“SALLY HEMINGS TAMED A PRESIDENT OF THE UNITED STATES…” Before I Lay it Down... By “Coach” Mark Spivey, M.Ed
“We hold these truths to be self evident: that all men are created equal; that they are endowed by their Creator with certain unalienable rights; that among these are life, liberty, and the pursuit of happiness.” -Thomas Jefferson July 4th, 1776 homas Jefferson, the third President of the United States and probably the most intelligent, authored one of the most important documents in American History, the Declaration of Independence. He died 50 years later on the exact same day it was penned, July 4th. The year was 1826. He was 83 years old. Three years before the Declaration was written in 1776, a baby girl born into slavery and half sister to Jefferson’s wife, Martha, would soon (in my opinion) tame one of the most of most influential men born on American soil. Sally Hemings, at age 14, traveled to Europe with Jefferson’s youngest daughter, Polly, where Jefferson was serving as United States Minister to France. It is there where old TJ found this half-breed daughter of a plantation owner and began sexually abusing her. It had to be abuse because Jefferson was 44 years old at the time. Remember, slaves were considered property back then nearly 90 years prior to the Emancipation Proclamation. By today’s standards, the po child had no chance, but in the late 18th century all was fair in rape and war. “We hold these truths to be self evident” is the phrase of the Declaration of Independence that we start to quote thinking that it’s the beginning of the document itself, however, it is not. That part starts in the second paragraph. The first paragraph breaks down the reasons why the 13 Colonies wanted to separate themselves from British rule. The colonies were informing England that they were “free” and God granted them said

freedoms at birth. The same could not be said by Sally Hemings. Not at that time, anyway. Over the course of the next 50 years, Sally would get her freedom. Hemings bore Jefferson six children. We hold these truths to be self evident through DNA testing. It was quite obvious that the President was making sure that all of his (and Sally’s) offspring were created “equal” at least six times. I don’t know how “endowed” old “Big Daddy TJ” was by his Creator, but history tells us that his (and Sally’s) children did end up with “unalienable rights” even as slaves. There was definitely something about Sally and the way she worked her “jelly” in order for the most powerful man in the land to be his “girl” for nearly 40 years. Remember, he was 30 years older than her. “Life, liberty, and the pursuit of happiness” was far reaching to millions of slaves prior to the Civil War. But, during a time when this nation was in its most formative years, a little Black girl managed to tame the nation’s third president long enough to insure that her kids would be able to stand up courtesy of certain “benefits” of her lying down. While thousands of slave children were sold into bondage and torn apart from their families, Miss Sally managed to keep hers together. The odds of accomplishing this feat are startling when you measure in the amount of power she was playing house with. But, Sally Hemings wasn’t playing. She and all of her children were set free and upon his death they moved away from Jefferson’s Monticello to Charlottesville, Virginia where she died at age 62. Sally Hemings understood the Declaration of Independence a little better than most people of her day. The evidence is true. Her children may not have been created equal, but they ended up equal. They enjoyed rights that not too many slaves found unalienable, and ultimately they were able to digest a big helping of life, liberty, and the pursuit of happiness; even if it meant “passing” as White people. THEY CALL IT INDEPENDENCE DAY BUT WE ARE STILL NOT
T
he words, “independence” and “liberty” are two words that come to mind when thinking on the national holiday that people around this country will be celebrating on July 4. Whenever I think of these two words immediately I relate them to “freedom”. But when I look back over my lifespan and consider the various events that have taken place in my over 60-year journey, it causes me to wonder, “Are WE really free?” In order to really paint the picture of what I’m trying to express here, I think that it’s necessary for me to define the events that occurred during that July of 1776. The story behind Independence Day was actually initiated during the American Revolution. The thirteen colonies legally separated from Great Britain on July 2, 1776. It was on this date that the Second Continental Congress voted and established a Declaration of Independence. Richard Henry Lee had proposed a resolution decreeing that the United States was no longer under the rule of Great Britain, a month earlier. Once the voting had been completed, Congress composed a brief statement of what had just taken place. This resulted in the signing of the Declaration of Independence, two days later (July 4, 1776) after editing and approving the final words. To this day, Americans around the world have gathered and recognized this day as the day that America gained its independence from British rule. To each his own, but I have a different viewpoint on independence as it is known. Now, one thing about me is that I never try to impose my beliefs and viewpoints on anybody else. But being the publisher of a Black newspaper which targets the Black audience of Texas by highlighting both current and historical realities affecting our communities; there are just some things that I have to address. This is one of
those topics that I believe affects our community. Because yes it is true that this country gained its independence in 1776; but did all of its’ citizens have the right to enjoy the “freedoms” that came along with this Declaration? We MUST Understand that it wasn’t too long ago that Blacks were treated less than humans. I often refer to a newspaper clipping that I have kept ever since I was a boy. The Forward Times published an article in 1963 entitled, “Congress still debating
whether Negroes are ‘individuals or property.’” Yet, they call the approaching holiday Independence Day. Something about that just isn’t right to me. It really bothers me that some of these Africans living in America will take out time to place more emphasis on the 4th of July rather than the 19th of June (Juneteenth). Juneteenth in the Black community should be more of a memorial day to us because that is the day that our forefathers received the news that President Abraham Lincoln had signed the Emancipation Proclamation into effect. Granted it took officials over two years to present the news to the slaves in the South, but the fact remains that it was at this appointed time that enslaved Blacks were said to have been free. But even since that time, I have asked myself over and over again, “Are we really free?” As far as I’m concerned my answer will forever remain the same NO! Especially when Blacks are constantly being singled out every time you look around. Even
We MUST Understand By Roy Douglas Malonson, Chairman when our culture accounts for less than a quarter of the total United States population but represents more than half of those incarcerated in prison. And then when a Black man can unlawfully, yet legally be murdered in the streets in front of dozens of witnesses by authorities and perpetrators and are not held accountable for their actions. I mean the list goes on and on, but yet WE as a nation are said to have been free, well over 200 years… I don’t think so. They can call it Independence Day all they want to, but WE as members of the Black community still are not free. In closing, I would just like to encourage our faithful and loyal readers to examine the dates that have been presented. After doing so, consider all of the ills that have plagued the Black race throughout the years and ages of time. Because no matter what even though they call it Independence Day, this is just not an occasion that serves to benefit the African-American culture of these United States. Because while our ancestors’ White counterparts, were popping fireworks and celebrating their freedom, our forefathers were literally building this country brick by brick and step by step. So I hope that in the upcoming years, this editorial will cause some of these Africans living in America to see that Independence Day as it has been known does not necessarily reflect the true meaning of freedom for Black folks. So if you really want to celebrate freedom of any kind in regards to African-Americans, it’s probably best to start with Juneteenth.

ACRES HOME - Texas Southern University President Dr. Austin Lane and Lone Star College Chancellor Dr. Stephen Head met June 29 to sign an articulation agreement between the two institutions. The plan will facilitate transfers, recruitment, and admission and advising for prospective students registered in the Lone Star College system. The establishment of this agreement provides the framework to develop programs that will enhance the educational experience of students attending both Lone Star and Texas Southern. The articulation agreement is Dr. Lane’s first official act as president since being named to lead Texas Southern University on June 7. The signing ceremony was held at Lone Star College’s Victory Center and was attended by students, administrators and board members from both institutions, as well as a host of community members. “We wanted Lone Star to be the first community college that we partnered with to strengthen the bonds of higher education,” Dr. Lane said. “Lone Star students
are the population that we want to attract to Texas Southern. We are going to work in an aggressive manner and ensure that interested students know how to get from the community college system into a direct track that ends in a bachelor’s degree.” The agreement includes a plan for credit transfer, data sharing, and benefits for transfer students. Texas Southern will accept a minimum of 60 semester credit hours that can count toward obtaining a baccalaureate degree. “I’m optimistic about the future relationship between Texas Southern and Lone Star College,” Chancellor Head said. “This relationship is about providing an opportunity to succeed for students at both institutions.” Lone Star College will accept reverse transfer credits from TSU students who leave college prior to completion of their baccalaureate degree that will allow them to complete the requirements for an associate degree from Lone Star. Attention All Parents!!! Instead of focusing on everything that’s “wrong” with your child’s school or teacher, shift your focus to what you have or have not done to prepare your child for school. Recent teacher surveys indicated increased teacher frustration due to incidences of what they consider parent “bullying.” Teachers reported that parents are more prone to chastise them (the certified TX- 4
educational professional) than their own children. Educators indicate that the new trend shows a preference for parents to tell the teacher or administrator what their child said happened as opposed to believing the teacher’s account. Furthermore, teachers added that when parents don’t get the response they desire, they often escalate to district personnel to complain. This approach undermines the role of the

for transfer students and they are eligible to apply for a special $3,000 scholarship. The general transfer award is renewable for up to four terms and is based on eligibility. Derrick Mitchell, chairman of TSU’s Board of Regents, said, “It’s an exciting time at Texas Southern, and we are thrilled about this articulation agreement. This is one of the pieces we need to provide higher education for deserving students and reach our enrollment goals.” “We want to make sure that Lone Star and all of its students have pathways to a successful life and are given the resources necessary to succeed. This agreement is the right push at the right time,” said Alton Smith, a member of Lone Star College System’s Board of Trustees. Eligible students meeting certain requirements can be accepted into the Texas Southern-Lone Star joint admissions program. Students accepted for joint admission can participate in either alternate or simultaneous enrollment between institutions.

Teachers also commented that discipline issues are a constant disruption that utilizes much-needed instruction time. Parents need to start sending their children to school with both a respect and a success expectation. Student behavior that prevents learning impacts the entire classroom. Even worse, statistics show that children who don’t follow rules often

become adults who don’t follow laws. The most disturbing statement made by teachers is that students arrive to school more combative, disruptive, and disrespectful each year. On that note it seems like it’s time to do some accountability shifting and some “old-school” parenting may very well be in order. So before you complain about your child’s classroom teacher, ask yourself whether you are being a responsible parent. After all, YOU are actually your child’s first teacher.

DOWNTOWN HOUSTON - In recent times, a large part of Houston’s population celebrated “Pride Weekend”. It’s a massive collage of festivities geared towards displaying the pride of the LGBT (Lesbian, Gay, Bi-Sexual, and Transgender) Community. Thus, I’m not speaking about a community that can be pin-pointed on a map of any sort, but more-so of a cluster of people who share the same lifestyle and cultural beliefs regarding having life-partners of the same gender. Known for “her” position as a promoter at Houston’s “Bayou City Nightclub”, Alexyeus Paris is a 35 yr. old Gay male who performs as a female impersonator and says that “it feels like freedom when a person can just live each day of their lives without secrets or shame”. Others who were in attendance of the night’s festivities appeared to have shared the same sentiment. Justin White, Courtney Riley, Jamaal Armstrong, Terranz, and Ebony Queen all expressed how much they appreciate the opportunity to freely express themselves. One young man, Curry, who’s only 23 years of age, jokingly said “I’m 23, but I’ve been Gay for 24 years” (implying that it must have happened before birth). “It is past time for us as a country to come together against hatred toward any person or persons based on group affiliation - enough is enough.” These were the words of Houston’s Mayor, Honorable Sylvester Turner, who was also scheduled to speak at en event marking the 41st anniversary for the Houston LGBT Political Caucus. ceptance on whether or not another person is heterosexual? A truth often mentioned is that “people hate what they don’t understand”. By comparison though, an often unspoken truth is that there are many “Traditional Good Folks” are still not fully accepting of this cultural preference. But, is sexual orientation truly a “preference”? What about the people who contend that there are no “demons to exercise”, but instead, they were simply “born that way”? In other words, what is there to say about the argument that one’s sexual orientation is not a matter of choice? Although the previous questions are all rhetorical ones, I don’t personally believe that there is any particular response which can be counted as the sole and absolute answer. Considering my Christian (Baptist Religion) upbringing, I can only repeat what I read regarding the matter. Of course, I read where there was a city which was inundated with men who had immense sexual lust for other men. I even read accounts that mentioned how the men of that town were nearly breaking down the door in order to “have their way” with a pair of angels whose images were like that of mortal men and who happened to have been on a divine assignment in that city. And admittedly, the picture that was painted was one of disgust and discontentment. But, what happens when a same-sex relationship is based upon organic and unrefined attraction, love, and adoration? Is it still viewed with the same degree of disgust and discontentment? Let us explore the words “organic and unrefined”. Essentially, each of those words is defined as “natural”. However, I decided not to use the word “natural”, because someone would quite certainly deny that there is anything “natural” about a same-sex attraction. That said; I’ll use my own experience for an example: “I ain’t got no dike tendencies!”… at least, that was what I had emphatically stated until 2009. Ever since my youth, I’ve always been naturally attracted to “power” (not to be confused with money). Beyond that, I’m even more attracted to a person of power who also happens to be strong but gentle; meek. Yet, there was an unexpected turn of events in 2009. I had encountered a person who was in complete control; powerful. This person was, by evidence, strong but gentle in their dealings with me and with others as well. And to top it all off, they had the nerve to

be compassionate with a sense of humor (in my “smiling sister-girl” voice). But, this person was a woman. However, for a moment, the qualities of her personality meant more to me than the fact that she was a female… my same gender! To make the story even more interesting, this person was Annise Parker (City of Houston’s former and openly Gay Mayor). I quickly acknowledged to myself, to God, and to Mayor Annise that my feelings had spilled over into an area where even I had not expected them to go. Then, I resolved to “resisting temptation” and “praying the situation away”… and for me, it worked. Invariably, the only explanation I can offer is that I’m an extremely spiritual (not religious) individual and I believe that the supernatural power of the mind, spirit, and soul can override the natural power of flesh-based desires and temptations. Power, charm, wit, kindness, loyalty; all of these are magnetic traits that perhaps any person could be mesmerized by. And eventually, feelings of fascination begin to surpass a mere twinkle in the eyes or even a slight tingling in the flesh. If those feelings are not bridled or

I am reminded of a girl who began dating this guy and it was a consistent roller coaster relationship with short pauses in-between. After the reunion of her former college classmate, she was in transition from one job to the next knowing insurance would take a couple of months for her to receive coverage in the in the event she needed medical attention. As her life began to progress she noticed she was throwing up frequently in the mornings only to learn she was eight weeks pregnant. Eight weeks with no insurance, rocky relationships eventually lead to researching about Planned Parenthood. When she arrived to the clinic she was introduced to a world of support and introduced to a world of choices. It was then she realized the importance of the right to choose. I agree with former Presidential candidate Bernie Sanders as he states “We are not going back to the days when women had to risk their lives to end an unwanted pregnancy. The decision about abortion must remain a decision for the woman and her doctor to make, not the government.” Here we are in 2016 and women are still fighting for rights. Why? Politically, US feminists have been very active passing legislation like the Equal Pay Act, working for legal contraceptives and homemaker rights, and passing legislation dealing with racial discrimination and hate crimes. Let’s rewind to passing legislation as it is with great hope that the appeal committee announced that they will target laws in Arizona, Florida, Michigan, Missouri, Pennsylvania , Tennessee, and Virginia, as well as measures in Texas that were not directly addressed by the Supreme Court ruling. Planned Parenthood also plans to work to repeal other abortion measures passed in Texas that were not the subject of the Supreme Court’s 5-3 decision this week. The high court’s majority found Texas’ safety standards statute for abortion facilities and a requirement that abortionists have admitting privileges at nearby hospitals to be an “undue burden” on a woman’s right to an abortion. Delinquent Tax Collection Notices on the Way Pay tax bill or sign-up for payment plan to avoid lawsuit, foreclosure and tax sale
T
ax Assessor-Collector Mike Sullivan encourages taxpayers who have delinquent taxes to avoid a lawsuit by either paying their tax bill or signing-up for a payment plan. “Last month, we sent notices to taxpayers who did not pay their 2015 property taxes,” said Tax Assessor-Collector Mike Sullivan. “These delinquent taxpayers were encouraged to either pay their bill or sign-up for a payment plan by June 30, 2016. In accordance to the law, on July 1st, our office sent these accounts to collection attorneys, who added an additional 15%-20% in attorney’s fees to the bill. Longtime Carverdale residents R.L. and Cora Johnson, who have worked tirelessly over the years to improve their community, took time to enjoy the historic celebration. The Johnsons first moved to the Carverdale community in 1959 and have been advocates for the area ever since. R.L. served as president of the Carverdale Civic Club beginning in 1973 and Cora representing her community in the early 1990s as a member of a citywide citizens participation group created by then-Mayor Kathy Whitmire.

However, even more purposeful in the committee’s planning was the tribute to Carverdale history made by former staff members and alumni as well as special recognitions and presentations. On behalf of the Mayor’s Office, Whiteing presented a Proclamation declaring June 17, 2016 as Carverdale Senior High School 44th Anniversary Reunion Day. Additionally, a flag was flown over the U.S. Capitol on June 15 in honor of the Carverdale Reunion—the flag was presented to coach Tom Johnson as a tribute for his outstanding contributions in athletics and academics at Carverdale. edicaid expansion, or the lack thereof in Texas, has been become a dangerous political game in the Texas Legislature on Congress Street in Austin. But to the people on Main Street throughout the Lone Star State, adequate health care coverage for the poor isn’t about Republicans vs. Democrats, conservatives vs. liberals.

To them, it’s about illness vs. wellness. And, worst case scenario, life vs. death. That very much could start happening if our Legislature – primarily GOP lawmakers – continues to refuse expanding Medicaid, an ill-advised move that jeopardizes billions of dollars in federal funding for indigent health care. Regardless of whether you’re rich or poor, it’s going to take all of us to put pressure on lawmakers to accept the expansion during the next legislative session that starts in January. If you erase the politics, the matter is simple. The U.S. government sends the state the money that basically

comes from federal income taxes that Texans pay. Because of the Obama administration’s Affordable Care Act, which many Republicans staunchly oppose, Texas GOP lawmakers have refused to accept the expansion. In turn, the administration has said it may not reauthorize all the funding to states that do not expand Medicaid. Initially approved in December 2011, the waiver allocates funding to hospitals to offset the cost of treating patients without health insurance and to providers to support innovative projects to supplement access. Sure, the federal government last month gave the state a 15-month extension to the 1115 Waiver that has provided $29 billion to providers during the last five years. However, as
Dr. Paul Klotman, president and CEO of Baylor College of Medicine, which provides physicians for Ben Taub Hospital, was quoted in the Houston Chronicle: the extension will be just a “stay of execution.” So let’s fix this simple problem before the next deadline in 2018. If we do, Harris Health System would benefit from $80 million per year in Medicaid expansion payments for services provided to 58,000 uninsured patients. Without expansion, local property taxpayers will continue to pick up the tab for this necessary health care expense each year. In this tight economy, Harris County definitely could spend that money on other needed services. If we don’t, Texans will not see

The land is not able to be sold because the title is not clear and most of the time the land or property cannot be lived on because one of the other heirs
is occupying the premises. In Texas, although there may be two or more owners of a home or property each owner has a right to full possession of the premises. If you find yourself in this situation, Texas law does provide recourse in the form of a partition in kind or a partition by sale. These legal remedies allow any rightful heir that has an interest in the property to petition the court to either divide the land in equal parts per heirs’ interest or to sale the property and divide the proceeds per heirs’ interest.
PARTITION IN KIND: A partition in kind physically divides the property per heirs’ interest. The goal is to make sure that the division or partition is fair among the owners. This type of partition is usually sought when large tracts of land are at issue. PARTITION BY SALE: A partition by sale is an action where the property or home is sold at an auction and the proceeds are divided amongst the heirs per their interests. This type of action is usually

have been chief appraiser for the past three years, and I have to say that they have been the best three years of my career. Sure, you’re thinking that being the lead dog is always good: and it is. However, there also have been problems and issues to resolve that I would not have imagined. But what really makes me feel good – what really makes these past three years so rewarding – is being able to create a change in the way property owners look

at the appraisal district. I had come into this job wanting to be more open and available to property owners and to provide more understanding of the property tax system. I also wanted to take information about the appraisal process to the communities we serve throughout Harris County so property owners would not always have to come to the building to get their questions answered. I’m pleased to say that through our community outreach events, our property tax workshops and through columns such as this, I have been able to achieve my goal. Now it is time for me to turn the reins over to a new chief appraiser to move the district into the future. The new chief, Roland Altinger, and
I have worked together since I’ve been at the district. Roland is experienced in all areas of the district because he has come up through the ranks. He started as an appraiser trainee in the residential field operations division and worked his way up. He has served as taxpayer liaison officer, director of the information and assistance division and assistant chief appraiser. I also selected him as my deputy chief appraiser and have worked closely with him during these past three years. Some of you may already know Roland because has attended many of the Acres Home Chamber meetings and was the speaker at the property tax workshops in the neighborhood. I know that he is committed to continuing the community outreach we

“We have spent years building the infrastructure to fight these laws.… Getting ready for the day when we could put that plan into action,” said Dawn Laguens, executive vice president of the Planned Parenthood Action Fund. “That day is now.” According to research, the Supreme Court ruled Monday that state lawmakers were placing an “undue burden” on women who seek an abortion with two key provisions of the Texas law that required doctors to obtain hospital admitting privileges and clinics to become ambulatory surgical centers. The sweeping ruling was expected to block similar laws in about two dozen other
states, including some Planned Parenthood now plans to target through legislative and legal action. As mentioned earlier, in addition to Texas, five other states have enacted laws with surgical center requirements, including Michigan, Missouri, Pennsylvania, Virginia and Tennessee, where the law was temporarily blocked by a judge, according to the New Yorkbased Center for Reproductive Rights. The group noted nine other states had passed laws that require abortion providers to have admitting privileges at local hospitals: Alabama, Kansas, Louisiana, Missouri, Mississippi, North Dakota, Oklahoma, Tennessee and Wisconsin.

Williams delivered a stirring speech that brought the audience to its feet and America to task for its continued systemic denigration and exploitation of people of African descent. His words were explosive, eloquent and profound. And if they aren’t still ringing in your ears, they should be, particularly around this time

If his speech at the BET Awards is a precursor to things to come, Williams will not be alone. Both Beyoncé and Kendrick have used their art to comment on the recent spate of video-taped police killings and beatings of unarmed Black men, women and children.
