I would like to take this opportunity to update the Town of Evans residents and community members on the achievements made in this past year. We have been in contact with medical facilities and grocery chain outlets, which resulted in having very promising conversations in the hopes that the Town of Evans will secure their business. I would like to thank the town employees and committee members who work so hard to make the Town of Evans a better place to live and work. In the past year, each town department has been working diligently to keep our town running smoothly and efficiently. Below is a brief overview of the results of that hard work.
Town Clerk’s Office – The Town Clerk’s Office processed 7,695 transactions related to parks, the pool, and Sturgeon Point Marina. The office issued 161 Town licenses, 203 hunting and fishing licenses, 1,873 dog licenses, and completed 214 passport applications. Additionally, 147 marriage licenses and certificates were issued, along with 450 birth and death certificates. The Town Clerk’s Office remains committed to providing courteous and efficient service to residents and taxpayers while utilizing modern, cost-effective methods whenever possible.
Finance Department – The Finance Department provided the financial information required to complete the Annual Fiscal Audit for the Town of Evans and the Town of Evans Court System, as well as the Federal Single Audit. The department also worked closely with the Town Supervisor to prepare the 2026 Town of Evans Budget while keeping the tax increase within the state tax cap. In addition, the department assisted the Human Resources Department with bi-weekly payroll processing and enhanced reporting requirements for the New York State Local Retirement System.
A notable highlight for 2025 was recognition from Standard & Poor’s, the nation’s leading bond rating agency. Through continued efforts to strengthen the town’s financial position while maintaining budgetary discipline, the Town of Evans improved its bond rating to AA-, moving into the High-Grade Classification from its previous A+ rating.
Assessor’s Office – The Assessor’s Office worked to send out renewal applications to those residents that are low-income seniors and/or disabled. Applications have also been sent for agricultural assessment as well as non-profit. Permits are now being entered for the 2026 Assessment Roll, which is due May of 2026. New York State has mailed out correspondence for the School Tax Relief Exemption (STAR), and the Assessor’s Office is handling inquires related to the STAR correspondence.
Building Department – The Town of Evans Building Department consist of 3 full time and 1 part time New York State Certified Code Enforcement Officers. Their mission is to assist the public in completing their projects safely and accurately. In the past year, the department has issued 1,049 building permits, including 31 new single family, 2 manufactured, and 2 duplex homes. Additionally, the building department assisted in 22 fire callouts, and handled 533 complaints resulting in 226 notices of violation. The department has identified 5 structures in the town that were deemed unsafe, all 5 structures have been demolished, and has conducted all required fire inspections to ensure the safety of our residents. When necessary, the building department works in conjunction with the Town of Evans Planning Board assisting in the growth and development of the town.
Parks/Marina Department – The Town of Evans Parks Department services the Evans Town Park, Lake Erie Beach Park, John K. Thompson Pool, and Sturgeon Point Marina. The parks department is comprised of 5 full time employees and 1 regular part time employee working under Crew Chief Richard Galfo. For the upcoming 2026 Summer Season, the department will be hiring 7 seasonal laborers, 20 lifeguards, and 14 gate guards for the marina, parks and pool. Over the past year, the department completed several projects, including the construction of a new 25,000-square-foot athletic court complex featuring a basketball court, roller hockey court, tennis court, and three pickleball courts. Improvements were also made to Pavilion #2 on the beachside of Evans Town Park, where new siding, gutters, and a garage door were installed. In addition, new Town of Evans signage was installed on the beachside pavilion and the sports court fence at Evans Town Park, along with new signs at the South Creek Pool. Plans for the 2026 season include replacing the existing open-air beachside pavilion, installing an ADA compliant ramp, and replacing the mulch at the Nettle Creek Playground.
Police Department – The same challenges that continue to impact law enforcement nationwide certainly have affected our Police Department as well. From staffing, recruit-
ment, and retention to overall cost of operations, to expanded roles and expectations placed on law enforcement to rapid technological changes, and issues that impact daily lives. With that said, I could not be prouder of the men and women of the Town of Evans Police Department and the job they do day in and day out to keep this community safe.
In 2025 we continued to fill vacancies due to retirements through the Civil Service process. Maintaining a safe level of personnel has allowed us to preserve a work/home quality of life for employees, allowing public safety dispatchers and officers to attend training to further their skill set and keep overtime expenditures in check. We have secured a communication grant through the New York State Division of Local Governments Efficiency Grant in the amount of $316,323.00. This grant will upgrade the Town of Evans and Town of Brant Police radio communications infrastructure to Homeland Security specifications and requirements. This is a huge accomplishment, as it is becoming increasingly imperative to make radio upgrades.
Lastly, a daily focus remains to continuously evaluate how the department functions and operates to determine more efficient techniques and/or procedures that can be implemented. As Chief of Police, my focus remains to provide the best service and professionalism for our residents in our role of protecting life and property in the Town of Evans.

Highway Department – The main mission of the Highway Department is maintenance and improvement of a network of approximately 140 lane miles of town highways to ensure a safe infrastructure for the motoring of the general public. In addition to road maintenance, within the borders of the right-of-way, the department is responsible for snow removal and ice control, maintains drainage, cuts grass, and removes brush for the town residents/community. In 2025, the Highway Department fully repaved 8 lane miles of road, resurfaced over 10 lane miles of road, and installed over 2,000 linear feet of drainage pipe. In addition, 15,000 feet of open ditch were cleaned, and 7,000 piles of brush were removed. Over the winter months, the department committed over 10,000 labor hours towards snow removal, ice control and overall winter weather maintenance measures.
Planning and Community Development – The Evans Office of Planning and Community Development (OPCD) continues working hard in the areas of strategic and master planning, securing grant funding, community and economic development, and managing the town’s capital projects. Over the past year, the OPCD with the support of consultants and community stakeholders has worked to finalize the Evans Parks and Sturgeon Point Marina Master Plan was well as the Evans Transportation Master Plan to improve our roadway network and access to our public spaces for all users. The office has also applied for and been awarded multiple grants for projects to implement these plans, including further design development of Sturgeon Point Marina uplands area to create 90% construction documents, and the replacement of the Evans Town Park waterfront pavilion, including a new ADA compliant beach access ramp.
At the same time, the OPCD continues to manage current capital projects from previously awarded grants, many of which are in the final design and permitting phase, including replacement of the pool house and other site enhancements at the South Creek Pool. Erosion control and environmental restoration along Muddy Creek in Lake Erie Beach,

continued construction of the Shoreline Trail and water main replacement along Lake Shore Road, and the replacement of the docks and other landscape improvements at Sturgeon Point Marina. All of these projects are slated for completion by the end of 2027. We have successfully completed two important roadway improvement projects, including the installation of a half-mile portion of the Evans Shoreline Bike Path in Lake Erie Beach (including new drainage and water mains) and a complete replacement of the Derby Road Bridge over Pike Peak.
The OPCD has also been working closely with the Evans Economic Development Advisory Committee to launch a regional waterfront tourism marketing campaign this year with funding from I Love New York. The office has also been marketing the town and making connections to attract new businesses and services to help meet the needs of the Evans community in areas such as retail and healthcare.
Last but not least, the Planning Office continues to work closely with the Evans Planning Board to conduct thorough environment reviews and approvals of various land use development applications, such as site plans, special use permits and subdivisions. The Planning Board has also been busy reviewing multiple zoning code amendments to help address various community issues, needs, and new land use trends and development opportunities as we look to the future of Evans.
Senior Center – The Town of Evans Senior Center is committed to the advocacy of the senior population in the Town of Evans. Our mission is to provide our seniors with quality activities, a variety of daily programs, recreation, socialization, daily nutritious meals in partnership with Erie County Senior Services’ Congregate Senior Lunch Program, and to assist with independence and enhance the well-being of our seniors, while fostering a family atmosphere.
The Town of Evans Senior Center is staffed by the Director Veronica Yeager, 1 full-time and 4 part-time employees. The center works with various town departments to assess and complete facility updates, projects and everyday maintenance. This year, the Senior Center completed the installation of new windows for the entire building. The Senior Center would like to extend a sincere thank you to Supervisor Ashton for making this project happen. The Center would also like to thank the Town of Evans Parks Department for all their hard work during the year to keep the center open, especially this past winter.
Over the years, the membership of the Senior Center continues to increase. Networking with outside organizations is always ongoing to obtain additional resources for our facility, members and programs offered. The Director is responsible for scheduling wellness visits/calls for those members that might not be able to get to the center for various reasons. These visits/calls are extremely important to the members to continue and ensure their well-being. Volunteer recruitment and training are essential in providing programs and assisting in serving the increased membership. A heartfelt thank you to all our volunteers for your time and dedication.
Community engagement and the collaborative process of working with the community spans from residents to organizations. This engagement requires dedicated resources such as time, funding, and individuals with the necessary skills. Below are just a few of the community engagement projects completed by our senior membership:
• Provided 20 personalized boxes to the City Mission for the Homeless Veterans. These boxes were filled with items such as winter clothing, bedding, and personal hygiene items. Highland Elementary students provided handmade cards thanking the Veterans for their service.
• The Senior Center staff and instructors held a drive to collect various items for the adolescent individuals in our community. The drive was a huge success.
• 2025 was the second year of supporting “Roanchar Ranch Draft Horse Rescue.
• The Senior Center’s quilting circle handmade and provided 30 animal beds for Purr-fect Fit Animal Rescue and Adoption Center.
• The Senior Center members adopted 2 adolescent sisters for the holiday season and provided clothing, personal items, bedding and groceries in partnership with Operation Good Neighbor.
• The Senior Center members assembled and stuffed approximately 3,000 Easter eggs for the Town’s Annual Easter Egg Hunt to be held on Saturday, March 28, 2026 at that Evans Town Park.
Community Events Committee – The Town of Evans enjoyed a full calendar of events in 2025. From music performances and the Easter Egg Hunt to National Night Out, Trunk or Treat, and the Christmas Open House at Town Hall, the Community Events Committee delivered a wide variety of activities for residents. Planning for the 2026 event season is almost complete. Below is a summary of several highlights from the past year:
The Committee partnered with the Evans Police Department and Lake Shore Central Schools to host a well-attended National Night Out in August. Music continues to be a major attraction in the Town of Evans, with popular performances held at the Marina, Evans Town Park, and Lake Erie Beach. Residents enjoyed these free concerts, which showcase local musicians and feature our beautiful sunsets along the shores of Lake Erie.
The Back to School Bash offered a variety of family-friendly activities, including karate and dance demonstrations, canvas painting, and a petting zoo. A new event introduced in 2025, Yoga on the Beach, was very well received and will return in 2026, along with the annual Hometown Heroes Night coordinated with the Town of Evans Veterans Committee.
For updates on 2026 events, residents are encouraged to follow the Town of Evans website, Facebook page, and the Angola Pennysaver. The full schedule of events for 2026 is expected to be available in the coming months. We are grateful for the strong support and participation from our residents, and our goal remains to bring the community together to enjoy all that the Town of Evans has to offer.
Accessibilities Committee – In 2025 the Accessibilities Committee completed a survey pursuant to accessibility ideas and issues regarding the Town of Evans. Over 125 residents responded with feedback. Those survey results can be found on the Town of Evans website (www.townofevansny.gov). Through our advocacy, the town added a communication system in the court room to enhance the experience for hearing impaired individuals, added beach mats at the Evans Town Park and Lake Erie Beach Park, and assisted with entrance to the newly completed athletic courts to ensure all residents the ability to access. Once again in 2026 there will be a sensory path during the annual Easter Egg Hunt for children who are in need of an alternative activity. The committee is committed to a public education campaign and looks forward to the completion of projects within the town which will improve and increase accessibility, such as the ramp at the entrance to Evans Town Hall, at Town Park Beach, and at the South Creek Pool House. As always, the Accessibilities Committee will continue to advocate on behalf of our residents for full accessibility within Town of Evans.
Recycling Committee – The Recycling Committee hosted two electronic waste events and provided home pickups for our disabled, veterans, and senior residents. The committee continues to hold a beach cleanup on Earth Day and an International Coastal Cleanup Day at Lake Erie Beach Park. Additionally, last year, we were fortunate to have partnered with National Fuel Gas to distribute weatherization kits to our residents. In 2026, the committee will continue these initiatives, and will also include a paper shredding event in the Fall of 2026.
In closing, it is the hope the above summary of achievements reinforces, to all residents, the commitment of the Town of Evans employees, Town Board and myself to continue to make the Town of Evans a place you are proud to call home.

*Bus Driver applicants must be a minimum of 21 years of age have a good driving record, already have or be willing to obtain a CDL class “B” license with a P & S endorsement, pass a background check, physical and drug screen. (Options available for CDL class “C”call for more information.) Bus Driving positions start at $23.87/hour.
Free Training to get your CDL provided to the right candidates. Candidates for all positions must be dependable and enjoy working with and being around children. Our permanent positions involve working a split day, such as: 6 am-9 am & 1:30 pm-4 pm. Benefits include: paid health insurance, flexible spending account, paid sick & personal time, perfect attendance bonus, Overtime availability, NYS Retirement Pension Plan.
*Bus Attendants must be a minimum of 19 years of age & pass a background check. Pay rate is $16.85. Our substitute positions allow you to pick work as it comes available. We have work available at many different times of the day including field trips, sports runs (from 3:45 pm on) and even work at times on weekends. Substitutes can choose what they want to work based on what is available. Work 1 shift a week or 1 a month!
