All employees of the Institute are subject to the authority of, and are responsible to, the President in the exercise of their official duties.

Vice Presidents. Vice Presidents are appointed by the President on a part-time or full-time basis. Authority is delegated extensively from the President to the Vice Presidents within their respective areas of responsibilities. In performing their duties, the emphasis of the Vice Presidents should essentially be on the content and quality assurance aspects of research, education, and external relations and not on operational matters.
