Kaleidoscopic radars flicker across glowing screens as weather patterns shift across Europe. Prior to aircraft taxiing onto the runway, Airmen assigned to the 86th Operations Support Squadron weather flight are already collecting data that will shape the mission.
Before every flight, there is a forecast.
Operating 24/7, weather Airmen monitor atmospheric conditions, analyze data and deliver forecasts that inform aircrew, commanders and base agencies across the U.S. Air Forces in Europe - Air Forces Africa.
“It depends on what shift you’re working,” said Senior Airman Mackenzie Martie, 86th Operations Support Squadron weather forecaster. “We’re a 24-hour shop. Day shift is more customer service, swing shift is preparing forecasts, and mids is briefing. That’s when we’re briefing all the aircraft.”
Forecasting is not just reading data. It is interpreting it, especially when information does not align.
“When models don’t agree,

Before the first drink is poured on a Friday night, a team of volunteers across the Kaiserslautern Military Community is already preparing to answer the phone.
Airmen Against Drunk Driving is a volunteer-based organization that provides free, confidential rides home to service members who have been drinking and are not in a condition to drive safely. Operating on weekends and during special events, the program exists because even one alcohol related incident is one too many. For the Airmen who run the program at Ramstein Air Base, AADD represents more than a free ride. It is a direct expression of two Air Force core values: Service Before Self and Excellence in All We Do.
“AADD is a service-before-self job that you’re doing. You look at it at a bigger picture, you’re helping 10 individuals out each night make it home safe,” said Tech. Sgt. Nicholas Carroll, AADD council president. “That is potentially 10 DUIs you are stopping, 10 careers, and more importantly 10 lives that you are saving.”
Germany presents a different environment for service members, especially those stationed overseas for the first time. The legal drinking age is 18 and the blood alcohol content limit is lower than in the United States. Host nation law enforcement can also conduct traffic stops at their discretion, meaning service members are held to a higher standard on the road.
“The standards here are different from what a lot of people are used to back home,” Carroll said. “You don’t have to be visibly intoxicated. Even if you’ve only had one drink and think you’re fine to drive, you could still be pulled over. That’s why awareness is so important.”
Tech. Sgt. Khadijah Rosario, AADD council vice president, said the AADD team works to get that information out as early as possible, including briefing newcomers

upon arrival to the installation.
“We just try to push that information out as best as possible and let people know it’s not like how it was stateside,” Rosario said. “Some people don’t know that, unfortunately, so we’re making sure they hear it early.”
“I would much rather be known for ‘He called AADD’ than ‘He got a DUI.’”
The program is designed to be simple and judgment free.
nected with a volunteer dispatcher who takes down the details, and then that dispatcher informs the volunteer drivers to be dispatched,” said Senior Airman Chance McGee, AADD unit point of contact coordinator. “The service is free and completely anonymous.”
Tech. Sgt. Nicholas Carroll AADD council president
“An Airman who needs a ride calls the hotline number, gets con-
AADD operates with a minimum of one dispatcher and three drivers each night. Volunteers use their personal vehicles and come from every branch of service across the KMC.
The program also plays a direct role in supporting mission readiness.
“We are keeping Airmen safe and mission capable,” Rosario said. “Any Airman we lose to an incident is being taken out of the fight and leaving us short handed. The program is a force multiplier. It’s keeping people in the fight and ensuring the health, welfare and readiness of Airmen across the board.”
One of the most important messages the AADD team delivers is that calling for a ride is an act of responsibility, not a sign of weakness.
“Asking for a ride takes courage,” McGee said. “Admitting that you need help in that situation
shows that you are mature enough to prioritize your safety and the safety of others. You’re committing to the Air Force over any sense of pride or embarrassment. It’s the ultimate act of taking responsibility for your actions.”
McGee and Caroll agree that the choice comes down to how an Airman wants to be known.
“I would much rather be known for ‘He called AADD’ than ‘He got a DUI,’” Carroll said. “You’re not only putting your own life at risk when you get behind the wheel. You’re putting someone else’s life at risk, someone who could not even be associated with you tonight, whether that’s somebody in our host nation or back stateside. You’re making a decision for them, and that’s not responsible.”
Rosario said being part of the program is about leading by example and bringing that standard back to her section.
“As a supervisor, we try to have behavior that our troops can model,” she said. “By signing up and being part of the council, I’m trying to set an example and bring that information back to my section. It’s about being a good Wingman for real. Not just saying it, but truly looking out for the person next to you and holding them accountable.”
For Carroll, the program reflects what it means to represent the United States while serving overseas.
“Excellence in all we do, on and off duty,” Carroll said. “If you’re excellent at work, be excellent at home. I don’t like it when people shed a bad light on us personally. That’s why I think this program is so important.”
For any Airman heading out this weekend, the AADD team has one message.
“Before you take your first drink, know how you’re getting home,” Carroll said. “Have your designated driver. Have money for a taxi. And above all else, have our number. You have multiple chances to make the smart choice. Please make it.”

that’s the stressful part,” Martie said. You’re trying to figure out what’s actually going to happen and make the best call you can.”
That call matters.
“If we didn’t exist, pilots wouldn’t be able to properly plan,” she said. “They could fly into hazards or run into conditions they weren’t expecting.”
For Staff Sgt. Matthew Nicholson, 86th OSS weather forecaster and Air National Guard augmentee, the responsibility extends beyond prognostication.
“We give our Airmen a lot of responsibility early,” Nicholson said. “They’re on shift by themselves, making decisions and supporting real-world operations.”
That level of trust requires deliberate mentorship.
“The biggest challenge is figuring out how each person learns,” he said. “Once you understand that, you can teach in a way they’ll actually use when it matters.”
Airmen must be able to process all of the information coming at them quickly, all while staying organized and making decisions under pressure.
“You have things coming in from all sides,” Martie said. “You have to stay on top of it and keep everything moving.”
As aircraft prepare for departure, the forecast has already been completed. Behind every flight is a team of Airmen interpreting the atmosphere, making the call and ensuring operations move forward safely.

with them on their career journeys, including the challenges and setbacks they have faced along the way.
Service members across the Kaiserslautern Military Community gathered at Vogelweh Chapel for the Exceptional Leadership Forum, an event designed to connect service members with senior leaders through open discussion on leadership, mentorship and professional development, March 15.
The forum is an ongoing once a month event organized by Capt. Rotimi Adedokun, a 86th Chaplain Corps chaplain at the Vogelweh Chapel. It was designed to give service members the chance to be faceto-face with leaders and connect
“It’s a leadership forum,” Adedokun said. “The goal is to connect Airmen with leaders who have walked through different stages of their careers and share what they’ve learned.”
Adedokun describes that the intent of the forum is to help junior enlisted personnel across all branches a chance to see themselves within the past experiences of leaders and show they once stood where the junior service members stand now.
“Some people almost left the Air Force,” he said. “Some struggled at work or faced personal challenges

but they had mentors who helped guide them through it. Stories like that help Airmen see that where they are today doesn’t define where they can go.”
Lt. Col. James R. Morris, 37th Airlift Wing commander, was a guest speaker and shared his perspective on leadership and the responsibility leaders have to mentor the next generation of Airmen.
“Leadership development is important because at every level we’re all leaders,” Morris said. Whether we’re in a position of authority or not, we influence the people around us.”
During his remarks, Morris was asked to describe leadership in one word. His answer was trust.

U.S. Air Force Lt. Col. James R. Morris, 37th Airlift Squadron commander, answers questions from participants of the Exceptional Leadership Forum at Vogelweh
March 15. Morris was a guest speaker of the forum and shared his insights on how to be an effective leader no matter the rank.
“Trust is the foundation,” Morris said. “As a leader you have to extend that trust to your team immediately and in return you earn that trust through your actions and how you take care of your Airmen.”
He added that accountability and communication are essential to maintaining that trust, especially when leaders must make difficult decisions.
“Effective leadership is accountable leadership,” Morris said. “When we ask people to do hard things or make tough decisions, we owe them the context and the ‘why’ behind it as much as we can.”
The forum, although held at the chapel, is not faith-based and
Adedokun hopes to expand beyond the chapel setting in the future by bringing similar leadership discussion to squadrons and units across the installations.
According to Adedokun, many Airmen early in their careers face demanding schedules and uncertainty, which can make it hard for them to picture themselves succeeding in the service.
“People need to see a reflection of who they want to become,” Adedokun said. “They need to know leaders are human too.”

Being a part of the largest population of U.S. citizens outside the continental United States means facing unique challenges and threats. Terrorism is the most notable of those threats, requiring vigilance and awareness from all members of the total force community to make sure no threats are ever carried out.
Emily Roemer, Antiterrorism Officer with U.S. Army Garrison Rheinland-Pfalz’s Directorate of Plans, Training, Mobilization and Security, encourages Soldiers and families to remain vigilant and aware of any potential threats and report any suspicious activity to the right channels.
Roemer highlighted a few important things to look out for when out in public.
“A good rule of thumb to go by is if it looks sketchy, it probably is,” said Roemer.
She explained that if anything looks strange or out of place, like a person wearing overly concealing clothing in the summer heat, someone surveying or taking notes on a place of interest — particularly a military installation gate or high-traffic area – it deserves a second look.
Roemer said high school students and young adults are helpful sensors for suspicious activity and encourages students to trust their gut and know how to use their resources to report any suspicious activity they notice.
“Even if students aren’t comfortable going directly to the police, telling a parent or teacher works just as well,” said Roemer.
Maintaining Operational

Security, or OPSEC, is another measure everyone can practice to protect themselves and their communities.
“It’s hard to grasp just how many people out there can be listening for information,” Roemer cautioned.
OPSEC means being mindful of what information you’re posting or talking about. Always double check to make sure social media posts, conversations you’re having in public or any other form of public communication does not contain any sensitive information that could be harmful if it falls into the wrong hands.
Being careful of what ques-
tions you answer is also important, Roemer said. Bad actors may pose seemingly casual or normal questions that, while sounding innocent, are really attempts to get sensitive information.
She advised that if a stranger asks probing questions about deployment history, operations, training schedules, unit names or temporary duty, you should avoid answering to protect sensitive details.
Additionally, Roemer noted that high-traffic areas and mass gathering events are at higher risk for potential threats.
“Parades, concerts, and especially the yearly Octoberfest cel-
ebrations provide a lot of opportunities for bad actors to take advantage of,” said Roemer.
While it’s always a good idea to be mindful anytime you’re out in public, Roemer said it’s important to be extra vigilant for threats and suspicious activity around places and events like these.
USAG Rheinland-Pfalz’s awardwinning anti-terrorism program always works to ensure the garrison and our communities are always supported and prepared for any threat that may arise.
To report any suspicious activity, call the garrison’s Military Police at 0611-143-541-7007/7008 or DSN 531-2677, or use the garrison’s

suspicious activity reporting tool, https://forms.osi.apps.mil/r/j7VryiMv4g. In the event of an emergency, dial 110 for law enforcement or 112 for fire services from any phone to connect with emergency services.

A U.S. Air Force C-130J Super Hercules cargo aircraft drops two bundles of humanitarian supplies during a humanitarian mission known as the “Chabelley Care Drop” at Chabelley Airfield, Djibouti, Feb. 21. The event showcased how Chabelley Airfield enables reliable and secure aviation support for missions across the region.
CAMP LEMONNIER, DJIBOUTI
Airmen assigned to the 449th Air Expeditionary Group, alongside supporting U.S. Army service members assigned to Combined Joint Task Force–Horn of Africa, executed the first humanitarian airdrop launched from Chabelley Airfield, Feb. 21, delivering humanitarian supplies to children in nearby Chabelley Village.
Dubbed the “Chabelley Care Drop,” the mission was coordinated with the U.S. Embassy, local community leaders and various units across the 449th AEG and CJTFHOA, reinforcing ongoing efforts to strengthen relationships and support cooperative humanitarian engagement in the region.
“Today’s care drop shows what Chabelley Airfield can do: conduct precise air operations and coordinated ground activity safely and effectively, in coordination with the U.S. Embassy, local community leadership and Airmen across the 449th AEG,” said U.S. Air Force Lt. Col. Lawrence Melnicoff, 776th Expeditionary Air Base Squadron commander.
The mission delivered approximately 3,200 pounds of humani-
tarian supplies, where coordinated ground teams recovered the supplies before transporting them to the village for distribution to 150 residents.
The humanitarian mission reflected how operational airlift capabilities can be applied beyond traditional taskings when aligned with community engagement efforts.
“The Squadron’s primary mission is to provide intratheater airlift and airdrop to forces supporting critical U.S. Africa Command lines of effort,” said U.S. Air Force Lt. Col. John Zirkle, 75th Expeditionary Airlift Squadron commander and aircraft commander during the humanitarian airdrop. “Events like this allow us to apply that capability in a way that directly benefits our host nation partners.”
Beyond the operational impact, the airdrop also highlighted the adaptability and professionalism Airmen bring to missions across the area of responsibility.
“Our Airmen train to operate in complex environments, and today you see that same professionalism applied to a community-focused mission,” Melnicoff added.
Local leaders welcomed the engagement and emphasized the importance of continued collaboration.
“It has been a positive meeting
between the village and the military members,” said the Chabelley Village elder. “Opportunities like this allow us to build stronger relationships and better understand one another.”
The elder expressed hope that the effort would continue in the future.
“If we are able to conduct activities like this on a regular basis, it will be mutually beneficial for both the community and the installation,” he added.
The event reflected cooperation between U.S. forces, and the surrounding community, demonstrating how partnership and coordination can translate planning into meaningful action.
The care drop underscored the airfield’s broader role in enabling both regional operations and cooperative engagement efforts. By combining readiness with community outreach, U.S. service members across the area of responsibility reinforced their commitment to strengthening relationships with the surrounding community.
As Chabelley Airfield continues to serve as a strategic platform in Djibouti, initiatives like the “Chabelley Care Drop” highlight how operational capability and partnership can advance shared interests and build enduring trust.

Welcome back! After having explored Kaiserslautern’s early days and the age of Barbarossa, we’ll dive into the more recent developments and storms of history this week.
Almost ninety years after Barbarossa’s 38-year reign, Kaiserslautern received its city rights in 1276. This important milestone occurred when King Rudolf von Habsburg granted the settlement the privileges of an imperial city. In medieval Europe, such a charter wasn’t just an administrative formality; it marked a transformation. It gave the town the right to selfgovern and build fortifications, all of which sparked economic growth and reinforced its strategic significance in the region and brought about a construction boom.
Construction of Stiftskirche began in 1250 and was completed about 1350 with an open market behind it. In 1284, King Rudolf of Habsburg gave permission for the construction of the St. Martin Monastery in Kaiserslautern, a monastery of the Franciscan Order founded in 1210. About ten years later, it was expanded to include a Gothic-style church, the present-day St. Martin’s Church. Thereafter, a wall was built to protect the city, a partial section can still be seen in the church’s courtyard. At that time, the town’s population was about 3,000 people and was much smaller than today. The term “Kaysersluthern” was first recorded around 1538. The eastern city gate was at Kaiserbrunnen (corner Mainzer/Mannheimerstrasse), the town stretched along Steinstrasse to Marktstrasse, through today’s pedestrian zone to Pirmasenserstrasse and ending at the western gate at Richard-WagnerStrasse. A small fountain marks the end of medieval Kaiserslautern, and a model (about 1600) can be viewed at Theodor Zink Museum in Steinstrasse.
Centuries came and went and while Kaiserslautern prospered it also found itself caught up in the broader, brutal currents of the Thirty Years’ War (1618–1648), a conflict that devastated vast areas in Central Europe. As tensions between Protestant and Catholic factions escalated, the Palatinate—of which Kaiserslautern was a central part—became a strategic flashpoint. In 1619–1620 Adam Stapf was commissioned to construct a fortress, a defensive structure reinforcing the town’s military resilience against the onslaught of hostile armies but was damaged during the enduring turmoil and later simply fell to ruins.
Despite all efforts, by 1648 only about 10 percent of the population was still alive and in the wake of widespread depopu-

lation Count Johann Casimir understood that economic recovery and lasting stability depended on bringing new life to the region. His era saw a gradual return of people through a mix of measures: offering land grants and fiscal incentives, easing some of the harsh feudal restrictions, and investing in infrastructure improvements to signal that the region was rebuilding. He also invited people of Austria, Switzerland, France and northern Italy to immigrate to the region, resulting in the fact that about 70 percent of Palatinates in the region (and neighboring Saarland) have ancestry from these areas.
In the 18th century French and Germans continually fought until the French eventually destroyed Barbarossa’s castle and the city towers. In 1804 Napoleon visited the city to view the battlegrounds near Morlautern. During this visit Johann Goswin Müllinghoff asked him for approval to tear down the dilapidated Richardis Chapel at Stiftskirche, then opened his pharmacy there in 1811. As a sign of his gratitude, he added the imperial eagle over the door and the vintage-style pharmacy left of the church still bears the name “Adler Apotheke.”
In 1815 Kaiserslautern then came under Austrian-Bavarian rule and became a province of Bavaria in 1816, as did the whole Palatinate. It remained so until French troops occupied it again after World War I until 1930, on the brink of the National Socialist era.
The next chapters of Kaiserslautern’s history unfold against the backdrop of Europe’s industrial revolution. During the 19th century, the city became a focal point of political change, illustrated by its active role in the Palatinate democratic revolution of 1848–49. On July 1, 1848 the train station was opened and as industrialization took hold, ironworks, cotton mills, and other manufacturing ventures spurred rapid urban growth. In 1862 the Pfaff Sewing Machine factory was opened, leading to global success. By 1900, Kaiserslautern had emerged as one of the foremost industrial centers in the region,
bolstered by its thriving mechanical sectors that paved the way for its modern transformation.
The Fruchthalle was completed in 1846, originally intended as a covered market hall and later developed into a fine concert hall with excellent acoustics. During the groundbreaking ceremony in 1843 Bavarian King Ludwig I entitled the city “Barbarossastadt” for the first time. The Lauter River that flowed freely through the city was covered for hygienic reasons at that time (but flows underneath the hall) and was later partially uncovered again on the premises of the Gartenschau in 2000.
Strategic and Tactical Importance
Due to its location in southwest Germany — close to critical transportation routes and military infrastructure — Kaiserslautern became a target for both strategic bombings and ground operations during the war. In 1940 and 1941 Kaiserslautern was so heavily bombed by Allied Forces that the city had to be evacuated at least three times. Up to 70 percent of the city and its infrastructure were destroyed and the exact number of casualties, including civilians, is undetermined. As the tide turned in favor of the Allies in early 1945, American troops rapidly advanced into the region. On March 20, 1945, U.S. Forces entered Kaiserslautern during Operation Undertone, where the troops were warmly welcomed by the relieved populace, and also marked the end of the war for the immediate region.
In the aftermath of World War II, the city was again rebuilt from ruins, and Kaiserslautern eventually became home to the largest U.S. military community overseas.
Time to celebrate
After enduring turbulent eras, the resilient spirit and unwavering optimism of Kaiserslautern’s people have paved the way for success. This year, the city proudly celebrates 750 years since receiving its city rights, a milestone that reflects centuries of hope and perseverance.
Throughout the year, a series of special events, including a German-American Day in early May, will be held to honor this remarkable legacy. The city is also offering special group tours in English, such
as a city bus tour, a guided cemetery tour, a guided historic walk, Hohenecken castle, K’town for kids and more. The yearly Army Emergency Relief campaign kicked off on installations across the world on March 1. The campaign, which runs until June 14, educates Soldiers about the types of AER assistance available to them and provides the opportunity for them to donate to help fellow Soldiers.
To jump start this year’s campaign, the garrison hosted several kick-off events, including breakfasts at dining facilities in Baumholder, Kaiserslautern and Landstuhl, and a cake cutting in Sembach.
Jessee Dean, AER specialist with USAG Rheinland-Pfalz Army Community Service, said the garrison’s goals for this year are to reach a 20 percent participation rate for all active duty soldiers and to notify all active duty members of the services AER provides.
Dean said that during last year’s campaign, USAG Rheinland-Pfalz contributed $31,585 to the campaign. This year’s goal is to exceed that total and take in at least $32,000 in donations.
The Army Emergency Relief fund has provided soldiers and Army families with over $2 Billion in financial assistance to nearly
four million people over the last 84 years.
“AER is one of the best organizations helping soldiers and families,” said USAG Rheinland-Pfalz Command Sergeant Major Randy Rivera, noting that AER provides soldiers with zero-interest loans, grants and a variety of different types of financial assistance, including scholarships for dependent spouses and children for up to a four-year degree.
Rivera also explained that AER offers grants for soldiers and families’ permanent change of station travel and emergency leave. They offer coverage for up to $500 or 50

percent of the price of airline tickets for emergency leave, and even financial assistance for things like car repair.
AER is solely funded by donations from active duty, U.S. Army Reserve, Army National Guard and retired Soldiers, and other organizations whose goal is to support Soldiers during times of financial difficulty.
If you are interested in donating, head tohttps://www.armyemergencyrelief.org/donate/ and select one of the two donation options –standard online donation via bank card, eCheck or PayPal, or a recurring payroll allotment. Additionally, cash and check donations can be given via DA Form 4908, which can be obtained through and turned into AER Unit Representatives.
For more information on the Army Emergency Relief Fund Campaign and how to support, visit the official AER website athttps:// www.armyemergencyrelief.org/ donate/, contact your unit AER representative, or reach out to Dean at +49 (0) 9641-70-5419012

by Air Force Master Sgt. Heather Clements 446th Airlift Wing Public Affairs
The sound of pounding feet on asphalt synchronized to Air Force Senior Master Sgt. Tiffany Hallmark’s heartbeat as she crossed the mile 20 mark. Doused in sweat, stomach involuntarily empty since mile 7, Hallmark anguished through the final 6.2 miles toward the finish line. In her 18th marathon, she knew the feeling of triumph would follow this pain.
“At some point in every one of those races I’ve wanted to walk off the course,” she explained. “And I can tell you there have been many points in my military career when it’d been like that ... but it’s about being able to persevere through those hard things while also concentrating on what you’re in right now.”
This mental resilience has been crucial during her diverse Air Force career. She credited her success to mindfulness and treating professional challenges like miles in a race.
“When you’re running, it’s about concentrating on the mile you’re running right now,” Hallmark said. “I know I have 20 miles left, but I am only going to think about mile 6. And so, in the military, I’ve really tried to do that.”
That focus is the bedrock of a grueling training regimen that precedes every race. Preparing for
a marathon is a monthslong commitment involving more than just long-distance runs.
Hallmark’s typical training week consists of speed workouts, tempo runs to build endurance, recovery days, cross-training and one progressively longer run that can last for hours — all supported by a strict focus on nutrition and hydration. Her daily running habit evolved into a more balanced and sustainable approach to fitness.
“Before I had my kids, I was running 80-90 miles a week and the amount of food you have to eat for that is ridiculous,” she confessed. “Even though I was eating what most people would consider, for my weight and size, an insane amount of food … it was not enough.”
Running has always been a constant in Hallmark’s life, something she can rely on. But finding the balance of fitness that works for her body, mind and busy schedule was a challenge. Now, she compares her running routine to being as normal as having a morning coffee.
“Now that I have a coach helping me, I am running 55 miles a week,” she said. “My weight maintains, and I feel strong on my runs.”
That philosophy of finding a balanced, effective approach extended directly to her work. As the chief of cyber operations for the 446th Force Support Squadron at Joint Base Lewis-McChord, Washington, her leadership focuses on her peo-
ple. Air Force Senior Master Sgt. Dwyane Williams, her noncommissioned officer in charge, praised her mentorship.
“Hallmark exemplifies the Air Force core values, and she motivates us in more than just fitness,” Williams said. “She is a great asset to the team.”
Her holistic approach to readiness embodies a recent shift in the service. The Air Force introduced new standards and scoring models to its Physical Fitness Readiness Program. This new program is designed to better prepare airmen for modern challenges and to help them stay healthy for their entire careers.
For Hallmark, this focus on the whole person has always been her primary mission.
“We are all giving something to the military, but I want to help my people become the best version of themselves too,” she explained. “I am passionate about that, about taking care of people — that’s what I want to do every day.”
In the end, Hallmark said every finish line crossed serves as a powerful reminder. That feeling of hard-won triumph as she crossed the finish line of that 18th marathon is what she strives to replicate in her squadron. By showing her people how to endure the race with a steady pace, she ensures they are not only fit to fight, but ready to finish strong, delivering the resilient and combat-ready Airmen the Air Force needs to succeed.

U.S. Army Europe and Africa Band and Chorus and members of the Koblenz Army Music Corps, Das Heeresmusikkorps Koblenz, perform at the German-American Friendship Concert held at the Fruchthalle in Kaiserslautern, March 7.
by Mary Del Rosario U.S. Army Garrison Rheinland-Pfalz
As a gesture of appreciation to the German communities surrounding Kaiserslautern, U.S. Army Garrison Rheinland-Pfalz hosted its annual German-American Friendship Concert, March 7 at the Fruchthalle for an evening of music and friendship.
The evening’s program featured performances by the U.S. Army Europe and Africa Band and Chorus, whose musicians and vocalists guided the audience through a program ranging from classical compositions to contemporary favorites.
USAG Rheinland-Pfalz commander Col. Jeffery Higgins said the concert is a way to appreciate the German communities that have supported the U.S. military presence in the area for decades.
“Tonight’s concert is a way to build new bridges while reinforcing the historic bond between our communities,” he said. “Most

importantly, it’s our opportunity to say, ‘thank you’ to this wonderful city and its incredible people.”
The annual tradition began in 2014 as a way to honor a partnership that dates back to the arrival of U.S. armed forces in the Kaiserslautern area over 70 years ago.
Traditionally held in October, this year’s event marked the first time the concert was celebrated in the spring.
Petra Lessoing, the garrison’s host nation advisor, has been a key organizer of the event, connecting the German and American communities in the area.
“The German-American Friendship Concert is a highlight in my life,” Lessoing said. “The U.S. Army Europe and Africa Band and Chorus are such excellent performers. It is so much fun to listen to them and watch how they perform on stage.”
Lessoing said that when German community members pick up their tickets at the German-American Community Office, many
describe the concert as a cherished tradition and a fixed date on their calendars.
The spirit of partnership continued both on and off stage. Musicians from the Koblenz Army Music Corps, Das Heeresmusikkorps Koblenz, joined the USAREUR-AF Band and Chorus for select performances, highlighting the close relationship between the two forces.
Soldiers from the garrison’s Headquarters and Headquarters Company and Better Opportunity for Single Soldiers organization demonstrated partnership in action as they worked alongside German student volunteers from the Burggymnasium High School in Kaiserslautern to support the event.
Anna Bluhm, a Burggymnasium student who volunteered for the event, said the experience was meaningful, because it brought the two communities together.
“Working with U.S. Army Garrison Rheinland-Pfalz Soldiers showed how cooperation and teamwork can make something special possible,” Bluhm said. “I’m
happy I was able to be a part of it.”
USAREUR-AF Band and Chorus executive officer 2nd Lt. Andres Peltier-Salazar said the concert continues to highlight the partnership between the United States and Germany.
“The German-American Friendship Concert is a longstanding tradition that exemplifies the enduring partnership and mutual respect between the United States and Germany,” he said. “This event also provides a unique opportunity for U.S. Soldiers and their German counterparts to collaborate, learn from one another, and build lasting relationships.”

NAPLES, ITALY — For Staff
Sgt. Steven Melendez, the NonCommissioned Officer in Charge of the Naples Branch, the uniform is only part of his story. He is a father, a husband, a mentor and now, a magna cum laude graduate from Northbridge University with a bachelor’s degree in criminal justice. His journey is a great example of what it means to be a provider in every sense of the word.
Balancing the demands of a military career with education is a challenge for anyone, but Melendez pursued his degree while handling permanent change of duty locations, rotations and new missions, a testament to his commitment.
He started his academic journey in 2018 and through “long days and even longer nights,” while supporting food safety missions in Poland, Kosovo and locally.
He successfully earned his degree in 2026. He credits the Army’s Tuition Assistance program for making his academic goals financially achievable.
“Everyone can earn a degree, time isn’t an impairment,” he says, hoping to inspire others. “You can
do it if you want to and do it regardless of ops tempo, there’s never the perfect time.”
For Melendez, this accomplishment was deeply personal. With a wife and two children, he is driven by a profound sense of responsibility.
“I know I’m in the military but my wife deserves both, share the workload,” he states, emphasizing the partnership he shares with his wife. His desire to provide a good life for his family is the ‘why’ behind his relentless pursuit of self-improvement.
The degree not only opens up more opportunities at work but also serves as a powerful lesson for his children. He wanted to show them that “If I can do it, anyone can do it.”
His journey wasn’t a solo mission. Melendez is quick to express his gratitude for the support he received from his family, his leadership and the university.
“I appreciate my leadership so much,” he says, acknowledging how they helped him balance mission requirements with school assignments. This collaborative spirit, where the mission always came first but his personal goals were supported, was crucial to his success.
Originally from Puerto Rico, Melendez’s path to the Army wasn’t
a direct one. He initially worked in restaurants as a cook, a passion that has stayed with him. He joined the U.S. Army without a designated Military Occupational Specialty and had to attend the English school in Lackland.
From there, he was slotted to become a food inspector, a role he has come to embrace and excel in.
“Cooking was a passion from the past, so this was a good fit,” he reflects. “Now, I can’t see myself doing anything else.” His career has taken him from North Carolina to Germany, Colorado and now Italy, where he enjoys the new bonds forged during missions and audits.
With his bachelor’s degree now complete, Staff Sgt. Melendez is already looking toward the future. He has his sights set on becoming a warrant officer and earning a master’s degree, following in the footsteps of his brother, who holds a master’s and served as an inspiration.
His story is a powerful reminder to always “move with purpose,” demonstrating that with dedication and a strong support system, any goal is achievable. Melendez’s journey is a blueprint for success, not just as a soldier, but as a provider, a leader and a lifelong learner.

In a display of camaraderie and tactical skill, American service members from across the Kaiserslautern and Stuttgart Military Community joined their German Bundeswehr counterparts today for the Schützenschnur, a prestigious German armed forces badge for weapons proficiency.
The competition not only tested the participants’ marksmanship but also strengthened the spirit of cooperation recently forged during the German-American Friendship Days in Ramstein.
The diverse American contingent included soldiers from Public Health
Command Europe, Veterinary Readiness Activity, Rheinland Pfalz, security forces from the 596th United States Forces Police Squadron, a member of the 86th Medical Squadron from Landstuhl Regional Medical Center and several of their Navy counterparts. This broad participation underscores the deep level of cooperation between the allied nations.
The Schützenschnur, a tradition with deep roots in German military history, is a highly respected decoration and a testament to a soldier’s shooting prowess.
Participants fired the German G36 rifle and the P8 pistol. The G36 is a 5.56x45mm assault rifle that has been the standard issue for the

Bundeswehr since 1997 and the P8 is the German military’s standard service pistol.
For many of the American participants, the experience was a unique opportunity to step outside their own military’s standard procedures and equipment.
Sergeant Jhonas Lopez, Brigade S1 noncommissioned officer in charge at PHCE, shared his enthusiasm for the cross-cultural exchange.
“I enjoyed the most was getting to work with our International partners and get a feel of their weapon systems and comparing it to what we use on the U.S. side,” said Lopez.
The event was not without its trials.
The demanding course of fire pushed the service members to their limits.
“The most challenging part was having to move to the next fighting position and engage the target,” Lopez explained. “My heart rate was running and it made it more interesting.”
Despite the difficulty, Lopez said his goal was to earn the highestlevel badge. “Gold is the standard!” he declared.
The sentiment of partnership and mutual respect was echoed by the German hosts.
“My goal is for everyone to have fun, stay safe and earn a
Schützenschnur they can wear with pride,” stated Bundeswehr Senior Master Sgt. Brian Wagner. “Above all, this was a chance to build partnerships with our allies, connect and
exchange expertise.”
Notably, all participating soldiers from Public Health Command Europe achieved the gold standard. Earning the gold Schützenschnur, the highest of three levels, requires a soldier to achieve the top score on all weapon systems in the competition, demonstrating exceptional marksmanship.
The following soldiers from Public Health Command Europe were recognized for their participation:
• Capt. Javier Pino
• Sgt. 1st Class Marissa Henson
• Staff Sgt. Tatiana Jones
• Sgt. Syarra Bermudez
• Sgt. Dayton Crawford
• Sgt. Jhonas Lopez

of good order. In all honesty, Japanese gardens are needed now more than ever.
Fortunately for you, Kaiserslautern is home to the Japanischer Garten, Europe’s largest Japanese garden and an excellent one, to boot. If you haven’t been yet, there’s no time like the present.
Understanding the garden
Essentially, a Japanese garden is like a living painting. Everything is coordinated to offer visitors the utmost feeling of orderliness. When you visit one, you feel like the world makes sense – and that you are an essential part of that world.
The Kaiserslautern Japanese Garden pulls this off really, really well. The bulk of the garden is designed to make sure that key natural concepts are in complete harmony. These include:
• Space: the garden’s layout is designed to maximize how things fit together horizontally, vertically, near and far. This includes an aversion to symmetry when it comes to non-buildings: you won’t find straight angles or anything that really screams “I was designed by a human!” in the garden.
• Paths: these are essential to giving a visitors a feeling of total immersion. They also work together wonderfully with the water and vegetation features, so that you can visit during different seasons and get totally different experiences.
• Water and vegetation: the garden contains pond gardens (which are as cool as they sound), a large waterfall, and an essential feeling of “flow.” It

also offers an incredible assortment of greenery that definitely looks as though world-class pruners have been hard at work. Some of the trees will take your breath away.
History of the Japanese Garden
The garden opened its doors in 2000, but the idea stretches back nearly 30 years. Established on a site that was previously a sort of urban wasteland, it has grown in leaps and bounds since then. Expansion really accelerated prior to the 2006 World Cup, in which Kaiserslautern was a host city: Team Japan played a game in the city, and were visitors to the garden.
Since then, the garden’s caretakers have continued to work to make it into
one of the premier showcase locations in
Tickets to inner peace Park operating hours are 10 a.m. to 6 p.m. in March, April and October, and 10 a.m. to 7 p.m. May through September. The park is open Tuesday through Sunday (though the garden is often opened on holiday Mondays). It is always a good idea to check the website (https://www.japanischergarten.de/) before you go.
Ticket prices are very reasonable. Adult tickets cost €6.50 and children up to 11 years old are free. One-euro reductions are available for students, and there is an evening rate of €5.50 per ticket for adults after 5 p.m.
