Mayor's Message

Welcome to Borough Life - your resident magazine bringing you the latest news, highlights, and upcoming events from Antrim and Newtownabbey Borough Council.

Our award-winning Council continues to shine, recently achieving a record-breaking 32 Green Flag Awards for our beautiful parks and open spaces. Our outstanding Leisure Team has also been celebrated on the national stage, winning UK Best Services Team of the Year at the APSE Awards. We were further honoured to be named finalists for Overall UK Council of the Year 2025, following last year’s landmark achievement of becoming the first council in Northern Ireland to receive this prestigious title.

This year, we are investing £2 million across our play parks, we have launched funding to revitalise town centre shop fronts, and we have introduced a new weekly wheelie box recycling service – all part of our ongoing commitment to building a prosperous, inclusive, and sustainable Borough.

Best Services Team of the Year

Our Leisure Team was delighted to be crowned ‘Best Services Team of the Year’ in the Sports, Leisure & Cultural Service category at the APSE Awards ceremony in September. The Council was also a finalist in two other categories:

• Street Cleansing & Street Scene Service – Waste Operations Street Cleansing

• Best Building and Housing Initiative – Economic Development – Living Over the Shops Programme

We were also thrilled to be a named finalist in the UK Overall Council of the Year 2025. This follows our landmark achievement in 2024, when we proudly became the first Council in Northern Ireland to receive this top honour.

ukactive Awards 2025

Our award-winning leisure team has also been shortlisted in three categories at the 2025 ukactive Awards, one of the UK’s top leisure industry awards.

This marks the fourth consecutive year that the Council has reached the finals, with recognition across the following categories:

• Regional Centre of the Year – Antrim Forum and Ballyearl Arts and Leisure Centre

• Healthy Communities Award –Leisure Services

• Physical Activity Hero Award – Arlene McMinn

The winners will be announced at the ukactive Awards ceremony in Birmingham later this year.

PEACEPLUS Programmes Making an Impact

PEACEPLUS funding is playing a vital role in supporting local communities, health, wellbeing, and physical activity programmes across our Borough and this support will grow in 2026.

From school swimming lessons to outdoor yoga sessions, our PEACEPLUS programmes aim to get residents of all ages involved in activities that promote inclusive communities and healthier, more active lifestyles.

These initiatives are not only improving individual wellbeing but also strengthening community connections. By the end of the PEACEPLUS programme, over 5,000 residents will have benefited, highlighting our Borough’s ongoing commitment to community development, health, and education.

Highlights across Our Borough:

• Her Outdoors Week: 100+ women joined free sessions like Pilates in the Park and Sunset Yoga, boosting wellbeing through nature.

• Schools Swimming, ‘Learn to Swim’: 300+ pupils from 12 schools will have received free lessons to build water confidence and life skills by December 2025.

Upcoming events:

• Youth Engagement, Skate Jam: Skaters are invited to events at Skate 100 (V36) from November 2025–March 2026.*

• Sports Development Workshops: To support grassroots sports, quarterly workshops are being delivered to local clubs, focusing on topics like Athletic Conditioning, Nutrition, and Performance Analytics. Sports coaches are invited to these sessions to learn tools that will better support their athletes.*

• Intergenerational Nature Activities: Families (with children age 7+) can enjoy Bushcraft, Foraging, and Bird Watching from October 2025–April 2026.*

• Healthy Kids Programme: Over 1,100 P6 pupils will learn more about nutrition and physical activity from October 2025–January 2026.

• Our Shared Borough – WEAVE Programme: Launched in October 2025 and running until December 2027, The Our Shared Borough - WEAVE Programme will deliver nine threads of support to strengthen the capacity of community and voluntary groups across our Borough.

Key priorities of the Programmes will be the development of a Community Support Plan, setting out a shared vision for the next 3–5 years, the establishment of a Borough wide Community Forum, and upskilling of the community and voluntary sector with formal qualifications and increasing access to public funding opportunities.

32 Green Flag Awards

Our Council has claimed the top spot in Northern Ireland with a record-breaking 32 Green Flag Awards for its parks and green spaces, more than any other Council in the region.

Presented by environmental charity Keep Northern Ireland Beautiful, the Green Flag Awards recognise excellence in park management, environmental standards, safety and community involvement.

This year’s awards celebrate 22 councilmanaged sites and 10 community spaces, including new winners Ballyclare Cemetery and Neillsbrook Fold.

These accolades reflect the Borough’s ongoing investment in accessible, wellkept spaces that support wellbeing, biodiversity and local pride.

Adding to the celebration, local volunteer Áine Gilchrist from Monkstown Village Community Garden received the prestigious ‘Pollinator of the Year’ Award for her work in promoting biodiversity and pollinator-friendly gardening.

From sensory gardens and upgraded play areas to flagship events like Garden Show Ireland and Enchanted Winter Garden, our Borough continues to lead the way in creating beautiful, inclusive green spaces for everyone to enjoy.

£2m Play Park Investment

We recently launched a major £2 million investment to upgrade 33 play parks across the Borough, transforming outdoor spaces for children and families.

The programme began earlier this year with the successful opening of the brand-new Mallusk Play Park.

King’s Park and Rathcoole Diamond Play Parks are now open with other key projects including Hazelbank Play Park and Jordanstown Loughshore Play Park to follow.

This investment is all about building exciting, inclusive spaces where kids of all abilities can play, laugh, make friends and let their imaginations run wild!

Christmas Food Safety Tips

The festive season is a time for celebration but it’s also important to keep food safety in mind, especially when it comes to leftovers. With a little planning, you can enjoy your Christmas meals safely while also cutting down on waste.

Freezing and reusing your leftovers

Think of your freezer as a ‘pause button.’ You can freeze most foods, e.g. raw and cooked meats, fruit, boiled potatoes (after five minutes of cooking), grated cheese, and even eggs. Cooked turkey and other meats can be frozen too, either on their own or as part of a meal.

Top tips for freezing safely:

• Cool cooked food at room temperature and freeze within 1–2 hours.

• Split leftovers into smaller portions so they cool and defrost faster.

• Always label and date containers to reduce waste.

• Defrost food in the fridge or microwave and never at room temperature.

• Once defrosted, eat within 24 hours and don’t refreeze.

• Reheat until piping hot to kill any harmful bacteria. Handled properly, frozen food will stay safe for months, though the quality is best within 3–6 months.

Winter Woollies Returns

Our popular Winter Woollies initiative will return for another year, just in time for the cold weather creeping in. As the temperature drops and heating costs rise, some of our residents need help to stay warm and we are calling for your help.

To help spread warmth and kindness this winter, you can knit or crochet warm items, either on your own or with friends or a community group, and drop them off at our donation points located in Mossley Mill and Antrim Civic Centre up until 14 November.

The handmade hats, scarves, blankets and other warm items will then be distributed to residents across our Borough who need them most.

This year we are asking our dedicated knitters and crocheters to consider making Trauma Teddies. These smiling bears are distributed by emergency services to children who are involved in traumatic events.

Shop Safely this Christmas

Whether you’re browsing online or in store it is important to protect yourself and those you’re buying for. This advice will help you shop safely and enjoy your Christmas. Always complete these 12 checks when buying toys:

1. Look for the CE Symbol: This confirms that the toy meets safety standards.

2. Check it’s for kids: Festive novelties can look like toys but should be kept away from children.

3. Reputational matters: Purchase from reputable suppliers known for selling safe products.

4. Beware of bargains: Exercise caution with second-hand toys, worn or old items which may be unsafe.

5. Check age restrictions: Pay attention to age restrictions to avoid risks like choking or sharp edges.

6. Consider special needs: Shop with extra care for children with special needs.

7. Choking hazards: Watch out for small parts, loose fabric or shredding hair.

8. Loose parts: Ribbons or strings on toys or costumes can be dangerous.

9. Inspect your toy boxes: Replace worn toys. Family favourites should be properly repaired.

10. Supervise when you need to: Some toys, like chemistry sets, require adult supervision.

11. Tidy up: Dispose of packaging once toys are unwrapped.

12. Celebrate a safe Christmas: Completing these checks when shopping can save you stress. Don’t forget batteries, and dispose of them safely.

The guide offers advice for employment and skills, families and wellbeing, energy and food support as well as financial advice.

PAWS for Thought

A puppy may seem like the perfect Christmas gift, but it’s important to pause before making this lifelong commitment. Dogs Trust reports that nearly half of dog owners in Northern Ireland worry about affording their pets, and one in five fear rising food costs will make things worse.

The festive demand for puppies also fuels illegal breeding and trafficking. To combat this, we are working with DAERA and the PSNI through the 'PAWS for Thought' campaign which aims to stop puppy farming and protect animal welfare.

If you are considering getting a puppy, always buy from a licensed breeder who prioritises welfare, or better still, adopt from a rescue centre. Be cautious of online adverts, never accept doorstep delivery, and insist on seeing the pup with its mother.

A United Stand: Ending Violence Against Women and Girls in Our Borough

In partnership with The Executive Office for Northern Ireland, we have reaffirmed our commitment to ending violence against women and girls (EVAWG) through the Local Change Fund. This will support community networks and provide opportunities for grassroots organisations to play their part in preventing violence, harm and abuse against women and girls.

As part of this, the Council introduced a Change Fund, awarding grants of up to £25,000 to seven local groups from the community, sports, arts, and faith sectors. These grants aim to:

• Shift harmful attitudes, behaviours, and cultures that underpin violence

• Promote healthy, respectful relationships

• Enhance safety so that women and girls feel and are safe everywhere.

Tackling Domestic and Sexual Abuse

Antrim and Newtownabbey PCSP, in partnership with the Council and PSNI, has launched the Domestic and Sexual Abuse Community Toolkit built around the clear framework 'Recognise. Respond. Refer.'

The Toolkit gives volunteers, professionals and the public the knowledge to spot the signs of abuse, respond with empathy and confidentiality, and direct victims or those at risk towards specialist support services.

The Toolkit raises awareness, supports early intervention, and empowers communities to create safer environments whilst addressing root causes.

Community Safety Wardens Back on Patrol

Antrim and Newtownabbey PCSP has re-launched its Community Safety Warden Scheme to enhance safety, increase visibility and provide reassurance across the Borough.

Easily identified in bright yellow uniforms, the accredited wardens work with residents, community groups and local businesses to discourage low-level crime and anti-social behaviour while supporting public confidence.

Two teams of wardens will patrol every Friday and Saturday from 3pm–11pm, with additional cover on Thursdays and Sundays when required. Their deployment is flexible, ensuring resources are directed where they are needed most. Wardens will also attend community events to build relationships and listen to local concerns.

The wardens are a reassuring presence, but not a replacement for police. Always contact the PSNI on 101 (or 999 in an emergency) to report crime.

A Greener Future

New Weekly Wheelie Box System Now in Place

Across Antrim and Surrounding Areas

As part of the Borough’s waste harmonisation efforts, a new weekly wheelie box recycling system was successfully rolled out to residents in Antrim, Randalstown, Crumlin, Templepatrick, Toome and nearby communities from September 2025.

This change reflects our commitment to delivering waste services that are more efficient, greener, and easier for everyone. With the transition now complete, we want to thank all residents for their cooperation and support in adopting this new system.

By aligning bin services across the Borough, we can now improve overall service delivery while reducing waste and increasing recycling rates. The introduction of the wheelie box system not only enhances how materials are collected and sorted at home, but also reduces contamination resulting in higher-quality recyclables. Encouragingly, over 75% of all materials collected are now being processed right here in Northern Ireland.

This unified approach means we all recycle more, waste less and help protect our local environment. Together, we’re making a real impact and contributing to a cleaner, greener future for everyone.

Recycling Glass A Clear-Cut Way to Help the Planet

Ever wondered what happens to your glass once it’s placed in the bottom box of your wheelie box set?

From collection to transformation, here’s how your recycled glass gets a second life right here in Northern Ireland and helps protect the planet along the way:

Collection: Bryson Recycling now collects glass from all households across the Borough on behalf of the Council. Once picked up, your glass is transported to Enva in Toomebridge for the next stage in its life cycle.

Processing: At Enva, the glass is cleaned and sorted and contaminants like paper, plastic, metals and corks are removed. The glass is then sorted into three main colours:

• Green

• Clear

• Amber

Transformation: Next stop: Encirc in Derrylin, where the magic happens! Here, the glass is crushed and melted, then moulded into new bottles and other glass products.

Why it Matters

Glass is 100% recyclable and never loses quality, no matter how many times it’s recycled.

Every bottle recycled is a win for the circular economy, keeping jobs local, reducing waste, saving energy, and cutting carbon emissions.

So don’t let your glass go to waste – it’s a clear-cut case for circularity!

Let’s Make Christmas Even Merrier in 2025

Get ready to spread joy and kindness this festive season! We’re thrilled to announce the return of the Christmas Toy Scheme, and with your continued support, this year’s campaign could be our biggest and brightest yet.

Thanks to the generosity of our incredible community, last year’s Toy Scheme was a resounding success. A total of 5,525 toys were donated across the Borough’s five Household Recycling Centres, an 8% increase from the year before! That’s around six tonnes of high-quality, preloved toys saved from landfill and given a second life with families who truly needed them.

This year, we’re once again calling on residents to donate toys in excellent condition, toys that still have plenty of life, laughter and love to give. Your donation can bring joy to a child and help make Christmas truly magical for families across our community.

By donating, you're not only spreading festive cheer, you're also helping to reduce waste, support reuse, and contribute to a more sustainable Christmas for everyone.

So dig out those gently used toys, head to your local recycling centre, and help us make this year’s Toy Scheme one to remember.

Avoid Fly-Tipping This Christmas

The festive season brings joy, gifts, and celebrations, but also extra waste. After the parties, many households struggle with overflowing bins, packaging, and Christmas trees. Hiring a ‘man with a van’ might seem convenient, but be careful. Unlicensed operators often dump rubbish illegally, which is a crime. Fly-tipping not only harms the environment but also costs the Council thousands in clean-up. If waste is traced back to your property, you could face a hefty fine, even if someone else disposed of it.

Remember: you are legally responsible for all waste from your property.

• Don’t rely on adverts you see on social media.

• Always check that anyone you employ is a registered waste carrier with a valid licence.

• Ask where your waste will be taken before handing it over.

Space Antrim Continues to Thrive!

As we approach the first anniversary of its opening, Space Antrim continues to thrive, providing a welcoming home for entrepreneurs, business start-ups, SMEs, and innovators.

The hub’s facilities at the former Wellworths building in Antrim Town Centre remain in high demand, with face-to-face meeting rooms, collaboration areas, and private pods complementing modern hot desk areas. Booking a space is easy via the online system at space-ni. co.uk or by T. 0800 009 6257.

The success of Space Antrim is paving the way for its sister site, Space Glengormley, set to open in 2026. Situated on the former PSNI site in the heart of Glengormley, this dedicated workspace will bring all the energy of Space Antrim into our new, three floor purpose-built building.

Car Park Upgrades Progressing in Glengormley

We are delighted to say that town centre connectivity improvement works at Farmley Car Park and Glenwell Road are now close to completion. This important project has delivered a range of enhancements designed to improve traffic flow, pedestrian safety, and the overall accessibility of Glengormley Town Centre.

The upgrades include new pavements to support safe pedestrian access, enhanced car parking spaces (including improved disabled access), resurfacing and refreshed road and bay markings, as well as re-aligned road layout. Attractive landscaping has also been introduced, creating a greener and more welcoming environment for visitors and residents alike.

Borough’s Shopfronts Transformed

The Shopfront Improvement Scheme, jointly funded by Antrim and Newtownabbey Borough Council and the Department for Communities (DfC), continues to update and transform shopfronts across the Borough’s five towns.

Over 100 businesses have benefitted from up to £5000 in funding to upgrade their windows, doors, signage and paintworks, all adding to an improved aesthetic in your town centres.

Celebrating Labour Market Partnership

Residents, employers and training providers joined Antrim and Newtownabbey Labour Market Partnership (LMP) to celebrate its recent programmes, a proud moment that reflected a year of growth, achievement, and opportunity, while opening doors, building confidence, and creating brighter futures for local people.

The LMP, which is funded by the Department for Communities (DfC) is an excellent example of collaboration between the Council and local partners. It improves employment opportunities by linking employers with employees, tailoring skills programmes to local needs and helping our residents move into work or progress into better jobs.

Since it’s creation in 2021 the LMP has supported more than 16,000 people including:

• 10,000+ attending LMP events such as Job and Career Fairs

• 300+ to move into employment

• 300+ to earn qualifications

After a year of progress and achievement, Antrim and Newtownabbey LMP is gearing up for an even bigger year ahead. With brand-new programmes and exciting opportunities, next year is all about helping local people gain skills, build confidence, and unlock brighter futures… Your Skills, Your Future.

New Abbey Community College

Deputy Mayor, Councillor Julie Gilmour, joined Education Minister, Paul Givan as he officially cut the first sod to mark the start of construction on the new £45 million Abbey Community College. The school will welcome 1,300 pupils and provide modern classrooms, sports, and creative spaces. This project marks an exciting new chapter for the community, ensuring young people have the best environment to learn, grow, and achieve.

Careers and Apprenticeship Fair 2026

Following the success of last year’s event which welcomed over 1,000 attendees, the Careers and Apprenticeship Fair returns on 4 February 2026! Interactive and packed with opportunities for students, exhibitors will include training providers, employers, further education colleges and universities. The Fair will provide opportunities to explore pathways, ask questions and see firsthand what it’s like to work in a variety of industries. Investment in Transport Training Services

A new £695k Heavy Goods Vehicle (HGV) training centre has officially opened at Nutts Corner, creating new opportunities for careers in the transport and logistics sector. Operated by Transport Training Services (TTS), the state-of-theart workshop will provide high-quality training for both apprentices and adult learners.

This investment will help meet the growing demand for skilled drivers and technicians, supporting local people into employment while strengthening the wider economy.

Sensata Opens at Global Point

Global Point Business Park has welcomed a major new investment with the opening of Sensata Technologies’ Research and Development centre. A global leader in sensor technology, Sensata will use the Newtownabbey site to drive innovation in clean energy and sustainable transport.

This exciting development brings new jobs, fresh opportunities, and world-class expertise to the Borough, while also building on Sensata’s longstanding history with Northern Ireland.

Inspecvision win 2025 King’s Award for Enterprise!

InspecVision has been awarded the 2025 King's Award for Enterprise in International Trade!

The award recognises an impressive 126% increase in overseas sales over the past three years. Today, 96% of Inspecvision’s products are exported to over 40 countries, with major markets including the United States, China, and Europe.

This is a second win for the Newtownabbey-based company, who are a global leader in precision inspection systems for quality control, having won the prestigious Queen’s Award in 2021.

Inspecvision was honoured at a reception hosted by King Charles III at Windsor Castle on 18 June and was officially presented their award by the Lord-Lieutenant of County Antrim, Mr David McCorkell KstJ, in October.

The Council is proud to have supported Inspecvision’s application and celebrate their win, another accolade for the hard-working businesses in the Borough.

Connecting Schools and Employers

We are delighted to partner with Workplus for a third year, to deliver meaningful work experience placement opportunities for post-primary pupils across the Borough. The programme connects school pupils and employers throughout different industries, giving young people the opportunity to experience the workplace and employers the chance to nurture the workforce of the future.

After two inspiring and exciting years developing and delivering the programme for the Council, Workplus is back with an even stronger offering!

Are you ready to take the next step in business? Hear from local guitar maker Chris about how ‘Go Succeed’ helped fine-tune his business’ success!

Chris Moffitt, founder of Kithara Guitars, left university and a promising career in property investment in 2018 to pursue his passion – becoming a worldclass guitar maker. Now, thanks to support from Go Succeed, Northern Ireland’s enterprise support service, Chris is refining the direction of his creative business.

Chris began his unconventional journey by studying guitar making at the Lagan Lutherie School, with a vision to bring a fresh, creative approach to his trade. To make this dream career a reality, Chris followed in his father’s footsteps, taking over the family garage and transforming it into a fully equipped workshop where he uses his bare hands to create one-of-a-kind guitars, bespoke to each guitarist.

Seven years later, Kithara Guitars is going strong, and Chris counts Lewis Capaldi, as well as guitarists for The Killers and Hozier, among his growing list of customers.

After reaching out to Go Succeed, Chris received valuable mentoring that enhanced his business

acumen and connected him with the right people to take his business to the next level.

Tell us a bit about your background.

Originally from North Belfast, I have lived in Glengormley for over 10 years. I am married with three young children, and as well as being a councillor, I am a solicitor.

What makes Antrim and Newtownabbey special to you?

As a keen outdoor person, Antrim and Newtownabbey has many popular forest trails as well as Lough Neagh and Jordanstown Loughshore Park on either side of the Borough. I feel very lucky to call this my home.

How do you like to spend your time outside of your role as a councillor?

It mostly revolves around my children who keep me busy with their hobbies which include Gaelic football, hurling, soccer and music. I also coach at my local GAA club and take a lot from seeing kids active and thriving in a healthy sporting environment.

Tell us something that people may not know about you.

I am currently learning to play the guitar - not very well may I add!

Tell us a bit about your background.

I was born and raised in Newtownabbey, with deep family roots in Rathcoole, Rathfern, and Monkstown. This part of the world has shaped who I am today, it's where I grew up, found opportunity, built lifelong friendships, and now proudly raise my own family.

What makes Antrim and Newtownabbey special to you?

Antrim and Newtownabbey offer the best of both worlds — everything you need is close by, while still being just minutes from Belfast. The area is rich in natural beauty, set at the foothills of Cavehill and Carnmoney Hill, with stunning views overlooking Belfast Lough. It’s a place full of character, community, and pride and it

continues to inspire my work as a public representative.

How do you like to spend your time outside of your role as a councillor?

Outside of my role as a Councillor, life is very much centred around being a single parent. I dedicate as much time as possible to my daughter – creating memories and working hard to give her the best start in life.

Tell us something that people may not know about you.

I’m a huge football fan and, in my younger days, had trials with several clubs in England, including Leeds United. I was also offered a scholarship in the USA, but turned it down, as I’ve always been a bit of a home bird.

Tell us a bit about your background.

Born and raised in Newtownabbey and educated at Ballyclare High School, I began my career as an apprentice at Bombardier Aerospace, gaining invaluable experience in the aerospace sector. I am now proudly the Commercial Director of my own business, with the privilege of working internationally, gaining a wealth of diverse experience across global markets. I am married with four amazing children, and one cherished grandchild.

What makes Antrim and Newtownabbey special to you?

Antrim and Newtownabbey is a fantastic place to live, work, and raise a family. On one side of the Borough, you have the majestic King’s Coronation Garden and Jordanstown

Tell us a bit about your background.

I've lived in the Borough for much of my adult life and have three children, Annie (7), Isaac (6) and Matilda (4). I joined the Council in 2021 and was honoured to be elected in May 2023. In my professional life I'm a Director of a Corporate Communications & Government Relations Agency.

What makes Antrim and Newtownabbey special to you?

The Borough is such a wonderfully diverse place, from it's rich blend of heritage, it's fantastic open spaces at Jordanstown Loughshore

Loughshore, and on the other, the award-winning Antrim Castle Gardens and the stunning Lough Shore Antrim, with sweeping views of Lough Neagh. The area is also home to incredible community groups who selflessly contribute to the local spirit, making it a wonderful place to call home.

How do you like to spend your time outside of your role as a councillor?

I love spending time with my family on the beautiful North Coast, where we can unwind and enjoy the stunning scenery.

Tell us something that people may not know about you.

I’m the Vice President of Linfield Football Club, a position that allows me to stay closely connected to the local sports scene.

In my free time I love to travel, experiencing new food, cultures and hiking.
