

Ventura County Adult Education Consortium Bylaws
Purpose
The Ventura County Adult Education Consortium (VCAEC) is committed to working in conjunction with regional adult education, training centers, and employers to create and expand educational and career opportunities for adult learners within Ventura County, and particularly among its underserved populations Our charge is to work collaboratively and leverage resources to address regional gaps in services, accelerate student progress toward academic and professional goals, and promote seamless transition into post-secondary education, training, and the workforce.
Program Areas
Per state legislation, consortium agencies collaborate in the provision of programs and services in seven program areas:
1 Programs in elementary and secondary skills, including those leading to a high school diploma or high school equivalency certificate.
2. Programs for immigrants in citizenship, ESL, and workforce preparation.
3 Programs for adults, including, but not limited to, older adults, that are primarily related to entry or reentry into the workforce.
4. Programs for adults, including, but not limited to, older adults, that are primarily designed to develop knowledge and skills to assist elementary and secondary school children to succeed academically in school.
5. Programs for adults with disabilities.
6. Programs in career technical education that are short term in nature with high employment potential.
7. Programs offering pre-apprenticeship training conducted in coordination with one or more apprenticeship programs approved by the Division of Apprenticeship Standards.
Guiding Principles
❖ Data-driven decision-making based on local stakeholder and labor market needs, agency effectiveness, and educational and career goals of Adult Education students.
❖ Respect for institutional autonomy, while forwarding shared vision of the consortium

❖ Commitment to transparency and inclusiveness, as well as open, honest communication among member agencies.
❖ Collaboration and shared accountability for consortium goals and plans
Membership Criteria
Membership is open to any community college district, school district, or county office of education, or any joint powers authority consisting of community college districts, school districts, county offices of education, or a combination of these, located within the boundaries of the Ventura County adult education region that chooses to join the consortium can do so based upon the following membership criteria:
❖ It received funds from any of the following programs or allocations:
➢ The Adults in Correctional Facilities program.
➢ The federal Adult Education and Family Literacy Act (Title II of the federal Workforce Innovation and Opportunity Act).
➢ The federal Carl D Perkins Career and Technical Education Act (Public Law 109-270).
➢ Local Control Funding Formula apportionments received for students who are 19 years of age or older
➢ Community college apportionments received for providing instruction in courses in the areas listed in subdivision (a) of Section 84913.
➢ State funds for remedial education and job training services for participants in the CalWORKs program
❖ Commits to reporting any funds available for the purposes of education and workforce services for adults and the uses of those funds (84905(B)).
❖ Participate in the development and approval of state-mandated reporting cycles (84906 (a)).
❖ Participate in decision making pursuant to the governance policies set forth by the consortium (84905 (d) (1) (a)).
❖ Adheres to VCAEC consortium governance policies, bylaws, and applicable state requirements set forth by AB104.
Current VCAEC members include the associated districts of each regional adult school (Conejo Valley Adult School, Simi Institute for Careers and Education, Ojai Adult School, Fillmore Adult School, Santa Paula Adult School, Oxnard Adult School, Moorpark Adult School, and Ventura Adult and Continuing Education), the Ventura County Office of Education, the Ventura County Community College District, and Workforce Development Board.
Organizational Structure
The Consortium Board makes decisions for the strategic and day-to-day management of regional adult education programs and services and is composed of one Member Representative from each member institution, designated by their respective local governing boards or superintendent, and a designated Chairperson.

Member organizations may also appoint an Administrative Delegate who may attend VCAEC board meetings and in certain circumstances serve as proxy for Member Representatives, pursuant to VCAEC Administrative Delegate policy
Each member agency has a voting seat on the VCAEC Consortium Board. The voting members of the Board make final decisions about work plans, allocation of resources to support work plans, and policies and procedures necessary for compliance with AB 104, Section 39, Article 9, Section 84900.
Meetings
The VCAEC Board meets monthly or on an as-needed basis throughout the year. Unless otherwise indicated, VCAEC board meetings are open to the public and conducted in accordance with Brown Act requirements
Fiscal Management
The VCAEC consortium follows a direct-funding model where funds are allocated to each member agency by the State following an approved allocation schedule as articulated in the annual Consortium Fiscal Administration Declaration (CFAD). The Consortium is governed by the financial operating principles and related administrative policies and procedures of each member agency. The consortium has also identified a fiscal manager for unallocated and shared Consortium allocations. The current fiscal manager is the Ojai Unified School District.
