Evaluation of EU-Supported Projects to Protect Cultural Heritage in Ukraine (phase II) Terms of Reference ALIPH seeks a reviewer to evaluate the Action “Acting to preserve Ukrainian heritage II” funded by the European Union’s Service for Foreign Policy Instruments and initiated in August 2023 and completed in February 2025. These efforts have aimed to provide emergency support to cultural heritage in Ukraine. The EU grant (2M EUR) allowed ALIPH to implement 44 projects. I – Areas of the evaluation The evaluation will focus on two areas: a. The full scope of ALIPH projects in Ukraine funded by the European Union to identify and highlight lessons learned and good practices. ALIPH is particularly interested in the evaluation of the objectives as laid out in our contract with the EU. b. A selection of twenty-five projects (ranging from 4,000 EUR to 155,000 EUR), including twenty projects selected by the Secretariat and five additional projects selected by the reviewer upon signature of contract. This analysis will specifically address the technical quality of projects with the stated outcomes below: i. The museums, archives and libraries have protected their collections through equipment procurement and transportation to in-country secured storage spaces, digitization of collections, and the stabilization of buildings; ii. The historic monuments and heritage sites received demand-driven support through 3D digitization, assessment and documentation, and stabilization efforts; Iii. Cultural heritage professionals supported. II – Objective of the evaluation To assess if the Action met the objectives and results stated in the Logical Framework of the Action. III – Methodology of the evaluation The evaluation will develop a methodology based on the Action’s logical framework and analyze the main learning components to identify lessons learned and extract clear recommendations. See the list below: a. Utilize the established methodological framework (“logical framework”) developed under the project design phase to guide the evaluation. b. Carry out a comprehensive desk review of relevant documents related to the projects. c. Carry out interviews with members of the ALIPH team, and a selection of partner organizations involved in the projects. d. Analyze the main lessons learned and identify the strengths of the projects.
