part from snow that briefly came down in northern Spain, May seems to have been a complete mix of near winter conditions, strong “January” type winds, April showers, and several really hot pre-summer days. On the other hand, the Spanish called the May weather last year “tiempo loco” (crazy weather) as well!

A Provincial Conference, cultural events and an exhibition of posters, memorabilia and paintings from May 31st precede the official start on June 7th. For details of the main fiesta times see our “What’s On” section.

Apart from the normal cultural events, June and July this year are the time when local charity organizations increase their efforts and let their hair down as well. MACS, apart from opening a new shop and drop-in centre on Mojácar Playa, have their 6th Anniversary Party on July 6th where they promise to dance the night away. Meanwhile PAWS/PATAS have “Mama Paula” and supporting artists performing at their event on June 15th described as “Blues, BBQ and Booze”. Details for both these are in our “What’s On” sections as usual. In early June in Mojácar, there is always the major fiesta of the ‘Moors & Christians’, held nearest June 10th. Sometimes a clash of dates means that they slide it to another weekend, as happened last year, but this June it is on schedule. In 1488, the Catholic forces from Granada were waging wars against the Moors, and got to the outskirts of Mojácar. They decided it was not an easy place to storm so envoys were sent on June 10th to see what the reception was like. The ruler of the Moors in Mojácar, Alabez, and the Catholic representatives agreed that a peaceful co-existence was the best solution, (although the Moors were supposed to embrace Catholicism). They signed a joint agreement on July 12th, and the King of Granada bestowed the status of “city” on Mojácar.

The Moors & Christians Fiesta

Towards the end of the month, June 24th is the major fiesta of San Juan (St John) throughout Spain. It is a mix of pagan celebrations of the midsummer solstice, the shortest night of the year, and Christian rejoicing for the day St. John the Baptist was reputedly born. The night before is a time for bonfires, holding parties on the beach, and jumping into the sea. Observing the ritual of washing in sea water with a herbal mixture was supposed to enhance women’s beauty and make them lucky in love. In places like Alicante, the bonfires known as “Las Hogueras”, continue for several days, often with a carnival queen “Belleza de Foc” (Beauty of the Fire). Focus on Local News Three Square Meals A Day The Junta de Andalucía (The governing body for Almería province) has embarked on a project where three meals a day are to be made available free of charge to very poor children and the elderly population with similar economic problems. Some 16 million euros has been budgeted for the scheme. Teachers have been reporting that some children of families with severe economic problems do not bring anything to eat at school breaks, and in many cases are not being fed properly at home. Some 3,500 children, 6% of all children in Almería are considered to be from families in extreme hardship. Schools will be selected where the meals are available, or at charitable foundations who already feed the needy, at day centres for the elderly, as well as “meals on wheels” where mobility is a problem. Where extra staff needs to be taken on, preference will be given to those unemployed persons who have run out of benefit.

Latin Exports Latin American countries are actually growing in trade and have surplus funds along with the Caribbean. Expanding countries include Chile, Columbia, Brazil, Peru, Ecuador, Paraguay, Mexico, Venezuela and Costa Rica. Growth in Spain is thought to be no more than 1.5% in 2013, but Latin American countries are reporting growth rates of 4% average. Between 2003 and the start of this year, exports from Spain have gone from 533 million euros to 1.4 billion euros. Brazil takes 22% of these exports from Andalucía and Mexico and Venezuela another 20% each. Not far behind is Ecuador and Chile. Information technology, communications, interior design, construction goods or work, civil engineering, health equipment and renewable energy are all in demand. Exports from Almería have risen by 354% in the last three years. The Olympic Games in Brazil in 2016 has meant that many construction and civil engineering projects are being given to Spanish companies, which have the appropriate expertise.

More UK Flights

The number of UK to Almería flights will go up by 24% this late/spring or summer. Thomas Cook, FlyBe, Thomson and Monarch airlines will have flights from Manchester, with the first ‘Thomas Cook’ flight coming here from May 3rd, instead of the former summer only schedule. FlyBe have also started flights from mid-May. Thomson will fly in and out every Thursday until October, owing to a subsidy arrangement with the Junta de Andalucía and Roquetas town hall, where 4,500 UK tourists are expected. The Thomson deal was hammered out at the recent “World Travel Market” in London. It is hoped that ‘Jetair’ will bring in some tourists as well, as the new ‘Corvera’ airport in Murcia still has no start date. Children or minors should be registered on the “pádron” as well as adults, but cannot be put on the voters list! Recreational Drugs Advice As in other years, a seminar with questions and answers took place recently in Almería city. Various professional met with 300 students from colleges (secundario) in the Maestro Padilla Auditorio. The theme of the event was “Hablemos de drogas” (We talk about drugs), and the event similarly held in various parts of Spain in 2009 received a prize from the Spanish “Foundation Against Drugs”, whose patron is the Spanish Queen Sofia. Many of the questions answered related to topics such as “Is it proved that recreational drugs permanently affect the brain’s neurology system?”, “Is there an inherited pre-disposition to taking drugs?”, and “Does genetics affect the use of drugs?” The aim of the conference was to make sure all the aspects of recreational drugs were understood, particularly the potential dangers, leading to informed choices as to whether recreational drugs should be taken or not.

Down Syndrome Snub The Public Prosecution Department in Almería have opened an investigation relating to the ‘Cabo de Gata Plaza Suites’ hotel in El Toyo. A complaint has been made that they refused a booking from a group of adolescent and adult Down Syndrome sufferers who were members of the Almería Association of Down Syndrome sufferers wanting an end of term celebration. It is alleged that the hotel refused the booking stating that persons with a challenging condition such as Down Syndrome would cause offence to normal hotel guests during the celebration planned for June. The Association claim that this is a clear breach of laws relating to non-discrimination of physically or mentally challenged persons, an established right under Spanish law, and EU community law. A spokesperson for the hotel later apologized and stated that their decision had been “badly presented”!

After 3 years of work, the culture of the plant “Stevia”, normally used as an alternative sweetener, is bringing employment to 16 families, mostly in this ‘Levante’ region. Stevia is by origin a South American plant that belongs to the Chrysanthemum family of plants. Plants are being grown in towns and villages including Purchena, Oria, Tabernas, Campohermosa and Somontín. Cathy Pinaud has based the company in Tíjola and they are pioneers in the growing of this plant in this region, marketing under the name of “Stevia Sol”. Unemployment There are many contradictions in Almería province at present. Some businesses, particularly those that have an aggressive export policy, are seeing increased turnover. A large amount of help for young persons to start up a company with the aid of professionals and grants, is having a positive effect. Paradoxically, the unemployment figures in April in the province went up by 1,192 people, a rise of 1.46% from March. This brought the total to 82,578 people officially registered as unemployed. Unfortunately, Almería province was the only province in Andalucía that recorded an increase in April, and this is rightly causing concern. Agriculture and service industries accounted for 1,320 new registered unemployed with another 213 who have never had jobs. Only a slight improvement in the construction and industry figures of 350 people coming off the register helped. 8,558 persons under the age of 25 are unemployed. In 2012, there were 80,000 unemployed with 29,000 who had run out of benefits, but in the April figures this year there are 35,000 who now have no benefits.

Unions are calling for a real and concerted action, nationally and regionally, to put people back into employment.

Half of One Percent The recent drop in interest rates to just 0.5%, announced by the Central European Bank is seen as a reduction that will help the economy in various EU states, particularly Spain. Whilst the reduction will only have a limited effect on businesses that are cash-strapped and can’t borrow more money, it will relieve existing bank debts. During 2008, the Central European Bank “Eurozone” interest rate peaked at 4.25%, and has been 1% since mid 2012. It is hoped that the ‘Euribor’ rate will also fall as a result. This would have a major effect on mortgage interest rates. The ‘Euribor’ benchmark rate that affects many mortgage holders went down in April to 0.528%. A person with a mortgage of 120,000 euros over 20 years can potentially save 46 euros per month if their bank bases the repayment on the actual ‘Euribor’ rate, rather than a higher “floor” rate. If there is a further reduction this will mean even more savings.

Six Months Late, But..! Since last March, local and regional government were obliged by a new EU directive to pay all bills for services rendered in a maximum of 30 days after they were received. From October, this will be the law in Spain. Last year, the previous 60 day limit was not very often complied with, and town halls often kept companies or sole traders waiting at least 120 days. Postage Stamps Modern postage stamps have been used since 1840. Before this time, ink and hand-stamps (hence the word 'stamp'), usually made from wood or cork, were often used to frank the mail and confirm the payment of postage. The 1984 “Executive 64” was a suitcase-size 20lb "luggable" version of the popular “Commodore 64” home computer, and was the first full-colour portable computer, costing $995. As technology improved during the 1990s, the usefulness and popularity of laptops increased, and prices went down. Wireless networking and new technology meant that laptop computers became smaller, and affordable, and in high demand.

Belisha Beacons Belisha beacons were developed and used first in the UK, Ireland, and other dependences such as Honk Kong and Malta. The amber-coloured globe set on a black and white striped pole was named after Leslie Hore-Belisha (1893–1957), the Minister of Transport who in 1934 added beacons to pedestrian crossings marked by large metal studs in the road surface. These crossings were later painted in black and white stripes, thus are known as “zebra” crossings. Belisha beacons provided additional visibility to crossings for motorists, primarily at night. Beacons with an outer ring of flashing amber LED lights, preferred for their brightness and low electricity consumption, have replaced the traditional incandescent bulbs.

Spanish Toll Roads

he “Build, Operate & Transfer” (BOT) system is a tried and tested way of national or regional government getting huge projects from the drawing board to full operation, at absolutely minimum cost to themselves. Once a project is unveiled, major companies form a consortium and bid to carry out all the construction costs with an operating concession of 30 to 40 years. The Carboneras desalination plant is a prime example. The figures added up, the banks agreed, and the project went ahead. Spanish port authorities are now adopting this system for new marinas as well.

the pipeline were not built, and tourist numbers dropped off. The “promised” income became just a “wish list”. Numbers are still falling as the economic recession has resulted in less traffic than two years ago, and those figures were abysmal! The first consortium of constructors to go into liquidation run the AP-41 Madrid to Toledo link. Even this toll road, built at a cost of 440 million euros, has debts of 338 million. Some toll road consortiums are claiming that as the predicted traffic figures are all totally unobtainable, the Ministry of Transport should compensate them. Their reply is that they based their figures on anticipated traffic numbers, thought to be prudent at the time.

The use of this method to open and run toll roads has unfortunately turned out to be a complete disaster for everyone. Ten major operators have gone into bankruptcy, and how to deal with this is a very complex subject. The Spanish government have tinkered with the problem before, arranging new interest free loans, but there is no real solution in sight. The total debt owed from all the toll road consortiums is 3.8 billion euros. Our own VeraCartagena AP-7 toll road is a typical example. 650 million euros made up the original investment from a variety of banks and the construction giants ‘FCC’ and ‘Ploder’ built it. Now, both companies have gone bust, the operating company has gone into voluntary liquidation and the debts are 560 million euros, far from a profitable concern! A large number of landowners whose land was compulsorarily purchased for the road are still waiting to be paid their compensation. This money does not figure at all in the 560 million debt amount. To make it worse, apparently the compensation agreed by many toll road constructors is reputedly 200% more than the true land value. The root problem is the predicted traffic figures, partly from the Spanish Transport Authority “Fomento”, made prior to the 2008 collapse of the construction industry. Subsequently, enormous complexes of planned houses and golf courses in

The Spanish government has now proposed that a new “toxic” toll road society will take over 1.8 billion euros of the total debt, with them owning 20% of the new entity, but the toll road operators will have none of this. They want not just the whole existing debt to be written off, but also to get compensation for predicted losses in years to come. Another problem is the banks who are owed the money, amounting to some 20 large Spanish banks including ‘La Caixa’, ‘Bankia’ and ‘Banco Santander’, whose loans amount to 75% of the total debts. This dispute will no doubt run on and on, as both sides try to find an agreed solution that they think is fair. At present the gap is very large. One previous proposal was that all the toll roads are in effect nationalized and become part of the normal Spanish motorway system with the toll booths dismantled! Next proposal?

A Chinese Invasion?

nyone living in Spain is very familiar not only with the many Chinese restaurants, but also the bazaars that seem to stay open nearly every hour of the day. The Chinese invasion that Spain is not yet ready to handle relates to tourists. Citizens of China comprise the most numerous people that have holidays abroad, in the world. Young Chinese in particular save hard for their vacations. The euro is at present equivalent to 8 yuans, a really good rate. Whilst many middle aged parents rarely venture far from their homeland, their children are changing all that. The US or Europe are the favourite destinations. In 2012, Chinese tourist agencies received 25% of their income from foreign travel. The Chinese have also put Germans into second place in the amount they spend, some 80 billion euros in 2012. Although they find foreign languages except English something of a problem they usually book for 10 days in a 3* or 4* hotel. In 2012, some 83 million Chinese headed for holidays abroad, 13 million more than in 2011. Chinese tourist agencies expect this number to rise to 1 billion by 2015. Fifteen years ago, Chinese tourists only amounted to 10 million in total. They also outdo the Russians in their purchases of “tax free” goods and high value normal purchases. The chain of travel agents, “Dazong Travel”, in Shanghai, report that more and more Chinese are making up groups of friends, thinking that there is “safety in numbers” in a strange land. When the Philippines were involved in a dispute with China over the nationality of an island recently, the Chinese cancelled 200,000 bookings there in 4 months, all “sun & beach” holidays, as they don’t like any conflict.

for a beach holiday, (they go to Thailand for those); they want large commercial centres where they can buy goods, and cultural sites where they have an enormous appetite for guided visits. The UK has already started a drive to up the 150,000 Chinese tourists in 2011 to 500,000 in 2015. This would create 14,000 new jobs and bring in the equivalent of 600 million euros. Jeremy Hunt, the Culture Minister in the UK, has stated that they must not underestimate the revenue that will follow the tourists. The US have made their visa requirements less difficult and complicated, and after this, received in 2012 over 1 million visa applications, 43% more than in 2011.

France also attracted 1 million tourists from China in 2012, and see this as a very important market. A spokesperson of a chain of hotels in Thailand has stated that the young Chinese tourists are boisterous, demanding, and expect everybody to jump to their wishes and are “as sharp as hawks”. He does agree however that they are very good spenders! He puts their attitude down to the fact that life is very regulated in China, and when abroad they let their hair down and fully enjoy themselves.

Spanish consulates in China have seen the demand for visas duplicate in the last 12 months, and they also predict some 1 million visa applications by perhaps 2018, if the present demand continues at the same pace. Antonio de la Morena is the Spanish tourism delegate in Pekin. He believes that Spain must improve their marketing and send Chinese If the Chinese do come to our area “Ni hao” means speaking people to travel and trade fairs. Sell and Eat-By Dates

What’s On Concerts Musica y Toros (Music & Bulls) to celebrate the 125th anniversary of the Almería bullring, perfomed by municipal band, Municipal school of bullfighting and Julio Francisco González. The Music Festival of Vélez Blanco has become an internationally famous classical music event. This year is the 7th such festival from July 21st-27th. Famous performers and music scholars hold performance workshops in the morning, conferences open to the public in the afternoons and concerts in the evenings at the Vélez Blanco castle. Four teen organizations including the EU are patronizing the symposium, as this year celebrates the 300th anniversary of the signing of the Utrech Treaty.

Exhibitions Antonio López is a famous painter, sculptor, and last surviving member of the group of ar tists known as “Los Indalianos”, probably the most important group in Almería. Born in 1928, he had his first major exhibition in Madrid in 1947. The Centro de Arte Museo de Almería has an exhibition of his work until June 16th, entitled “Sol Sobre los Años” Painting by Antonio López

The Dreambeach Villaricos festival, very similar to the previous “Creamfields” events. comes to Villaricos on August 9th-10th. The lead group is “The Prodigy”, their only concert in Spain in 2013, followed by “Feed Me, Foreign Beggars, Josh Wink” and “Noisia” amongst 20 performers. Tickets are now on sale at www.dreambeach.es. “VIP” tickets are also available and there will be a large campsite set up.

Mojácar Moors & Christians Friday, June 7th. Medieval market open in village at 12 noon with traditional goods and costume dress, continuing Saturday & Sunday with street entertainment. 9.30pm. Moors and Christians groups assemble in the Artisan centre at the ‘fuente’, symbolic key to Mojácar handed over at 10pm. 10.30pm. The groups confront each other below the village square, gunfire, municipal band & fireworks. 11pm. Offical opening of “kábilas” (headquarters for each group) with drinks flowing. Saturday, 4.30pm. Moors gather at Descargador beach alongside beach bar Neptuno, noisy gunfire. 6pm. Mounted horsemen in c o m p et i t i o n a n d m e d i eva l to u r n a m e n t , f o l l o w e d by procession to Parque Comercial. Sunday from 12 noon. Assorted Moors and Christians congregate and let off guns along the beach. 7pm. Final grand procession of all costumed participants and bands from village to Artisan centre (can take nearly 2 hours start to finish).

Age Concern Almanzora (ACA) is a newly-formed, fully legal charity affiliated to Age Concern España to provide support services to ex-pats aged 50+ living in the Arboleas, Zurgena, Albox, Partaloa, Cantoria and Albanchez regions of the Almanzora Valley. We are looking for additional volunteers, and to hear from anyone in this area who feels that they would benefit f r o m ACA s u p p o r t . T h e recruitment drive aims to enlist and train a team of befrienders who can offer practical support e.g. shopping services, befriending etc. All volunteers will be fully trained and have had references taken. We currently have a stock of mobility equipment, including wheelchairs, walking frames, portable ramps etc. which are available on loan, for a small deposit & a nonreturnable donation used to maintain existing stock and to purchase additional equipment. It is also planned to offer Bereavement Support (on a group or individual basis) in the near future. We have an office opposite the Town Hall in Arboleas, adjacent to the supermarket, which is open Wednesday, 10am-1pm, and Fridays, 10 a m - 11 a m . An Irishman named O'Malley went to his doctor after a long illness. The doctor sighed and looked O'Malley in the eye and said, "I've some bad news for you. You have cancer, and it can't be cured.
