A second bridge to support city expansion ORIGINALLY completed in 1878, the EchucaMoama Bridge has been the sole carrier of cargo and pedestrians across the Murray River in the area for nearly 150 years, connecting Victoria and New South Wales. As the city of Echuca-Moama expands, its infrastructure must grow too. Following many years of planning and community engagement, the construction on a vital second crossing over the Murray River will soon commence, following the awarding of the contract to McConnell Dowell Constructors (Australia) Pty Ltd. The $323.7 million dollar project is the largest infrastructure project in north-east Victoria and is jointly funded by the Federal, Victorian and New South Wales governments. The new bridge will be north-west of the current bridge, connecting Warren Street on the Echuca side via newly constructed Crofton Street, over the Campaspe and Murray Rivers, via Meninya Street to the Cobb Highway in Moama. As part of the upgrade, a new roundabout at the Warren Street and Murray Valley Highway intersection has already been completed, with the Warren Street upgrade almost complete ahead of re-opening to traffic at the end of the year. the contactor, stage three of the build is set to commence in early 2020 and will involve the construction of the two bridges crossing the Campaspe and Murray Rivers. Federal M inister for I nfrastructure, Transport and Regional Development, Michael McCormack said, “The new bridge will have a single lane in each direction, meeting traffic demands for at least 30 years – but beyond that, the design will allow for additional lanes to be added in the future. “The new crossing for the Campaspe and Murray Rivers will also provide economic and

travel benefits right across the region and is expected to provide direct employment for up to 240 people.” The Victorian Minister for Transport Infrastructure, Jacinta Allen said once complete, the new project will boost the cross-border economy for Echuca and Moama locals with a reliable second crossing. “The new bridge will give drivers an

alternative to the existing bridge, which transports around 25,000 vehicles each day – including 1,500 trucks and heavy vehicles, helping to improve construction and improve industry productivity,” Ms Allen said. “The second crossing is expected to reduce this figure by 40 percent, which means around 10,000 less vehicles each day are driving through local roads over the coming years.”

Maude Street Mall redevelopment commences FOLLOW I NG decades of community consultation and calls for redevelopment, Greater Shepparton City Council has commenced carrying out works in the Maude Street Mall. The contract for the detailed design of the Maude Street Mall redevelopment was awarded to consultants Group GSA, following the August ordinary council meeting. Group G SA will c o mpl e t e t h e f u n c t io n a l d e s i g n , business case, detailed design and documentation of works identified for redevelopment in line with the plans. As part of the process, local firm Wat t e r s E l e c t r i c a l s t a r t e d wo rk i n va r iou s a re a s of t he m a l l on Monday, accurately locating existing infrastructure beneath the mall surface to assist with planning and costing. director infrastructure, Phil Hoare said the works would be carried out in two stages. “The first stage will take approximately one week to complete and will involve the use of scanners to assist in determining what areas will need to be examined further through excavation.” Minor excavation works to conduct a visual inspection and obtain depths of underground infrastructure in selected areas of the mall are planned to begin on Monday, October 21. We have expanded investment with millions of dollars from business and government coming into the region making Shepparton that much better for employment and opportunity. This growth has seen us improve our advantage and feature ahead of other regions as the 14th most liveable region in Australia,” said Cr O’Keeffe. “But there is more to be done. Now is not the time to be changing direction. “There is a great deal of work to be done on local infrastructure concerning the superschool and in revitalising the city centre as a preferred shopping experience, for instance, things that are now all happening.” Cr O’Keeffe is currently also deputy chair of the Regional Cities, Victoria, a com m it tee t hat encompasses 10

Higher education opportunities expand LOCALS looking to learn about legal studies and criminology will now have the option of studying locally as La Trobe brings Crime, Justice and Legal Studies to the Shepparton campus in 2020. The new major series of subjects will form part of the Bachelor of Arts and can be combined with any number of subjects through flexibility of the arts program. The program offers a perspective on the nature, role and impact of law in society. Students will take a deep look into criminology and criminal justice, incorporating the perspectives of many disciplines including history, sociology and politics. Graduates who have completed this major can look forward to career outcomes in a range of government departments including human services

and corrections and justice, working in areas such as human rights, advocacy, community education, research and policy, legal and the social and welfare sectors. Creating unforgettable memories THE dust has settled, rides have been dissembled and the smell of deep-fried food has left the air. Yep, the Shepparton Show convoy has rolled out of town following a successful two-days entertaining the region. Attendees were blessed with fantastic weather over the weekend, enjoying the animal nursery, performing horses and sheep shearing, as well as the mixture of rides, games, show bags, treats and much more. Secretary, Julie Winch said the 143rd Annual Shepparton Show was a great success, with around 4,000 in attendance

on Friday and somewhere between 12,000 – 14,000 attendees on Saturday. “We are very happy with how the animal nursery turned out and we’ve had some great responses from the performing horses.” With the clean-up still underway, Julie said the committee is already thinking about the 2020 Shepparton Show. At the moment, they are seeking constructive feedback from the community regarding this year’s show and ideas for 2020 to be submitted via email to sheppagsociety@gmail.com

First Peoples vote for Treaty representation FEBRUARY 4, 1939, has significant importance to local Indigenous Australians. It was the day some 200 residents of the Cummeragunja mission walked off, leaving New South Wales and taking up residence in the Goulburn Valley region. It was a day of protest and a demand for rights and recognition. The process has been slow. However, steps are now in place for the first time in Australia to establish an official

forum where a First Peoples Treaty can be designed. Indigenous Victorians are eligible to vote for the 21 elected representatives of this assembly. A further 11 representatives will be appointed by Aboriginal groups across the state. The polling booth in Shepparton is now closed, however eligible voters can still enrol and vote online until October 20 at www.firstpeoplesvic.org/enrol .

As Graham Briggs, managing director of Aldara Yenara said, “Our grandparents made a stance against injustice at Cummeragunja. Being able to vote in this election continues in the way people can have a say in how we move forward and all eligible people should register and vote.”

INTERNATIONAL Credit Union Day is celebrated on October 17 each year, recognising the unique contribution that credit unions make to the communities that they serve. Historically, credit unions began as members of a community or industry coming together to pool their savings in order to offer credit to others within that same community or industry. These arrangements were particularly important where there was a limited representation by or access to larger banking and credit providers, and sought to build the strength of communities both by enabling growth and investment, as well as by contributing to causes of importance to the members of those credit unions. The credit union model remains broadly the same today, with credit unions continuing to make significant contributions to their local communities.

In line with the people-first philosophy of credit unions, GMCU regularly supports more than 120 organisations and causes within our region and maintains ten branches in our local communities. A fairer deal for all AT a time when the price of water is the hot topic on everyone’s lips, Goulburn-Murray Water (GMW) has announced most of their customers can expect to see reductions in their bills from next July. The announcement comes as GMW seeks final feedback on its Pricing Submission, which will determine fees and charges from 2020 to 2024. Efficiencies and cost reductions across the business will see services maintained or improved and charges made simpler and more transparent, creating a fairer deal for all. GMW managing director, Charmaine Quick said, “GMW is a not-for-profit rural water authority and our pricing is set up to cover the costs of the services we provide to maintain our assets – the dams, channels and meters we operate – into the future. “Collaboration with customers, the transformation of the business and changes impacting on the Goulburn Murray Irrigation District

means we can reduce those costs from almost $505 million over the next four years of operations to $443 million over the next four years.” The changes proposed to GMW fees and charges are detailed in a submission summary called ‘A fairer deal for all’ – now being made available to customers. This marks the final stage of extensive engagement with customers on GMW’s Pricing Submission, which has been carried out over the last two years. These have included workshops, drop-in sessions, summit meetings and thousands of customer conversations. Well the mystery is soon to be revealed with Wild Life Brewing Co opening their doors to the public this Friday night! Helping you sort your waste CAMPASPE residents may start to see an information tag attached to their red, yellow or green bins indicating that the contents of the bin are correct or incorrect. This trial is part of an education program to help the community understand what can and cannot go into their kerbside bins. Bins that contain the wrong items, are too heavy, overfull or placed in the wrong location may receive a notice that outlines what needs to be corrected before their next collection. Campaspe Mayor, Cr Adrian Weston said, “Most people want to do the right thing and this program is designed to help residents make corrections once they receive their first notification. “Residents putting the correct items in their kerbside bins may also receive a tag thanking them for doing a great job sorting their waste.” The program is being introduced due to increasing contamination in the recyclable material arriving at the Echuca Materials Recovery Facility. This includes soft plastic, building material, food, garden waste, textiles, polystyrene and items put in plastic bags.

Banking, online shopping, all the information we need to improve our golf, it is all there but how to safely get at it? The Mooroopna Education and Activity Centre (MEAC) are now running a free computer training course for older people funded by the Federal Government, to get them familiar with computers and help them find where they can do all the things they need as well as work safely online. The course is broken down into five-

minute segments starting at the very basics about computers and even smartphones, including lessons on how to turn the machine on, then goes on and gets into more detailed usage about all you need to know to safely work with computers in a way that even I can understand. M E AC h ave t he c omput e r s a nd instructors who will very patiently help even absolute novices get familiar with computers that in turn, will open a whole new world of discovery. Graham Hill Eyecare named the 2019 Hall of Fame recipient

GRAHAM Hill OAM graduated in optometry in 1964 from the University of Melbourne and has practiced optometry in Shepparton for the last 55 years. Graham moved to Shepparton in 1965 with his wife Dawn. He joined a small practice with Allan Turner in Wyndham Street and purchased this practice in 1968. As the practice grew, he moved to Welsford Chambers and then 35 years ago, to the current location in Maude Street which expanded again in 2016 to accommodate 6 optometrists and 12 support staff. Moving to Shepparton in 1997, Mark DePaola joined Graham as co-owner of the business in 2005. With great optimism for the future of the Goulburn Valley, Mark (who unfortunately could not be there on the evening) and Graham have continued to expand the practice and are delighted with the addition of their stunning new showroom at 98 Maude Street. “It was a great honour to win the Professional Service of the Year category

in last year’s Business Awards.” said Graham. On arriving in Shepparton, Graham quickly became involved in the community joining various groups, Apex Club, Shepparton South Technical Board, and the Association for the Blind. When Graham left Apex, he joined the Goulburn Valley Base Hospital board and was president during the exciting move from Mooroopna to Shepparton. He served on the board for 25 years, 12 years as the president of the building committee. He then joined the Shepparton Retirement Village Board and served for 14 years (2 years as President), being part of the Villages’ magnificent expansion program. Graham was awarded an order of Australia in 2005 for his professional and community services, and was made life member to the Australian College of Optometry for his services to the college. He remains heavily involved with the business and the community to this day. Well-done Graham.

WE are now heading to Hwange National Park. It’s been 17 years since I was last here and l always remember the day we were at a water hole in our 4x4 when 240 elephants walked up surrounding us, but they were not interested in us, just the water. The British has set up the system of bores and pumps to keep Hwange’s water holes full. Now, the pumps are smaller and solar panels keep them running all day. We have reached our lodge for the next two nights. Robins Camp, the site we are on, was first opened as a cattle ranch back in 1934. As the cattle were moved in, word spread through the animal kingdom and prides of lions decided to take part in the smorgasbord. After the last of the cattle were slaughtered and eaten by the lions it was decided that having a cattle ranch next to a lion’s den was not a good idea. Now, years later, big electric fences are in place and very comfortable chalets have been built including pool and dining areas. Today we are on a full day’s game drive; Hwange covers a huge area and we spot many different animals and birds. For lunch, we stop at a fenced-off hide overlooking a big water hole. At first, there are only a few hippopotamus, then some elephants turn up, then some more and they keep coming. Finally, we count 130 elephants with many babies. They have all come to drink the water. Our guide says the elephants seem to know that the drought is making water scarce and even though the solar pump is bringing water to the surface they are not splashing the water about, instead just taking what they need and saving the rest for another day. We have arrived at our final destination,

Victoria Falls. This is the third time I have been here over the years and I never fail to visit the grand Victoria Falls Hotel. If you are not staying there visitors are welcome, it’s interesting to wander around the old building and the views over the lawns and the bridge across the Zambezi River make great pictures. They also run a high tea each afternoon, which is a must-do. Cutting through the serenity is the constant sound of helicopters flying tourists over the falls. It’s a must-do if this is your first visit and the falls are described by the locals as ‘the smoke that thunders’. Even with the drought, Victoria Falls is still mighty impressive. This afternoon we are going on a sunset cruise on the Zambezi. There are lots of boats that offer the service but we are doing it a little differently; our boat is a wooden yacht, complete with a single huge sail, much like those on the feluccas of Egypt. We motor out, then hoist the sail and glide across the mighty Zambezi. It’s so quiet and peaceful and there are many animals and birds to view on the banks of the river. But the big one is the stunning sunset, and as the sun goes down it’s time to say goodbye for yet another time to Africa and Victoria Falls. I would like to thank David Brown, my Travel Manager, and Adventure Destinations/ Jenman Safaris for arranging everything. Special thanks to our expert tour guide Thoulani for his great knowledge of all three countries we travelled through and to our driver Roy who took us safely over 4400 kilometres on this African adventurer. Steph draws barrier 12 IN delivering some ceremony to the running of the Melbourne Cup on the first Tuesday in November, the cup itself is being taken on a tour across Australia where 24 different towns will be given the chance to draw a barrier number in the running of the cup. This year marks the 25th year since Euroa trainer, David Hayes won the cup with imported galloper Jeune, ridden by jockey, Wayne Harris in 1994 and the draw was held on the Hayes property, Lindsay Park at Creightons Creek. Local member for Euroa, Steph Ryan MP was given to drawing a barrier from the barrel. With both barriers 1 and 24 still up for grabs, she had managed to have a tipple both ways, drawing barrier 12. In the running of the cup, whichever town has drawn the barrier that holds the winning horse will receive $50,000 from the Victoria Racing Club towards a local community initiative.

Forty pre-1980 cars to hit the road THE KFC rally is back for its second year. Founded with a mission to back young people in Australia so they can thrive and following the enormous success of last year where they raised over $250,000, 40 pre-1980 cars will embark on an epic three-day rally across the Bendigo and Heathcote region. Chris Retzos at KFC Shepparton said: “The Rally4Youth is one of many local and large-scale activities used to fundraise the projects and mentorship programs created by the KFC Youth Foundation to support Aussie youth…helping them to thrive, not just survive.” Over the three days, leaving Shepparton on

October 18, the rally will stop at a Heathcote winery, Heathcote gold mine, Hanging Rock at the Macedon ranges, Bendigo city and Nagambie Brewery, before returning to Shepparton for the final gala event. The 2019 Rally4Youth will collect money via rally participation tickets and business sponsorships, culminating into a sensational gala evening and auction at the Woolshed Shepparton on Saturday 19th October. Locals set to make a racket at championships SHEPPARTON has a strong history of producing exceptional Squash and Racquetball players. Since its inception in 1976, the Country Individual Championships has been won by a Shepparton player 22 times, including four of the last five events. Local talent, Ben Ratcliffe, has won the past two years and is on track to be the number one seed again this year.

The annual tournament is amongst players from across regional Victoria and is being held in Shepparton this year for the very first time. Hosted by GV Squash and Racquetball Club on behalf of Squash and Racquetball Victoria, the event is open to squash players from across region Victoria, who will compete according to their ability across six divisions.

All matches will be timed and played on the one day, with winners awarded based on total points won. The squash and racquetball Country Individual Championships will take place at GV Squash Club, 83 Archer Street Shepparton, on Sunday, October 20 from 10am until 4pm.
