THE BOARD WILL BE REVIEWING and approving the 2019 budget at the September or October Board meeting. There are several options that will be considered: 1. The Board may decide to use surplus funds to balance the budget without raising assessments or cutting expenses, as it has done for the past several years. Our legal counsel has issued a legal opinion stating this practice is compliant with NRS 116.3114: NRS 116.3114 Surplus Funds provides that “Unless otherwise provided in the declaration, any surplus funds of the association remaining after payment of or provision for common expenses and any prepayment of reserves paid to the unit’s owners in proportion to their liabilities for common expenses or credited to them to reduce their future assessments for common expenses”. With regard to the Association’s declaration, Article VIII, Section 8.1 of Aliante Master Association’s CCRs provides that the Association may include in its budget “any surplus to be applied from prior years”. 2. The Board may decide to leave expenses at the current level, cut some expenses, raise assessments to balance the budget and return excess funds to homeowners. 3. The Board may decide to deeply cut expenses, keep assessments at the current level and return surplus funds to homeowners. Last year $663,890 was used to balance the budget.

With all this activity happening to people’s bank accounts now more than ever we need to balance our checkbooks. Unfortunately, this is not the case. For some strange reason people have stopped “balancing their checkbook” because it is all “electronic” now and we find out too late that an electronic transaction went awry. It is sad that people end up in collections because of electronic transactions for this reason. Even sadder that they are now faced with late fees, interest and hundreds of dollars in collection costs. I strongly advise everyone to balance their check book at least once a week and not just to make sure their assessments were paid. As a former insurance agent, I can tell you there are few disasters like having a major insurance claim only to find out the insurance payment you thought you made was not made and now you have no coverage for the loss. Garage Sale October 13th and 14th from 7am to 3pm. Do you have things around the house collecting dust? Now is the time to get rid of those unwanted items. The Aliante Master Association will do the advertising and put out signs for prospective buyers. All you have to do is price your valuables and wheel them to the driveway and then you can count your cash. The Master has obtained a garage sale permit for the entire community. Please note: Each gated community will be given the opportunity to participate by opening their gates during these times. This information will be faxed to the individual management co. Please check with your management company to find out if your community has opted to participate by having your gates opened.

Aliante Garage Sale Guidelines Did you know that according to the Aliante Master Associations Rules and Regulations, Section 5.2, that Garage Sale signs are prohibited? Garage sales are prohibited other than the community-wide garage sales, which the Master Board shall organize bi-annually, they are currently scheduled for the second Saturday and Sunday of April and the second Saturday and Sunday of October each year. The Master Board not only posts signs throughout the Community but also obtains the necessary permits from the City of North Las Vegas.

Did you know that if you have a garage sale outside of the above outlined dates you are not only in violation of the Rules and Regulations but may be breaking the law? According to the City of North Las Vegas, Nevada, Code of Ordinances, Chapter 5.21, no household may have more than two garage/yard sales at any location during a twelve month period. Did you know that according to these same ordinances that signs advertising garage or yard sales are prohibited on any public property? Did you know that the penalties for violation of the City ordinance, upon conviction thereof a person may be punished by a fine of up to but not more than one thousand dollars, or by imprisonment in the city detention center for a term not to exceed six months, or by both such fine and imprisonment? Don’t risk it! If you’re desperate to sell unwanted items look into renting a booth at a local flea market rather than violating your Communities Rules and Regulations and breaking the law.

Maintenance Report: June 2018

Maintenance • Continued to cut down the Red Yucca stalks in some of the islands in Aliante due to safety concerns. • Continue to pull and spray weed control throughout the community. • Selective trimming is being done throughout the community. • Selective trimming was done on Elkhorn from Aviary to Aliante Pkwy. • Selective trimming is being done on Deer Springs from Aviary towards Clayton Irrigation • Our irrigation schedule continues to be 3 days a week, two times a day for pop up sprinklers and once a day for drip irrigation. • Our Irrigation schedule will change May 1st. And it will go from 3 days a week to 6 days a week, 3 times a day for pop ups and once a day for drip irrigation. • We continue to swap valves that have come to the end of their service life, our average valve swap each month is 12 valves. • Again, most of these swapped valves are due to a failing diaphragm and in some rare cases a failing Solenoid. • The email that we’ve been using for homeowners to report leaks in Aliante is working, we average about 2 emails per week about water leaks in the community. • In the following weeks we will be spraying fungicide on all turf areas in Aliante. Side of Aliante. • This Same rotation schedule applies for the Parcels (walking Trails) – Week 1 & 2 of each month are focused on Parcel 62-60 & 60S. – Week 3 & 4 of each month are focused on Parcels 59- 59N & 61 • We are applying 16-6-8 fertilizer throughout Aliante, which will encourage color and growth on the turf, and will strengthen the roots for the remainder of the summer. • The following week we will be spreading fungus control on the turf throughout Aliante. The mission of the Nevada STEM Advisory Council is to increase student interest and achievement in the fields of science, engineering, technology, and mathematics, leading students to fulfilling careers in the New Nevada economy. Designation as a Governor’s STEM School denotes that the school meets the highest standards of STEM instruction and is a model for schools around the state. Goynes received the award following an evaluation review of activities, pedagogy, daily structure and supports for students to engage in STEM integration throughout the curriculum. Goynes Elementary joined the short list of only 16 Governor designated STEM schools throughout the state, and received the award from Gov. Brian Sandoval during a ceremony in Carson City on May 18. The school will begin their transition over the 2018-19 school year into the Theron H. and Naomi D. Goynes STEM Academy. This designation is a great accomplishment for the Goynes staff and the community.
