When Senior Airman Hannah Lillund heard her neighbors screaming for help last year, her training took over. Because of that, an infant is alive today.
Lillund’s quick actions to clear baby Eumi’s airway became a powerful reminder across the Kaiserslautern Military Community that these skills can make a huge difference in the lives of those around us. For Airmen, dependents and anyone with base access, that readiness begins long before an emergency happens.
At Ramstein Air Base, one of the most accessible options to receive CPR and first aid training is through the American Red Cross Ramstein Office.

He said the organization trains about 700 people a year in CPR and Basic Life Support training, putting the monthly average students at approximately 70 students.
For families with infants or families preparing for a child, CPR skills provide a measure of confidence if an emergency happens. The Adult and Pediatric First Aid/CPR/AED course costs $18 and covers essential skills needed to help someone before
first responders arrive.
“I had an incident in my personal life where I had to save someone close to me from choking,” said Taylor Roe, the Red Cross Ramstein Office training services lead. “The teaching I’ve received here gave me the skills necessary to help save their life.”
Lillund didn’t know she would respond to a choking infant that day. Lucas and Edlin didn’t know their infant daughter Eumi would suddenly stop breathing. Every emergency looks different, but what remains the same is the value of being ready.

Hudson native, combat veteran promoted to rank of

A Hudson, Illinois native and 1998 graduate of Normal Community West High School was promoted to the rank of colonel in the U.S. Army Dec. 19, 2025.
U.S. Army Col. Paul Hester, who currently serves as the Force Health Protection Officer at Medical Readiness Command Europe, has had a long and varied career in service to his country. Hester has a diverse and decorated military career spanning from veterinary medicine to environmental science and multiple combat tours.
Hester’s journey in the Army began after he graduated from Iowa State University with a Doctor of Veterinary Medicine. He was commissioned as a captain in the Veterinary Corps and served as a Veterinary Corps Officer at Fort Riley, Kan., from 2006 to 2008. In 2008, he voluntarily reclassified as a Medical Service Corps officer and began his first tour as an Environmental Science and Engineering Officer in Camp Henry,
Korea, with the U.S. Army’s 19th Sustainment Command.
From 2009 to 2011, he served as a project officer with Public Health Command West at Fort Lewis, Wash.
In 2011, Hester deployed to Afghanistan with the 1st Brigade, 25th Infantry Division. During his deployment, he sustained severe injuries in a blast. After a short period of recovery at home, where he
met his newborn son, Mark, for the first time, he returned to Kandahar.
Upon his return to Afghanistan, his then-company commander, U.S. Army Lt. Col. Daniel Winnie, concerned for his safety, reduced his battlefield circulation to a minimum, a key tenet of preventive medicine.

where he served as the chief of Environmental Health and chief of Industrial Hygiene at Medical Department Activity Alaska from 2012 to 2014. In 2014, he took command of the 154th Medical Detachment Preventive Medicine at Camp Walker, Korea.
From 2016 to 2019, he served as the chief of Environmental Health Engineering and chief of Health Risk Management at Public Health Command Europe. Hester then returned to the U.S. to serve as an instructor and later an assistant

Before his current assignment, Hester returned to Landstuhl, to serve as the director of Environmental Health Sciences at Public Health Command Europe. Hester is married to Karleen Weitzel Hester of Ames, Iowa. They have four children and currently reside in Stelzenberg, Germany. Hester’s parents are Elaine and Norm Hester, residents of Normal, Illinois.

STARTING FEB. 12, GERMANY WIDE Thursday, Feb. 12. marks the beginning of the Karneval season in Germany. Thursday is referred to as “Altweiberfastnacht” (old wives’ Fastnacht), where witches steal the keys to the city hall and take over command for the weekend. There are celebrations throughout the weekend and the festival culminates on “Faschingsdienstag” (Shrove Tuesday), as Ash Wednesday marks the beginning of Lent. The largest parades take place on Rose Monday, Feb. 16 in the city centers: Köln/ Cologne, 10:00 a.m., Düsseldorf, 12.30 a.m., Mainz, 11:11 a.m., Aachen, 11:11 a.m., Stuttgart, 12:00 a.m. Tuesday, Feb. 17, RamsteinMiesenbach, Westricher Fastnacht, at 2:00 p.m., with 30,000 spectators and KMC participation expected. Please note that roads in the city center of Ramstein will be blocked off for traffic from 12:00 a.m. to 6:00 p.m. Visitors are advised to come early, park out as far as possible and walk to the event.

Carnival in Brazil is one of the biggest parties in the world. As the “Palatinate carnival component,” the renowned cabaret artist Wolfgang Marscgall
from the Untiere will give a “blossom speech” on highly topical issues such as immigration and the meeting of different cultures. A costume contest will also take place, and the Fruchthalle’s catering will offer appropriate drinks and snacks.

The flea market has become the top destination for customers, including those from France, Luxembourg, and Belgium. All of this makes the flea market a tourist attraction. Registration now open: With the first rays of spring sunshine, hiking enthusiasts and trail running fans can prove their early-season fitness March 29, and look forward to an exciting outdoor event at the “10th Hinkelstein Hiking Marathon / Trail.” In close proximity to the impressive abbey church, with the start and finish at the town hall in Otterberg, the varied route follows the certified Hinkelstein Trail: In addition to natural forest paths and stretches across open fields, past historic boundary stones, menhirs, and idyllic ponds, the trail offers attractive landscapes and breathtaking views, including of Donnersberg, the highest mountain in the Palatinate. Whether at a moderate or brisk hiking pace, or possibly even faster – for the marathon distance, hikers and trail runners have a total of around 42 kilometers and 500 meters of elevation to cover. For hikers, an optional half-marathon distance of about 22 kilometers and 200 meters of elevation is also offered. The start times are from 7:30 to 8:00 AM for the marathon, from 8:00 to 9:00 AM for the half marathon, and from 9:00 to 9:30 AM for the trail. The route is consistently marked and signposted, and along the way, various refreshment stations and check points are set up for all participants. The organizer of the hiking marathon and trail is the Verbandsgemeinde OtterbachOtterberg, supported by the tourism offices of Winnweiler and Enkenbach-Alsenborn. ABC IN KMC: Karneval, Fastnacht, Fasching

Eleven is the magic number when it comes to Karneval, also known as Fasching or Fastnacht.
The eleventh day of the eleventh month, the eleventh hour and eleventh minute of the year mark the beginning of the “fifth season” as Germans and fans of the colorful and crazy festivities tend to say.
You may ask yourself, what is this crazy season all about when grown people walk around in outrageous costumes, singing silly non-sense songs and living it up?
Women storming city halls, stealing the keys and cutting off men’s ties. Children turning into cowboys, princesses, or clowns.
Fasching events, such as dances, lengthy silly meetings with a council of eleven sitting on the stage with magnificent Fasching hats and a festive princess (or even prince), colorful parades with floats depicting and making fun of prominent politicians, and (some) fans of the season completely out of bounds for a whole weekend.
What are the origins and history of the season?
The historical origin of Karneval is rather obscure. It may have its roots in a primitive festival honoring the beginning of the new year and rebirth of nature. It could just as well be linked to the beginnings of carnival in Italy, where the city of Venice is famed for its celebrations when wealthy and less fortunate wore elaborate masks and mingled during the season, otherwise
unheard of. The pagan Saturnalian festival of ancient Rome (celebrated in February or early March) may have also played a significant role in the development of the tradition.
Karneval in Germany was noted as early as the 13th century and became very popular to allow commoners to mock the monarchy and politicians without fear of retribution, but then really took off in the 19th and 20th centuries. Therefore, many “official” Karneval costumes copy some of those old uniforms and dresses.
Generally speaking, the season is more popular in Catholic dominated areas such as in southern Germany, the southwest and west areas along the Dutch and Belgian borders. Fasching is always celebrated just before the fasting season of Lent, which is when many people forsake food as a sacrifice for religious reasons. Therefore, Fasching is the time to indulge, celebrate, and embrace all that is good before things are out of bounds during Lent.
Cities such as Cologne, Düsseldorf and Mainz have elaborate parades with bands, dance groups and hand-made floats on Rose Monday. In Baden-Württemberg there is a special type of Karneval called “Fasnet” where participants will wear spooky and very creepy looking masks and dress up as witches pounding on drums, traditionally intended to scare off any winter spirits and bring about spring.
The highlights of the season:
This year Thursday Feb. 12, known as “Altweiberfasching” (old wives) is when
women take over power in the city halls and celebrate lively parties in the evening, and cut ties.
The upcoming weekend goes into full swing when dances and other social events take place, always starting eleven minutes after the hour, while on Rosenmontag (Rose Monday) there are parades around the country. Although it is not considered a public holiday, many Fasching lovers take off from work and dive into the festivities. This year, the date coincides with Presidents’ Day on Feb. 16. In some regions, smaller shops or offices may be closed for the day.
Faschingsdienstag, also known as Shrove Tuesday, is another day of celebration, and the largest parade in the region takes place in Ramstein-Miesenbach, this year on Feb. 17, starting at 2 p.m., often with Kaiserslautern Military Community group engagement along with local German and French participants. The USAFE/AFRICA Band also entertains spectators along the route.
Also watch for social media posts regarding roadblocks and detours that afternoon.
The concept of Karneval has spread throughout the world with Samba competitions in Brazil, the longest carnival season in Uruguay, colorful festivities in the Caribbean and famous Mardi Gras in New Orleans.
This year, Aschermittwoch (Ash Wednesday) is Feb. 18, the beginning of Lent and a halt for all fun. A great opportunity to slim down and start working on your swimming and sunbathing figure for summer.

Inside an operating room at Landstuhl Regional Medical Center, the environment is quiet and controlled. Medical instruments are sprawled out with careful precision alongside the surgical team moving deliberately to prep the room. However, for Maj. Matthew Van Hoof, 86th Dental Squadron oral and maxillofacial surgeon, the work happening here is never just technical.
“We’re not mechanics,” Van Hoof said. “We’re not taking care of something without a soul; this is a human being with a family and people who love them.”
A surgeon’s day begins long before the first incision. Van Hoof runs through mental checklists as he scrubs in. He begins by reviewing the goal of the procedure and how he plans to achieve it. Preparation, he remarked, is about more than success in a surgery, it is about responsibility.
That belief guides how he approaches surgery, leadership and patient care.
Van Hoof’s journey to being a surgeon began with an interest in wanting to work with his hands and take care of people, and surgery is the culmination of both. After
entering the Air Force through the Health’s Professionals Scholarship Program, he served as a general dentist before being selected for surgical residency at Brooke Army Medical Center in Texas, one of the military’s busiest trauma training environments. Along the way, he learned that technical skill alone does not define a great surgeon.
“There’s always a person on the table,” Van Hoof said. “They’re trusting you.”

“Nothing is worse than a surgeon losing their composure,” Van Hoof said. “ It affects everyone in the room.”
Some of the most meaningful moments in his career come from the larger corrective jaw surgeries. These patients often prepare for months or years before the surgery itself, working closely with orthodontists to have the proper diagnostics casts made before finally being rolled into the operating room. When the healing is complete, the change is often immediate and life altering.

While wisdom tooth extractions and dental implants remain part of his daily work, it is those transformative procedures that remind him why he chose this path.
“Patients pick up on how you treat them,” Van Hoof said. “They know when you see them as a person.”
That personal connection between doctor and patient is reinforced after the surgery, when patients express gratitude once the pain has subsided and recovery begins. For Van Hoof, those moments serve as quiet affirmation.

When a natural disaster strikes, infrastructure fails, or a crisis demands immediate action, there is only one squadron in all of U.S. Air Forces in Europe and Air Forces Africa that can establish or restore critical communications within 72 hours.
As USAFE-AFAFRICA’s sole engineering installation squadron, the 1st Engineering Installation Squadron delivers reliable and resilient connectivity wherever and whenever it is needed most, particularly in contested, degraded, or rapidly evolving environments.
“While engineering installation is not new to the Air Force, the 1 EIS occupies a uniquely strategic position,” said Maj. Lesly Torres, 1 EIS commander. “It is only the second active-duty engineering installation squadron in the Air Force and the only one stationed overseas.”
The squadron bridges the gap between the capabilities based in the continental United States and the immediate needs of commanders in Europe and Africa.

To fulfill this requirement, the squadron is composed of Airmen with expeditionary skillsets not typically found in traditional communications squadrons, such as organic engineering design, theater climb and rescue expertise, emergency network restoration, and the installation of critical antenna and fiber infrastructure.
“Together, these capabilities establish the 1 EIS as a battle-ready force capable of operating forward, at scale, and under demanding conditions,” said Capt. Glenn Dredden, Jr., 1 EIS Operations flight commander.
Meaningful
changes
In the past, a large-scale communications installation project required contracting an outside organization or deploying Guard or stateside engineering installation
units. These options had increased costs, longer timelines, and limited flexibility during crises.
“The 1 EIS fundamentally changes that model,” said Torres. “Positioned centrally within Europe, the squadron provides organic, in-theater engineering installation capability at a fraction of the cost, while dramatically reducing response times. This capability directly reduces operational risk.”
Total force
effort
The squadron is comprised of 57 personnel, including three commissioned officers, 46 enlisted Airmen, four civilians, and two local national employees. It also incorporates a continuous rotation of Air National Guard Airmen from engineering installation squadrons across the United States.
“These six-month rotations exemplify Total Force Integration in action, allowing active-duty and Guard Airmen to operate sideby-side, share best practices, and maintain common engineering and installation standards across the force,” said Dredden.
Recent accomplishments
Some examples of the 1 EIS in action include:
• At Ramstein Air Base, the squadron partnered with the 435th Construction and Training Squadron to build
platforms for Fixed Site-Small Unmanned Aircraft Detection Systems, enhancing counterdrone defense across the installation. In support of North Atlantic Treaty Organization electronic warfare exercises, Airmen installed a 9,000-foot fiber backbone connecting the 19th Electronic Warfare Squadron, enabling complex, multi-national training operations.
• The squadron also executed preventative maintenance in spect ions on the High Frequency Global Com mu nications System at Royal Air Force Croughton and Lajes Field, ensuring continued reliability of one of the Department of War’s most critical long-haul communications systems.
• Beyond antenna and cable operations, the 1 EIS played a key role in theater network modernization. The network infrastructure shop facilitated the upgrade of 576 network switches across Spangdahlem and Aviano Air Bases, directly supporting USAFE modernization directives. At RAF Menwith Hill, Airmen engineered and executed a comprehensive network redesign, addressing aging infrastructure and significantly improving performance, resilience, and longterm sustainability.

ing north to Heidelberg. Here’s a secret, though: even though Karlsruhe is not a city designed to attract tourists, it is a fantastic place to visit. Because in Karsruhe, you’ll find kind strangers, green space, and a lot of cool things to do.
Though Karlsruhe is a good-sized city (around 300,000 people), it doesn’t have many quaint little center-city streets or half-timbered buildings. This is because most of the inner city was reduced to rubble during World War II. Fortunately, rebuilding was done with great care.
If you’re considering a trip, here are five places to start.
Not just any old zoo
The Karlsruhe zoo is more than just a zoo. Officially called the ‘Zoological City Gardens,’ the place is an oasis in the middle of the city. The animals are wellcared for, and fascinating: you can find elephants, birds, reptiles, and snow leopards.
The best part, though? There are so many other things to do at the Zoological City Gardens. There are playgrounds and eateries. And there are gardens. The park is the biggest one in Karlsruhe, and boasts hundreds of different types of trees. It even has a highly regarded Japanese Garden.
For families, the Zoological City Gardens are a perfect place for a day trip. You can arrive, get overstimulated, find your happy place again, and then head back home.
Karlsruhe Palace
Even though Karlsruhe might not be a typical tourist destination, it does have one seriously cool touristy thing: the Karlsruhe Palace. The building itself is excellent
– 18th century stately architecture, a distinctive color of yellow, home to the lovely Baden State Museum.
It’s the building’s location, however, that is so interesting. The palace is the epicenter of the city, almost literally. It sits at the hub of 32 different avenues that come toward it. Seen from above (or on a map), the castle gardens fan out behind the palace like, well, a giant fan. It’s almost not a joke to say that all roads in Karlsruhe lead to the palace.
ZKM Center for Art and Media
Karlsruhe’s Center for Art and Media (or ZKM – Zentrum für Kunst und Medien) is brilliant. First of all, it’s very German, in that it does a fabulous job of blending both the old and the new. The fantastically modern-in-an-antique-context museum building attests to this.
The exhibitions themselves are also spot-on. The ZKM does a fantastic job of incorporating film, photography, motion, and digital media into an experience that also includes painting and sculpture.
Well worth a visit, the ZKM is open Wednesday through Sunday.
Karlsruhe Botanical Garden
Karslruhe’s bonafides as a green city are well established. It has hundreds of acres of green space and dozens of parks. If you’re looking for the best patch of green in the city, though, the Karlsruhe Botanical Garden might just be it.
Naturally, the garden is filled with plants, trees, fountains, and stately buildings that date from its founding in the 18th century. The overall experience is both energizing and relaxing. Sometimes, it’s the little things at the botanical garden
that are the most amazing: for instance, the place has a palm tree that’s over 300 years old (it’s a big deal to be an old tropical tree in Germany!) and a chestnut tree with a fascinating history of surviving WWII.
Pools, saunas, and thermal baths Karlsruhe is also a city that believes in the power of getting in the water (which isn’t surprising, considering that Baden Baden is just down the road). If you like to swim or soak, Karlsruhe has you covered.
There are several swimming pools that are perfect for families, including the wonderful Europabad. The city also offers the famous Vierordtbad Baths, which have been around for more than a century. It’s a classic European spa, in the best sense.
Getting There
By car, Karlsruhe is 1 hour and 15 minutes from Kaiserslautern, 1.5 hours from Wiesbaden, and an hour from Stuttgart. Check with Deutsche Bahn for train information.
