$25,000. Let’s talk first about what an exemption is and what it does. An exemption excludes all or part of a property’s value from taxation. This can provide significant relief for some homeowner by reducing taxable value and subsequent tax bills. For example, if a home is valued at $100,000, the application of a $25,000 exemption means the home is taxed as if it were worth $75,000. You’ll save on taxes every year you own and live in your home. Another benefit of the homestead exemption is that it limits the amount your appraised value can increase each year to a maximum of 10 percent. This helps keep tax increases lower in times when property values are increasing rapidly. In order to confirm the property is your primary residence, you will need to provide a copy of your Texas driver’s license or your official state identification card. The address listed on your identification must match the property address for which you are claiming the exemption. However, exemptions are not automatic. You have to apply to HCAD for the exemption. The homestead exemption form is found on the HCAD website at www.hcad.org under FORMS and then POPULAR FORMS. It is the first one on the list. You can also call HCAD’s information center at 713.957.7800, and we’ll send the form to you. HCAD is having a free homestead exemption workshop at 6 p.m. Tuesday, February 28 at the Acres Homes Multi-Service Center located at 6719 West Montgomery Road. Be ready to state the speciﬁc reasons you want this person to leave your home i.e. the house guest has failed to contribute ﬁnancially, they are engaged in illegal activity on the property, or merely that you own the property and want the houseguest to leave

ave you allowed someone to move in with you and they just won’t leave? This person could be a family member, a boyfriend, a girlfriend, or a friend that has overstayed their welcome, but you’ve asked them to leave and they won’t. Many people find themselves stuck in this precarious situation and feel hopless as to a resolution to their unwanted house guest. Believe it or not, under Texas law, a homeowner can evict an unwanted house guest just as they could evict a tenant. To successfully evict a houseguest, a homeowner must adhere to the guidelines of the Texas Property Code Chapter 24, titled “Forcible Entry and Detainer” as if they were evicting a tenant. STEPS TO EVICTING AN UNWANTED GUEST Notice to Vacate: In order to initiate the eviction process, you must deliver a written notice to vacate to the person before filing an eviction suit with the court. Under most circumstances, a houseguest can be given 3 days to vacate before filing an eviction suit. Delivery of Notice to Vacate: Once you have determined the number of days you must give your houseguest prior to initiating the eviction suit, you must deliver the notice to vacate

you must still post the notice to vacate in the home and I always advise to send the notice to vacate by certified mail as well. To cover your bases, keep copies of the notice to vacate. In the event you have to file an eviction suit, you will have to provide a copy of the notice to vacate to the judge. In addition, when delivering the notice to vacate in person, keep note of the time and date the notice was delivered. Filing Suit: If your houseguest fails to adhere to the notice to vacate and move out by the deadline in the notice, then you must file an eviction suit with the Justice of the Peace (JP) court in the precinct in which the property is located. You must then wait on your hearing date to present your case to a judge. You cannot remove the houseguest or their property until the eviction process is completed. Eviction Hearing: On the day of your eviction hear-

Both the homeowner and the houseguest have a right to appeal the judge’s decision. Writ of Attachment: If the houseguest fails to vacate within the time proscribed by the judge you must ﬁle a writ of possession with the court. A writ of possession gives a constable the authority to remove the unwanted houseguest from the premises. The constable will post a 24-hour notice on the front door of the rental property before executing the writ of possession. Nail Obama’s Executive Orders, Nail Obama’s Legacy Earl Ofari Hutchinson Author & Political

A year before his swearing in as President, Trump vowed that he would go after what he called then-President Obama’s executive orders. Or, as he crudely put it, his “illegal and overreaching executive orders.” He repeatedly came back to that threat on the campaign trail, echoing the standard GOP hit line that Obama supposedly went way overboard and usurped his presidential authority by using his pen to make law. On day one of his swearing in, he wasted no time in doing exactly what he told an interviewer he’d do. His first act was to sign an executive order nailing the one law above all others that he made a campaign mantra to nail, that is Obamacare. His executive order directs agencies to “waive, defer, grant exemptions” to any part of Obamacare they choose. Getting rid of many of Obama’s executive orders won’t be so easy. Some are firmly ensconced as law and will require extensive public comment, hearings and review. That’s a long, tedious, drawnout process. Others have been in place long enough that government agencies have made them part of their compliance requirements. Still, nothing, and I mean nothing, drove GOP leaders to fits of anger faster than Obama’s touch of his pen to an executive order. They were hot because he had the power to wield the executive pen in defiance of, and as an end around, every congressional roadblock and obstacle they tossed up to block any and everything that he proposed in his second term. And because his executive orders had the force of law behind them. So, for instance,

when there was zero possibility of getting even the faintest, most tepid, gun control measure through Congress, Obama signed a few executive orders that put some peripheral checks on gun sales. In all, Obama, signed a couple hundred orders. That was more than enough for the GOP to threaten to ﬁle lawsuits and even drop loud hints that his actions may even warrant impeachment. The GOP’s hysterical ire at Obama wasn’t lost on Trump. There was absolutely no doubt that he’d move with breakneck speed to hit back, and hit back hard, at Obama by going after his executive orders. Conservative advocacy groups and GOP leaders had a dizzying array of Obama’s executive orders that they demand be immediately wiped off the books. Clean

power plant regulations, transgender bathrooms, overtime pay for federal contracted work, immigration restrictions easing, and the gun control orders were high on their hit list. In fact, every single one of Obama’s executive orders has been listed, checked off, and targeted for “review” by Trump. Some may survive, but many won’t, and among the many will be those such as gun control, environmental, immigration and workplace controls that will soon become ancient history. Vote Against Any Board Member Who Votes To Put It Back on the Ballot To Change The Results of Our November Vote

n November 8, 2016, we, the HISD voters, overwhelmingly daefeated the Recapture Amendment, we told the state of Texas in no uncertain terms that we do not authorize the HISD School Board to pay over $167 million to the state of Texas which would have led to teacher layoffs, closing schools, cutting funding, and other dire means. That bold vote forced the Legislature to have to reform public school ﬁnance to educate all students, even Black students, equitably. The legislature is now actually making changes that appear to be fairer to our children. They don’t really want to change public education ﬁnance because they have been able to close our schools and give more money to charter schools and with larger White populations under the current law. Now, a quirk of their law says, that if the voters defeat recapture payments by school districts that wealthy, mostly White business owners, have to pay the bill through the property taxes of their businesses. Wealthy White business men don’t like that alternative so they are pressuring the Legislature and the Legislature is listening to them. So the Legislature has come back to the Board legislative committee members Wanda Adams, Rhonda Skillern-Jones and Mike Lunceford, Wanda and Rhonda are Black, and asked them to put that vote back on the ballot and they “may” pass more favorable legislation for public school education. So they are hoping that a re-vote may make the Legislature be fair. In their negotiation they are hoping, wishing and praying that a guaranteed re-vote are equal.

Well, they are not. Why wouldn’t they wait for the Legislature to do right by us before they give away the strong bargaining position that we put them in. HISD’s position should be when you actually pass comprehensive public education reform that is equitable then we will negotiate and not the other way around. Bargaining from a position of weakness is for fools. So, now the HISD board is putting a re-vote on February’s board agenda at the last minute on issue that we already won – on the ballot this May 2017. People, we must pay attention to see if our elected board members respect our vote. I called HISD President Wanda Adams, who has the power to respect our vote and not put it on the agenda and she has not returned the call. I called 2nd Vice President Jolanda Jones and she vowed to absolutely respect the will of the voters and vote “No” to any attempts to re-do the election over. I called Board Secretary Rhonda Skillern-Jones and she stated it was important that they took it to the voters and she would explain to me why. There will be a huge difference in the election that we won and a re-done-over election in May, Republicans and the Greater Houston Partnership will actually fund the campaign for the same vote that we won in order for our election to be overturned! The Greater Houston Partnership has never been a friend or supporter of poor folks. They don’t want to have to have their business property to have to pay the recapture payments. They could care less if HISD pays it which would directly result in less services, programming, teachers,

etc. They don’t really care about us and never have. The Board is having Agenda Review for this very important issue on this Monday, February 6, 2017, at 4:00PM. Please be there to voice your concerns. The Board actually will vote whether to re-put the election we already won back out for re-vote on this Thursday, February February 9, 2017, at 5:00PM. Please show up there and sign up to speak and let them know they do not have the right to disregard the election we already won in November and replace it with a May 2017 election where they are fully prepared to fund a different result. We finally won something but some of our board members are willing to dismantle our very important win for public education in Houston. Black people, we need to be heard by at least of Black elected officials. Call Board President Wanda Adams and Board Secretary Rhonda Skillern-Jones at (713) 556-6000 and let them know that you expect them to respect the election. We don’t need to call 2nd Vice President Jolanda Jones because she always fights for us and already committed to vote against a re-vote. The world is run by those who show up. HOUSTON - Opposition to the work of President Donald Trump has recreated a new wave of civil disobedience that dates back to the 1960s, when Blacks were fighting for Civil Rights. The resurgence of the protests is due in part to the latest Executive Actions by President Trump that many Democrats see as an outright attack on the thousands of refugees and others seeking political asylum in the United States and also the growing Muslim population in communities across America. “Tears are running down the cheeks of the Statue of Liberty as a grand tradition of America, welcoming immigrants, that has existed since America was founded has been stomped upon,” New York Senator and U.S. Senate Minority Leader Chuck Schumer said on Facebook January 28. “Taking in immigrants and refugees is not only humanitarian but has also boosted our economy and created jobs decade after decade. This is one of the most backward and nasty executive orders that the president has issued.” Schumer’s disdain has had a ripple effect and is now being shared and followed up with sharp words and powerful rhetoric being repeated throughout the hallowed halls of Congress and now are spilling over into the streets of the Lone Star State and to boroughs and boulevards in every major American city. Young and old alike are rising up to cry out for justice and a legal reversal of policies they say fly in the face of American-styled Democracy. THE DISPUTE President Trump’s executive order creating the latest concerns involves blocking refugees and all visitors from some countries. These are countries either torn apart by jihadist violence or under the control of hostile, jihadist governments. The president, in this order, has also blocked entry by any Syrian refugee indefinitely and has frozen entry for most other refugees (the Refugee Admissions Program) for 120 days. It allegedly gives the new administration more time to improve the vetting process, make the country safer and then caps refugee admissions at 50,000 per year. Additionally, Mr. Trump put a 90-day freeze on entry by people whose countries are currently considered high terrorism TX- 4

Cover Story risks. Currently those countries are: Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen. The order does not specify whether green card holders should be affected, though that is how the Department of Homeland Security is enforcing the order. The order says that on a case-bycase basis, ofﬁcials can allow in some refugees, including those who are religious minorities in their countries. Former president Barack Obama has ‘fundamentally disagreed with the notion of discriminating against individuals because of their faith and religion.’ According to United Nations High Commissioner for Refugees (UNHCR) latest statistics, there are approximately 21.3 million refugees in the world. According to the United States State Department, since 1975, Americans have welcomed over 3 million refugees from all over the world. Many refugees have built new lives, homes and communities in towns and cities in all 50 states.

“I have introduced the USA Values Act (H.R. 735), which will invalidate the President’s discriminatory Executive Order, which has the effect and intent of excluding persons whose religious faith is Muslim from entering the United States,” she said. “My USA Values Act afﬁrms our nation’s core beliefs regarding religious freedom and equal protection and treatment under law.” Jackson Lee is currently a senior member of the House Homeland Security and Judiciary Committees. OPPOSITION TO FLAWED POLICY District 9 Congressman Al Green is one who is not mincing words in blasting Trump for policies he declares are both antirefugee and anti-Muslim. “Incendiary branding, invidious bans, and tall walls will not make America great,” Green said. “Incendiary branding (unjustly deﬁning people negatively) usually precedes onerous deeds. Labeling Mexicans as ‘criminals, drug-dealers, [and] rapists’ was the incendiary branding that preceded the onerous call for a tall wall to protect us (the U.S.) from Mexicans. Labeling Islam (one of the world’s great religions) as ‘radical Islam’ was the onerous, incendiary branding that preceded the invidious ban of people from predominantly Islamic countries.” Green’s strong words have not fallen on deaf ears. Congresswoman Sheila Jackson Lee, Democrat and Texas Congresswoman from Texas’s 18th Congressional District, has acted and introduced the USA Values Act to Protect Religious Liberty and Stop Trump Administration From Denying Humanitarian Relief To Refugees Lawfully Entitled to Enter The United States. If approved, the measure would invalidate the discriminatory Executive Order issued by the President banning visitors and refugees from certain countries from entering the United States simply because they exercise their right to religious liberty by adherence to the Muslim faith. The USA Values Act, which afﬁrms the nation’s core values, complements the ‘Statute of Liberty Values Act’ (SOLVE Act), which bars ethnic and religious discrimination against refugees. It was also introduced by Congresswoman Zoe Lofgren of California, and sponsored by Jackson Lee and more than 125 Members of the House.

Thousands of protesters recently lined public entrance areas of Hobby International, Bush Intercontinental Airports and downtown in front of the George R. Brown Convention Center to protest and express their distaste and growing opposition to the presidential order against refugees and alleged discrimination against Muslims. Houston Mayor Sylvester Turner called for calm, but made all aware that his city welcomes all and will not discriminate or treat anyone unfairly or unjustly. In a statement to the city and community from his Facebook page, Turner said. “There is a lot of anxiety in our City regarding the Trump Administration's policy on immigration. I would urge the Administration to rethink its Executive Order,” he states. “Houston has always been and will continue to be a welcoming City. Our diversity is an asset and our strength. And as your Mayor, I represent every Houstonian. This is my Executive Order: in this City we shall love, respect and appreciate everyone regardless of their differences and we shall do it peacefully. In this City, we don't build walls; we build relationships. We don't separate families; we value them. We don't hate; we love. And let me be very clear, these tweets on the Admin's EO, the City's diversity and what we value are mine and not my staff. I join other Mayor’s from across the nation to declare support for immigrant and refugee communities.” AUSTIN On Texas Muslim Capitol Day in Austin, participants walked up to the south steps of the Capitol and were surrounded by a massive human circle made up of about 1,000 supporters looking to ensure the event went off safely. “Civic engagement ... it is not just a privilege. It is God-given privilege, and it’s also a blessing and our duty to participate,” Sarwat Hussain, President of the San Antonio chapter of the Council on American-Islamic Relations, told the crowd gathered for the biennial advocacy day. “Lately, we have seen some demonstrations against us. In 1979, James Baldwin wrote a letter to his literary agent describing his next project, Remember This House. The book was to be a revolutionary, personal account of the lives and successive assassinations of three of his close friends—Medgar Evers, Malcolm X and Martin Luther King, Jr. At the time of Baldwin’s death in 1987, he left behind only thirty completed pages of his manuscript.
