OPENING REMARKS

Recently, I was driving down Lower Greenville on a Thursday around dinner time. I was peeking into the restaurants, and I noticed many of them were empty. I experienced something similar when I dropped in at one of my favorite watering holes in Oak Cliff on a Friday afternoon, and for the first time in a long while, I didn’t have to search for a table. And again when I made reservations for a few friends in a normally crowded restaurant in another part of town.

Granted, it’s summer, and this is a city that likes to pack bags and escape the triple-digit heat.

Perhaps more impactful, budgets are tighter for many people. We wrote an article in 2010 about 10 places where you could get $5 lunches. Save for Tony’s Pizza and Pasta on Northwest Highway, Keller’s Drive-In and Taquería Pinocho, many of the restaurants don’t have a $5 lunch option anymore, if they still exist. Dallas has become a very different place since we wrote that article. Google says the rate of inflation between 2010 and now is 52.8% in Dallas. The CPI Inflation Calculator from the U.S. Bureau of Labor Statistics says a fiver in 2010 is the equivalent of $7.66 now, but the website also looks like it’s frozen in 2005, so we’re going to take that with a pasta water handful of salt.

Real estate pricing spiked, and produce and labor costs have increased for most of our restaurateurs. Cocktail menus with $20 drinks are commonplace. For a family of four, you’re looking at a $70 ticket — at least at any restaurant priced similarly to Chili’s — if everyone’s getting a burger, water and tipping 20%.

Our restaurant graveyard is a collection of heartbreaking favorites. We’re not only mourning the food. It’s our favorite server, being a regular, the moments we celebrated at the table toward the back, the person we used to be when we frequented the joint around the corner. And maybe what we miss most is what our neighborhood used to feel like.

I don’t mean to be a Debbie Downer. (I do lean that way.)

The good news is that we always have a new chef to interview, a new concept to write about and neighbors willing to become new restaurateurs. There have been a few comeback kids in newer spaces with new hope. That’s the real purpose of our reader-forward Best Of contest (the winners of which are announced on page 12) — let’s celebrate our neighborhood.

FOOD FOR THOUGHT

Phillip Luna is feeding thousands of Dallas students every day

At 1:30 a.m., Phillip Luna begins his workday, preparing 5,000 to 6,000 school lunches. Alongside his 68 employees, Luna loads containers of freshly prepared food into 12 vans, all ready to head to schools by 8 a.m.

The operation begins hours before most students arrive at school. Luna’s team prepares each meal from scratch, making everything from sauces to sandwiches in the Guess Who’s Coming to Dinner? Lake Highlands kitchen. But Luna’s career did not always revolve around school lunch.

Before he was feeding thousands of children each day, Luna was a young chef studying at the Culinary Institute of America in New York.

After graduating and spending some time in Utah, Luna moved to Washington, D.C., where he started his first business, Seasonings Caterers, where he prepared meals for inaugural parties, senators and ambassadors.

“I ended up losing that business at the end of the ’80s with the [Savings and Loan] bank scandals,” Luna says. “Washington kind of stopped having parties, and

we had a quarter million dollars worth of business disappear in two weeks.”

At the time, Luna was only in his early 20s, and with the loss of his first major business, he decided to move back to New York and become a bike messenger for a year. During this time, he says he was looking for a city where he could re-group and start over again.

“I looked at Atlanta, Seattle, Dallas and Las Vegas, and Dallas just had the economies here,” he says. “I’m originally from San Antonio, so it just made a lot of sense to me.”

After moving to Dallas in 1991, Luna founded Guess Who’s Coming to Dinner? Caterers two years later. The company initially focused on weddings, private parties and corporate events. However, nearly two decades later, a lunch with his children at Mockingbird Elementary — then-called Stonewall Jackson Elementary — would push Luna to rethink the direction of his business.

“My kids were constantly complaining about school lunch, and I would tell them, ‘We’ve all gone through that,’ but I didn’t realize how bad it was until I actually ate with them,” he says.

Luna was shocked by what he saw. Vegetables that were supposed to be fresh and green were overcooked and brown.

So Luna began cooking lunches for his children’s school. Soon, other parents caught on and asked Luna to prepare their children’s lunches, too. After cooking for several students, however, Luna realized he was putting more time and effort into the meals than the arrangement was worth.

“I had the idea to approach the school and see if they would be interested in me taking over their lunch program,” Luna says.

The school agreed and soon, word began to spread, and other schools started approaching Luna about their lunch programs.

What started as an effort to improve his own children’s school lunches has since grown into a full-scale operation serving 17 private schools, such as The Covenant School, Dallas Christian School, St. John’s Episcopal School and more across the Dallas area. Currently, Luna’s team offers students a rotating monthly menu, incorporating vegetable purees such as cauliflower puree into its shells and cheese and mashed potatoes. The company does not serve fried, processed or canned foods.

Luna calls the program “Food for Thought.”

Behind the scenes, the operation runs on a carefully timed system. Luna and his team use a color-coded dot system to keep track of which meals are headed to which schools. Purple, for example, identifies meals for St. Thomas Aquinas, while other colors correspond to other schools.

The kitchen crew begins with the day’s menu and starts with the prep that takes the most time.

“Sauces are obviously started first because sauces take time,” Luna says.

From there, Luna’s cold crew makes sandwiches, while the daily menu includes two hot entrees, a vegetarian option, a sandwich and a salad. Depending on the school, students can also choose from hot paninis, pasta, soup and a selection of snacks, including baked chips, guacamole, cheese and crackers, and hummus with pretzels.

Luna also handles the logistics of the lunch program, from communicating with parents to managing each student’s lunch account. The company contracts with schools, but parents set up their student’s lunch account and add money as needed. At lunch, students enter their lunch numbers and pay for their food through the account.

“Some parents will, you know, throw $20,000 into an account, and other parents will add weekly,” he says.

When Guess Who’s Coming to Dinner? Caterers begins working with a new school, the company receives a list of enrolled students and their parents’ email addresses. The company then contacts parents to explain the lunch program and how to set up their children’s accounts.

“We handle all questions from parents, and we let the teachers concentrate on being teachers and the admins concentrate on being admins,” he says. “My older sister and my mother were in education, and it’s just something that I know how hard it is.”

Despite the demands of running a business that begins before sunrise, Luna still makes time for the hobbies that first drew him to Lake Highlands.

Luna has raced bikes for most of his life and spends a lot of time at White Rock Lake training. Besides racing, he also spends his time gardening at his mid-century modern home that he shares with his wife Sarah, located in Lochwood.

“I’m in the process of building a greenhouse right now, so that I can have all my own fresh herbs for the company and my personal cooking,” he says.

His work is less about the grand parties and elaborate dishes he was used to making. Instead, it’s about making sure thousands of children have a healthy meal waiting for them when they walk into the cafeteria.

“Food is fuel,” Luna says. “We’re fueling these children to go to school and be in a good mood.”

JJ’S BRUNCH EXPANDS

A Lake Highlands mainstay continues to grow

For 15 years, JJ’s Cafe has been a neighborhood staple in Lake Highlands — built on regulars, familiar faces, and the support of the community surrounding it. Now, the cafe is taking its brunch to Preston Hollow.

JJ’s recently opened its third location on July 1 at Cinco Cocinas Food Nation on Maple Avenue, a food hall bringing together several restaurant concepts under one roof. The new location serves breakfast, brunch and dinner from 10 a.m. to 10 p.m. daily.

JJ’s Cafe owner and chef, Jose Ramirez says, the expansion is both a new opportunity and a chance to continue building on the work that began in Lake Highlands.

“I’m very happy with all the support from Lake Highlands,” Ramirez says. “Through the years, you’ve always supported me, and I’m very thankful.”

The new location occupies two full kitchens within the food hall. In addition to JJ’s Cafe’s signature items like huevos divorciados ($11), migas ($10), tres leches pancakes ($9), smoked brisket omelette ($13) and much more, the new location features a coffee bar serving matchas, lattes, specialty drinks and other beverages. The space also includes a large patio, bar and event hall, with seating for roughly 200 people across the food hall.

The opportunity to expand came after Mico Rodriguez and Ray Quintanilla, owners of the building, invited Ramirez to join them at Cinco Cocinas. Ramirez says he could not pass up on the opportunity since Rodriguez was one of his inspirations when he first opened JJ’s Cafe.

“He was one of the persons I looked up to,” Rodriguez says. “He’s iconic. Everyone knows about him.”

Quintanilla says bringing JJ’s Cafe into Cinco Cocinas is part of a larger vision for the space.

“We are expanding our community, bringing together food operations from across the city to connect and share the experience of our city’s best comfort foods,” he says.

JJ’s Cafe joins a growing lineup of food concepts at Cinco Cocinas, including Picazo, Otra Vez, Wing City and an upcoming pizza concept.

“With this addition, JJ’s attention to detail and diverse menu will offer a wide variety of options for everyone,” Quintanilla says.

The food hall, previously known as Maple Food Hall, was launched in 2022 by Quintanilla and was rebranded and renovated in March 2025 when Rodriguez and Quintanilla became partners in the space.

The new JJ’s Cafe location also helped create approximately 20 new jobs. A few of JJ’s Cafe’s current employees and leads helped with the opening, while the restaurant hired additional staff.

Ramirez says, finding the right people has been one of the biggest challenges of the expansion. He says he is looking for employees who understand his vision for customer service and the restaurant’s culture.

This vision began years before JJ’s Cafe opened. Ramirez, who grew up in Simi Valley, California, began his first culinary experience when he worked as a chef at a restaurant. He started in the kitchen and eventually worked his way into food expediting and other restaurant roles.

He later moved to Dallas, eventually finding a home in Lake Highlands. Now, as JJ’s Cafe enters its next chapter, Ramirez says the restaurant’s growth is a reflection of the community that helped it get there.

“This is what I envisioned,” he says. “I feel great because of all my hard work here in Lake Highlands and all their support, and now I’m able to create more jobs and keep growing.”

Pull Through Coffee Bar is where coffee and cycling come together

“THIS IS A COFFEE FARM?”

Christina James recalls asking as she took in the green and lush mountainous landscape of Bogotá, Colombia, with her dad by her side.

James had traveled to Bogotá to reconnect with her father after his deportation from the United States. She hadn’t seen him since she was 3 years old, and at 23, she was meeting him again for the second time. Knowing about her love for coffee, her father invited her to visit a family friend’s coffee farm.

“I always felt like I didn’t know enough about coffee … and I was on that farm, and I had this connection to it,” James says.

That was 13 years ago. But today, that moment has grown into Pull Through Coffee Bar, the coffee shop James opened inside Dallas Bike Works at White Rock Lake. Equal parts cafe and cyclists community hub, the bar serves as a gathering place for cyclists and families.

But before the farm, the reunion with her father, the boost to her self-confidence and Pull Through, there was Aunt Diane and Washington, D.C.

James’ early childhood was marked by constant moves. From Mesquite to Richardson to Dallas, she spent her formative years under a strict, conservative household. She says her homeschooling left significant gaps in her education and social skills.

“When I was 17, I left home. I ran away, actually,” she says. “My education was behind, and my Aunt Diane helped me get my GED.”

Part of what pushed her to leave, she says, was feeling unable to be open to her family about her relationship with a girlfriend she had in high school. Once with her aunt, James found a different environment — one where she truly felt accepted for the first time.

“(Aunt Diane) helped me dream,” James says. “But the biggest thing was either I go back to school, go to college, or get a fulltime job.”

James chose part-time classes at a community college and a full-time job at Starbucks where she would work for a decade. She says she liked the rhythm of the work — the efficiency and the structure — but what mattered most was that it pushed her into daily interactions with people.

She moved up from a barista role into a district manager role, relocating several times from the East Coast to California, and finally back to Texas.

Once in Dallas, James decided to step away from chain coffee and focus on working with local mom-and-pop businesses like Cultivar Coffee Roasting Co. The switch from fast and speedy customer service to quality and production opened up another side of the coffee industry she had not tapped into yet.

“Jon, the owner, taught me a lot. Cultivar taught me quality and tasting (coffee) notes, and it definitely expanded my knowledge of coffee through him, and he also became a huge mentor,” James says.

But returning to Texas also left James feeling isolated. Between 2010 and 2016, she struggled with drug addiction before finding relief in an unexpected place: cycling. The White Rock Lake cycling community became her outlet. After buying her first bicycle from Trek Bicycle Corporation, James began receiving invitations to join group rides.

“That’s what actually made me move from McKinney to Dallas,” she says. “It felt like there was a lot more going on for people my age.”

In 2020, James was racing for Bicycles Plus while simultaneously going through a breakup with someone on the team. She says the breakup pushed her to search for a new bike team and ended up finding space at Dallas Bike Works. That same summer, James joined the shop’s racing team and began to see the potential of a coffee bar.

“It’s kind of desolate in that little pocket of area,” James says. “There’s not much room for other businesses to move in. It’s this little space where there’s no food, no drinks, there’s nothing else that will keep you there.”

James shared her business idea with the owner of Dallas Bike Works, Boyd Wallace.

“I jokingly over beers asked Boyd, ‘Hey, you should open up a coffee shop, and then I’ll run it.’ And he was like, ‘I don’t know anything about coffee. You should open it and then you know, pay me rent.’ And it was like we were playing chicken with each other,” she says.

Looking back, James remembers Wallace’s anticipation about opening a coffee shop.

“I had wanted a coffee shop inside since I first opened, but there was no way I could manage both, so it fell by the wayside,” Wallace says. “My only regret is that we didn’t form this partnership sooner. She turned both our visions into a reality.”

After talking to three different business owners and hearing their suggestions, James circled back with Wallace to show him a complete business plan. With Wallace’s approval, James began designing the layout of her coffee shop in 2021. However, during the beginning of construction, James lost her contractor.

“I remember Boyd was like, ‘Oh, we can do it ourselves,’ and we didn’t get open until February 2023 when it really took like a month to build,” James says.

But the two-year wait paid off.

Today, Pull Through Coffee Bar welcomes more than 400 coffee enthusiasts on the weekend and more than 250 during the week. On top of that, twice a year, it hosts a women’s ride, where women can connect in a male-dominated sport.

Saturdays bring a steady stream of runners stopping in after completing their weekend routes. On Sundays, cyclists and neighborhood families fill the shop, whether they’re browsing the bike selection or grabbing a drink before heading out for the day.

But the convenience of having a bike shop and cafe under one roof isn’t the only thing drawing customers.

“I love having a sense of humor in everything that I make or create, and the names were a big way for me to do that,” James says.

One standout is the Muscle Mommy Matcha ($9), an iced protein matcha latte James says is “for the girls.” Another customer favorite, Bonked But Not Broken ($8), is also an iced protein matcha inspired by cycling slang.

“It’s kind of a play on the saying we have in cycling when you’ve just ridden 100 miles and you’re on the verge of falling off your bike,” James says. “We usually say, ‘Oh, I’m bonking,’ meaning I’m past the point where nutrition can help me.”

James’ favorite summer drink is the Goji Matcha Sunrise ($8.75), made with goji berry syrup, coconut water, oat milk, ceremonial-grade matcha and topped with the cafe’s signature “manic pixie dust.” Another standout is the Sultry Saffron Sunset Spritzer ($8.75), a sparkling espresso drink made with saffron syrup, sparkling water and a floating shot of espresso, then finished with dried guava and mango. The summer menu will be available through September.

Thirteen years after standing on a coffee farm in Colombia with her father, James has built a place where coffee means more than just being served in a cup. It’s a place rooted in community — something James spent years searching for.

“It’s a place for everyone,” James says. “Whether you’re a dog lover from the neighborhood, live close by or a cyclist coming off the trail, people come together on that patio. I’ve watched so many people meet each other there who probably pass each other every day.”

JACKIE KAEWLAMDUAN spent her entire childhood eating traditional seafood dishes in Chonburi, Thailand. Watching her mother, Jintana, cook dozens of dishes from memory fascinated Kaewlamduan.

Today, Kaewlamduan owns three locations of Ka Thai, including the Midtown location tucked into the back corner of The Hill shopping center. At Ka Thai Midtown, every guest is greeted by the portrait of Jintana at the entrance.

In 2018, Ka Thai first appeared in the restaurant industry on Knox/Henderson. Only a 2,000-square-foot space, Kaewlamduan remembers the determination she put into her very first restaurant.

“Before I opened (Ka Thai) I went back to Thailand to learn from my mom and get all of her recipes,” she says. “I trained in Thailand for three months because I wanted to make sure that I knew everything, so I could do everything.”

After her three-month journey where she standardized her mother’s recipes to fit commercial kitchens, Kaewlamduan returned to the United States. Having only just gone through a divorce while raising a 7-year-old daughter at the time, she began to feel the pressures of owning a restaurant with little financial support.

“Nobody knew about us, and I didn’t have a lot of money to advertise or anything like that,” Kaewlamduan says. “I told myself if I don’t make this, I might not be able to see my daughter.”

Choosing the restaurant’s name also took time. Kaewlamduan wanted something easy for Americans to pronounce and also represent

her real name, Kanokporn, along with her last name and daughter’s name, Kayleigh.

Spending seven days a week in the kitchen, she would inspect every dish that came out to ensure there were no spills on the edges of plates, the food was cooked properly and that guests remained content. But in 2020, Ka Thai almost came to a standstill.

“COVID hit, and I thought, ‘Oh my god, I’m gonna die,’ but to be honest, because I stayed open, a lot of people kept ordering from us,” she says.

She attributes staying open during the pandemic as one of the main reasons her restaurant became so successful. Her 2,000-squarefoot restaurant could not handle the influx of customers, and Kaewlamduan decided to close her Knox/Henderson location and open up on McKinney Avenue instead. The Arapaho Road location opened in March 2024.

The Lake Highlands version, which opened in 2023, has a different environment than the other two restaurants. It’s more personal.

“I felt like I needed to change the concept just a little bit so it’s more like (Jintana’s) style,” she says.

Unlike her other two restaurants, which feature a breezy, beach-inspired design, Ka Thai Midtown reflects Jintana’s elegant style.

At Midtown, family-style black booths with burnt orange cushions line the back wall of the restaurant while the other side is home to Ka Thai’s sophisticated bar that is adorned with low-hanging black lamps and accent lights that illuminate the rusty brown hue of the bar wall.

Kaewlamduan grew up eating, from fragrant curries to spicy stir-fries.

“Growing up, I would wake up and smell curry in the whole house, and it’s a memory for me,” she says.

Ka Thai Midtown offers a variety of Thai dishes like pad thai with chicken and shrimp ($19.95), red curry served with bamboo shoots, eggplant, basil and bell pepper ($17.95) and tomkha udon soup with coconut milk, mushrooms, tomatoes, carrots, onions and scallions ($16.95). But for Kaewlamduan, her favorite dish isn’t one that is often sought after by customers.

“For me, it’s very simple. The basil stir fry is good and spicy,” she says. “It’s like a burger for an American. It’s easy when you don’t know what to eat.”

Although many customers come for the pad thai — a dish Kaewlamduan says isn’t commonly eaten in Thailand — she still enjoys watching guests order it. She even reduced the sweetness of the restaurant’s pad thai sauce to better reflect her own tastes while appealing to American diners.

With the success of Kaewlamduan’s restaurants shaping her life, she has decided to wait to open more locations even though she says she would like to open more Ka Thai locations outside of Dallas. However, for now, Kaewlamduan is focusing on spending time with her daughter.

“The most important thing is to take it easy for myself,” she says. “I want to spend more time with my daughter, and then if the time is right and we have good people, then I will open more locations.”

The Village’s go-to place for food and games

Achorus of cheers erupts as another score flashes across the televisions lining the walls. Beneath the strings of warm lights and rows of team flags, servers deliver sizzling pizzas, baskets of wings and ice-cold beverages to tables where conversations pause and eyes glue to TV screens. Whether it’s football season, a Saturday night out or trivia night, Over Under buzzes with energy.

That atmosphere is exactly what Over Under aims to create.

Since opening in 2019 in the heart of The Village Dallas, the sports bar has become more than a place to watch the game. Residents stop in after work, sports leagues gather after a game and neighbors linger over dinner. Led by Executive Chef Austin Wright alongside The Village and Meridian Executive Chef Eduardo Osorio, the restaurant pairs scratchmade food with community-focused events.

When Dallas prepared to welcome FIFA World Cup visitors, Over Under introduced a Match Day Passport promotion designed to celebrate the tournament. From June 12 to July 19, guests collected stamps by ordering internationally inspired food and drink specials representing the 12 participating countries. Completed passports earned entries into drawings for The Village experiences, including a staycation at The Drake Hotel and a pool cabana package.

“Over Under filled the particular niche that The Village needed,” says Brandy Spence, vice president of food and beverage operations at The Village. “We wanted it to be a community hub where people could gather for almost anything, and it really has become that.”

The menu leans into familiar bar classics while elevating them with scratch-made ingredients. Guests can dig into wings (half dozen for $9 or a dozen for $12), burgers ($16), loaded nachos ($14), soft pretzels ($8), sandwiches ($15-$16) and housemade pizzas ($16-$19).

Every Thursday, the restaurant’s pizza becomes the focus during its All You Can Eat Pizza night. Adults can eat unlimited pizzas for $15, while children 12 and younger can eat for $8. Guests can choose from margherita, meat lovers, pepperoni, BBQ chicken, shroomin’ (mushroom pizza) and a Chef Austin monthly special. Each pizza begins with dough prepared daily by The Village’s bakery.

“I love the pizza, I would put our pizza up against anybody,” Spence says.

The beverage menu leans into the food menu’s approachable style. House cocktails and craft beers are popular options, while wines are available by the glass for $12. Guests looking to hang out after work can enjoy the happy hour every weekday from 4 p.m. to 7 p.m.
