s the multi-party system leading to an abused democracy? Before answering this question, I believe that the concepts of “democracy,”“multi-party system” and the notion of “abused” should be defined and discussed in order to pave the way for the further analysis. In my observation, political scientists, as well as politicians, have not reached the consensus on what democracy exactly is, as there are many different types of democracy being discussed and observed. However, the contemporary understanding of democracy is dominated by the form of electoral democracy that has developed in the industrialized West, often called liberal democracy. In some other countries like the Philippines, democracy may be considered a system of government that exercises broad rights of political participation, liberal rights, as well as social and economic rights. To join and aspire to become a politician in the Philippines is so simple. According to the 1987

Constitution, all candidates for President, Vice President, Senator, and members of the House of Representatives must be: √ a natural-born citizen of the Philippines √ a registered voter (in the case of district representatives, registered in the district where he or she will run) √ able to read and write If you notice, educational attainment was not even mentioned in the provision. Well, perhaps that is meant to provide equal privileges or opportunities to the aspirants in order to lead or gain power? Budget was not also mentioned as one of the requirements. Where is equality or what equality are they mentioning when only the wealthy can run an effective campaign? The paradox: “Direct to the point and simple but broad and complicated.” You know what I mean. In multi-party systems, the legislature is comprised of several minority parties, resulting in coalitions or, less often, a

minority government by the leading party. Simply stated, multi-party is a party system that has more than two parties. However, multipartism has several different types such as polarized, moderate, or segmented. Obviously, a democratic regime in a multi-party is molded by the type of multipartism. This is because different multi-party systems have different levels of fragmentation as well as different competition or cooperation patterns which have to be taken into account while observing, categorizing, and analyzing the status of democracy in the country. The tendency is to make the political arena the devil’s workshop wherein almost every political strategists would find businessmen who can finance the campaign or even buy votes and voters or can even worse, pay for the manipulation of vote results to win an election. In the multi-party system, the richest politician, of course, has the greatest chance to win for the reason that they can also organize and encourage their close friends and protégé(s) to file a candidacy and run against him/her as nuisance candidates. Finally, I am inclined to think that the notion of abused democracy should be minimized by bringing back or revitalizing the two-party system where we can realize the essence of equal division or where we aimed for 50 or 60 percent plus

one or more. Politics, on the positive side of the coin, is now defined as a “standard, norm, or doctrine of leading and serving” rather than just an “art of popularity influencing, and deception.” What does it mean to ‘lead to an abused democracy’? As I am observing the concept of this type of democracy then, this should just lead to a social unrest or unequally divided society instead of an extension or improvement of the citizens’ rights. Freedom of suffrage, therefore, would no longer be considered a “right” but just a “privilege”. However, to my naked eyes, it does not necessarily have to be an extension or improvement of all rights; I believe that if, due to multipartism, there is an improvement in at least one of the rights (economic, liberal, etc.), then this could be regarded as “leading to a better and fair democracy”. Furthermore, consider the representation of constituencies’ interests in multi-party system. Abused democracy is the contemporary system of representative government that embodies the principle of popular rule while protecting individual rights. I would like to point out the notion of representative government. This means that the political parties which are in the government should represent the diversified interests of the constituency. Indonesia dethrones Gilas Pilipinas in SEA Games HANOI – Tokyo Olympics bronze winner Eumir Marcial mauled his unheralded Timor Leste opponent to lead a final-day, four-gold medal haul that somehow lost luster after Gilas Pilipinas failed in its mission, May 22, in the 31st Southeast Asian Games here. Showing superior skills, Marcial made quick work of Delio Anzageci Mouzinho, forcing a referee-stopped contest (RSC) victory in the first round of the middleweight finals, following through on big victories scored earlier by Ian Clark Bautista and Rogen Ladon at the Bac Ninh Stadium. But the story of the day, the saddest in Team Philippines’ participation here, was the stunning 81-85 defeat suffered by Gilas Pilipinas to a gritty Indonesian squad backstopped by former NBA player Marques Bolden and coached by former Gilas mentor Raiko Toroman. The defeat came after the Gilas Pilipinas women’s team absorbed a similarly surprising 93-96 setback at the hands of the upstart Malaysian squad at the Thanh Tri Gymnasium earlier, although the loss was somehow

Good start for girls’ basketball

iren Alexis Agasino has been wanting to join a girls’ basketball league after playing in coed leagues. She sought the help of Philippine Sports AssociationEdmonton president Gary Perpetua, who introduced her to MJ Palomares of Flip Hoops Basketball.

MJ and Alexis worked on it and about 20 girls took part in an exhibition game on March 26, followed by a pick up game on April 16 for another batch of 20 girls. By May 7, Alexis and MJ were able to form four teams and organized a one-day competition with the help of friends from Toyota WEM, WSB,

The last time Reyes coached Gilas was in the 2014 Asian Games in Incheon, South Korea, with the team winning just three of seven games to finish seventh overall. “Our players played their best,” Reyes said after emerging from the dugout. “Indonesia came up with a very good game plan. They shot well from the three-point line. In the end, we just couldn’t match it. “Obviously that’s on me. I take full accountability and responsibility for the result. Like I said, they tried their best and that’s sports. That’s life. Sometimes, things don’t work out the way we played,” he added. Lost in the horror and agony of that loss were the victories posted by Ladon, who edged Thao Tran Van of Vietnam 3-2 in the men’s 52kg division, and Bautista, who humbled Naing Latt of Myanmar 5-0 in the men’s 57kg class. The other Pinoy boxer in the finals, Tokyo Olympian Irish Magno, lost to Vietnamese Nguyen Thi Tam in the women’s flyweight championship and bagged the silver, the same fate suffered by the esports team in its League of Legends finals showdown against Vietnam 0-3. The Philippine contingent, backed by the Philippine Sports Commission and the Philippine Olympic Committee, finished the 12-day biennial games with 51 gold medals on top of 67 silver and 92 bronze medals for fourth overall, a big comedown from its overpowering performance three years ago when it bagged the country’s second overall crown with a harvest of 149-117-121. Host Vietnam, still battling Thailand for the football crown, the most cherished gold here at press

The Philippines ended the boxing competition with three gold medals, one silver and five bronze medals, a far cry from the seven golds, three silver medals and two bronze medals won by the country in the 2019 SEA Games. Gymnastics emerged as the goldmine for Pinoys in these games, with world vault champion Carlos Yulo leading a 7-4-1 harvest. “I congratulate Malaysia. They still had that heart to play the game. Even though they were down, we really had a hard time. They were making shots,” said Gilas Women coach Pat Aquino. The Gilas women had an average winning margin of 23 points in their past four games in winning their second straight SEA Games title. “I still tip my hat off for the girls. They played their hearts out. It’s just not as sweet as we want it to be. But we are still gold medalist. I’m so proud of them having that feat,” said Aquino. (PR)

PH SEAG finish in Vietnam nothing to be ashamed of – Ramirez PHILIPPINE Sports Commission William “Butch” Ramirez said that the country’s overall performance in the just concluded 31st Vietnam Southeast Asian Games was nothing to be ashamed of, a good finish, in fact, considering the challenges Filipino bets had to face in the build-up to the meet. “Our performance in bringing home 52 gold, 70 silver, and 104 bronze medals in placing fourth overall in the medal standings was a good finish despite the various challenges our national athletes had to face amid the COVID-19 pandemic before competing in Vietnam,” Ramirez stressed. “It would have been a very good finish had we converted 50 percent of our silvers (to gold) and bronzes (to silver),” noted the PSC chief, who has been daily monitoring closely the progress of the country’s standard-

bearers in the Vietnamese capital of Hanoi and surrounding provinces. He pointed out that funding training programs to develop elite athletes for international competition was expensive. “You need money for coaches, both local and foreign, airfare, transportation and hotel for international exposure to season them, plus the logistical support like proper nutrition, sports psychology, and medicine for athletes discovered abroad or locally,” Ramirez explained. As someone who began his stint in the PSC as a commissioner in 1998, then as chairman for the first time from 2005 to 2009, and then as chairman again from 2016 to the present, he said that short-term programs to nurture top athletes were at least four years while 12 years so they could be truly world-class, as long as they start young.

The prime example, Ramirez said, was weightlifter Hidilyn Diaz, who was a wildcard entry at 17 in the 2008 Beijing Olympics, then won a silver in the 2016 Rio Games before finally delivering the country’s first gold medal in the Tokyo edition last year when she was 30 years old. The PSC honcho also reminded everyone that the government’s sports agency was not only to support national athletes but also to implement a genuine grassroots sports program in the countryside in cooperation with the Department of Education and local government units. “The PSC will never achieve its grassroots goals without our partners in the DepEd and LGUs.” At the same time, Ramirez renewed his commitment and support “to our private partners, the Philippine Olympic Committee and the National Sports Association,”

in promoting and nurturing athletes for international play. He said while the Philippine Amusement and Gaming Corp. has given the PSC’s high remittances before the pandemic, “the PSC still has to get the five percent of its gross income as required by Republic Act 6847 that created the government sports agency. “This gross income needs to be remitted by PAGCOR to the PSC so we can fund these two fundamental purposes the government sports agency was created for.” The PSC chairman likewise said the Philippine Sports Institute needs adequate government funds to pursue its goals of updating the country’s know-how in sports medicine and technology, including the improved sports rehabilitation facilities, in keeping abreast with

He mentioned that the country’s success in the Tokyo Olympics, where Filipinos achieved a milestone of one gold from Diaz, two silvers from boxers Carlo Paalam and Nesthy Petecio, and a bronze from fellow pug Eumir Felix Marcial, were products of intensive training and exposure overseas funded by the PSC. He was hopeful that the PSC’s allocation in the national government budget, a portion of which goes to grassroots sports, would be increased in tune with the times. Ramirez also was grateful for the private sector like the MVP Sports Foundation in helping some NSAs and encouraged more institutions and personalities to chip in and recognize the value of investing in the development of athletes.(PR)

By mentioning this does not mean that I am against BBM. Rather, this is just to give you all the points to ponder as to which electoral form is better: Multi-Party or Two-Party System? The latter may also save money to be spent by the politicians during the campaign period by putting a cap on it. Moreover, the intuition that a greater level of party fragmentation, as well as greater ideological distance

between parties should enhance democracy is a sense that this leads to better representation of constituency interests, but is not an incontestable fact. This is because there are many factors beyond multipartism which may have a considerable effect on the level of democracy in the country. Anyway, in the Philippines, what has been done cannot be undone. The mere fact that Election time is over (here, there, and everywhere), then, it is now the time to support the good governance (if it’s good) of the incoming president and all other candidates who bagged election 2022. ******* In Alberta, Premier Jason Kenny has also stepped down as the leader of the UCP. Whoever is going to replace him, let’s hope for the better. Alberta needs a leader who deserves

our votes and can serve better than the other party candidates. Vigilance is within the reach of our glance. Let’s all protect our lives by deliberately keeping an eye on our freedom of choice. Remember, we chose to leave our motherland, the Philippines behind because we believed that Canada, especially this province, is promoting socialized healthcare and other benefits. We also believed that our employment tenure is protected. If those benefits are taken away from us, then, we should analogously compare this to a guitarist whose guitar is being taken away from him. How can he perform? For us workers, how can we confidently make both ends meet? Genuine democracy should really serve the interest of the people and with the people.

political parties and the systems they form constitute the major channels of interest aggregation and citizen input in contemporary democracies. Thus, the broader the representation or the interest aggregation, the greater the citizen input and, hence, the more democratic the government should be. Taking the multi-party system into consideration and comparing it to two-party or dominant party (one-party) systems, it could be argued that in the multi-party system, constituencies have a greater probability that their interests will be represented than in any other party system. This is because multi-party has at least three parties which may represent completely different political ideologies and may be broadly scattered along the political spectrum; whereas, in the

two-party system, there is usually a maximum of two political ideologies being represented that may have a rather big ideological distance, which implies quite a big gap between the two parties, and, consequently, voters do not have their interests fully represented. Of course, the case when parties in one country have totally different ideological principles is rather extreme and unusual. However, intuitively, the greater the party fragmentation and the bigger the ideological distance between those parties, the more the constituency will benefit in terms of interest representation, which means that, in theory, the rights of political participation should be enhanced, thus, leading to an ideal democracy. Nevertheless, theory does not always correspond with

He started out as a correspondent for Ang Pahayagang Malaya and then moved on to be a reporter, and then an editor, of The Manila Chronicle. Y the time this column finds print, Filipinos would have elected a new president, vice president, 12 senators, and thousands of local elected officers. No matter who you voted for, there will new leaders who will take the reins of government and lead 100 million Filipinos into the next six years. As I’ve said countless times in the past months leading to this year’s polls, this electoral exercise has been one of the most passionate, emotional, and even divisive, in recent memory. As the Rodrigo Duterte administration draws to a close, it will be either Ferdinand Marcos, Jr. or Leni Robredo who will be sworn in next month as the new president of the republic, and either Sara Duterte or Francis Pangilinan who will be vice president. I’ve never had problems dealing with a change in government. It is, after all, the lynchpin of a democracy

that we elect our leaders. Until now. I find it highly disconcerting that a Marcos—the only son and namesake of the dictator who stole billions of dollars from the people—should be a frontrunner in this year’s polls, and that Filipinos should even consider him the candidate to beat. He might even be the new president of the Philippines, just three decades after we ousted his father from Malacanang. I was at EDSA in February 1986. I was part of that generation that had to live through the Marcos years. I was part of that generation that braved tanks and stared down battle-hardened soldiers armed only with rosaries and prayers. It was a generation trained to be silent but learned to speak out with actions that culminated in a peaceful uprising dubbed “People Power.” It is a fact that those years were not the “golden years” that the Marcos camp claims they were, a

narrative that his campaign foisted upon the electorate. Far from it, in fact, that I am convinced now that disinformation, rather than information, ruled the elections. The return of the Marcoses just a few years after they were unceremoniously booted out, was an omen. Filipinos are a forgiving people, and the fact that the Marcoses were able to come back home and not made to account for their sins against the people, would come back to haunt the nation one day. It seems that that day has come. I have to admit that the Philippine electorate has me stumped. As I write this piece, Marcos led Robredo by a margin of 2:1. The top 3 senatorial candidates on the Commission on Elections list are Robin Padilla, Loren Legarda, and Raffy Tulfo. Yes, these were from partial, unofficial returns. But watching these numbers unfold, I am dumbfounded over the preferences that Filipinos are

showing. Apparently, millions of Filipinos bought into the fake news narrative, chose Robin Padilla and Raffy Tulfo over Chel Diokno and Leila de Lima, and had purposely opted for continuity over change. Truly an OMG moment. It seems that a good number of our kababayans believe Marcos Jr. is of presidential timber, that Robredo is an incompetent candidate, and that the likes of Padilla and Tulfo are truly of senatorial quality. I pray that the election results will change between the time I finish this column and this edition comes out of the presses, and that the nightmare of a Marcos being elected president never happens. It is just too embarrassing for a Filipino to be explaining to people why if it does happen. As the generations of our children and grandchildren would say: I cannot.

The 17th Philippine Presidential election has ended with a bang, with Ferdinand “Bongbong” Marcos, Jr. and his vice president Sarah DuterteCarpio at the top. These were brought by the fastest internet results in spite of the Philippines being a country with some of the slowest speeds in terms of internet protocol.

This has left the other party members wondering if the results had been tampered with or if there were some machinations behind the results favouring the Marcos and Duterte tandem. Smoke and Mirrors? And to many people who questioned the early result, saying that there was magic somewhere along the transmission: It is known that there have been perennial problems with the internet in the Philippines, even the outgoing President Rodrigo Roa Duterte has been working hard to solve the internet problem, and thus, he was able to spread the franchise to some outsiders to join and provide faster internet in the Philippines. The possibility of a faster internet has only started recently, giving Filipinos better access, and it will take more years to wire the whole Philippines, this being a part of Duterte's legacy. At the outset, the result was very devastating to other candidates who wondered what happened to the earliest result of the elections. Most of them could not fathom how

it happened and they were caught by surprise. "I could not believe what happened, it was an instant, and the results were unbelievable," one of the local mayoralty candidates said in an interview. "Even I lost, the results were questionable!" Many local candidates who lost were not happy with the results, decrying alleged vote-buying. They claimed that they were victims of this election. Before the voting held on May 9, major political parties worked hard to get the votes of their followers. Mass rallies were held and the campaign was jam-packed with die-hard followers. It was more entertainment-filled when high m-profile tv and film celebrities joined the bandwagon to win the hearts of their fans to vote for their candidates. Every presidential candidate had the hope to capture the heart of the voting public, especially the two leading presidential candidates, Leni Robredo and Bongbong Marcos. The internet also had a great

part in the political circus, adding to the surging flow of fake news which targeted the candidates. It also gave candidates the chance to correct or accuse some quarters of the proliferation of untruth. All the candidates promised "better things in life" for a much better country as if they wave a wand for a magical spectacle.

And now the results of the 2022 Elections seem to be under the shadow of doubt. The forthcoming events would be exciting to watch, with Bongbong Marcos and Sarah Duterte-Carpio on the centre stage for the next six years of governance. Would it be pure smoke and mirrors? Your guess might be better than mine.

struggles during the Momentous event of the Philippines’ National and Local Election 2021, it was gratifying and worth it. Let us review: The Republic of the Philippines Commission in Election-Comelec issued a Resolution 10727 promulgated November 10, 2021, limited to a provision in Article II and Article IV. ARTICLE II: CONSTITUTION, COMPOSITION, AND APPOINTMENT OF ELECTORAL BOARDS, DESO, AND SUPPORT STAFF SEC. 33. Entitlement of Honoraria, Allowances, Service Credits and Other Benefits. — Persons rendering election-related service shall be entitled to the following: a. Honoraria. - The Chairperson and members of the EB, the DESO and their respective Support Staff and Medical Personnel shall be entitled to the corresponding honoraria: ​Chairperson of the EB ​P7,OOO.OO ​Member of the EB​ ​P6,OOO.OO DESO P5,OOO.OO ​Support Staff​​​ P3,OOO.OO ​Medical Personnel ​​P3,OOO.OO

b. Travel Allowance. — The Chairperson and members of the EB, the DESO and their respective support staff shall be entitled to a travel allowance of Two Thousand Pesos (P2, 000.00) each [One Thousand Pesos (P 1,000.00) is for the Final Testing and Sealing and the other One Thousand Pesos (P 1,000.00) is for Election Day]. EAPP and IPP support staff, and Medical Personnel shall be entitled to One Thousand Pesos (P 1,000.00) only for Election Day. c. Communication Allowance. The DESO and DESO Technical Support Staff shall be entitled to a communication allowance of One Thousand Five Hundred Pesos (P 1,500.00) each. d. Anti-COVID-19 Allowance. - The members of the EB, DESO, and their respective Support Staff, Medical Personnel and EAPP support Staff shall be entitled to an Anti-COVID-19 Allowance of Five Hundred Pesos (P500.00) each. e. Service Credit. — A minimum of five (5) days’ service credit shall accrue to all government officials and employees serving as EB, DESO, Medical Personnel and Support Staff. SEC. 34. Period of Payment. — The honoraria and allowances

mentioned in the immediately preceding section shall be paid within fifteen (15) days from the date of election. ARTICLE IV GENERAL PROVISIONS SEC. 48. Election Day. — on the evening of Election Day. The election shall be held on May 9, 2022. SEC. 49. Voting Hours. — The casting of votes shall be from six (6) o'clock in the morning up to seven (7) o'clock ​The Electoral Board (EBs) is 90% comprised of teachers, who worked more than 13 hours during the Election day, not to mention a whole day of training, and the Final Testing and Sealing of the Voting Counting Machine (VCM) as part of preparation for the Election, and lastly retrievals of paraphernalia. There was an incident where the VCM experienced a technical problem that augmented the burden of the Electoral Board. Due to this, unfortunately, the Commission on Election will deduct a 20% tax from the honorarium of each EBs. Let us honor our teachers and give what is due. Mabuhay Pilipinas!

Do Not Cut Edmonton Police Budget JUST LISTEN

hen I first arrived in Edmonton more than 15 years ago, crime was not much of a problem but from over 8,000 violent crimes in 2006, the number has drastically jumped to 12,701 in 2017. That’s more than a 50% jump in just 11 years and recently, Edmonton Police Chief Dale Mcfee disclosed that it has increased from 2,382 in 2020 to 2,665 in 2021, which is a 12% jump. These are very alarming numbers and the most recent incidents in Edmonton Chinatown and Downtown 104 street has triggered Chief Mcfee to put more personnel on patrol in the downtown core. This is happening when Edmonton City Council is also deliberating on the budget of the City Police. As it is right now, we do not have enough Police Officers in the City and there is a need to increase the Police Force. With all the data that I have gathered, I do not understand why the Edmonton City Council wants to cut the EPS budget. With a growing population, the Police needs a bigger budget to get more Patrol Cars in the City so that they can respond to crimes happening in the City in a timely manner. I recently spoke with a reliable source who knows the response time of the EPS in the City and believe it or not, it is not what you expect it to be. We do not blame the City

police for this because they are just busy responding to other incidents with a higher priority and they lack the resources to properly carry out the task. How much more time will it take if the City of Edmonton cuts their budget? What will happen when you need police help? Edmontonians need to participate in this conversation and understand the severity of this problem. The City Council must act with extreme caution on cutting the Edmonton Police Budget because they are towing a dangerous line. ***** The People of the Philippines have spoken. After Months of campaigning, Senator Ferdinand “Bong Bong“ Marcos Jr. has been voted by the people to lead them in the next six years, with running mate Sara Duterte as Vice President. It is now time to unite all the Presidential Candidates and see where they can better help in the progress of our nation. I have a high respect for candidates who respect the Vote of the people. If you do not recognize the duly elected President and Vice President then it just means you disrespect the very people you want to lead. For someone to be a good leader, he or she has to be a good follower. The only way to move forward is to unite as one nation and see how we can bring back the Tiger of Southeast Asia.

***** A lot of Filipinos have questioned why Kai Sotto is joining the NBA Draft. It’s not that they do not want Sotto to make it to the NBA, because it is obvious, Filipinos would like to see Kai Sotto as the first Filipino Player to enter the league. But, some pundits believe he is still not ripe for the picking. In all honesty, having covered Professional Philippine Basketball for a long time as a Sportswriter, I believe Sotto is ready and will be drafted. And here is why I believe he will be a good asset to any NBA Team. Kai is 7 feet 3 inches. He is young and talented, so it would be easier to teach him new techniques. While he needs to improve his physique, the team trainer can work on that with him. He can shoot from the outside, dribble the ball and he moves well without it. He can defend well and best of all is, he will be a big marketing asset to the team who drafts him. Yes, you heard it from me. Remember, Filipinos are die-hard NBA fans and also take note that Asia’s First Pay for Play League is the Philippine Basketball Association that started in 1975. That’s how the Filipinos and basketball are tied together. So expect all Filipinos to buy a Kai Sotto NBAJersey if he gets drafted. The Philippines currently has a population of over 100 million. Now you understand why I believe Kai will be drafted.

The Filipino in Me - Insights into Living Heritage ARTOSPECTIVE - an artist’s point of view

une is coming up and it’s always a busy month for the Filipino community in Canada, especially since its proclamation as Philippine Heritage Month. The Philippine Arts Council is holding an online exhibit, The Filipino in Me - Insights into Living Heritage, from June-July. This is an exhibition of multimedia works on Philippine living heritage themes. It aims to explore the unique qualities and build an inventory of Philippine

living heritage in Canada. These may be a song, dance, literary art, visual art, or cultural practices that a community engages in for celebrations, difficulties, or in fostering peace. The Filipino in Me - Insights into Living Heritage exhibit will build broad-based awareness of Philippine living heritage and efforts to safeguard it. This awareness provides a sense of belonging, identity and continuity. It is community-based, and a link to one’s past, present and future. Filipinos in Canada adapt to live a ‘hyphenated’ life - the act of being empowered by your past and of embracing the present and future. To uphold being a Filipino in a Canadian setting. A study by the University of British Columbia has shown that Filipinos who arrived young in Canada with their immigrant parents and grew up here worry about their racial identity, ignorance of Philippine culture and mother tongue, suffer difficulties with their sense of belonging and feelings of anxiety about their future in a place they cannot truly call their own. Some of them may suffer from insecurity, isolation and rootlessness due to loss of ethnic identity and culture. The Filipino in Me - Insights into Living Heritage will show the dichotomy of how Filipinos, those who may or may not cling to indigenous Philippine

cultural traits and may or may not find difficulty integrating into a new and different culture, are able to create an identity of their own based on their own particular experiences. For those who arrived in Canada very young, or are Canadian-born, it is about how they are creating an identity with a combination of Philippine culture they inherit from their parents, the Canadian culture they are growing up in, and the influence of peers they are growing up with. Their identity comes from their own personal skills, traits and values, rather than from the collective traits of Filipinos back home as a whole or the particularistic Filipino community abroad to which they may belong. This event will furthermore encourage art creation, and an appreciation on how art can engage the community and exploration of

heritage. Art provides a safe and personal space for self-expression. It provides a platform to reflect, to question and to inform - therefore is an effective channel for social change, and to promote inclusion. Despite the increasing number of Filipinos in Canada, the Filipino experience is still a bit underrepresented in the wider arts and media landscape. Recent events have shown an increase of Asian hate/racism and prejudice. Perception is reality, and inevitably, one’s identity is attacked and challenged through someone else’s lens. In some cases, one’s Philippine heritage may become a barrier, rather than an advantage. It is all the more important to validate the Filipinos’ presence in Canada, increase opportunities in building our heritage and identity, and highlight the commonalities with other cultures, and how it has been acculturated in the daily lives of Canadians. With the creation of works affirming the living heritage is the transmission of knowledge to others and to future generations - in the

process building understanding for a more tolerant and inclusive society. It is also hoped that Philippine heritage can also inspire other creators who are non-Filipinos, thereby truly building a bridge from one culture to another. It will encourage participants to be creators, owners, interpreters and protectors of Philippine heritage. Events on cultural heritage only increase a person’s cultural competence in this lifelong process of self-awareness, development of social skills and behaviours around diversity, and strengthening the ability to advocate for these, in a globalized society. Chores are my Fitness Regimen

locally owned businesses. Personally, I’m not a jogger or a runner. But if I need to re-stock a few specialty groceries from the Filipino store, I am willing to walk 20 minutes one way, grab two bags’ worth of groceries and walk back. If I want a bottle of wine, or need to drop off mail, the 15-minute walk to the business plaza works for me. I personally never understood the appeal of driving in a car to the grocery store to pick up an item small enough to fit in my pocket. I somehow struggle going out for a walk just for exercise. A few weekends ago, I contacted our neighbourhood’s Buy Nothing group, where people can share items that they don’t need anymore to someone else who might need it. I planned

a walking route where I picked up home décor items from two houses. My entire walking round trip took an hour and a half and it was amazing. It was a win-win-win situation: I got some exercise, saved a few items from going to the landfill, and got items for my new home for free! In our new place, we have linoleum and carpet floors. I was thinking to myself, if these were hardwood floors like in the Philippines, I would have been thrilled to buy an imported coconut husk (the lampaso) typically used for polishing floors because it is quite a workout. The only flaw in this mindset is that for an office worker like me, this doesn’t address the lack of high-intensity activities, or the lack of muscle-building activities.

Solving this is a work in progress for me. But it is a step up from feeling awful about myself from having zero physical activity, because that is no longer true. For anyone who might be

struggling to find a way to ‘get active’, identifying ways in your daily life when you break a sweat and catch your breath while getting important things of your list of errands, is a good way to start.

oing to gyms, fitness groups, or engaging in sports never resonated with me. Growing up, I couldn’t help but internalize that these were meant for wealthier, fancier people with spare time. I thought, those activities are only for those that are fortunate enough to not spend every waking hour trying to survive. During university, in between working evenings and weekends, a full-time course load, hanging out with friends, volunteering, and the exhausting walks to several campus buildings in between classes, the large fitness facilities are so easy to overlook. I’ve been to them just a handful of times. I’ve attempted several times to get a gym membership, but my commitment lasted only a few months. I’ve spent only half my time using the equipment, and the other half in the group fitness class. Once I realized how much I love Zumba, I started doing it from home because it is more convenient, and it saves money. Also, taking the bus to a studio or gym and back for an hour-long workout doesn’t seem worth it. The inconvenience of travel also makes traditional ‘working out’ unappealing. One winter day after shovelling snow off my house’s driveway and sidewalk, I loaded the fitness app from my phone I’ve used for many years. I was curious to see whether you can document other physical activities as exercise. To my delight, shovelling snow is an actual activity! As it turns out, the calories burned is the same amount as doing a high intensity cardio activity. This was a big deal to me. Particularly in winter, when finding motivation to exercise is difficult. Realizing that regular household chores count as a workout shifted my mindset about being healthy. In the past and current houses that I lived in, I appreciate how walkable it is to several business areas so I can quickly get an item or service I need, and usually from

As members of the global community, both Canada and the Philippines are experiencing environmental problems which need to be resolved for the well-being of our societies and peoples. Canada is an advanced industrialized country and a member of the leading G7

group of high-income nations. But economic growth has also resulted in many environmental issues such as water, land and air pollution, soil degradation, deforestation, mine tailings spills, urban waste, and the increasing threats of climate change, especially warmer temperatures.

Hence, the Canadian Government, private sector organizations, NGOs and citizens need to address these problems through environmental protection programs, shifts to alternative "green" energies, chemical-free agriculture, sustainable industries, and the 3 Rs of "reduce, reuse and recycle". However, to fully address the climate crisis, all Canadians need also to rethink how we live in the world. We need to question "over-consumerism" which has led to the unsustainable exploitation of local and global resources, a major cause of climate change. A Global South country, the Philippines faces a deep environmental crisis leading to increasing levels of hunger, poverty, ill-health, inequalities, and injustices for millions of Filipinos. The Philippines is one of 18 megabiodiverse countries of the world, containing two-thirds of the earth’s biodiversity and between 70% and 80% of the world’s plant and animal species. However, this enormous ecological and biological diversity has been reduced by decades of environmental destruction through economic activities such as deforestation, mining, chemical-based agriculture, mega dams, dying rivers, depletion of fisheries (especially by foreign trawlers), deaths of coral reefs, massive

garbage (including plastics), air pollution especially from excessive vehicles, improper urbanization, and the overall impact of climate change resulting in more intensive typhoons, storms, flooding, landslides, droughts and warmer temperatures affecting agriculture and health. While Governmental agencies are trying to address these problems, environmental destruction and the climate crisis are still occurring from economic policies based on unsustainable growth and resource extraction. However, there are hopeful signs of Canadian and Filipino communities and NGOs promoting diverse programs for environmental care, climate justice and alternative more sustainable ways of living. I also work with tech startups in my role as a manager with Innovate Edmonton, which is the City of Edmonton’s Innovation agency. I am hoping to become the next Member of the Legislative Assembly for Edmonton-Southwest. nomination contest is an internal party election for the New Democratic Party (NDP) to select their candidate or nominee for the provincial election next year. Because it is an internal race, only registered party members can vote. Anyone can join the party to participate as long as they are a resident of Edmonton-Southwest and over 14 years of age. Why are you running for the NDP nomination? As a trustee, I have witnessed first-hand how deep cuts to education can impact students and families negatively. It is important that we have a strong publicly funded education system and a curriculum that reflects the diversity of our province. After serving for over 8 years on the school board, I feel that the only way to effect change is to run for a seat at the provincial level. We need good healthcare, a good education system, and good paying jobs with a diversified and resilient economy. I believe I have the experience and passion to be a strong voice for Edmonton-Southwest.

What do you hope to accomplish if you’re elected? Speaking to so many friends and supporters from the Filipino community, I have heard the need and desire for more schools and community gathering spaces in Edmonton-Southwest. I have a track record of successfully securing more new school builds, including a community centre. I also support the vision of a multicultural community centre, as well as a smaller scale recreation centre in EdmontonSouthwest. While some of this is City Council’s jurisdiction, I will help advocate for provincial funding as an MLA. I believe we need more diverse representation in the legislature and more diverse representation on provincial boards, agencies and commissions. I hope to help uplift more Filipino voices and voices from diverse communities in our province. How can people help your campaign? People can help me win the

`One Magical Night’ concert brings joy to Pinoy community

After two “long” years, Filipino entertainment is back in full swing with “One Magical Night” bringing joy to fans, who have been longing to see their favorite entertainers. Palabok House Promotions brought to Edmonton, actor Sam Milby, former Miss Universe Catriona Gray, 2019 America’s Got Talent fourth placer Marcelito Pomoy and dancer and singer Rayver Cruz. Palabok House’s Lydia Jimenez was first set to bring in Liza Soberano and Enrique Gil but the Covid-19 pandemic prevented those two popular Filipino entertainers from traveling to Canada. “Masaya ang community natin,” said Ron Aragon, who came to watch the concert with his family. May 22’s concert at Christ The Seventh Day Adventist Church also saw the gathering of business owners who took the opportunity to support the concert by becoming sponsors. Lydia said she is thankful to the ticket buyers and supporters of their event. The Philippine Business Society of Alberta celebrated its fourth year and as part of its celebration, newly-elected president Marjorie Carmona Newman was formally inducted into office along with the other officers by Philippine Consul-General Zaldy Patron, May 11, at the Lexus of Edmonton.

What Happens When you Call 9-1-1 By: Giselle General

9-1-1 is a very important service, especially if you are in the middle of being attacked or witnessing a crime in progress. But how does it really work? This is an overview of the process to help you feel more

informed and prepared during an emergency. First Stage: Initiating the 9-1-1 Call 1. 9-1-1 is a line you can call at any time, all year round – 24 / 7 / 365.

2. Err on the side of caution. The moment you realize “I think someone just hurt me” or you are witnessing this happening to someone else, do not hesitate to call 9-1-1. 3. At this stage, you are talking to a 9-1-1 evaluator at a call centre. 4. If you are reporting something that you know is not an emergency, but important to pass on to law enforcement, you can call the NonEmergency Line at 780-423-4567. For this, you will be talking to a police Emergency Communications Officer who will evaluate your call. Second Stage: Forward to the Appropriate Service 1. You’ll be asked what type of emergency service you need: police, fire, or ambulance. 2. Next, you will be asked for the address. If you are new to your address, memorize it as soon as possible, write it on a bulletin board where it’s easy to read. If you cannot say anything else about what’s happening, the most important thing to share is your address. Make sure you include important indicators like NW or SW or building units. 3. If you don’t know the exact address of where you are, try to give descriptors such as the name of the building, business, neighbourhood, intersection, or part of the city. 4. Once the 9-1-1 operator gets your address and learns what type of help you need, they transfer you to police, fire or ambulance. 5. Once transferred, you will again be asked the address and phone number. Remember, this is a different person, so don’t be surprised or impatient about being asked again. 6. Next, you will be asked about what is happening. The operator will likely say something like "tell me exactly what’s happening?" 7. If it is a police-related matter, do your best to explain what’s happening in a concise way, whether it is an assault, car jacking, family dispute, or something else. If you don’t know what the appropriate term is for the criminal act, that’s alright. Just focus on trying to explain in the best way you can. 8. In the world of cellphones, operators don't get the same subscriber info compared to a landline to track your location. If you call from a landline, they are able to get the address of the subscriber account. If you called using a cellphone they have other processes if they cannot get the address during the call. When your phone call is transferred to the police, the staff over the phone is simultaneously coordinating with the patrol members who are on their way to assist. 2. Sometimes, it can be hard to communicate when you are stressed or in the middle of being attacked. This is a bigger challenge for many of us who don’t speak English as the main language. Even if this is the case, they will send help as soon as they are able to get an address. 3. What if the person on the phone cannot understand you, because of noise or a language barrier? They default to sending the police. Help is coming one way or another. There have access to language services if they are able to identify what language you are speaking to help with translation. 4. Police will send help as soon as possible. When it’s an emergency call, it is prioritized. That being said, there’s no defined timeframe

he Lord Jesus does not call followers the way many of His ministers do today. In this day, we are more likely to hear, “Try Jesus,” or “Come to this great church, with these great people, with this great worship team, and great coffee and cookies.” No church advertisements say, “Sign up and die.” But The Lord Jesus did just that. To be sure, following the Lord Jesus, if done whole-heartedly, will transform a life for the better, but that is really only a fact known by faith, especially at first. How do we know that death is the way to true life? We know it by faith and faith alone. For those who are called, there is a compulsion to go with Christ. There is faith that what we cannot yet see will come to light. But true faith does not hold back anything from God. True faith knows that if the Lord Jesus is worth anything, He is worth everything. There is no point in giving the Lord Jesus 50, 60, 70, 80, or even 99% of our lives. He will have it all, or He will have none. or process to track their arrival time. Fourth Stage: After the Crisis 1. At this stage, the emergency communications operators in 9-1-1 and the police Emergency Communications Centre are no longer involved. 2. The police officers who arrive to help you will determine whether arrests or charges are warranted. They may recommend an emergency protection order, restraining order, or other court applications depending on the circumstances. Emergency Communications Centre staff do not issue these. 3. Before the police officer leaves, ask them about who the right person to contact is for updates or follow up questions. Usually, the officer will give their business card. They might also provide other useful information depending on your situation. 4. If you are a victim of a crime and would like more information, whether it is a theft, assault, harassment or domestic dispute, ask the responding police officers for their card and the file number for future follow-up. You may be required to follow-up with the relevant police sections or court system depending on the circumstances, and you will have to initiate this process yourself.

We cannot mostly die, just as we cannot mostly be saved. Christ and His kingdom are the treasure in the field for which it is worth it to trade one’s whole life (Matthew 13:44-46). For a few, losing their life will be a martyr’s death, and any Christian is called to be willing to drink that cup (Matthew 20:22). But for most, the more complicated daily death, and daily carrying up of their cross is what is required. In the end, no one ever really can sacrifice anything for God, because He always gives back infinitely better than He takes. Let’s break down the key parts of Matthew 10:39: First, “He that findeth his life shall lose it.” This is exactly what living to die is all about The English Language is tricky. One may use the words “find their life” to mean “find Jesus and His salvation.” But that is not the Savior’s meaning here. Rather, those who pursue earthly pleasures and the things of the world—status, comfort, worldly security—particularly with a loose moral code and no fear of God, will find themselves morally and spiritually bankrupt and dead in their sins.

Second, “And he that loseth his life for my sake.” This is exactly what dying to live is all about. This includes martyrdom, but more often means a radical change of lifestyle. The Lord Jesus said just prior to this that He was turning people against those in their own household (Matthew 10:35-37). When those who do not fear God begin to fear Him, there will most certainly be painful consequences that, while for their ultimate good, will feel costly at first. Third, “Shall find it.”

Our Father in heaven knows more than anyone what we truly need, and when we have obeyed Him and given Him our lives, we will be amazed at the realization that we could not have possibly known what was best for us, but that God had given it to us. The Lord Jesus came that we might have life, and that we might have it more abundantly (John 10:10). The question is, “Are you living to die, or are you dying to live? The choice is yours to make. TO GOD BE THE GLORY

A month after the spring equinox is also the start of vacation. For university students, final exams for the Winter term end. Classes will start again in the Fall, giving students four months to recollect themselves. Well, if you ask me, my first year at university went as I expected it to be—exhausting. But hey, I guess I'm

done with my first year. They say spring is a period of rebirth. Trees grow, flowers bloom, and the grass shoots up. A season of cold winter passes and new beginnings start over again. It is a time to wake up in the morning with new ideas in mind and new dreams to conquer. Spring is considered a significant season in Japanese culture due to the cherry blossoms blooming. Cherry blossoms are a symbolic flower of spring because it symbolizes new beginnings. Spring represents rebirth. But for me, spring was just another season filled with work and boredom. Spring was not all that. I've always hated the phrase "new beginnings”. What does that even mean? The only "new beginning" I've experienced was my New Year's Resolution, which lasted for a day. I would post something like "Page 1/365” on the first day, then never post anything the next. How stupid is that? What makes me think a whole season is going to change that? But this spring was different. Was it inspiration? Motivation? A stimulus? A crush? I don't even know what you are in my life, but I never knew someone like you would change my spring in the slightest way.

s employers across Canada continue to fill hundreds of thousands of vacant positions and Canada continues to recover from the pandemic, Immigration Minister Sean Fraser emphasized the important role of immigration in Canada’s economy. Minister Fraser announced several new measures to find and keep skilled workers. New measures include the

IRCC introduces new measures to address Canada’s labour shortage! resumption of Express Entry draws starting July 2022 and to allow post graduation work permit holders to be able to apply for a subsequent PGWP of up to 18 months. Due to the pandemic which led to the increase in the size of IRCC’s processing inventory. To manage this inventory, IRCC temporarily stopped sending out invitations to apply or ITAs under the Federal Skilled Worker Program, Federal Skilled Trades and Canadian Experience Class since Sept. 2021 up to present. With the recent announcement, IRCC will resume sending ITAs starting July 2022. This is good news to all PGWP holders, whose open work permit will expire between January to December 2022 as they will be able to apply for a subsequent Post Graduation Work Permit (PGWP) of up to 18 months beginning this summer. New measures include the following: -Processing of Express Entry applications within the six-month service standard; -Extension of the temporary policy allowing those with visitor status in Canada to apply for work permit until Feb 2023; -The Temporary Resident to Permanent Resident Pathway (TR to PR Pathway) introduced last

year will continue to be processed for some time; Starting summer: -Applicants will no longer be required to remain in Canada while their application is being processed; -Applicants who apply for an open work permit while waiting for their permanent residence application to be finalized will be able to get work permits valid until the end of 2024. This will ensure that all permanent residence applications will be finalized before applicants will need to apply to extend their temporary status again; -To support family reunification, immediate family members who are outside Canada and who were included in a principal applicant’s permanent residence application will be eligible for their own open work permit. IRCC reported that they have doubled the number of permanent residence decisions made in the first quarter of 2022, compared to the same time period in 2021. From January 1, 2022 to March 31, 2022, they have made over 156,000 final decisions on permanent residence applications and, through these efforts, Canada welcomed over 113,000 new permanent residents in the first quarter of 2022.

IRCC further reported that they have processed more than 100,000 work permit applications in the first quarter of 2022, nearly doubling the number processed over the same time period in 2021. Specific details and eligibility requirements are yet to be announced by IRCC. Refusal to process work permit applications for caregivers where the LMIA application was received on or after June 18, 2019. Ministerial Instructions (MIs) implemented on June 18, 2019 and revised on April 22, 2022 instruct officers to refuse to process work permit applications received under the Temporary Foreign Worker Program (TFWP) for caregiver occupations in specific circumstances. The revised MIs • clarify that the refusal to process work permit applications for the specific occupations (National Occupational Classification 4411 and 4412 – home child care workers and home support workers) includes applications submitted at ports of entry • prevent foreign nationals currently not authorized to work/study (whether they are physically inside or outside Canada) from obtaining a new caregiver

work permit under the Temporary Foreign Worker Program unless they are exempt It is expected that such applicants should apply through the Home Child Care Provider or Home Support Worker pilots which allow for a clear pathway from temporary to permanent residence. Refusal to process criteria Officers must not process applications for new work permits made by foreign nationals under subparagraph 200(1)(c)(iii) of the Immigration and Refugee Protection Regulations (IRPR) if all of the criteria under 1 or 2 below are met: 1. For applications submitted at a port of entry on or after April 22, 2022: • the applicant is making a work permit application on entry to Canada per section 198 of the IRPR • the applicant intends to engage in work as described under National Occupation Classification (NOC) 4411 continued on page 27 ►

Philippine Media Association to start Breakfast Forum in June

The Philippine Media Association of Alberta (PMAA) is set to schedule a PMAA Breakfast Forum starting in June, according to the media association president Nicky Gocuan. The Breakfast Forum intends to discuss various topics affecting Filipino-Albertans and all Canadians. Gocuan, a newspaper columnist and host of a weekly online radio program, said there are old and new issues that are deserving of further discussions and the information should be known to the public. The PMAA has conducted the Edmonton Mayoral Forum and weekly forum prior to the elections as well as helped raised funds for the typhoon victims in the Philippines through the Canadian Red Cross. Supporters of Bongbong Marcos and Inday Sara Duterte will have a Thanksgiving Party on June 11 at the Wilfrid Laurier Park in Edmonton. Co-organizer Benjie Lindo said they are expecting around a thousand supporters to join the Thanksgiving celebration. The number is expected to even swell, far from the more than 400 supporters who showed up in a rally they organized last April 16 which had cold weather. "We are expecting good weather, so we expect a lot of our supporters to attend and celebrate," said Lindo. Unofficial and partial results reported by PTV News showed that Marcos is leading the presidential race with 31,103,761 votes against vice-president Leni Robredo who has 14,821,870 votes. Duterte, the Davao City mayor, garnered more votes than Marcos with 31,561,196 votes in the vicepresidential race. Trailing her is former senator Francis Pangilinan with 9,232,850 votes. Lindo said co-organizers Michael Aranton, Herson Dulay, Dee Burgos, Aris Bravo, Marvin Salcedo, Rcky Antonio and Edna Colobong have been working hard in organizing the events for the BBM-Sara UniTeam in the province.
