Senator Gallivan Announces Funding Through Regional Rconomic Development Councils
More Than $2.8 Million Awarded to Projects Throughout 60th Senate District
Senator Patrick M. Gallivan (R-C, Elma) announced seven local projects within the 60th NYS Senate District are included in the latest round of grants funded by the state’s Regional Economic Development Council (REDC) Initiative. The funding totals more than $2.8 million to support community projects in Lancaster, Hamburg, Evans, Brant, Clarence, and Springville.
“The state’s regional approach to economic development allows local leaders to identify projects that support local businesses, improve recreational opportunities and enhance the quality of life for residents and visitors,” Senator Gallivan said. “I congratulate the regional stakeholders who helped develop these proposals to meet the needs of their communities.”
Projects within the 60th Senate District include:
• $675,000 For the Town of Clarence, in partnership with the Clarence Lions Club, to construct an all-inclusive playground at Town Place Park, creating a universally accessible play space for children of all abilities.
• $673,000 For the Springville Center for the Arts to create artist workspaces and preserve the historic buildings at 67-69 E. Main Street in Springville. The structures date from 1895 and 1907 and feature prominently on the corner of Springville’s historic district.
• $375,000 For the Town of Lancaster to install a safe, accessible, and engaging splash pad at Westwood Park. The project will offer active water features for children and a mist tent for seniors and adults. The project is located near populations vulnerable to extreme heat including low-income neighborhoods, senior centers and people with disabilities.
• $356,250 For the Town of Evans to complete architectural and engineering work for major infrastructure and public space upgrades at Sturgeon Point Marina. The project includes design of a new amphitheater, park promenade, picnic overlook, and improvements to internal roads, parking, and lighting at the Lake Erie waterfront site.
• $334,719 For the Town of Brant to improve facilities at its only municipal park to support youth and community sports programs and increase park usage. Improvements will include two new baseball diamonds, upgrades to the football field, and replacement of the septic system for the existing restroom.
• $310,492 For the Village of Lancaster to install solar panels on the roof of the DPW building to generate clean energy and reduce operational costs. The project is one component of the village’s larger goal to increase renewable energy adoption.
• $100,000 For the Town of Hamburg to complete an assessment of multimodal infrastructure and develop conceptual designs focused on multi-modal access, connectivity, and safety along Lake Shore Road from Hamburg Beach to Lake Erie Seaway Trail Center. This project will support local businesses through the completion of a targeted market study and implement the town’s Local Waterfront Revitalization Program.
The local projects are part of a total of $463 million allocated statewide in the latest round of REDC funding.
The REDC process supports and empowers regional stakeholders in developing strategic plans and funding priorities that meet local economic needs. It is designed to provide expedited and streamlined access to grant funds and tax credits from dozens of existing programs.

Rail Crossing Tragedy
On April 13, 1917, two brothers, Frank and Anthony Fricano of Milestrip Road, picked up a friend, Peter Pero of the Union Hotel, Brant four corners. Their destination was the Macaroni Factory in Silver Creek. On route they had to cross the Irving railroad tracks.
Tragedy struck! The Ford pickup they were driving stalled on the tracks and in less than forty-five minutes from home, nineteen children were left fatherless. Three men were killed instantly.
When the news reached the tiny hamlet, Jessie (Pero) Minor, oldest daughter of Peter Pero Sr., hitched up the brown mare, Nellie, to the wagon and set off to the scene of the accident. When she arrived, the expectant mother was shocked to see her father, who had been wearing his fur coat, hanging on the trellis. The raging water after the spring thaw of the Cattaraugus Creek below was ready to claim him. His coat preserved his being, for the other two men were mutilated. The entire town shared the grief of this unfortunate tragedy. At the funeral, all the female children were garbed in black. Aunt Carrie Pero, after purchasing a bolt of black cotton from the Bauer Store, spent the entire evening sewing the plain black dresses. On April 17, 1917, the townspeople congregated; the funeral was overwhelming. Those that could walk did.
Three pine coffins covered with velvet were brought into the church*. Father Hector Sella officiated at the early mass.

I was told it was one of the most unforgettable funerals of its time. The congregation walked in body to the nearby cemetery. The burial lots in Mt. Carmel Cemetery had been selected. Three identical burial vaults were lowered. Later, three exact monuments with their photos embossed, indicated their resting place.
Another very dear friend, a compare, Thomas Gerace, grieved so much that one month later he joined his friends.

Terry L. Caber Sr. 1951-2026
Terry Caber Sr. at the age 74 of Farnham NY quietly passed on January 17, 2026 at Mercy Hospital.
He was born in Harrisburg Pennsylvania on December 5, 1951, to William and Marjorie Caber. The family relocated to Lackawanna NY where he later attended Lackawanna High school: graduated 1969. He was drafted in 1970 by the United States Army where he served as Military Police until 1972.
After leaving the service he met the love of his life Dawn Krtanjek in 1973 while playing in a band with her brother. The couple married in the fall of 1975. Surrounded by his in-laws, who Terry adored, the couple settled in Farnham NY.
Terry and Dawn gave birth to two sons, Terry Jr. and Tony Caber who were the center of their world.
The highlight of their life was the birth of their two granddaughters Aubrey and Taylor Caber. They cherished the time they spent with the girls.
Terry attended Erie Community College where he was enrolled in the Electrical Engineering Technology program.
He graduated with a 4.0 GPA. Terry was an Engineer by Profession. He worked at Seneca Alleghany Casino as a Slot Tech Manager where he retired in 2020.
of grant writing he was able to secure funding for various projects that included a new children's playground and municipal family park, a veteran's park, new water tower, fire engines, ambulances, Department of Public Works equipment such as dump trucks, backhoe and much more. For two days the Village was under a State of Emergency for numerous outdated broken water lines. Terry and Dawn tirelessly took the streets and hand delivered cases of water to each residence. Terry immediately secured emergency funding from the State of New York and Erie County in a mere two days to resolve the crisis. His words during this process to the county were "I don't want to hear we can't but, how can we do this" As a direct result of Terry's leadership, Albany passed legislation for a new bill known as the "The Farnham Bill" enabling villages across New York State to secure funding in similar extreme emergencies.
Terry was so passionate about his role as Mayor because he knew it was all for his community. It was never about self-promoting but, how he can help his residents. A true leader in his role. It was all about integrity first. He was a member of many associations and government groups all working together for the betterment of each community. Terry's legacy lives on in the family he cherished, the community he strengthened and the music he loved.

He played in the Buffalo music circuit alongside his brothers-in-laws, Mickey and Tony Krtanjek for over 30 years. As a lead guitar player, he played with many popular bands such as Milestone, Gateway and Replay. Here is where he formed lifelong bonds and brotherhood with the other members. He was also an avid lover of the Beatles. One of his biggest joys was attending two Paul McCartney concerts. Anyone who knew Terry well would have considered him a Beatles historian.
Terry honorably served as the Mayor in the Village of Farnham, New York for more than 16 years. His vision and dedication led to vital infrastructure improvements to the community. With his skill
