Bid packets can be found at www.cvcaa.org. A pre-bid conference will be held at 10:00 a.m. on Thursday, February 26, 2026, at 133 W. Concho, Ste. 301, San Angelo, TX. Completed bid packets must be received no later than 3:00 p.m. on Thursday, March 12, 2026. Bid packets may be hand delivered to 133 W. Concho, Ste. 301, San Angelo, TX, mailed to P.O. Box 671, San Angelo, TX 76902-0671, or emailed to wferreira@cvcaa.org. Attachment 1 in Excel format must also be submitted via email to wferreira@cvcaa.org. CVCAA will not be held responsible for late or delayed delivery. All bid packets must be received in a sealed envelope clearly marked “Weatherization Assistance Program – Materials and Labor Bid Packet.” Bid packets will not be accepted after the deadline. The selection process will be based on standardized scoring and competitive negotiation. CVCAA reserves the right to refuse any and all bids. This contract will be awarded for an initial nine-month term and may be extended on a yearly basis up to an additional four (4) years based on satisfactory performance and the availability of funds.

Weatherization Services are to be provided in CVCAA’s 14 county service area consisting of the following counties: COKE, CONCHO, COLEMAN, CROCKETT, IRION, KIMBLE, MCCULLOCH, MENARD, REAGAN, RUNNELS, SCHLEICHER, STERLING, SUTTON, and TOM GREEN.
