All of the plants, rock and irrigation had a remaining useful life column. I had never heard the term “useful life” for landscape elements. Replenish rock? it’s rock! How could it need replenishment? In the previous 25 years we lived in our home in California, we replaced the water heater once, never replaced our HVAC system, or had plants that reached the end of their useful life. In our current home in North Las Vegas during the past 15 years, we have refreshed rock twice, replaced our water heater twice, numerous plants, and the complete HVAC system. The fact is, rock, plants, and irrigation can reach the end of their useful life in the harsh climate of the desert where we have extreme heat, low temperatures in the winter that can be at or below freezing and very little rain. In 2025 the Aliante Master Association replaced 24,494 plants, as well as irrigation systems that had reached the end of their useful lives. The Reserve Study suggests we will need to spend another $2. 5 million before 2031 to replace our entire irrigation system and plants that have reached the end of their useful life! continues on page 5

City Council Corner A NEW YEAR FOCUSED ON COMMUNITY, SERVICE, AND CONNECTION As we move into January and February, I want to take a moment to reflect on the close of the holiday season and thank everyone who helped make the end of 2024 such a meaningful time for our Aliante and Ward 4 community. One of the highlights for my wife, Gloria, and me was our annual Shop with a Cop event. Each year, this program continues to grow, and this past holiday season marked our largest turnout yet. Shop with a Cop pairs local children with North Las Vegas Police officers for a day of holiday shopping, creating positive connections, and lasting memories for families across our city. Seeing the excitement on the children’s faces is what makes this program so impactful. It is more than a holiday tradition. It strengthens trust between our youth and our police officers, while reminding us of the power of compassion and community support. I extend my sincere thanks to the North Las Vegas Police Department, our Community Services team, and the many volunteers who dedicate their time to making this event possible year after year. Gloria and I were also honored to attend the Sun City Aliante Christmas Tree Lighting in the beautifully decorated Vista Room. The event brought residents together to celebrate the season and showcased the talent and spirit of
our community. Local schools participated, student steppers delivered energetic performances, and a dynamic emcee kept the evening engaging and festive. I want to thank the Sun City Aliante community Board and its members for inviting us to be part of this special tradition. As we begin the new year, I hope everyone had a joyful Christmas and Chanukah and enjoyed quality time with family and friends. Looking ahead, I wish all Aliante and North Las Vegas residents a safe, healthy, and successful New Year. Serving Sun City Aliante and the City of North Las Vegas continues to be a privilege. Maintenance Report: November 2025 Maintenance • On November 1st, we reduced watering days from 3 days a week to 1 day a week (Monday). This watering schedule will be in effect until March 1st, 2026. • In October, we’ve replaced thirteen (13) 1” valves and two (2) 1.5” valves. These replacement are due to wear and tear of the internal components of the electric valve. • Part of our Winter pruning plan is to start removing the lower branches off the Texas Rangers. This method of pruning Texas ranger involves removing the lower branches and some older wood from deep inside the canopy. This is done with the intention of keeping debris from collecting under the plant, for health, aesthetics purposes, and to reinvigorate flowering. Texas Ranger pruning is done with our regular maintenance schedule, and it is important to prune before the plant starts actively growing.

Oleander (Nerium oleander): A classic, durable choice for Las Vegas. Oleander is forgiving of heavy pruning (or hard pruning) and blooms with red, pink, or white flowers from spring through fall. Please note that all parts of this plant are toxic. Lantana (Lantana spp.): A fast-growing and colorful shrub that attracts pollinators, Lantana is known to respond well to heavy/ hard pruning. Butterfly bush (Buddleia spp.): Known for attracting butterflies, this deciduous shrub can also endure heavy/hard pruning. It is best to cut back in late winter to encourage strong, healthy regrowth. Red-tip photinia (Photinia x fraseri): This evergreen shrub, noted for its bright red new leaves, can be pruned heavily to maintain its size and shape. Cape honeysuckle/Yellow Bells (Tecoma capensis): This fast-growing, evergreen vine-like shrub with orange, trumpet-shaped flowers. It can be heavily pruned back to control its spread. Salvia (Salvia spp.): Many species of salvia are drought-tolerant and can be cut back after blooming to encourage a second flush of

As a result of these efforts, the community reduced its consumption of Colorado River Water by 36 percent between 2002 and 2024, even as our population increased by more than 829,000 residents. Still, declining water levels at Lake Mead—the source of 90 percent of our community’s supply—are a reminder that we truly do not know what Mother Nature has in store for our future. To address this uncertainty, the SNWA’s Water Resource Plan serves as a road map to guide the community’s long-term water supply and resource needs. An important element of the plan includes potential water resources that, if needed, can be tapped to assure a reliable supply for current and future Southern Nevada residents. These include: Desalination: SNWA has engaged with other Colorado River Basin states and water users, the federal
government and the government of Mexico to explore potential seawater desalination projects. While desalination remains a water resource option to augment existing water supplies in the future, SNWA continues evaluating challenges with permitting, environmental concerns, and overall costs. Pure Water Southern California: The SNWA is working with the Metropolitan Water District of Southern California (MWD) on this project that would reclaim up to 150 million gallons of water per day for reuse within MWD’s service area beginning in 2032. In exchange, Southern Nevada would receive a portion of California’s Colorado River supplies. Water Banking: Through conservation, more than 2.2 million acrefeet (717 billion gallons) are stored within the local aquifer and Lake Mead, as well as in Arizona and California for Southern Nevada’s future use. With such a large and active community, staying responsive requires constant adjustment and awareness. GardaWorld has continued to pivot their approach as our neighborhoods evolve by refining patrols, updating strategies, working with North Las Vegas Police, and proactively
looking for ways to better support residents. With the 2026 year in full swing, we are excited to see what it brings to our community and the additional collaboration Aliante and GardaWorld will have.

November 2025 While on patrol along Elkhorn Road, Security Officer Stratton noticed a group of kids wrestling two others to the ground. He quickly stepped in, stopping the fight and preventing further harm. When one child attempted to flee, Officer Stratton persuaded the child to return to the scene. After ensuring the child collected his belongings, Officer Stratton spoke with him and then drove him home safely. Officer Andersen came across an adult male who had run out of gas in the Smith’s parking lot and was able to safely assist the man in pushing his car to a gas pump to refuel his vehicle. Officer Andersen was waved down by a resident in the Serenata community to assist them/their mother into their home. The mother had fallen on the ground and Security Officer Andersen and the resident assisted her to her feet. Officer Addo was flagged down by a resident of Sun City Aliante and advised of an elderly man on the sidewalk of Widewing Drive and Elkhorn Road. Officer Addo arrived on scene and spoke with the man, who was a resident in Sun City Aliante. Shift Lead, Security Officer Lyons, was notified of the incident and shortly arrived on scene. Both officers attempted to

December 2025 Officer Baron and Police Officers Navarro and Halverson worked together during a vehicle accident in the community. The trio were able to efficiently direct/redirect traffic and obtain the necessary documents for both NLVPD, GardaWorld, and the management team. Officer Baron received a call regarding minors “shooting rocks” in one of the parks in our community. He quickly arrived on scene and located the minors accompanied by an adult and advised target practice, or any activity similar to, is prohibited and they would need to leave the park. Security Officer Baron remained at the park to ensure the adult and minors ceased the behavior and exited the park as requested. Officer Dupree received a call regarding a pile of trash being left on the street in front of a property.

Architectural Review
0 The Architectural Review Committee is responsible for preserving the architectural integrity of Aliante established within the guidelines of the CC&R’s by reviewing applications for modifications submitted by homeowners. Its purpose is to protect, maintain and enhance Aliante’s property values.
Compliance
2 To promote and encourage a mutually satisfactory resolution of non-compliance issues within the Community with the intent of maintaining and protecting the value of the Property. The Committee reviews violations, attempts to resolve violations, promote compliance with Deed Restrictions, and educate owners to prevent future violations. They conduct owner hearings and levy violation penalties consistent with the governing documents and adopted policies, subject to review of the Board of Directors.

4 The Finance Committee is commissioned by and responsible to the Aliante Master Association Board of Directors. It is charged with reviewing and recommending the proposed budgets to the Board of Directors, recommending a firm to perform the annual audit and prepare the tax returns of the Association, oversee the investing of the Association and the Cost Center Neighborhoods reserve and operating assessment funds.
Property and Grounds (P&G)
1 Provide recommendations and analyses for all landscape, property, and grounds maintenance to the Board of Directors. Advise and assist the Board of Directors by working with management and the landscape contractor to preserve and enhance the esthetic appearance and ambience of the community while at the same time taking into account practical and budgetary constraints. The Committee functions in an advisory capacity to the Board and will present written recommendations for approval.
Publications
7 The Publications Committee provides oversight and guidance regarding the form, content, and publication of generalized, mass communications that are pertinent to the constituent homeowners of the Aliante Master Community Association. The Committee works toward the refinement and improvement of the overall quality, effectiveness, and professional presentation of publications, such as the Aliante Aerial and other media with the understanding that the Board has the final decision on all communication.
Safety
0 The Committee monitors the safety patrol contract, contractor, and post orders, recommends changes and updates to the aforementioned as needed to the Master Association Board of Directors. The Committee will review reports and address any Aliante Master safety issues.

Southern Nevada Steps Up Conservation Efforts in 2025 WITH LONG-TERM drought continuing to
affect our community’s water supply, Southern Nevada stepped up its conservation efforts in a big way in 2025, with forecasted annual water use expected to be about 4 billion gallons less than 2024. Part of these savings resulted from residents’ participation in the Southern Nevada Water Authority’s (SNWA) Water Smart Landscapes Rebate Program (WSL). In 2025 homeowners upgraded approximately 5 million square feet of
thirsty grass to drip-irrigated plants and trees, saving about 275 million gallons of water. The WSL program offers a cash incentive of up to $5 per square foot converted; in addition, Las Vegas Valley Water District (LVVWD) customers are eligible for an additional $2 per square foot, and Henderson residents can receive a bonus of $575. Our ongoing commitment to water conservation remains critical, especially as water levels at Lake Mead—the source of 90 percent of

Follow seasonal watering schedules by changing your watering clock: Mandatory winter watering restrictions are in effect now through Feb. 28, and limit watering to one assigned day per week. Watering is never allowed on Sundays.
Find and repair leaks: Household leaks can be silent and costly. Find out how you can detect, find, and repair leaks in your home at snwa.com.
Report and prevent water waste: From irrigation overspray to leaking lines, water waste drains our limited water supply.
