Supplies

WORK-TEAM NECESSITIES Rather than expect players to carry the needed supplies, I heavily recommend buying the necessary supplies, placing them in a specific bag or container, and carrying them to every tournament. Call it your “work-team kit.” Before every tournament, a coach or a designated parent should make sure all supplies are present and in working order. For the love of Christ, you carry a gazillion volleyballs around with you. One small bag isn’t going to kill you. -ALW Here’s what should be included in your work-team kit: • 2 or more white, pealess whistles1 (pack of 2—$14.99 on Amazon.com) • a stopwatch or at least a digital watch with a timer on it ($4.74 at Walmart) • several pens (blue or black ink) (pack of 12—$2.17 at Walmart) • several mechanical pencils2 (pack of 10—$2.57 at Walmart) • a ruler3 (pack of 2—$1.48 on Amazon.com) • 2 clipboards4 (pack of 3—$5.45 at Walmart) • correction tape5 (pack of 2—$2.03 at Walmart) • 2 line judge flags6 (set of 2—$14.99 on Amazon.com) • tote bag with zipper ($6.09 on Amazon.com)

You want a loud, pealess whistle to look as professional as possible and make sure that you’re heard when acting as R2. Fox 40 makes some of the best whistles. Yes, they cost a little more than the ones you can pick up anywhere, but they’re well worth the investment. 2 Mechanical pencils are the best choice. Who wants to deal with having to find or carry around a pencil sharpener? 3 You need a ruler, but there’s no reason to carry around a 12” ruler. A 6” ruler is big enough and not nearly as bulky. 4 For whatever reason, scorer tables are always textured, which creates a nightmare when keeping score or Libero tracking. Clipboards can be real lifesavers. 5 Get correction tape, not correction fluid. Correction flood takes forever to dry and can become super messy. 6 Yes, many tournaments and R1s will supply flags, but sometimes there aren’t enough to go around. Who wants to have to use hand signals when line judging? A pair of wooden-handled flags may be purchased for around $15. If you can afford the metal-handled ones, go for it. The wooden ones tend to break. 1

Tips from the Pros WORK-TEAM OFFICIALS

Most of this advice comes directly from me, but I consulted other officials while compiling this list. All referees are different, so if the 1st referee with whom you are working gives you instructions that contradict the ones listed, follow his or her specific instruction. -ALW

ADVICE FOR THE ENTIRE WORK TEAM: • • • • • • • •

Pay attention. Don’t socialize. Exude confidence and NEVER look confused. Ask questions—within reason. Turn off and put away cell phones. They should NEVER be visible. Tell the 1st referee if you are being hassled by coaches, fans, players, etc. There should never be more than three (3) people sitting at the scorers’ table: the scorer, the assistant scorer, and the person working the scoreboard. Do your job for the ENTIRE match. Do not try to rotate different people into different jobs between sets. (This includes line judges.)

ADVICE FOR SCORERS: • • • • • • • • • • •

Communicate with the R2. Take your time and be thorough, but do everything in your power not to slow down the match. Make a habit of giving the ready signal to the R2 following an substitutions, timeouts, etc. Notify the R2 when any team has taken its 9th, 10th, 11th, and 12th substitution. Let the R2 know how many timeouts each team has taken during timeouts called by either team. Notify the R2 immediately when you notice any discrepancy in service order. Let the R2 know when a team has reached 23 points (13 in a deciding set) AND 24 points (14 in a deciding set). Make sure the scoreboard matches the actual score. Monitor the behavior of the assistant scorer and person working the scoreboard. Make sure no one ever sits on top of the scorers’ table. Wait until the R1 has checked and signed the score sheet before leaving the scorers’ table.

ADVICE FOR ASSISTANT SCORERS: • • • •

Assist the scorer in keeping track of substitutions. Let the scorer know if the Libero is serving in a different position. Make sure (unless he or she is replacing the server) that the Libero sits out a full rally before replacing another player. Sit next to the scorer. Don’t let the person working the scoreboard sit between you and the scorer.

ADVICE FOR THE PERSON WORKING THE SCOREBOARD: • •

Keep in mind that the scoreboard is what fans see. While the official score is kept by the scorer, an incorrect score on the scoreboard creates chaos. Check frequently with the scorer to make sure the scoreboard matches the score sheet.

CHAOS WORKSHOP • NOVEMBER 29, 2017 • UA-PTC • ALLEN LOIBNER-WAITKUS • Page

10

•

Hold up and display the scoreboard (when using a number-flipping scoreboard) so all fans can see it as often as possible.

ADVICE FOR THE 2ND REFEREE: • • • • • • • • • • • • •

Only make the calls you are allowed to make: the ball hitting the antenna, passing outside it, or passing over it extended; net and centerline violations; and positional faults on the receiving team. If you are not 100% sure you of a violation, don’t whistle it. Unless the R1’s view is clearly blocked, don’t use discreet signals unless requested to do so during pre-match discussions. Whistle loudly when you do whistle. Scan both benches and substitution zones between each rally. Transition to the side of the net opposite the ball each time it crosses the net unless transitioning would obscure your view during play close to the net. Step to the side of the team at fault before mirroring the R1’s signal at the end of each rally. Wait until the R1 has completed a signal before mirroring it and make sure you mirror the signal exactly. Do not mirror the beckon-to-serve or net-serve signals. Give the R1 the ready signal while making eye contact following regular game interruptions (timeouts, substitutions, etc.). Keep your eyes on the net and centerline. Don’t be tempted to watch the rally. NEVER watch the serve. Keep your eyes on the receiving team’s side of the net until you hear the service contact and then transition to the serving teams side of the net. Clearly indicate to the R1 who the new captain is should their be a change in captain because the current captain substitutes out of the set OR the game captain indicated on the roster or lineup returns to the set.

ADVICE FOR LINE JUDGES: • • • • • • • • • • • • • • •

Do not underestimate your importance. Stay focused on the lines, areas, and antennas for which you are responsible. Pay attention at all times. Never look bored. If you are not 100% sure of a call, give the judgment-impossible signal. Don’t mirror the other line judge’s signals. Only signal faults for which you are responsible. After every signal, hold it and make eye contact with the R1 until he or she whistles the fault and awards the point OR waves your signal off or clearly disregards it. Don’t step away from your corner during the serve unless you can theoretically touch the server with your flag. Don’t visit with the other line judge during regular game interruptions. Let the players shag balls. It’s not your job. Signal clearly and confidently without being too flamboyant. If you need to move around or get closer to the floor to see a play, do so. Don’t futz with your flag when you are bored. Call what YOU see, not what fans, players, coaches, etc. tell you that you should have seen. Know what signal you are going to make BEFORE you make it to avoid changing signals.

Tips from the Pros COACHES, PLAYERS & PARENTS

Most of this advice comes directly from me, but I did consult a few other officials while compiling this list. Referees are human and—therefore—different. -ALW

EVERYONE: • • •

PLAYERS: •

•

•

Most professional referees aren’t in it for the money. We love the sport and want to support junior athletes. Don’t be afraid to talk to us (even joke around when appropriate) like real people. We can’t see everything. If we miss an occasional call, get over it. The chances of a few missed calls changing the outcome of a match are slim to none. Don’t hassle the line judges, scorers, or R2 (especially if they are players on the work team.

We are often (and unfairly) judged by the head official and tournament director on how quickly matches are completed. While you should never jeopardize a match by rushing, there are some things you can do to help speed things up: run to shag balls, return the ball to the server quickly, don’t futz with your uniform, etc. When you are substituting into a match, be sure your number is visible to the R2 and scorer. Players love to stand facing each other, which makes it impossible to see the numbers of the fronts of their jerseys, and many players have long hair, which makes it impossible to see the numbers on the backs of their jerseys. Look at the R1 to make sure he has beckoned for service before serving the ball.

CAPTAINS: • • • • • • •

Pay attention during the pre-match meeting/coin toss. Every referee covers different things during the meeting, and these things often indicate what is important to that referee or what pet peeves that referee may have. Relay any information discussed to your coach and teammates following the coin toss. If your team has more than one captain attending the pre-match meeting/coin toss, decide before the meeting who will do the talking and make the decisions. Know before the coin toss what you plan to do if you win or lose. If you lose the toss and/or don’t get to choose to serve or receive, don’t be afraid to request the side of the court the other team is currently using. It gets in their heads. When the R1 motions you over during the match, don’t act like you are in trouble. Most of the time, it’s something minor. When the R1 says something to you during the match, share that information with the other players and your coach.

COACHES: • • •

Stay in your coaching zone and NEVER walk into the substitution zone (except during game interruptions after having received permission from the R2). Don’t yell across the court at the R1. You’re not going to influence a call, and you may end up getting carded. If you have a legitimate concern, speak to the R2. He or she (even if he or she is a player on the work team) will convey the information to the R1. Speak up and use the correct signals when requesting substitutions and timeouts. Gyms are loud, and some referees wear earplugs.

CHAOS WORKSHOP • NOVEMBER 29, 2017 • UA-PTC • ALLEN LOIBNER-WAITKUS • Page

12

• • • •

PARENTS: • • •

•

Turn in your lineups on time or earlier if possible. If you aren’t using two Liberos, put an X in the empty box or boxes. Don’t forget to indicate the captain with a lowercase c, and if your captain is a Libero or a player who may possibly be substituted out during the set, indicate an alternate captain with a lowercase a. Don’t keep talking to your team after the end of a timeout has been whistled.

KNOW THE FREAKING RULES BEFORE YOU OPEN YOUR MOUTH! Give the kid working the scoreboard some time to update it before you lose your mind. The score that matters is the score on the score sheet. While you should never hassle the players on the work team, you should also not give the R1 a hard time because you feel the R2 or a line judge missed or botched a call. We rely on the other officials because we cannot see everything and only overrule them when we are certain they missed something or were wrong. Crib blindness is dangerous (and hilarious). While I find it funny parents think we would pick on their kid, we don’t. If your little Mackenzie keeps serving the ball out or getting called for ball-handling errors, don’t go ballistic on the referee. Your time would be much better spent working with your perfect kid on her imperfect serve and ball-handling skills.

7.3.4

Body Contact

•

The ball may touch any part of the body.

9.2.1

Blocking at the Net

•

In blocking, a player may touch the beyond the net, provided that he/she does not interfere with the opponent’s play before or during the latter’s attack hit.

11.1.1

11.1.2

Crossing the Center Line

•

Encroachment into the opponent’s court with any part(s) of the body is permitted, provided some part of the body remains either in contact with or directly above the center line, and there is no interference with opponents. In addition, completely crossing the center line with the foot, feet, or hands, or encroachment with other body parts, must not present a safety hazard to opponents.

USAV 11.2.2

Net Contact

•

Contact with the net by a player between the antennae, during the action of playing the ball, is a fault. The action of playing the ball includes (among others) take-of, hit (or attempt) and landing safely, ready for a new action.

11.3.1

Playing Action

Service & Positional Faults

•

If the server makes a fault at the moment of the service hit (improper execution, wrong rotational order, etc.) and the opponent is out of position, it is the serving fault which is sanctioned.

12.7.1

Service & Positional Faults

•

Instead, if the execution of the service has been correct, but the service subsequently becomes faulty (goes out, goes over a screen, etc.), the positional fault has taken place first and is sanctioned.

12.7.2

Back-row Attack

•

A back-row player may also complete an attack hit from the front zone, if at the moment of the contact a part of the ball is lower than the top of the net.

13.2.3

Attack/Block Double Fault

•

If an attack-hit fault occurs simultaneously with a blocking fault by the opponents, a double fault is committed.

USAV 13.3.7

Blocking

•

A block contact is not counted as a team hit. Consequently, after a block contact, a team is entitled to three hits to return the ball.

14.4.1

Blocking

•

The first hit after the block may be executed by any player, including the one who has touched the ball during the block.

14.4.2

Timeouts

•

Each team may request a maximum of two timeouts per set.

USAV 15.1

Timeouts

•

The players may remain on the court or go to the free zone near their team bench. Any member of the team listed on the roster may participate in the timeout. Coaches and non-playing team members may not enter the court. Referees may direct teams to move to the free zone near their team bench for administrative purposes. Teams may return to the court when permitted by the referees.

USAV 15.4.4

Number of Substitutions

•

Twelve substitutions are the maximum permitted per team per set. Substitution of one or more players is permitted at the same time.

USAV 15.6a

Delay Sanctions

•

Delay sanctions remain in force for the entire match.

16.2.1.1

Number of Liberos

•

Each team has the right to designate from the list of players on the score sheet (roster) up to two specialized defensive players called Liberos. If the team chooses to designate two Liberos at the start of the match, they are designated as Liberos for the entire

match. If the team chooses to designate only one Libero (or no Libero) at the start of the match, the team may choose to change the player designated as Libero for each set including playing any set with no Libero, but may not designate a second Libero for any subsequent set in the match. Libero Attack Hits

•

[A Libero] is restricted to perform as a back-row player and is not allowed to complete an attack hit from anywhere (including playing court and free zone) if at the moment of the contact the ball is entirely higher than the top of the net.

USAV 19.3.1.3a

19.3.1.3

Misconduct Sanctions

•

All misconduct sanctions are individual sanctions, remain in force for the entire match and are recorded on the score sheet.

SAMPLE NON-DECIDING SET (Set 1) Name of Competition: Spookfest 2017 City & State of Competition: Harrison, Arkansas Hall: The Spook House Division: Women Category: Junior Pool Phase: Gold Bracket Play Match Number: Finals Level: 16 & Under

GENERAL & REF INFO

Date: February 25, 2017 Court: 1 Scheduled Start Time: 5:30 p.m. 1st Referee: Calvin Campbell 2nd Referee: Aspen Hooper Scorer: Raegan Kent Work Team: Wooden Shoes Work Team’s Region: Delta (DE)

WINGED BEAVERS

MIGHTY BUNNIES

Coin Toss: The Winged Beavers win the coin toss and choose to serve. The Mighty Bunnies choose to take the right side of the court. The 1st referee whistles and beckons for the first serve of the match at 5:36 p.m. #6 for the serves for 6 points before serving the ball into the net. #36 serves the ball, and it lands out of bounds. Libero #2 replaces #35. Libero #2 serves for 4 points before the Mighty Bunnies win a rally. #7 substitutes in for #28. #7 serves for 3 points before her team loses a rally. #33 serves for 5 points. #2 calls a timeout. At the end of the timeout, #28 substitutes back in for #7. #33 continues to serve for 2 more points. Libero #1 replaces #36. #33 continues to serve for 1 more point. #6, who is in the front-left position and visibly unhappy, kicks the ball toward #33. The 1st Referee feels that the kicked ball qualifies as rude unsporting conduct and awards the Mighty Bunnies’ #6 a red card. #2, the captain, who is unaware of the rules of unsporting conduct, approaches the 1st referee and explains that she doesn’t believe that #6 may be given a red card without first receiving a yellow card. The 1st referee explains to The Mighty Bunnies #2 that her behavior was, in his opinion, rude and that he has the right to give a red card without having first given a yellow card. #2 tells the 1st referee that her team would like to formally protest the red card. The 1st referee—because he has to accept any protest relating to specific rules even though he knows he is correct—accepts the protest, and the protest committee is notified. After 11 minutes (most of which is spent gathering all the members), the protest committee finds in favor of the 1st referee. #6, who is clearly angry following the protest committee’s decision, says to the 1st referee, “All I did was kick the ball back to that butter hog who’s serving.” She then takes off one of her shoes and throws it at the 1st referee. The 1st referee then displays the red and yellow cards in separate hands. #6 leaves the court and is replaced by #27. #33, who is clearly upset after having the ball kicked at her and being called a “butter hog,” serves the ball into the net. #2 serves for 3 points before her team loses a rally. #10 serves the ball, and her team loses the rally. #36 replaces Libero #1. #31 serves the ball, and her team loses the rally. #35 replaces Libero #2. Libero #8 enters the set for #10. #29 is substituted for #7. #29 serves the ball out of bounds. #7 substitutes back into the set for #29. #27 serves the ball, and her team loses the rally. #21 substitutes into the set for #25. #21 serves an ace. The 1st referee signals the end of the set at 6:08 p.m.
