Q: Mr. Sengstschmid, as we know, one of the core objectives of Azerbaijan Tourism Board (ATB) is to strengthen Azerbaijan’s tourism brand on the international stage. What key principles guide your strategic approach, and how does this vision help position Azerbaijan as a more competitive destination in the global tourism market?
At Azerbaijan Tourism Board, our strategic approach is guided by a combination of data-driven decision-making and innovative destination thinking. We place strong emphasis on research and market intelligence to understand traveler behavior, competitive positioning, and evolving global tourism trends. This allows us to build strategies that are both evidence-based and adaptable in a highly competitive international tourism landscape.
Innovative thinking plays a critical role in how we position Azerbaijan. Beyond its rich portfolio of historical sites and natural landmarks, Azerbaijan’s greatest strength as a destination lies in its distinctive mix of people, culture, and both tangible and intangible heritage. Azerbaijan offers a rare cultural depth shaped by centuries of traditions, diversity, and lived experiences, which together form a compelling and unique destination narrative.
Our core value proposition is centered on active culture seekers, one of the largest and most influential traveler segments globally. These are travelers who want to participate, explore, and immerse themselves in local culture rather than passively consume destinations.

Q: Speaking of strategy, the pandemic had a profound impact on the global tourism sector. Which initiatives and changes introduced during that period do you consider the most successful, and how did those experiences contribute to shaping your current strategy?
The most impactful effect of COVID-19 was that it reset the global tourism economy in a way unprecedented in history.
With all flights grounded and borders closed, the world experienced a complete pause in international travel, followed by a gradual and uneven reopening. Importantly, connectivity did not return on a one-to-one basis, as recovery unfolded in regional and inter-regional phases.
This shift created a unique opportunity for emerging destinations like Azerbaijan. As global travel flows were rebuilt from the ground up, destinations were no longer competing solely within pre-existing structures.
This allowed Azerbaijan to re-enter global tourism markets from a more balanced starting position alongside established competitors, helping to accelerate visibility and market integration.
One of our most successful responses during and after the pandemic was our ability to react quickly to changing market dynamics. We prioritized early re-engagement with key growth markets such as China and India, while also strengthening connections with neighboring and regional markets, including Central Asia. Entering these markets early created not only short-term recovery opportunities, but also a long-term competitive advantage in terms of awareness, partnerships, and market presence.
While the pandemic is now in the past and the tourism sector continues to face new challenges -from geopolitics to climate-related disruptions - the experience fundamentally reshaped our strategic thinking. COVID-19 remains unique in that it was the first event to truly reset global tourism at scale, reinforcing the importance of agility, market diversification, and resilience, principles that continue to shape our current and future strategy.
Q: Today, with tourism reviving, access to new markets is more important than ever.
In this context, what steps are being taken to make Azerbaijan more attractive to tourists from China and other priority markets? What is your approach to entering and expanding within new markets?
When we speak about entering new markets, the question goes beyond promotion alone. It starts with how we define and prioritize markets from a long-term investment perspective. Meaning, what growth potential they offer and what role they can realistically play in Azerbaijan’s tourism mix over time.
Our source market analysis has been a core pillar of our strategy from the very beginning. Our approach is multi-indicator and data driven. We assess markets not only through traditional tourism metrics such as arrivals, visa regimes, and air connectivity, but also through macroeconomic indicators including spending power, outbound travel volumes, and long-term travel trends.
Based on this assessment, markets are clustered into tiers: from high-potential priority markets to future-potential markets. This tiering directly informs how we allocate budgets, resources, and plan activities each year. In top-tier markets, we apply a 360-degree marketing approach, activating the full marketing funnel - from awareness to activation and conversionacross multiple channels. In emerging or smaller markets, we take a more focused approach, prioritizing upper-funnel activity and testing demand through selected channels, in line with our broader marketing funnel strategy.
China is a clear example of our top-tier priority market. Our approach there goes well beyond promotion.
We have invested in dedicated representation, strong trade engagement and preparation on the industry in Azerbaijan.
We work closely with local partners on the ground to ensure readiness, whether it comes to Mandarin-speaking guides and tailored dining options to familiar payment systems and service standards. Initiatives such as ‘China Ready’ program and targeted roadshows help build long-term partnerships and ensure that the visitor experience meets market expectations.
The same market-specific logic applies across other priority regions. Entering and expanding within new markets requires deep research, collaboration with trade and airlines, and phased testing to understand what resonates locally. Connectivity and accessibility remain critical enablers, so we work continuously to improve travel links and ease of movement within the country.
Q: The leadership role you hold involves extensive responsibilities, international collaborations, and a fast-paced work environment. How do you maintain a healthy work-life balance, and which habits or routines help you stay productive and energized?
For me, work–life balance begins with genuine passion for what I do. In many ways, my work is also my hobby. I find constant inspiration in discovering new places, engaging with people, and experiencing different cultures as every culture offers perspectives that enrich both my professional work and personal outlook.
At the same time, I place strong emphasis on mental well-being. In addition to my background in tourism, my education in psychology has been particularly valuable in this regard. It has strengthened my ability to remain reflective, grounded, and aware of both my own perspective and that of others. Which I find essential in a high-responsibility leadership role. Maintaining physical health is another key pillar.
follow a consistent routine of physical activity every morning, dedicating at least 30 minutes to movement, and I make a conscious effort to maintain this habit even while traveling. This routine helps me stay focused, energized, and resilient in a fast-paced work environment.
Finally, I take a proactive approach to overall health. Regular check-ups and self-care are non-negotiable for me. I strongly believe that we only have one body, and taking care of it is not optional. It is a responsibility. By being attentive to both physical and mental health, I am able to sustain productivity, clarity, and long-term performance.
Q: Of course, leadership is shaped not only by professional skills but also by personal interests and individual aspirations. If you were not in the tourism field, which career path would you have chosen, and how does that reflect your personal values and interests?
There is no alternative career path for me outside of tourism. It is a field in which I have explored many roles and disciplines over the years, offering constant learning and variety. Tourism fully reflects my interests, values, and my curiosity about people, cultures, and places, which continue to motivate my work and leadership.
Q: Finally, looking back — what initially inspired you to pursue a career in tourism? Was there a defining moment, person, or experience in your personal life that influenced your decision to enter this field?
My initial inspiration came during my high school years, through a close family connection. My cousin, who was working in tourism development, introduced me to the field and its broader impact. Seeing how tourism connects people, cultures, and places left a strong impression on me and became the defining influence behind my decision to pursue formal education in tourism and ultimately build my career in this sector.

With its aromatic stuffing and the delicate sweet–tart flavor of quince, this dish brings both classic comfort and a festive mood to the table.

Ingredients
500 g beef (boneless)
Forthe stuffing:
½ cup round-grain rice
150 g cooked chestnuts
2 onions
1 bunch dill
1 tbsp dried mint Salt, black pepper, turmeric
150 g melted butter
Forthe top: Quince (thinly sliced)




Preparing the stuffing: Finely chop the cooked chestnuts. Rinse and drain the rice. Chop the onions and dill finely. In a bowl, combine the chestnuts, rice, onion, dill, dried mint, salt, pepper, turmeric, and melted butter. Mix well.
Preparing the meat: Slice the beef into thin, long pieces (similar to langet), rinse and drain.
Place each slice on a board, cover with cling film, and pound with a meat mallet until thin.
Rolling the tunbaki: Place some stuffing onto each pounded meat slice and roll it up to form a roulade. Prepare all slices in the same way.
Cooking
Pour a little oil into a wide pot or clay dish. Arrange the meat rolls (tunbakis) side by side, without packing them too tightly. Place thin slices of quince on top. Cover with a plate and pour in hot water until it reaches the top of the rolls. Close the lid.
Cooking time: Cook over low heat for about 1.5 hours, without opening the lid.
Serving: Serve the dish hot. If desired, sprinkle with pomegranate seeds and finely chopped greens. Enjoy!
