Texas Election Code: Sec. 85.001. EARLY VOTING PERIOD. a. General Election: During a General Election the period for early voting by personal appearance begins on the 17th day before Election Day and continues through the fourth day before Election Day, except as otherwise provided. b. Runoff Election: The Early Voting Period for a special runoff election for the office of state senator or state representative or for a runoff primary election begins on the 10th day before election day. c. If the date prescribed by Subsection (a) or (b) for beginning the period is a Saturday, Sunday, or legal state holiday, the early voting period begins on the next regular business day.

What We Can Expect From President Hillary Clinton Earl Ofari Hutchinson

he race for White House is effectively over. Hillary Clinton will be the 45th president of the U.S. The question now is what can Americans expect from a Clinton White House. She has laid out pages after page of policy wonk positions on civil and women’s rights, civil liberties, taxes, jobs, the economy, health care, education, military preparedness, combatting terrorism, on her campaign website. Most of them are the almost obligatory positions that Democratic presidential candidates have taken on the big-ticket issues. However, it’s one thing to spell out an agenda on paper and another to get any of it through. She’ll almost certainly kick things off by trying to make good on the pledge that she made in a speech at a Michigan auto and aircraft parts manufacturing plant near Detroit in August, 2016. She promised a big spending plan to the tune of nearly $300 billion on a vast array of infrastructure building and repair projects; roads, bridges, airports schools, sewer systems and so on. The projects would create new jobs for thousands. Clinton made it clear that she expects the rich to foot much of the bill by demanding hefty tax hikes on them. She added the final FDR touch to her big spending plan by promising to plop the legislation on Congress’ table within her first 100 days in office. Clinton knows full well the perils ahead. The biggest threat is the Congress that she’ll have to go to with her big spending package. A GOP-controlled Congress will be as hostile to her big budget and tax increases as it was to Obama’s.
With a big White House win, Clinton is on far more solid ground when she tries to follow through with the pledge. This will give her the breathing space needed to get parts of her jobs, education, health care, and infrastructure overhaul programs through. A Democratic take back of the Senate is absolutely a must be when it comes to the Supreme Court. Arizona Senator John McCain has openly saber rattled for the GOP to block any Clinton high court pick. Clinton almost certainly will have the chance to pick one, two, or even three, more justices to the bench. The judges she will choose will be in the mold of Ruth Bader Ginsberg, Stephen Breyer, and Sonia Sotomayor. They will not be radical ideologues of the left. They will be judges with long standing court experience, solid legal credentials, and the highest ratings from the ABA and other legal groups. They will deliver safe and predictable votes on everything from women’s and civil rights to stemming environmental abuses. Clinton can’t and won’t try to avoid the problem that has been perennially the single biggest tormenting lightening rod for black-white discord, namely, wanton police violence against blacks and minorities, and the astronomical numbers of blacks in America’s jails and prisons. Her Oval Office to-do list is a mix of old and new proposals on police and criminal justice reform. They will meet with a wall of intense opposition, stonewalling or disregard by conservative Democrats and GOP state legislators, and congresspersons, police and prison unions, victim rights groups. DEMOCRAT OR REPUBLICAN? YOU DECIDE!

ot too long ago, I wrote about having to fight those who you fought for. This has just become a cycle within the United States all together. The very people that fight the hardest for justice are the very ones who are fought against the most. It just does not make sense to me! But that is just the way things are. As it is throughout the history of these United States, just about every major effort of change that has occurred or happened was led by Black folks. From voting rights, to women’s rights to simply civil rights; if you were to research the history, chances are that you are going to find a Black person spearheading the movement. Even with that, the Black race has been the strongest and one of the most productive races that were ever created; and by the same token, we have also been the most disrespected and mistreated race there is. Though this is merely just my opinion, it’s still not that far off from the truth. Here we are, right here at the brink of the beginning of another four years of presidency. We have Donald Trump, the businessman and Secretary of State Hilary Clinton, the politician. So here is where we are and these are our options. Now, it is not necessary that we vote for a woman just because she is a woman, neither should we vote for a man just because he is a businessman. But the fact remains… We Must Vote! In terms of selecting the most qualified candidate for the job, I believe that it is vital for us to understand that our choice should be based primarily on the one who is going to at least have some level of concern for the issues that so heavily impact us. We need to ensure that the person we vote into office will have the common decency to address our issues and needs. This is an Important race
and I’m not going to tell you who to look at, or who not to look at; I am just hoping to get across the strong message to our community that time is winding down. Now is the time that decisions are going to have to be made, without respect to being Democrat or Republican. In my opinion, I believe we need to have Black folks in the Democratic party and Black folks in the Republican party. But we need Black folks that will help us, not Black folks that are just trying to help themselves. It seems to me that it should make sense that whether an African-American is Democratic or Republican, that, that individual would want to vote for whoever is up for office that will have some form of concern for the Black race. Honestly, at this stage in my life I could care less about a person being Democrat or Republican, as long as they tend to the needs of our community; I have no problem supporting them wholeheartedly. All those different party affiliations really don’t mean all that much to me these days. As a matter of fact, there are people who walk around claiming to be a Democrat and don’t even know what the word mean, the same applies to the other parties’. Instead of people tuning in to see and determine the integrity of a candidate for themselves, many people just rely on certain parties because they were raised to, or persuaded to do so. Anyway, while majority of African-Americans claim to be Democrats today, the truth is that we were the total opposite several decades ago. About a century ago, Black folks belonged to the party of, “Lincoln”, or the “Party of the Emancipation” as it is known to some. However, that affiliation came to an abrupt halt during the early 1900’s. It was during “The Depression”, in the second

term of President Theodore Roosevelt. A major decline was seen in Black folks no longer identifying themselves as Republicans. However, the most significant decrease in Blacks disassociation with the Republican Party commenced after the late 1960’s. It was during the Civil Rights era that many Black people that still remained Republicans got the message that the Republican party was against the Civil Rights Act and Movement all together. This conclusion came from Senator Barry Goldwater who believed that the Civil Rights Act was unconstitutional after President Lyndon B. Johnson had signed it into effect. He encouraged a large part of Whites in the South to abide by the law but to do it at their convenience, basically. Blacks were offended and hurt by the party and majority have been Democrats ever since. I wanted to provide this brief little history about Blacks and the Democratic and Republican party, to help our readers understand that it really has nothing to do with a party. It’s all about how you believe and what you stand for as an individual. So, at the end of the day, regardless of what your political affiliation is, it is imperative that you utilize your voice and vote in this upcoming election. And that’s all I have to write on the issue.

By Darwin Campbell, African-American News&Issues America is at a crossroads where the next President could determine the future direction of its 245 million residents for the next 100 years. On November 8, the voters will select either Democrat nominee Hillary Clinton and Republican nominee Donald J. Trump as the next President and give them the keys to the White House and the power to influence the world. Voters are standing at a crossroads and will take a path that will take us down a road that will lead us down a pathway into Nationalism or Globalism. For African-Americans, the path is likely to affect our employment hopes, our education and career prospects and our economic power as a people. It, will also influence how we look at the Supreme Court, Immigration, the Right-to-Life, Criminal Justice, Cultural History and Heritage and personal freedoms. According to the Oxford Dictionary, Nationalism is an extreme form of patriotism, especially marked by a feeling of superiority over other countries. It is a focus on or advocacy of political independence for a particular country. It simply means advancing political policies that protect the integrity of American economics, Americans and the basic historical and constitutional principles that secure freedoms. Globalism is a movement that advocates the interpretation or planning of economic and foreign policy in relation to events and developments throughout the world. Globalism has infiltrated every aspect of American life and dominates every facet of American life and ties the country’s economy and future fate with other nations and allied governments in the world. There are extreme differences between the two ideas with each emphasizing separate agendas that impact rewards and consequences for African-Americans. Robert W. Merry, political editor of The National Interest and the author of books on American history and foreign policy, breaks down Trump and Clinton and how the two ideas fit into their visions for the future of America.
Donald Trump – Nationalist
IMMIGRATION Nationalists believe that any true nation must have clearly defined and protected borders. They also believe that their nation’s cultural heritage is sacred and needs to be protected, whereas mass immigration from far-flung lands could undermine the national commitment to that heritage. “We have to have strong borders. We have to keep the drugs out of our country. We are — right now, we’re getting the drugs, they’re getting the cash. We need strong borders. We need absolute — we cannot give amnesty. Now, I want to build the wall. We need the wall. And the Border Patrol, ICE, they all want the wall. We stop the drugs. We shore up the border. One of my first acts will be to get all of the drug lords, all of the bad ones — we have some bad, bad people in this country that have to go out. We’re going to get them out; we’re going to secure the border. And once the border is secured, at a later date, we’ll make a determination as to the rest. But we have some bad hombres here, and we’re going to get them out.” Trump believes that immigration system must be reformed, illegals deported and a border wall built on the southern border to tighten control and access to America. FOREIGN POLICY Trump and Nationalists believe only in the fate of America. They don’t care about dominating world events. Nationalists, want their country in this case the United States to be powerful, with plenty of military reach, but mostly to protect America and her national interests. The fundamental question when foreign adventures are proposed is whether the national interest justifies the use of American blood and military force.
TRADE Trump and Nationalists focus is on the American business interests, American jobs and citizens whose lives and livelihoods have been affected by the “closing” of American companies and the moving of American businesses out of the United States to Mexico, China and other countries. The decline in states has sparked protectionism and a rise in nationalism among voters who feel the economic future is bleak both for Africa- Americans and Whites.
Hillary Clinton - Globalist
Clinton and Globalists promote open borders and don’t care about drawing border boundaries. They believe the nation-state like the United States is obsolete and a relic of the 1648 Peace of Westphalia, which recognizes coexistent nation states. Globalists reject that idea of maintaining the United States in favor of a union and linking with other countries and states in the world. In a release from Wikileaks that was revealed by Fox News analyst Chris Wallace during the third presidential debate, it was reported that Clinton told Brazilian bankers in a speech, “My dream is a hemispheric common market with open trade and open borders.” The Brazilian bank allegedly paid Clinton $225,000 for the speech. A nation without borders with information, money, goods and people traveling the globe without much regard to traditional concepts of nationhood or borders. According to Merry, Globalists are part of the bulk of the nation’s elite institutions—the media, colleges and universities, big corporations, banks and finance institutions, Hollywood, academic think tanks and some charitable foundations. None of these groups have served the African-American community well or sought to improve the economic situation or employment conditions in the Black community. Clinton supports the free flow of goods and people into

the United States and opening borders in the name of peace and progress and humanitarian concerns. IMMIGRATION Clinton recently shared her positions on open borders and immigration stating the following: “I don’t want to rip families apart. I don’t want to be sending parents away from children. I don’t want to see the deportation force that Donald has talked about in action in our country.” “We have 11 million undocumented people. They have 4 million American citizen children, 15 million people. He said as recently as a few weeks ago in Phoenix that every undocumented person would be subject to deportation. Now, here’s what that means. It means you would have to have a massive law enforcement presence, where law enforcement officers would be going school to school, home to home, business to business, rounding up people who are undocumented. And we would then have to put them on trains, on buses to get them out of our country.” “I think that is an idea that is not in keeping with who we are as a nation. I think it’s an idea that would rip our country apart.” “I have been for border security for years. I voted for border security in the United States Senate. And my comprehensive immigration reform plan of course includes border security. But I want to put our resources where I think they’re most needed: Getting rid of any violent person. Anybody who should be deported, we should deport them.” FOREIGN POLICY Clinton and Globalists are motivated by humanitarian impulses. For them, the rights and well-being of the world’s people supersedes the rights and well-being of the American people and America’s interest. In describing and understanding Clinton and Globalism, Merry notes the words of Robert D. Kaplan, stating that he has observed, the liberal embrace of universal principles as foreign-policy guidance “leads to a pacifist strain…when it comes to defending our hard-core national interest, and an aggressive strain when it comes to defending human rights.” In other words, Clinton and globalists are more apt to be passionate about human rights and use diplomacy and peace talks over raising arms in war with other nations. TRADE Clinton and Globalists salute the free flow of goods across open national borders on the theory that this will foster ever greater global commerce and benefit of all peoples of all nations and promote “globally integrated free-market capitalism.” Other key important issues that will determine the kind of America we will live include: SUPREME COURT: Clinton:“And I feel strongly that the Supreme Court needs to stand on the side of the American people, not on the side of the powerful corporations and the wealthy. For me, that means that we need a Supreme Court that will stand up on behalf of women’s rights, on behalf of the rights of the LGBT community, that will stand up and say no to Citizens United, a decision that has undermined the election system in our country because of the way it permits dark, unaccountable money to come into our electoral system. I have major disagreements with my opponent about these issues and others that will be before the Supreme Court. But I feel that at this point in our country’s history, it is important that we not reverse marriage equality, that we not reverse Roe v. Wade, that

we stand up against Citizens United, we stand up for the rights of people in the workplace, that we stand up and basically say: The Supreme Court should represent all of us.” Source – Third Presidential Debate
Trump: “We need a Supreme Court that in my opinion is going to uphold the Second Amendment, and all amendments, but the Second Amendment, which is under absolute siege. I believe if my opponent should win this race, which I truly don’t think will happen, we will have a Second Amendment which will be a very, very small replica of what it is right now. But I feel that it’s absolutely important that we uphold, because of the fact that it is under such trauma.” “I feel that the justices that I am going to appoint — and I’ve named 20 of them — the justices that I’m going to appoint will be pro-life. They will have a conservative bent. They will be protecting the Second Amendment. They are great scholars in all cases, and they’re people of tremendous respect. They will interpret the Constitution the way the founders wanted it interpreted. And I believe that’s very, very important.” “I don’t think we should have justices appointed that decide what they want to hear. It’s all about the Constitution of — of — and so important, the Constitution the way it was meant to be. And those are the people that I will appoint.” Economy and Jobs Clinton: “So my plan is based on growing the economy, giving middle class families many more opportunities. I want us to have the biggest jobs program since World War II. Jobs in infrastructure and advanced manufacturing. I think we can compete with high wage countries and I believe we should. New jobs in clean energy. Not only to fight climate change, which is a serious problem but to create new opportunities and new businesses. I want us to do more to help small business, that’s where two-thirds of the new jobs are going to come from. I want to us raise the national minimum wage because people who work full time should not still be in poverty. And I sure do want to make sure women get equal pay for the work we do. I feel strongly that we have to have an education system that starts with preschool and goes through college. That’s why I want more technical education and community colleges, real apprenticeships to prepare young peel for the jobs of the future. I want to make college debt-free and for families making less than $125,000,
you will not get a tuition bill from a public college or a university if the plan that I worked on with Bernie Sanders is enacted.” “... So I do have investments. Investments in new jobs, investments in education, skill training, and the opportunities for people to get ahead and stay ahead. That’s the kind of approach that will work.” Trump: “We’re going to negotiate trade deals. We’re going to have a lot of free trade. The jobs are being sucked out of our economy. You look at the places I just left. You go to Pennsylvania, you go to Ohio, you go to Florida, you go to any of them. You go to upstate New York. Our jobs have fled to Mexico and other places. We’re bringing our jobs back. I’m going to renegotiate NAFTA. And if I can’t make a great deal, then we’re going to terminate NAFTA and we’re going to create new deals. We’re going to have trade but we’re going to terminate it. We’re going on make a great trade deal. If we can’t, we’re going to go our separate way because it has been a disaster. We’re going to cut taxes massively. We’re going to cut business taxes massively. They’re going to start hiring people we’re going to bring the $2.5 trillion that’s offshore back into the country. We are going to start the engine rolling again because right now, our country is dying. At 1% GDP.” “We’re taking back jobs. We’re not going to let our companies be raided by other countries where we lose all our jobs. We don’t make our product anymore. It’s very sad, but I am going to create a… the kind of a country that we were from the standpoint of industry. We used to be there.”
Right-to-Life vs Abortion/Woman Right-to-Choose Clinton: “Well, I strongly support Roe v. Wade, which guarantees a constitutional right to a woman to make the most intimate, most difficult, in many cases, decisions about her health care that one can imagine. And in this case, it’s not only about Roe v. Wade. It is about what’s happening right now in America .So many states are putting very stringent regulations on women that block them from exercising that choice to the extent that they are defunding Planned Parenthood, which, of course, provides all kinds of cancer screenings and other benefits for women in our country... I will defend Roe v. Wade, and I will defend women’s rights to make their own health care decisions... The government has no business in the decisions that women make with their families in accordance with their faith, with medical advice. And I will stand up for that right..” On this issue of late-term, partial-birth abortions Trump: “Well, I think it’s terrible. If you go with what Hillary is saying, in the ninth month, you can take the baby and rip the baby out of the womb of the mother just prior to the birth of the baby. Now, you can say that that’s OK and Hillary can say that that’s OK. But it’s not OK with me, because based on what she’s saying, and based on where she’s going, and where she’s been, you can take the baby and rip the baby out of the womb in the ninth month on the final day. And that’s not acceptable.” Gun Rights and Second Amendment Trump: “... Chicago, which has the toughest gun laws in the United States, probably you could say by far, they have more gun violence than any other city. So we have the toughest laws and you have tremendous gun violence. I am a very strong supporter of the second amendment. We are going to appoint justices, this is the best way to help the second amendment. We are going to appoint justices that will feel very strongly about the second amendment. That will not do damage to the second amendment.” Clinton: “I was upset because unfortunately, dozens of toddlers injure themselves, even kill people with guns because

unfortunately, not everyone who has loaded guns in their homes takes appropriate precautions. But there is no doubt that I respect the second amendment. That I also believe there is an individual right to bear arms. That is not in conflict with sensible, common sense regulation. ...what I would like to see is for people to come together and say, of course we’re going to protect and defend the second amendment. But we’re going to do it in a way that tries to save some of these 33,000 lives that we lose every year.” Medical/Medicare/Social Security Trump: “Replace the disaster known as Obamacare. It’s destroying our country. It’s destroying our businesses, our small business and our big businesses. We have to repeal and replace Obamacare. You take a look at the kind of numbers that - that will cost us in the year [2017]. It is a disaster if we don’t repeal and replace. It is probably going to die of its own weight, but Obamacare has to go. The premiums are going up 60%, 70%, 80%. ...Bad health care at the most expensive price. We have to repeal and replace Obamacare.” Clinton: “I am record as saying we need to put more money into Social Security Trust fund. That’s part of my commitment to raise taxes on the wealthy. My Social Security payroll contribution will go up as will Donald’s Replenish the trust fund by making sure that we have sufficient resources, and that will come from either raising the cap and/or finding other ways to get more money into it. I will not cut benefits. I want to enhance benefits for low-income workers and for women who have been disadvantaged by the current Social Security system. Donald is proposing with these massive tax cuts will result in a $20 trillion additional national debt. That will have dire consequences for Social Security and Medicare We’ve got to go after the long-term health care drivers. We’ve got to get costs down, increase value, emphasize wellness. Every step toward the goal of justice requires sacrifice, suffering, and struggle; the tireless exertions and passionate concern of dedicated individuals.- Martin Luther King, Jr. HOUSTON - Shootings of unarmed citizens, especially African American men, by police is a problem of national magnitude. Our communities need the protection of police, yet communities of color are shaken by videos that reveal police shootings of unarmed citizens who have not presented honest threats to their safety. Democratic challenger Kim Ogg is taking on incumbent Republican Devon Anderson in a battle that will either bring new approaches to justice or more of the same policies that have driven the law enforcement community here for over a decade. Houston and Harris County residents are seeking a District Attorney with balanced approach to law enforcement that produces policies that truly represents people of all races and that results in fair and honest justice for all downtown at the courthouse on 1201 Franklin. According to crime statistics, Houston has an African-American population of 23.7 percent. However, as recently as 2012, African-Americans accounted for 48 percent of victims killed by the police. Given the national attention given to police shootings and the number of Black males being shot and killed by police, the two focused cannot play down the shootings are highly alarming, if not epidemic. According to the Guardian, in 2016, 856 people have been shot to death by police, Of those, 204 of those are African-Americans. Racial profiling and the use of excessive force are some of the main issues contributing to many of the incidents. OGG ON BEING DA Ogg said her goals are to ensure the community to restore full faith and trust in the DA’s office. “As the District Attorney, I am committed to building a trustworthy criminal justice system,” Ogg said. “…a system that insures unbiased investigations, transparency in the prosecutorial process, and accountability for wrongful actions by police officers.” Anderson, has served as the current DA since 2013, after being appointed by then Governor Rick Perry. She succeeded her late husband, the late Mike Anderson and was elected by Harris County voters in 2015. She hopes voters send a strong message that supports her continued goal of establishing and maintaining her office as the flagship prosecutor’s office in the United States.

ANDERSON ON POLICE SHOOTING/ DA OFFICE “We strive to be as transparent as the law allows, while still protecting the integrity of the investigation,” Anderson said. “ Police shooting investigations should not be left solely to the agency the officer works for (as is the practice in most counties), I have continued the decadeslong practice of having a specialized team of experienced investigators conduct a separate and independent investigation into every police shooting.” Even with the concerns over police shootings, Anderson is focusing on her record asking voters to measure her based on her justice results at the courthouse. “At all times, we have an investigator and a prosecutor on-call to respond immediately to the scene of a shooting as soon as we are notified that one has occurred,” she states. “Our investigation begins immediately and includes documenting the scene and the evidence, talking to witnesses, and obtaining all video of the event as soon as possible.” ANDERSON QUALIFICATIONS She also has extensive experience as both Prosecutor and Judge. In 1992 Anderson started a 12-year career at the Harris County District Attorney’s office. While there, she prosecuted some of the worst criminals including the “Railroad Killer,” Angel Maturino Resendiz. Anderson rose through the ranks of the office trying offenses at every level from misdemeanors to seven Capital Murders. From 2004 to 2008, she served as State District Judge in the 177th Criminal District Court and then as a defense attorney.

Just 10 months after taking office, Anderson successfully prosecuted copkiller, Harlem Lewis, sending him to Death Row for the senseless murders of Bellaire police officer Jimmie Norman and Good Samaritan Terry Taylor on Christmas Eve 2012. Since that trial, Anderson has focused on increasing the office’s ability to prosecute new classes of criminals like human traffickers, a growing gang population in Harris County, and money launderers who profit from dangerous industries like drug cartels, prostitution and gambling. On police shootings, Anderson hopes voters will see her as balanced prosecutor who is blind and fair. “I feel strongly that the grand jury, which represents the community, should determine whether a shooting was justified under the law, not the prosecutor,” she said. “When our investigation is complete, we present the facts to a diverse grand jury, which then determines whether or not there is probable cause to believe the shooting violated the law.” She also was proud to support the legislation that now ensures that our grand juries represent our diverse community, eliminating the “pick a pal” method of selection. She also has grown the office by over 100 new positions and exponentially increased training for staff in all areas of the office ensuring the implementation of new technologies and strategies to stay ahead of criminals. OGG RUNNING AS CHANGE AGENT Ogg said she is running for district attorney because she has dedicated her life to protecting Harris County citizens. Ogg is a native Houstonian, a 28-year attorney with a strong record of keeping our families safe. She was a Chief Felony Prosecutor in the Harris County DA’s Office before she was chosen to lead Houston’s first Anti-Gang Task Force. Under her guidance, Houston saw a 40% reduction in gang violence. From 1999-2006, she was the Executive Director of Crime Stoppers and led the organization to international record-breaking years, capturing thousands of violent felons. Ogg says her most important job as the next District Attorney is leading the criminal justice community into a future that committed to service to others, fairness, and safety. She attended South Texas College of Law, Houston, Texas, Juris Doctor, 1986

and The University of Texas, Austin, Texas, Bachelor of Arts in Journalism, 1981. Ogg will divert thousands of low-level drug offenders into community service projects so that the DA’s Office can focus its resources on prosecuting violent criminals, burglars, and white-collar thieves. Ogg has strengthened Texas’ rape laws to make sure rapists are held accountable, and she will continue to be the advocate Harris County rape victims deserve. She contends that Devon Anderson has failed to keep Harris County residents safe. According to Ogg, Under Anderson’s leadership, the DNA evidence backlog at the Harris County crime lab has grown to more than 4,600 untested DNA cases. Also, her failure to notify trial court prosecutors that over 21,000 pieces of evidence were lost or destroyed in Precinct 4 may lead to guilty criminals being released from jail and potentially millions of dollars in lawsuits against the county. “Distrust in our law enforcement officers can only be repaired through commitment by the District Attorney to equal treatment under the law,”Ogg said. OGG OBJECTIVES ON POLICE SHOOTINGS Kim Ogg said if elected, she already has outlined some definitive goals for her administration when dealing with police shootings: • The District Attorney’s Office will send an investigator to the scene of every police shooting insure appropriate collection, preservation, and analysis of crime scene evidence; • The District Attorney’s Office will require delivery of all body camera and scene video evidence from police within 24 hours of a shooting, and will release the videos within 7 – 10 days following viewing by the police officer involved and the shooting victim’s family. The District Attorney will also treat the victim’s family with the sensitivity and respect that any grieving family deserves, regardless of whether the shooting was justified or not; • The District Attorney’s Office will present ALL evidence to the grand jury, not simply selective witnesses and/ or evidence; the current District Attorney has said that Grand Juries must decide whether a police officer committed murder or nothing, insinuating that other charging options are not offered. Under an Ogg Administration, Grand Juries will be given the full range of possible crimes committed in a given circumstance, including manslaughter and negligent homicide;

additionally perjury, official oppression and other potential criminal laws will be utilized when the facts support their presentation to the grand jury. • Police will be held accountable for wrongful actions and the community will be kept informed by insuring the process is transparent to the community. CLOSING THOUGHTS OggOgg welcomes the parents, pastors and supporters of those who are part of the justice system to help reintegrate offenders from jail back into jobs and the labor force. “We are going to need to help people stay in the labor force while they are paying their community back for law violations, and we will need the support of employers willing to give people with criminal records who want to work, another chance,” Ogg said. AndersonAnderson said she too is sensitive to families in the justice system and going through the pains after the trauma of crime or police shootings. “We meet with the family to explain how the grand jury process works and to share as much information as possible,” Anderson said. “Once the investigation is over and the grand jury has finished its work, we are then able to meet again with the family and share as much information as the law allows.” By: Darwin Campbell, African-American News&Issues

There’s No Place Like Home! Dear TSU Family, I want to thank each of you personally for making my inaugural TSU Homecoming one I will never forget. Though this homecoming was my first, I am confident in proclaiming that it was one of the best. I make this assertion not only because of my own experiences and those of my family’s, but from the feedback, testimonies, and conversations had with students, alumni and faculty throughout the week. In fact, the iconic Dr. Thomas F. Freeman ordained our homecoming proceedings with his “enthused regards.” To summarize their assessments, the TSU Homecoming 2016 “ReMember the Times” was definitely filled with times to remember. And if there was a specific theme to all their words, it was one that centered on “family,” “home” and “community.” What a beautiful sight it was to see so many alumni who bleed Maroon & Gray back on campus. To a person, they all expressed a rambunctious joy about being “back at home.” Even more encouraging for me personally, and for the continued growth of our institution was the way alumni freely interacted with current students, and faculty shared words of encouragement with our students’ parents – many of whom are alumni themselves. Again, I heard the refrain, “TSU family.” And what a beautiful day we were blessed with as the Third Ward community embraced with open arms the return of the TSU Homecoming Parade to our campus, our neighborhood, our community. The sheer joy and excitement on the faces of children and adults alike as our parade traveled along the edges of campus expressed without words what many chose to share aloud: “Thank you, TSU, for bringing our parade back home where it belongs.” There were so many events that underscored this sense of family, including the Homecoming Yard Fest, the Ultimate Tailgating, the Lady Tigers Volleyball game, the Comedy Show and Concert, the Alumni Golf Tournament, the ReMember the Times Showcase and Dance, the Homecoming football game, and the presentation of donations by the national alumni association. Also well received was our reaching out to Zachery Johnson of Kashmere High School and featured in local METRO ads. Kashmere’s band was one of the highlights of our Homecoming parade, with Zachery, who desires to attend TSU and become a member of our marching band, leading the way. And speaking of the Ocean of Soul, their Homecoming Game halftime performance was incredible, and the surprise welcome they gave me was moving, to say the least. Truly, this homecoming was one for the history books. And guess what? Homecoming is only going to get bigger and better in the years to come. But for now, I would like to give special thanks to our Homecoming 2016 Committee and the dynamic team assembled. Job well done! As well, kudos to TSU’s finest – our campus police officers who made participants feel safe, secure and welcomed. And most importantly, a special word of gratitude for all who participated in our Homecoming 2016 festivities – alumni, students, faculty, family and staff. I am certain that the forecast for Texas Southern University’s future is as bright and beautiful as our Homecoming 2016 weather itself. Go Tigers!

How would you respond to concerns of abuse, racial profiling, or discrimination by Sheriff Deputies? Leadership starts at the top. That’s why it was so disappointing when Sheriff Hickman actually defended two deputies who had been indicted by a grand jury for pulling over a young African American woman for a traffic violation and then ordering her to undergo a warrantless body cavity search on the side of the road. The sheriff’s office needs a top-tobottom review of policies, procedures (D) Ed Gonzalez and required training – including recognizing and addressing implicit bias. Violations of those policies and procedures should be dealt with swiftly following a complete investigation. On a broader level, a good leader sets the tone for the entire agency. I would have to say that we have a pretty good track record when it comes to responding to our community and when we have an incident that requires a stern response, we react to it, and when necessary, we investigate and take appropriate action up to and including indictments on our own personnel. None of us is perfect, but we should be able to assure the public that if one of our personnel steps across the line, those issues will be addressed.
