I want to start by saying that I have great expectations for North Las Vegas this year. 2020 has been a year unlike any other in our lifetime. COVID-19 has brought tremendous challenges, and the impacts have been devastating. I send my deepest condolences to all who have lost a loved one during this terrible pandemic. But, I also know that North Las Vegas is resilient. Our residents and business owners are hardworking and smart and rise to the challenges presented to them. You know our past -- we already weathered dark days before, and we have emerged stronger for it. I’m proud to report that the City of North Las Vegas has been recognized as a model for our response to the pandemic. The Review-Journal and the Sun don’t always agree, but they both point to North Las Vegas as THE example for spending federal relief dollars responsibly, efficiently and effectively. Our team took the tax dollars residents and businesses paid to the federal government, and returned them directly back to taxpayers to help residents and businesses survive this crisis, exactly as Congress intended! If you can remember, back in 2014 I set the seemingly impossible goal of bringing 100 million square feet of development to North Las Vegas in eight years. At the start of 2020, we were two-thirds of the way there. I’m proud to announce today that we are now at 85 million square feet, with 6.5 million square feet of industrial projects in development now. And there’s more on the horizon. I can tell you there are three new industrial parks, which will span about 530 acres, planned along the pipeline route

The proudest moment of my political career has been witnessing what our city is doing for our senior residents. I am so proud of North Las Vegas Fire Chief Joseph Calhoun and his team for running the most efficient and smoothest vaccination operation I have ever seen! His team has been incredibly busy vaccinating more than a thousand people a day! Since this pandemic started, Chief Calhoun and his crew hit the ground running and began doing everything in their power to not only help our community get back on its feet, but ensure that you -- our Aliante residents – are safe and healthy. Maintenance Report: December 2020/January 2021 Maintenance Since our last maintenance report on November 2020. Work has been completed on the following: Maintenance on Decatur, Rome, and Deer Springs North is ongoing, according with our maintenance schedule calendar. When last in the area of Deer Springs S., Decatur, and Rome, the plants were pruned as well as the trees trimmed. All trees on the South side of Deer Spring, the trees on the medians between Decatur and Aviary, and some trees on the North side of Deer Springs that had low hanging branches were raised. Friday Jan. 29th was the start of the scheduled maintenance on Deer Springs South, and Clayton for the second time since our last report in November. Leaves were collected on Deer Springs near Autumn Ridge making our way towards Aliante Pkwy and Aviary. Trimming was conducted in the same area, raising tree branches that were hanging too low and/or going over homeowner’s properties. For 2021 and forward we have assigned a crew to specifically focus on the maintenance of the 6000+ trees that are in the Aliante community, which the vast majority are mature trees of 15+ years of age.Due to the recent rain and snow the timers in Aliante were turned off while the landscaping team kept an eye on the weather to determine when the irrigation timers would be turned back on. Additionally, the irrigation techs checked the soil for moisture around different areas in Aliante, and If it was determined that a certain area needed water, the team manually watered the area instead of turning on the whole irrigation system. In the 3rd week of February spraying of the Olive trees started to reduce the Olive fruit growth. As you may or may not know, out of the 6000+ trees in Aliante 875 of them are Olive trees, 660 existing olive trees

The chemical that is used to reduce the olive production is called Maintain CF 125, it’s safe for people, pets and property. The expectation for olive reduction is 85%-90%. The spraying process will be done after 9 pm due to safety, less foot traffic as well as less vehicle traffic. Construction Update Gothic has kept in close touch with the construction firm that is building the AM/PM convenience store on Elkhorn. They have sent several proposals for landscape repairs which they have agreed to pay for which includes the replacement of a 36” box tree that was removed, 3 main line repairs, irrigation wire tracking and rerouting, and decorative rock refreshment. Gothic Landscaping will update the management team with any information they get regarding this project. There was a major drain clogged in front of the Aliante monument next to Cappriotti’s has been reinvented and repaired. The streetscape landscaping renovation project on Brian Cram was temporarily delayed but was completed on February 5th. Replacement trees and the plants were installed which included new fresh rock in areas. The concrete caps for the retaining wall for the tot lot in San Destin has been ordered, and are expected to be delivered between the first and second week of March. The landscape demo and renovation for the main monuments began the first week of February, starting with the monument next to Cappriotti’s and then onto the monument by Starbucks. The landscaping team should be starting the renovation by the ER any day now.

Landscaping Project Review for 2020

GREETINGS FROM the Property and Grounds Committee. Despite the shut down last year we were able to meet remotely via Webex each month and meet Gothic Landscaping out on site for inspections and add our input when needed. Without going into exact numbers here, a conservative review of our notes from last year indicates that we installed or replaced several thousand plants, trees, and rocks in the majority of the Aliante Master Community. It really was quite a productive year in spite of the circumstances. We are continuing on-going plans for 2021 in the same style. Noting the map included with this article, you can see the parcel numbers for each area where the work was concentrated. This was the scope of work in January 2020 when we were discussing what we were going to get accomplished. The finish dates were mixed in through out the year and we have ongoing maintenance in these areas at all times. A special thank you to Janice DeRosier for her work on the Property and Grounds Committee and leading this project and doing a lot of research and leg work to get this done. Planning for the monuments project started serious discussion in the fall of 2019 and took several months and a couple of field trips to vendors to get it organized before it actually started construction. Spring Watering Restrictions WE MAY NOT BE REPLACING our winter coats and sweaters with shorts and tee-shirts just yet, but spring is slowly making its way into Southern

Nevada, meaning it’s almost time to change your landscape watering clock in accordance with seasonal watering restrictions. From March 1 through April 30, spring watering restrictions limit spray irrigation to no more than three assigned days per week, based on your assigned watering group. Drip irrigation can operate two to three times per week on any day except Sunday. Depending on weather conditions, you also can save water and money on your monthly bills by slowly “ramping up” your irrigation schedule from one to three days as it gets warmer. Sunday watering is prohibited year-round for all outdoor irrigation. To find your assigned watering days, and to learn more about how often and how long to water your landscape, visit snwa.com. By following the watering restrictions—and periodically inspecting your irrigation system for broken or misaligned sprinklers—you also can avoid potentially costly water waste fines. Watering outside of your three assigned days or allowing water to spray or flow off your property, could incur water-waste fines ranging from $40 to $80 for the first violation, up to $1,280 for repeated violations. Meanwhile, spring is an ideal time to switch out your thirsty grass with water-efficient landscaping with the Southern Nevada Water Authority’s (SNWA) Water Smart Landscapes Rebate (WSL) program. Through the WSL program, qualifying property owners receive $3 per square foot of grass they replace with desert-adapted, low water-use trees, plants, and shrubs. Save money, water and time maintaining your yard; learn more about WSL at snwa.com. Also, don’t forget to change the time on your irrigation clock and adjust the irrigation start times when Daylight Saving Time begins Sunday, March 14.

I AM CHAIRMAN of the Safety Committee and the Property and Grounds Committee for the Aliante Master Association. These two committees seem to overlap in a lot of ways, I am happy to help out as a volunteer. I hope to pass along the wisdom and experience I have gained over the years so that somebody else can pick up the ball, and run with it officially. Background; I grew up in a small town in north Mississippi and moved to Houston, TX in 1992. Moving to the big city accelerated my experience and knowledge being exposed to people from 90 different countries and as many languages. I was lucky enough to meet some people in Houston that became lifelong friends and business associates of mine and since most were 20 to 30 years older than me, they were also my mentors. When I think back on the different people I have known and met over the years it would sound like name dropping if I started listing them off in this format. But it was all real. I surrounded myself with people that were smarter than I was and took the chance that some of that intelligence would rub off. I worked on campaigns for two Gubernatorial, three Presidential, and numerous Senatorial and State Representative campaigns. I also served on special Sub-Committees to develop parts of Sugar Land, TX (Houston Suburb) via Planning and Zoning, and 3 HOA boards. My day job in Drafting and Architecture helped play a part of being able to do all that. I never actively ran for office. I worked behind the scenes and ended up sitting on different boards and commissions to offer my expertise. It all sounds fancy, but it is really not. The people that I met and knew were just regular folks in real life.

Bringing it forward, we moved to the Vegas Valley full time in 2016 after years of visiting Las Vegas and noticing how much better we felt in the higher elevation and dry climate. We live here for the weather and the fact that, for the most part, I don’t have to pay attention to what time it is, or what day it is. Thanks to the internet, we can be based anywhere. For 3 years now, I am also volunteering for the Golden Retriever Rescue of Southern Nevada. I started doing the long distance rescues since I like to drive cross country. This past year, during the shutdown, I have mostly been involved in local rescues here or just across the state line in Utah or Arizona. We intake the dogs, get them checked out by veterinarians, patched up and rehabilitated if needed. Then they are adopted out to people that we have pre-screened so we know they will have a happy life from that point forward. It is absolutely the best thing I have ever done in my life being able to save these animals from tough situations. I have recently come up with a line that I use to answer people when they ask what it is, exactly, that I do for a living. If you ask me that question today I am going to give you one answer unless you want to sit down and listen to me talk for three hours. (Which I am more than willing to do.)
