ue to the advent of immigrants, the tendency to group or re-group according to the point of origin, such as regionalism, religious affiliation, educational background, age brackets, etc. is inevitable. Thus, the basic familial principle in organizing must be diligently observed implemented. The family, as the basic institution in society, shall have been serving as the core group that saves the family member’s customs and values. In the family, good manners and values are caught, not taught. Almost every behavioural norm is transmitted to each member through the parent’s good examples and guidance. Wherever children go, their parents’ pieces of advice are supposed to be brought and practised too. Devotion rather than obligation is the primordial factor that makes everyone move within the realm of consanguinity. Hence, society has to be patterned on how we run the family. The family is the place and the occasion where an individual’s aspirations are usually heard and respected. In addition, vital plans are coordinated and eventually gain consensus. I. THE BASIC ORGANIZATIONAL SCHEME: Governing and Coordinating Bodies Differentiated Almost everybody wants to be coordinated, but not everybody wants to be governed.

In the table above, you will clearly notice some of the differences between the governing and the coordinating bodies. Gone were the days of maestros and maestras. It is no longer true that the king’s mandate should not be broken (Kapag sinabi ng hari ay di mababali). In these modern days, freedom, fairness or justice is everyone’s battle cry. Nothing cannot be questioned or contested anymore. In the strict sense of governance, the leaders, most of the time, are the kings who hold the prestigious positions. While it is true that their powers deliberately come from the people, it is also true that the same people are the ones suffering from the poor kind of service these leaders are delivering to them in return. II. TARGET DATE OF DELIBERATION Anything that is hurriedly done is not well done. There is always a perfect time for everything. Nothing is neither too early nor too late, but there are minds that cannot easily grasp the significance of the desired goal to achieve reality as well as reconcile the differences between the praxis and theories. To make this happen, the author is going to ask for a privilege speech in order to present this to the group during the special forum. III. TARGET DATE OF IMPLEMENTATION A plan is not a plan unless it is recognized and agreed upon by the members. Any planning is useless unless it is implemented and later on evaluated. Evaluating is the heart of planning and implementing. For a better organizational structure, this proposed plan should be deliberated, approved, and reasonably implemented. IV. CONCLUSION This does not mean to discredit the credibility of the Governing Body. It only aims to distinguish the right form of governance that the organization or any association you are planning to get established here, there, and everywhere in order to sustain and maintain its existence. It even clearly differentiates the exact differences between the two forms of governance. Coordinating is more relevant when everyone is aspiring to become intact as a family. In this form of leadership, devotion rather than obligation shall play the main role in adhering to the principle of volunteerism.

round early April, I started noticing businessman Kris Salumbides running on the streets and days later, with some friends for some physical workout. I told myself, "Nagpapa kondisyon si Kris Salumbides ah." Then later on, I learned that they are now using the Fox Drive Stairs and the area around the Kinsmen Sports Centre for some sort of a boot camp. The 10-kilometer run has become a daily routine. Kris and his group have used Mill Creek Ravine as venue for their running routes. "Aba, mukhang seryoso na ah," I told myself. By June, I noticed that Kris and his friends Kitz, Ray, Daniel and Eric have conquered some mountains in Canmore and Nordegg. When I saw Kris using those walking poles on FB, and there I began to realize that Kris and his friends are truly getting serious about mountain hiking.

We are blessed here in Alberta because of the presence of beautiful mountains. So they are now in the planning stage of forming an organization of Filipino mountaineering enthusiasts in Alberta. And I received some good news from Joey Mirones that his golf buddy Virgilio Mandapat, using a six-iron and "napulot

There were no fireworks when he made the ace but the cheers from Joey, Gerome Licacho and Edward Soliman were enough to make that day so memorable. Registration fee is $89 per golfer and the event will accommodate only 144 players until August 4. Joanne's BBQ, Fresh Bakery open; Panciteria closes down after 8 years By Moses Billacura

ast month, Joanne's BBQ House on 156 Street in Edmonton and Fresh Bakery on 50 Street in Beaumont have opened its doors and were well received by members of the Filipino community. Joanne's BBQ was even featured by CTV News and the opening of Fresh Bakery was well talked about on FB. The good news, however, was followed by a sad news about Panciteria de Manila restaurant closing down. In an FB post on July 8, Panciteria owners Bayani and Lorena Alcantara announced that "after 8 years of making memories together, Panciteria de Manila will now be officially closing its doors."

"Our restaurant started with a vision of providing authentic Filipino comfort food to the Filipino community in Edmonton,Alberta. With a brave heart,our family worked hard to bring this vision to life. Like many others, we were not prepared for a global pandemic that would change our business ventures, " the owners said. Panciteria has become a "Tambayan ng Bayan" since its opening and became a go to place for local bands and singers to perform. What is tragic is that the generation of my children is starting to think as my generation did, that this is the way it is, and there is nothing anyone can do about it. For lack of opportunities here, millions of my children’s generation have left the country to find a better life abroad and the money they send back is mainly what’s keeping this country afloat. On behalf of my generation I could not apologize enough to my children’s generation for the state of our country now.

There is absolutely nothing that any member of my generation can say or make excuses that will ever change the fact that countries way behind us in the 1960’s are now way ahead of us, and that our generation had run out of time to correct this. If there is anything good that my generation can give, it is the model NOT to follow. Do NOT elect the kind of leaders we elected. Do NOT do the things we did that were based on personal needs and individual advantage, at the expense of the greater good. Find among yourselves truly dedicated, talented self-sacrificing people who will lead the country out of this mess, who will give you results, not

excuses. You have powerful weapons that my generation did not have, the social media and modern technology. BUT YOU HAVE TO ACT NOW, or you will soon be apologizing to YOUR children’s generation. Racist tirade victim calls 911, waits 12 hours for police to be on scene Letter to the Editor Dear Sir, On July 06, 2020 around 9:15 PM, I was about to go out but went back inside our unit because there was a guy who was trying to hit on me. He told Zachny, my brother's girlfriend, "she's hot.” And asked her for my number. Of course, I felt uncomfortable, that's why I went back inside and waited for my youngest brother, Jasper. He also tried to confront Joseph, my other brother to get my name yet I told him to just give the guy a pseudo name. Then he kept on asking for my number while I kept on saying no. Despite our refusal, he then insisted that he instead give his number to me. But, I said, “No, thank you!” The worst thing was that he attempted to get inside our unit but Jasper still managed to block him since we were about to go out of our unit. He even said to my brother "Why are you so mad?" Then Jasper, pretending, told him: "I am her boyfriend. Get out of here." When I was about to lock our door, he made some derogatory remarks about my brother, such as “You are not even a Canadian!”, “Do you have a licence?”, “You don’t even have a car!” Then he persistently told Jasper, my youngest brother who pretended to be my boyfriend, "I will fuck your girlfriend real good." As he repeatedly yelled such rudeness at my brother, I felt so disgusted and was scarcely able to control my temper. When I was about to open the hallway's door, he told me that, "You know I will fuck you real good, right." And that's the moment www.AlbertaFilipinoJournal.com

I told him that he was being so disrespectful. That's the time I grabbed my phone and started taking the video. He kicked the door twice trying to hit me. I was aware that I got hit when he kicked against the door and felt the pain yet I still managed to ignore it as I was so afraid and I didn't bother checking on it. He was like a roaring lion consistently trying to devour me. He tried to punch me but I once again managed to step backward. That's the time I shouted at him, “Why are you hurting me?" I instructed my brother to call 911 since I was using my phone to have the incident recorded. I was shaking in fear while taking the video. He threatened me saying that "I will kill you! I will decapitate you! I will decapitate you bitch!" He even said racial slurs like "Filipino little bitch...", "Get the fuck out of Canada!” THEN HE ALSO MADE A NAZI SALUTE. Thereafter, he went back inside of his unit while my brothers and I went downstairs to go out of the building. Suddenly, we saw them coming and rushing to where we were downstairs as well. That was the time I called 911. He was with his friend but his friend was just standing there and not doing anything. We were so afraid and very much alarmed by his aggressiveness. I told my brothers not to go close to them because they might be carrying weapons. They then went back to their unit. Since our parking stall is just in front of their unit, he kept on saying racial and discriminatory continued on page 7 ►

Mask On/Mask Off "

W

hat the world needs now is solidarity. With solidarity we can defeat the virus and build a better world" (UN SecretaryGeneral António Guterres). The world has its open wounds; the world is going through a crisis that everyone did not expect. We are in an epoch of a pandemic. Every individual has their own beliefs and attitudes toward this. For example, some say that wearing a mask is crucial; but some say wearing a mask is stupid. Wearing a mask is essential because it can help us fight and eradicate the Coronavirus and finally go back to our ordinary lives. Let us ask ourselves a question, "Do we want this pandemic to end?" Everyone probably responded and agreed to the answer, "Yes." Although, let us ask ourselves another question, "Is wearing a mask important?" This is a question where individuals have different answers – some might have said "No," and some might have said "Yes." But there is only one correct answer to that question, and the answer is "Yes." But why? Experiments have shown that wearing a mask blocks 70 to 90 percent of infectious particles. Given that we live in a dystopian-like scenario with this pandemic, millions of people are getting infected, and hundreds of thousands are dying; thus, wearing a mask will help stop the spread of the disease. A lot of people are already wearing a mask, but why is the curve still rising? The key phrase here is "a lot." Yes, it is a good thing that a lot of people are wearing masks, but that is not enough. Studies have shown that even if ninety percent of the population wears a mask, and the other ten percent do not, the disease will always find a way to infect people when they are vulnerable. Wearing a mask also respects the space and the belief of society. If ten percent

of the people do not wear a mask, it is unfair for most of the population to make efforts to wear a mask to avoid the pandemic for essential reasons – like protecting their family and protecting their health. COVID-19 has already taken the lives of over five hundred thousand people. If you choose not to wear a mask, think about the families of the people who died, who got infected. Think about the pain and the grief that they feel to have a loved one die, just because of the lack of responsibility of another person. Furthermore, Coronavirus cases from all over the world vary because of people's behaviour and the government's behaviour. Let us compare the United States of America and New Zealand

Donald Trump, the president of the United States, has stated, "Well, I think we are in a good place," besides, he also said that, "If you look at the chart of deaths, deaths are way down." Also, he suggested that "injecting disinfectants" is a way to eradicate the virus. In contrast to this statement, the Head of Institute for Allergy and Infectious Diseases, Dr. Anthony Fauci stated that, "We are facing a serious problem now," and that, "It's a false narrative to take comfort in a lower rate of death." Many people believed Trump because he is the president, and they also became very irresponsible, even though Dr. Fauci’s information lies in science and facts. From this irresponsibility, America got sixty thousand more cases in just one day! That is on top of the overwhelming 3 million cases in only America with 135 thousand deaths. On the other hand, the New Zealand government has acted "hard" and "early" towards this issue, resulting in fewer cases and more people recovering. Yes, America has an exponentially larger population than New Zealand, but if the government of America acted more realistically, more people would have been safe from the pandemic. I also have experienced the difference of beliefs towards this pandemic. Every time I look around, I see people wearing masks, and then I see people who do not wear masks. At my job, we gave out free masks provided by the government to everyone. Although, despite the people wanting the mask, people have said that, "I do not believe in the Coronavirus." This statement was very arguable, but we had to respect their beliefs. Although this had me question our society due to their lack of respect for other people. I see people going out without recognizing social distancing, and I see people not wearing masks. I believe that wearing a mask is crucial, and it is efficacious in fighting this virus Studies have shown this. People should take this issue seriously so that

we can finally go back to "the normal" from before this pandemic happened. Although some people will say that wearing a mask is not essential, a public hearing at Palm Beach County, Florida, was organized to hear about the people's opinions on wearing masks. The county has made it a law to wear masks and mandated people to do it. This law has angered some people. They said that wearing a mask is "restricting their airflow" and "against their human rights and human wills." However, this is wrong and such an ignorant response towards this issue. During this hearing, no one has mentioned "death." A woman at the conference who was pro-mask said that she had lost a grandson, grandparents, and she has three people on respirators due to this disease, which is very saddening. These "non-believers" of the virus do not have a clear understanding of the issue and only think of themselves. Wearing a mask does not "restrict airflow," but instead helps in protecting people. Wearing a mask is very important because the only way for us to defeat this virus is if we unite and if we set aside our beliefs about wearing a mask and start to think about saving lives. An unfortunate reality in our society is that everyone is full of pride and wants to believe what their narrow minds choose to think. However, this pride can kill people. By setting this aside and just wearing a mask, we can reduce the number of people who get affected by this disease. Facts have shown that wearing a mask is vital to lessen the spread of the disease. Also, as a sign of respect to other people's spaces, wearing a mask just shows that you respect them. We are living in a time of uncertainty. We do not know when this will end. Our situation right now might be our "new normal”, but one thing is for sure, for us to defeat the virus, unity is all we need, and that is to wear a mask to ensure everyone's safety. We are all in this together.

Letter to the Editor remarks while I was on the phone waiting for dispatch/police to arrive. Thank God! There was a guy from the other building who stood up on our behalf. That gesture of kindness truly helped us calm down. At least, there was a good samaritan who tried to defend us from that crazy, rude, and racist guy. This good samaritan even forgot to wear slippers just so he could talk to us and ask us if we were okay. Meanwhile, our aggressor even told the guy who tried to help us to stay away from us; because according to him: “You (Filipinos) are the reasons why there is a virus in Canada.” He kept on saying that "This is Canada. This is not Wuhan!” He was associating Filipinos with Wuhan. “Go back to your country!" The good samaritan went back home after he made sure that we were already safe. We still managed to stay longer and waited for the 911 rescue team. After quite a while, due to fear of another assault from that guy, we also left the parking lot where we stayed as there was no police officers who came to our place. After several hours, we came back home. And, while I was showering, I noticed that I got a bruise on my left leg. More so, fear is now reigning in our hearts as we are still residing in that place. POLICE CAME AROUND 7 or 8 IN THE MORNING (almost 12 hour waiting period). You Can Start the Process of Professional Licensing Even Before Coming to Canada as Landed Immigrant

any of those Filipino Engineers who planned to migrate to Canada this year had to put those plans on hold because of the pandemic. But take note, that you can use the situation as an opportunity to start your licensing procedure even if you are in your home country. The process of getting through your Professional Licensing procedures can save a lot of time and money if you begin this in your home country. With all the resources online, everything can be done and some requirements that cannot be done online can be arranged accordingly when you land in Canada. To be a Professional Member of APEGA, he/she must satisfy all specific requirements. One of these requirements is proof of Canadian Citizenship or the proof of Permanent Resident Status. If an Internationally Educated Engineer or Geoscientist intends to migrate to Canada and eventually has the intention to practice his/her profession – he/she can start applying and eventually can be eligible for Professional Licensee License. AIMCO lost $2.1 Billion on a Single Investment. Kenney Government Still Plans to Move Your Pension from CPP to AIMCO. JUST LISTEN

My favorite pastime is singing. I have always believed that life would be boring without music.

lbertans are very concerned about the government’s plans to move their pension from CPP to AIMCO. This was after AIMCO recently announced that they lost $2.1 billion in their investment. “Why are they planning to move my pension from CPP to AIMCO?“

says John. “If other provinces are with CPP, what makes AIMCO so special? They just lost $2.1 billion dollars. Unless they can show me proof that AIMCO is better than CPP then maybe I would think about it. If not, I would say, don’t touch my pension.” he adds. Obviously John was surprised with the move, earlier last year. The Major Public Sector Worker Pension Fund was moved to AIMCO. The Crown Corporation currently handles 31 Funds which includes the Alberta Heritage Savings Fund. So in just a short span of time, if AIMCO loss $2.1 billion in a single investment, how can Albertans be confident that it is safe to switch from CPP to AIMCO? Obviously, most Albertans want to retire with money, not retire without anything. So the questions is, is it worth the risk to switch? I don’t think so. ***** Back in the Philippines, many Filipinos still struggle to make both ends meet, especially with the COVID-19 pandemic. Under (ECQ) Enhanced Community Quarantine, the government has called on the military to ensure that people do not leave their homes.

There is the MECQ( Modified Enhanced Community Quarantine) where essential workers like doctors, nurses, and grocery personnel are allowed to go out. Only 1 person from every household is allowed to go out for groceries and run errands. Like ECQ, only groceries, health services, veterinary clinics and food manufacturing plants are to operate at 50% of their workforce. Then there is also the General Community Quarantine (GCQ) wherein if a specific barangay (community) does not have any cases of COVID, those in it will be allowed to go out for work and necessary errands. Government offices and establishment will be allowed to resume 75% of its operations. There is transportation for government and allowed sectors and flexible learning arrangement have been made for students. And lastly the MGCQ (Modified General Community Quaramtine) where everything is back to normal, given that masks are worn in public, social distancing is maintained, and other health protocols are observed. Why are we talking about all of these measures? This is to ensure that people understand what the

Duterte government is trying to do to prevent the spread of COVID-19. The government has also provided assistance to the people via the Social Amelioration program, reaching 18 million Filipinos whose lives are greatly affected by the Enhanced Community Quarantine. So where did they get the list? They got it from the Local Government Units but it was a list from 2015, not 2020. This is the reason why there is Bayanihan 2, a P162 billion standby fund for pandemic response. So let us look at the situation, and how bad the pandemic has hit the Philippines. So if I want to get tested in the Philippines can I get it done? It is possible, but people have complained about how expensive the testing kits are in the Philippines. In fact we also learned that travellers who want to travel back home have to travel to Cebu first to get tested and quarantined, then head back to Manila to be quarantine again. Reports say Manila cannot handle the capacity, Really? So Cebu can handle it but Manila cannot? Why is that when there are more people in Manila who could help? Just asking. To date, there have been 57,006 confirmed cases. 1,599 deaths with

20,371 recovered. Let us compare this number with Canada and the United States. In Canada there are 108,155 cases, 8,790 deaths with 71,841 recovered. In the US there are 3,479,483 cases, 138,247 deaths and 1,549,469 recovered. Analyzing the numbers, the Philippines is in better shape than Canada with less than 3% deaths. Canada has over 8% deaths and United States has a lot of infected cases. Looking at those numbers, that is a positive note for the Philippines. We all know that the Philippines Government does not have enough money to support everyone staying at home. People staying home have racked up higher than normal electricity, water and grocery bills. It is high time that the IATF ( Inter-Agency Task Force) loosen restrictions and slowly open the economy. This way, businesses can go back to a new normal and employees can earn the paycheque they deserve to support their families. If the government continues with its plan to lock down communities and people begin to starve, the Philippines is in danger of having civil unrest. The government cannot be too scared with this virus, what they have to do is educate the people and make them understand that if they abide by the measures, they can go back to a new normal and not be bored and stuck at home without money. Life has to continue even with this pandemic around. Trust in the Lord and everything will be fine.

Can I submit two applications to restore my status?

W

hen a kababayan asked me this question: Can I submit two applications to restore my status in Canada? He added that he wanted to make sure that Immigration, Refugees and Citizenship Canada (IRCC) received his application. He said that it is a strategy he plans to use—if a decision is made on the first application to restore his status, he can then wait for the decision of his second restoration application that is in process. Just like most in Canada, temporary resident applications such as study permits, work permits and visitor records, most applications to restore the status, must be submitted online unless exempt from filing an online application. I checked the online portal and found no mechanism that prevents an applicant from submitting a second application for restoration of status while the first application is still in progress. I could not find anything in the IRPA either, so please correct me and let me know if you found one that prevents an applicant from submitting two restoration applications. My question to our kababayan is what is the benefit from submitting two restoration applications? Section 182 of Immigration and Refugee Protection Regulations allows foreign nationals to make applications to restore their temporary status: (1) On application made by a visitor, worker or student within www.AlbertaFilipinoJournal.com

90 days after losing temporary resident status as a result of failing to comply with a condition imposed under paragraph 185(a), (2) any of subparagraphs 185(b)(i) to (iii) (3) or paragraph 185(c), (4) an officer shall restore that status if, following an

examination, it is established that the visitor, worker or student meets the initial requirements for their stay, has not failed to comply with any other conditions imposed and is not the subject of a declaration made under subsection 22.1(1) of the Act. (2) Despite subsection (1), an officer shall not restore the status of a student who is not in compliance with a condition set out in subsection 220.1(1). Let us examine this. When does a foreign national lose temporary status? That is, when does the timer start for the filing of a restoration application? As stated in Section 47 of the Immigration and Refugee Protection Act (IRPA): 47 A foreign national loses temporary resident status (a) At the end of the period for which they are authorized to remain in Canada; (b) On a determination by an officer or the Immigration Division that they have failed to comply with any other requirement of this Act; or (c) On cancellation of their temporary resident permit. I must clarify that an application for restoration is NOT the same as an application for an extension of temporary status. IT DOESN’T CONFER “IMPLIED STATUS”. Foreign nationals applying for restoration have lost their status and may not continue to work or attend school until their status has

been restored and a new work or study permit has been issued. Foreign nationals who have lost their temporary status are technically inadmissible pursuant to section 41 of the IRPA, which states: 41 A person is inadmissible for failing to comply with this Act 9a) in the case of a foreign national, through an act or omission which contravenes, directly or indirectly, a provision of this Act (…). This means that the removal process could be initiated as soon as the foreign nationals loses temporary status. Section 44 of the IRPA states: 44 (1) An officer who is of the opinion that a permanent resident or a foreign national who is in Canada is inadmissible may prepare a report setting out the relevant facts, which report shall be transmitted to the Minister. If the Minister is of the opinion that the report is well-founded, the Minister may refer the report to the Immigration Division for an admissibility hearing, except in the case of a permanent resident who is inadmissible solely on the grounds that they have failed to comply with the residency obligation under section 28 and except, in the circumstances prescribed by the regulations, in the case of a foreign national. In those cases, the Minister may make a removal order. From a practical perspective, it is highly unlikely that the removal process will be initiated within the timeframe for a restoration

application. The Federal Court has held that where an officer is considering whether to write a section 44 report, they need to consider whether an application for restoration has been made and whether the foreign national meets the criteria for such an application. My response to the question is nothing is preventing a foreign national from submitting two restoration applications, but I personally just do not see the benefit at all. As soon as a foreign national loses their temporary status, he/ she is not authorized to work or study regardless of whether he/ she submits an application for restoration. he closing of City of Edmonton Recreation centres happened approximately three months ago in mid-March due to the

COVID-19 pandemic. The closure of Edmonton’s leisure facilities led people to partake in home workouts and other alternative activities of exercise to continue to stay active. Monday, July 6, 2020, marks the return of a few city recreation centres to be opened to the public with revised protocols ensuring the safety of patrons and staff. ​A key change with rec centres opening is the requirement to book a time slot to use the facility in advance, contrary to the traditional drop-in method that allowed the public to use the facility at any

time. An individual will need to create a move/learn/play account at no charge and select a time slot that is available based on capacity. However, if an individual was not a member before the quarantine orders in mid-March, one can expect to pay an admission fee at a lower rate. ​Another vital change with rec centres includes the provision of hand sanitizers around the facility as well as one-way traffic directions to allow visitors to practice social distancing. Furthermore, it is recommended that visitors come dressed for their workout to limit individuals confined in the change-rooms. Lastly, each time slot available will be seventy-five minutes long, allowing visitors to participate in their workout plan while also allowing for the visitors of each time slot to safely leave the facility before the next wave of visitors enter for the next available time slot. It is imperative that we try and assist our beloved Filipino businesses to not only survive this pandemic, but to thrive and continue to support us Filipinos with our favourite products from the Homeland. These businesses continue to struggle to conduct business with restrictions such as limited seating capacity and limited employee presence. It is difficult to juggle all these factors when they continue to absorb the loss of income from these limitations,

all the while having to continue to pay for their other expenses. These expenses have not been reduced. Rent or mortgage payments stay the same. Employees still require wages, the lights remain on, the products still need transporting, refrigeration, etc. Family businesses are the foundation of our economy. “Patronize your own”. These words were from Manuel Luis Quezon y Molina former statesman, soldier and president of the Commonwealth of the Philippines. ost people look upon entrepreneurs as successful, lucky individuals who dare to venture out on their own. We typically measure their success based on their business accolades, the size of their investment portfolios, the fancy cars that

they drive, and the network they have at their disposal. However, Michael Siervo, a Filipino-Canadian entrepreneur, businessman, humanitarian and philanthropist, believes that your definition of success evolves over time. He prefers to describe himself as a citizen of humanity who uses entrepreneurship to fulfill his philanthropic passions. Michael grew up in Scarborough, Toronto, Ontario, Canada, in a middle-class family. His hardworking parents, Alicia and Lou, taught him Filipino values such as toughness, resilience and the importance of giving back. Going through both good and bad experiences, he believed that his resilience would propel him to greater things. Even as an eight-year-old, he had big dreams. His parents recall Michael claiming that one day he would be the President of Canada, a title that never existed as Canada has a prime minister instead of a president. Fast forward to a few decades later, and he would become the youngest and first visible minority to earn the position of Vice President of one of the oldest Canadian financial institutions and

Since then, he held multiple executive roles as Director, Vice President, President and Chairman of many organizations ranging from large Fortune 500 companies to local non-profit organizations. He currently sits as the inaugural Chairman of the Filipino Chamber of Commerce Alberta. He has also been featured in magazines, interviewed by National Media, sponsored countless community events, sat on the board of several charities and is the benefactor of the Michael and Vivienne Siervo Scholarship Fund for Immigrant Youth. In 2019 he became the only person ever to win multiple Golden Balangay Awards for the Executive of the Year and the World Vision Community Service Award. While it is true that a hero's journey is inspired by dreams, treading the hero's path itself is as crucial as those aspirations. Michael's journey includes acknowledging the "luck" and the opportunities that have come his way. It doesn't take away from his accomplishments as he worked hard for them, but when Michael was asked if he believes in

luck, he mentions, "The harder I work, the luckier I get. When skill, preparation, timing and a bit of luck collide, success happens.� According to him, "I am lucky that I won the lottery. I am no smarter than that poor kid living in Tondo, Philippines. I just won the genetic lottery of being born in a better situation, where I had access to a safe home, loving family and educational opportunities to help me advance my life. It's my duty not to let a kid like that down by wasting my opportunities that I am privileged to have." In reality, a real superhero is also a human being with imperfections and vulnerabilities. Whether it's raising money for the cancer society, Calgary food banks, sponsoring students through his scholarship fund, feeding kids in the Philippines with a close friend, speaking in Parliament for Pinoys on Parliament or simply mentoring aspiring youths, treading a superhero's path is no joke. It entails hardships and heartaches. However, Michael believes the world needs more heroes. "You don't need to be wealthy to be someone's hero. Everyone has it in them to be the hero the world needs. I only hope that I can be an example that not all heroes wear capes." I think we can all agree that Batman and Ironman would be proud.

The Alberta Government Economic Be an answer to someone’s prayer Recovery PlanPost COVID-19

S

uspending the Temporary Foreign Workers’ Program (TFWP) and putting children to work are essential parts of Alberta’s economic recovery plan. In 2019, the UCP government promised cuts to education, health care and other vital public services that Albertans rely upon. These cuts are mostly from the public sector. Premier Jason Kenny often says that “we are spending beyond our means” and that “Alberta’s public servants are over-paid”. But in fact, the Alberta public-sector spending is the lowest in the country followed by Saskatchewan and Ontario. And we can ask our relatives and friends that work in hospitals, teachers or those in public services if what they make is even enough for the hard work that they do. When it comes to pay, the Alberta government’s employees, are about the same with their counterparts in other provinces. In November of 2019, Alberta Health Services (AHS) announced that they will be eliminating about 500 full-time positions over three years. According to different news articles, a letter was sent to United Nurses Associations. It said that the AHS needs “to be more efficient and focused in terms of healthcare spending”. On February of this year, many Alberta doctors were shocked and outraged at the provincial government's decision to unilaterally impose changes to how physicians are paid. Health Minister Tyler Shandro said that the UCP government would get rid of existing contract and impose UCP changes after talks with the Alberta Medical Association broke down. The issue was about the billing and compensation of doctors. When the COVID-19 global pandemic kicked in, people’s health and economy were at stake. In Alberta, the termination of nurses was suspended, as well as the negotiations with doctors, in order to address the immediate need of flattening the curve of growing infections in the province. While everyone is busy, fearful of the virus and self-isolating, the UCP government cut funding for K-12 education amid the COVID-19 pandemic. The government says that

since in-school classes were cancelled and there is unclarity for the foreseeable future, “funding is being temporarily adjusted to reflect the cost of at-home learning by students.” They used the COVID-19 pandemic to implement their plan from last year, opportunistically saying, “Approximately $128 million will be temporarily redirected from school authority funding to Alberta’s COVID-19 response.” They also made cuts to Post Secondary Education (PSE). A second round of PSE budget cuts was announced in the UCP's spring 2020 budget, with specific cuts tailored to each institution. The UCP however, provided a mechanism to PSE institutions to address the cuts by increasing tuition fees. The Conservatives have been pushing for a long time to have institutions raise their own funds through more public-private partnerships (PPP), alumni relations and through donors. A few weeks ago, Premier Jason Kenney announced the Alberta Economic Recovery Plan. It is an economic relaunch strategy, which includes massive investing on construction and heavy industries, and also, huge tax cuts for big corporations. Not quite surprising. However, it also included the suspension of the Temporary Foreign

Worker Program. How will this happen if approval of work permits is Federal jurisdiction? According to The Minister of Labour and Immigration, Alberta will advocate for the federal government to remove most occupational categories under the Temporary Foreign Worker Program for work permits in Alberta. Concretely, this means that the Provincial government will use its authority under the Temporary Foreign Worker Annex of the Agreement for Canada-Alberta Cooperation on Immigration to add more occupational categories to the “refusal to process list.” This will effectively remove a majority of occupations from the Temporary Foreign Worker Program. While the list currently includes high-skilled workers and live-in caregivers, the government says that they will add more to the list. The Alberta Government will also amend the Alberta Immigration Nominee Program into the Alberta Advantage Immigration Program, as promised during the last election, reducing its nominee target by a third, from 6,250 permanent resident nominations to no more than 4,000. As part of this recovery, a few days ago, the United Conservative Party introduced a bill called the Restoring Balance in Alberta’s Workplaces Act. What Labour Minister Jason Copping tried to pass off as post-COVID-19 economic stimulus and red tape reduction, was a provision allowing 13 and 14-year-olds to be put to work. Unlike the previous Progressive Conservative government that required an employer to acquire a permit to hire children, the UCP will not require that. These changes are part of amending Bill 32 or the Alberta Workplaces Act. The economic recovery in Alberta post COVID-19 will be based on cuts to public services while investing in heavy industries, tax cuts for the rich, shutting down the TFWP and employing children. Well done, Alberta. Welcome to the 1900S.

PSC vows full support to Team Philippines all the way to Tokyo Olympics

ith around P1.3 Billion of its funds redirected back to the Department of Budget and Management (DBM) to fund the country’s COVID-19 fight, the Philippine Sports Commission (PSC) assures members of the national team of its support for their 2021 Tokyo Olympics bid. By virtue of Republic Act 11469 or the Bayanihan to Heal as One Act, P596 Million, and P773 Million were realigned by the DBM from the sports agency’s National Sports Development Fund and the fund from the General Appropriations Act (GAA) respectively. Before the lockdown, the Philippines already had four qualifiers for the 32nd quadrennial meet that include national pole vaulter Ernest John Obiena, male artistic gymnast Carlos Edriel Yulo, national boxers Eumir Felix Marcial and Irish Magno.

The PSC board has assured that the agency will support them for as long as they can, explaining that the investment of both the government and the athletes into their Olympic dream cannot be set aside just that easily. PSC Chairman William Ramirez is hoping to send more athletes to represent the country in the prestigious multi-sport event. “We will not waiver in our quest to fulfill the country’s Olympic dream and we are very hopeful that more athletes will be able to qualify once the situation gets better,” shared Ramirez. The sports agency is banking its hopes on 2016 Rio Olympics silver medalist Hidilyn Diaz of weightlifting, four-time SEA Games champion Kiyomi Watanabe of judo, 2019 SEAG double-gold medal winner Margielyn Didal of skateboarding, multi-titled jin Pauline Lopez of

The budget cut has forced the sports agency to take belt-tightening measures in recent weeks, to be able to cover all commitments. “It’s a tough situation but we understand the priorities of the national government. First, He makes opposites attract; then He says you have to stay together forever. And like it! 2. After the “love drug” wears off, only spiritual growth will make that possible.

He led with the wrong motives and the wrong authority. PRINCIPLE NO. 4: THE WIFE MUST LOVE 1. In the beginning, Rebecca was a spiritual woman. 2. However, without consistent godly leadership, she lost her focus as she was left to provide leadership for her children. 3. Inconsistent leadership will result in a wife who feels she must lead; children who feel abandoned and drifting; and a man who feels weak and inadequate. 4. Without godly leadership, she became fearful, resentful, and controlling as a result. 5. Sin crept in as Isaac gave directions to Esau about

the disbursement of his possessions and inheritance. 6. Rebecca’s fear that Jacob would not be cared for as she wanted, caused her to deceive and manipulate as she contended to have her way for her favorite son. 7. Her need to have her way resulted in chaos and division in her home. 8. Fear isn’t an excuse for manipulation: when we resist God’s way, we lose in the end. We lose peace in our relationships and in our homes. 9. Only in complete surrender to God and His pattern and plan for our marriage will we experience peace. PRINCIPLE NO. 5: THE CHILDREN MUST OBEY 1. The combination of Isaac’s poor and inconsistent leadership and Rebecca’s failure of appropriate and consistent submission, and the couple’s inadequate spiritual focus served to create chaos and dysfunction in the family. The end result was division and ungodly behavior exhibited by all of them. 2. Proverbs 12:4; 18:22. 3. Husbands can influence their wives to either have a spiritual focus or a worldly one. Poor leadership can result in her becoming a cancer in his bones.

PRINCIPLE NO. 1: THE SUBMISSION IN MARRIAGE 1. God established marriage as an institution grounded in love. 2. The unity and surrender to God has the power to save our spouses (1 Corinthians 7:16). 3. As Christ is submissive to the Father, the husband is to submit to Christ and the wife to her husband (1 Corinthians 11:3). 4. The lack of appropriate submission creates a distortion in the functioning of the marriage. 5. We are to care for every need of those in our households: physical, mental, spiritual, financial, and in every other way (1 Timothy 5:8). 6. We tie the hands of God when we don’t fulfill our role in submission to our husbands. 7. To submit to the will of God brings His blessings to our marriage. Critically Looking at Car Culture

I

think it is time to dissect our City's car-centric culture. A quick definition of being car-centric is as follows: designing roads and infrastructure and having policies and social norms that excessively prioritises people traveling through automobiles. As a result, other modes of travel are ignored or made inconvenient, such as walking, cycling, or taking public transit. Last February, in the middle of winter when the snow is deep, I attended a community league event at a church. The church was not too far from a transit station, so I figured I can get off the transit station and walk. Based on the map, walking should only take 10 minutes. But it took almost an hour! After I left the transit station and walked onto the business plaza, there are no sidewalks along the road. I had to walk through knee-deep snow to get to the small road that led to the church. Then, the dirt road to the church had no sidewalks at all! I had to walk carefully along the side of the road, making sure that I do not slip and fall into the ditch, and cars do not splash snow and icy water onto me. For this relatively large church, it seems clear that churchgoers only travel there by car. This gap, of not having sidewalks that connect different places, is evident in many parts of the city. Road repairs, which are important, happen more often compared to

sidewalk cracks getting repaired, so people walking may trip over, or those who use wheelchairs or push baby strollers would struggle. When snow clearing processes make it difficult for people to walk

around because highways are prioritized, this is another example of a car-centric perspective. Owning a vehicle is perceived as a tangible and coveted indicator of prosperity. I remember shortly after I turned 18, this is one of the things that my elders insisted that I work on as soon as possible. To get the driver's license, learn how to drive and get a car, while in the middle of having a part-time job and still pursuing my post-secondary education. I heard stories from first-time car owners about feeling empowered, free, and really good about themselves, as they were able to just drive to a certain place wherever they are, whenever they wanted. With this, I understand the emotional appeal of being in the driver seat, both literally and figuratively. But for many people who lived in the Philippines, car ownership has never really been a part of our regular life. The mishmash of different transportation options seems to suit our lifestyles just fine. From jeepneys to tricycles, taxis, vans and buses, it seems to be adequate to get us from point A to point B. There is also the space issue: not every home has enough space to park a car they own. So, over the past several years, people park their cars along the already narrow roads, which causes access issues. The demographic I think about the most is seniors. As they get older, and no longer eligible to drive, other methods of transportation become invaluable. For newcomers to the city who may not afford to drive a car just yet, their time is even more precious as they get themselves established. So, proper sidewalks, bike lanes, and transit routes are crucial. I think it is time to re-evaluate and criticize when a car ownership is actually a worthwhile thing to pursue. DFA repatriates over 82K Filipinos amid Covid-19 pandemic MANILA – The Department of Foreign Affairs (DFA) reported on Tuesday that a total of 82,057 overseas Filipinos had been repatriated to the Philippines amid the coronavirus disease (Covid-19) pandemic. During a hearing of the House committee on public accounts regarding the issues surrounding the repatriation of stranded OFWs, Foreign Affairs Undersecretary Sarah Lou Arriola said of this number, 38,308 are sea-based overseas Filipino workers (OFWs) while 43,749 are land-based OFWs as of July 13. Arriola noted a significant increase in repatriations since the last House hearing on June 26, with a total of 25,777 Filipino repatriates. “We're just very happy to inform Congress that from the last hearing, we already had an increase of 25,777 and we'd like to thank the chair (Rep. Michael Defensor) and members of Congress who are asking CAAP (Civil Aviation Authority of the Philippines) and IATF (Inter-agency Task Force) to increase the number of people who can enter the Philippines,” she said.

Arriola also reported that 8,869 Filipinos overseas have been infected by Covid-19 as of July 13. From this, 5,276 have recovered, 618 have died, and 2,975 remain to be active cases. She said most of the cases are in the Middle East and Africa at 6,429 cases, followed by Europe at 1,053 cases, Americas at 699 cases, and Asia and the Pacific at 688 cases. This is not to say that roads should not be build or maintained, but the government policy should make sure that people who travel through different methods, have the proper infrastructure needed to get from point A to Point B safely and efficiently.

eing part of a higher socioeconomic class means you have more access to resources. This is a well-known fact that we may have become desensitized to. What comes to my mind is the divide between Asians, as the upper-class are afforded more privileges and independence than lower-class Asians. There is the misconception that Asians are a model minority. In other words, many assume that Asians are well off. This is not always the case. Countless new Asian immigrants in Western countries are living in unpredictable financial circumstances. Lower-class Asian immigrants in these countries may be unable to afford an education in which they can develop their abilities to speak English fluently. This leaves many immigrant families with children that speak on behalf of their parents, curtailing the independence of both the parent and the child. I grew up in an interdependent household. In the Philippines, it’s quite common for families to financially support one another. My parents look after my grandparents and a few cousins, and I know I’ll be doing the same. Everyone inherits a list of people that they will be taking care of. The definition of “independence” is the state of “freedom from outside control.” For me, attaining this freedom comes as nearly unattainable. How does a child of an immigrant earn enough money to meet both their own needs and their family’s needs? Western ideals tell me that I want the freedom to make my own decisions,

but it has not unshackled me from the duties I have inherited. If I prioritize meeting my own desires first, I feel selfish. Numerous Filipino immigrants around me are stuck in a vicious cycle of poverty. The Filipino diaspora itself was born out of the need to be freed from the shackles of financial needs. Many Filipino parents work abroad in developed countries to earn money that will ensure their children can afford an education, food, and a roof over their heads. Medical Resources for Non COVID-19 Issues By Giselle General

T

he current pandemic and the challenging impact in our lives experienced by everyone in different ways. This month’s resource article is a bit different. This is a review of the different medical resources we have and accessing them for reasons not related to COVID19. These are based on recent experiences last month, to serve as testimony on how they function at this time. 811 Website: The 811 website has plenty of information about various medical issues. The health information directory is comprehensive, and anyone can get specific information about helping someone with dementia. There are also links on accessing services including the Primary Care Network. The link is https://www. albertahealthservices.ca/assets/ healthinfo/link/index.html 811 Phone Line: One of my family members had a serious medical situation that was not related to COVID19 and we had to ask for medical help. If there is an ongoing medical issue and you

feel unsure on whether you should travel outside your house to seek help, calling 811 is a really useful method. Sometimes, the best way to know the most appropriate solution is speaking to another person who is an expert. The nurse who did the assessment was helpful in determining whether the person with the medical problem needed to be taken to the emergency room. 911 and EMS Service: For serious medical matters, calling 911 is best, especially if the nurse you spoke to at 811 recommended that you do so, which was the case for my family member. They are fast end efficient as always. Upon arriving on the scene, they do have to take some extra time setting up their additional protective gear, from masks, gloves, gowns, and tape to seal their protective equipment. Before entering the location, they will ask a series of questions, so they can be prepared when entering the

place. In our case, it is a house with a narrow hallway, and we did our best to be close enough to answer questions, but distant enough to be respectful to the first responders. Hospital Access for Visitors: Having visitors or companions are permitted but have restrictions. For instance, as the patient needs to wait for being admitted in the emergency room area, family members are not allowed. Once the patient is already assigned to their room, the limit is maximum of two visitors whose names are given in advance, each family member can visit only one at a time, and there are distancing and protective measures in place. Listen to the instructions of the medical staff on site and use the designated phone numbers to follow up or give information in advance. Medical Clinics: During the month of June, I personally went to a medical clinic for a routine check up. Patients are required to

wear masks, which I understand. The doctor wore a mask as well and sat on the opposite end of the room. I think that the appointment went overall. In conclusion, I encourage anyone with medical matters to not be afraid, do not be ashamed to ask for help for other medical matters. While the pandemic is still

very much a reality in our lives right now, other medical matters should be given appropriate consideration. It is important to be understanding and respectful of the restrictions and comply to the best of one’s ability. With everyone cooperating, we can still address our heath issues and work towards recovery, healing, and wellbeing.

If you live with your parents, you can use the excuse that you’re just “paying them rent.” Many Asian parents seek to save face, but as their child, you want to help save them from bills. Women from developing countries often leave their children to take care of the Global North’s children. The outsourcing of mothers entails that a large number of children are left behind motherless. My mother left me when I was five years old to work abroad in Canada. She definitely did her best to raise us with phone calls and emails, but it was not the same as having my mother there. Her sacrifice is not unique to our family, as over 8 million Filipinos live outside of the Philippines, with more Filipino women leaving to work abroad as Overseas Filipino Workers (OFWs) and registered emigrants. According to statistics, the gender ratio of Filipino emigrants in 2010 was 73 males for every 100 females. I find myself growing up to be like my mother. I can already see that we have many similar traits. We smile the same, we love to dress in the same clothes, and we’re both affectionate. As well, I know that I’ll also financially support my parents and my cousins in the future. Although this is a privilege, being privy to this reality is a place of anxiety for me. It leaves me with less room for error in my career. I will not withdraw from living life as fully as I can, but my parameters limit me to a smaller budget. My freedom as a Filipina can’t come without knowing that my family members are financially taken care of.
