is reasonable and surprising. It was expected labour costs would need to increase to attract employees. It’s strange that, with the increase in population, a major problem in our industry is shortage of labour. And strange that, even with this need for growth in product volume and increased sales, insolvencies are higher than any previous similar period (43.1 percent, or 773, so far in 2024). Times are scary in that, often, company bankruptcies have been due to little fault of their own. Many much-needed, multiple-unit large housing projects have recently been cancelled after being more than 70-percent sold. They have been stopped due to increased interest rates, higherpriced materials, extreme shipment costs and lack of labour. Besides the frustrated home buyers, this cancellation leaves the window company who were to supply the finished product left with significant cash flow problems. These cancellations have a negative effect on supply to all manufacturers. It’s the domino effect. Before you celebrate receiving a

large window supply contract, be prepared for your finished product to be left sitting on your shipping floor due to the project being cancelled. Also scary is that the daily production figures of renovation companies are slowing down, due to increased costs of materials and a lack of orders for window and door home renovations. This is happening even after the homeowner had decided to renovate their existing home because their new home was cancelled. It’s scary that the industry labour shortage problem will become worse. More than 18 percent of the present workforce will retire within the next 10 years. How will companies ever be able to train replacements if the senior employees have all retired? These times are exciting in that new products, new regulations and new methods have been introduced this year. Many new machine and process innovations have been introduced or developed. It will all be on display for all to see and experience at the upcoming WinDoor show. While we can do little to relieve the pressure caused by interest rates and shipping costs, the product and labour problems are recognized and are being addressed by several forward-thinking companies. At WinDoor, being held on Nov. 13 and 14 at the Palais des Congress in Montreal, attendees will be able to gather many ideas on how to reduce product unit cost, reduce staff requirements with innovative new technology and machines, and reduce production costs with new methods and new product offerings. You can pick up ideas that are aimed at assisting you in keeping your company healthy, wealthy and, yes, wise. Time to talk about your least-favourite thing.

et me write a word that can raise the blood pressure of window manufacturing executives to dangerous levels. Are you ready? The word is...testing! Or, to be more specific, window testing. When I started in this industry in 1984, testing in the factory was about trying to make improvements to windows prior to sending a product to a test lab. My first experience was with a salesman from Schlegel, who brought a suitcase air test unit to the factory. It had a blower that was attached to the outside of a window with a plastic bag and would measure the cubic feet of air required to maintain a fixed pressure on the bag side of the window. We would look for leakage points with a smoke pencil on the interior side of the window. It was during one of these sessions that a salesman named Prudhomme suggested to me that there was a new document and he recommended I check it out. It was the first version of the CSA-A440 standard. I did acquire it and I owe Mr. Prudhomme a great deal of thanks as this advice probably changed the trajectory of my career, ending up with me here, writing for you. Moving on, over the next few years, testing and publishing results soon became an essential part of the marketing process. However, these results were not certified by a third party and were subject to some interesting practices. As I was spending more and more time with independent labs, I would ask about some of the more outrageous high results being circulated. One example of a practice was to test a window with a seal that was so tight that the sash of a sliding window was virtually immobile. It would have a great air test result, though! Then the manufacturer would change the seal before the required ease of operation test. All the changes done to the test samples would be documented in the detailed, multi-page test report. However, when someone asked to see the report, they would more likely be given the one page summary that showed the results, but not the detail regarding what was done to achieve these results. I hope these examples aren’t giving anyone any ideas.

Whether a test was honest or not, it was costly and one thing that did show up on the summary page was an expiry date, at which point the manufacturer would have to retest the product even if no changes had been made since the last test. It could reasonably be argued that the only ones who benefited from re-testing an unchanged product were the labs doing the test. It could equally be argued that no product could reasonably be said to not have some incremental change, even if unintended or unnoticed. Then, one day, something new was considered. The Canadian Window and Door Manufacturer’s Association (the precursor to Fenestration Canada) brought forward a proposal to have a voluntary program to certify windows. A product’s manufacturing process would be officially observed and re-evaluated on a periodic basis. It was suggested that it would no longer be necessary to retest an unchanged product. And window certification was born. So, now we live in a world where re-testing is a thing of the past...screech! Not so fast. Every five years a new version of the testing requirements is issued. Sometimes the changes are minimal, but sometimes changes are more significant. But why should manufacturers care? Their existing testing is still as valid as the day it was done. I remember a call I received from a customer. The customer was bidding on a substantial project and had just been informed that the testing that was submitted – the testing I had provided – had been rejected. The specifications of the tender required a newer version of the testing standard. My test was still valid but no longer being accepted. Now, every five years, a new, updated version of the testing requirements is issued, putting the industry back to where we were so many decades ago. And that, my friends, is how the word “testing” became a sound to make the bravest manufacturer shudder. Phil Lewin is technical director for SAWDAC.
