TRUE DESTINY LEADERSHIP GROUP

Stephen P. Duncanson, (“Steve,”) has devoted over thirty years to positively influencing both young and adult minds. His journey began with a robust education in Police Science at John Jay College of Criminal Justice, followed by a distinguished career as a sergeant with the New York City Police Department. His path then led him to serve as Chief of Staff for Outbound Operations at a major not-for-profit, enabling him to engage audiences across diverse global regions including Africa, Europe, India, Australia, Singapore, and the United Arab Emirates.

Currently, Steve is the President and CEO of True Destiny Leadership Group, focusing on leadership training and human capital development through what he terms “motivational teaching.” His extensive expertise is also shared through his role as a co-author of “Unleash the Leader within You,”and as a member of both the Les Brown Speaker’s Bureau and The John Maxwell Speaker, Trainer & Coaching Team. His commitment to impactful teaching has made him a prominent corporate trainer.

Steve also spearheads the True Destiny Leadership Legacy Project (TDLLP) as Founder and CEO, aiming to unlock the leadership potential of young people aged 12-24, particularly those at-risk or incarcerated. By integrating cutting-edge 3D immersive environments and Metaverse technologies, TDLLP offers a dynamic platform that cultivates values such as integrity and perseverance, while encouraging participants to envision and work towards a better future. In both his roles, Steve embodies his belief that “the only way to impact society corporately, is by impacting people, individually.”

Through his work, Steve continues to inspire a broad spectrum of individuals, from corporate executives to young emerging leaders, demonstrating his unwavering commitment to fostering growth and positive change through individual engagement and innovative technology.

For fifty years, the National Organization of Black Law Enforcement Executives (NOBLE) has stood as a pillar of leadership, advocacy, and service within our professions and our community. This milestone is more than a celebration of time; it is a testament to the vision, courage, and commitment of those who came before us and laid the foundation upon which we proudly stand today.

We honor the founders who recognized the need for an organization that would elevate the voices, experiences, and leadership of Black law enforcement professionals. Their determination not only opened doors where few opportunities existed, but also helped transform policing by advancing fairness, accountability, and justice for all.

Over the past four decades, our chapter remains aligned with the National Office and has remained steadfast in its mission. We have worked to strengthen the relationship between law enforcement and the communities we serve, understanding that trust is earned through transparency, consistency, and respect. We have supported the professional development of our members, mentored future leaders, and promoted standards that reflect both excellence and integrity.

As we reflect on our history, we must also acknowledge the challenges that persist in our profession today. In many ways, history is repeating itself. The barriers those before us worked to break down are steadily being rebuilt—impacting representation, equity, and advancement in our field. This reality calls on us to draw strength from those who came before us—to stand with the same courage, unity, and determination they demonstrated—to ensure that we are represented at executive levels in law enforcement.

The demands on law enforcement are ever evolving, requiring not only skill and resilience, but also empathy, cultural awareness, and a continued commitment to growth. In this moment, our role is as critical as ever. We are called to lead with purpose, to engage with our communities authentically, and to uphold the values that define our organization.

This 50th anniversary is not just a reflection of where we have been, it is a call to action for where we are going. The continued success of our chapter depends on our ability to evolve, drive innovation, and inspire the next generation of leaders. We must invest in mentorship, embrace new ideas, and remain united in our shared mission.

I extend my deepest gratitude to our members, past and present, whose dedication has made this milestone possible. Your service, sacrifice, and leadership have left an indelible mark on this organization and the communities we serve. Together, we will continue to build on this legacy, ensuring that the next fifty years are defined by progress and steadfast purpose.

Police Commissioner Neil K. Reynolds has been a member of the New Rochelle Police Department since September 11, 1994. He was promoted to Detective in 1998, Sergeant in 2007, Lieutenant in 2014, Detective Lieutenant in 2020, and Captain in 2021. After working in the Patrol Division as a Police Officer, he was assigned to the Police and Community Together (P.A.C.T.) unit where he was promoted to Detective. He then served in the Criminal Investigations Division before returning to the Patrol Division first as a Sergeant, and later as a Lieutenant. He was later assigned to Internal Affairs, where he was promoted to Detective Lieutenant. Commissioner Reynolds was then promoted to Captain and assigned to develop and lead the new Professional Development and Community Engagement Division. On January 4, 2023, he was appointed as the Deputy Police Commissioner. On June 30, 2025, he was appointed Police Commissioner.

Commissioner Reynolds completed the New York City Police Department’s Internal Affairs Investigators course, Auto Crime School, and Emergency Services Unit Training. He received the Trilogy Award from the FBI – Law Enforcement Executive Development Association, obtaining certificates in Supervisor, Command and Executive Leadership, and also completed their Internal Affairs Investigators course. Commissioner Reynolds also graduated the Police Executive Research Forum’s Senior Management Institute for Police.

Commissioner Reynolds has received the Police Commissioner’s Award, seven (7) Commendations, three (3) Class “C” Citations, two (2) Life Saving awards, two (2) Police Officer of the Month awards, and one (1) NRPD Problem Solver of the Year Award. He is also the recipient of awards from the Omicron Iota chapter of The Omega Psi Phi Fraternity, Inc., the Westchester Rockland Guardians Association, the NAACP – New Rochelle Branch, National Association of Black Law Enforcement Officers (NABLEO), F. Willa Davis Women’s Club, and Xenia Lodge #50.

Commissioner Reynolds is a Life Member of The Omega Psi Phi Fraternity Incorporated, the Westchester Rockland Guardians Association, the National Organization of Black Law Enforcement Executives (NOBLE), the Westchester County Chiefs of Police Association (where he is a Board member), the Police Executive Research Forum, the International Association of Chiefs of Police, the National Association for Civilian Oversight of Law Enforcement (NACOLE), and the National Bar Association. Lastly, but not least, he is a proud member, and 3 rd Vice- President, of the New Rochelle Branch of the NAACP.

Commissioner Reynolds earned a Bachelor’s Degree in Communications from Iona University (formerly Iona College), and a Juris Doctorate from Pace

University’s Elisabeth Haub School of Law (formerly Pace University School of Law). He is licensed to practice in New York State, and in the United States Federal Court – Southern District of New York.

Commissioner Reynolds and his beautiful wife Toula will celebrate their 29th wedding anniversary next month. They have three great children, Stephen, a Howard Law graduate and an attorney w/ NYC Legal Aid; Marika, who just finished her first year at Pace University’s Elisabeth Haub School of Law; and Nicholas, who graduated from college two weeks ago and will begin law school in September.

WILLIAM R. BRACEY ACHIEVEMENT AWARD

Patrick Gordon is a native New Yorker who grew up in Brooklyn NY, and attended New Utrecht high school as well as Metropolitan college of New York. In 2009 he began his career as an NYPD Traffic Enforcement Agent, assigned to Brooklyn North Traffic Enforcement Division. In 2012 he graduated to the rank of Police Officer. In December 2019, he was promoted to the rank of Sergeant. In February of 2022, he was promoted to Sergeant Special Assignment, and in May 2024, he was promoted to Lieutenant. He is currently assigned to The Office of the Police Commissioner. He has also been assigned to the 79th pct., 88th pct., PSA 3, Strategic Response group, 83rd pct., Patrol Borough Brooklyn North, Community Affairs Bureau and Office of the Chief of Department.

Patrick is also the sole owner and operator of Bedstuy Karate Do, a martial arts school/afterschool program that services over 110 families in the Bedford Stuyvesant area of Brooklyn. Being the owner of Bedstuy Karate Do has provided him with a number of benefits, from being able to financially support his community through giving back to the community via, toy drives, scholarships & feeding the community. He has also served as the Chairperson for NOBLE NY community outreach and has had the awesome privilege of orchestrating many of the programs carried out by NOBLE NY community outreach committee, these events included a 1300 back to school book bag and school supply give away, a thanksgiving community dinner hosted by NOBLE NY which fed nearly 300 people, a police and community Christmas event that supplied over 1,000 children with free toys and electronics as well as a 54 bike give away. He has served as the instructor for a free NYPD entry exam course hosted by NOBLE NY, where we’ve offered courses to young people taking the police exam.

Patrick has been a vocal advocate serving as President of the NYPD Guardians Association and previously served on the Board of Directors for the National Organization of Black Law Enforcement Executives, New York Chapter. Patrick has been outspoken in assuring the black community within the NYPD continue to strive for promotion, remain competitive and have healthy and beneficial careers. He currently holds a Bachelor’s Degree in Emergency Management and Business Continuity & a Masters of Public Affairs, Public Administration from Metropolitan College of New York.

Mercedes Narcisse

Member of the New York City Council

BENJAMIN WARD PUBLIC SERVICE AWARD

Council Member Mercedes Narcisse is a registered nurse who represents the 46th Council District in Brooklyn, covering the neighborhoods of Bergen Beach, Canarsie, Flatlands, Georgetown, Gerritsen Beach, Marine Park, Mill Basin, Mill Island, Sheepshead Bay. Councilwoman Narcisse is Chair of the New York City Council’s Committee on Hospitals and serves on the Committees on Health, Education, Finance, Parks and Recreation, Criminal Justice and Civil Service and Labor.

Mercedes was born in Saint Marc, Haiti and migrated to the United States as a teenager, settling in Brooklyn. She attended public high school in Brooklyn, and is a proud CUNY graduate. Prior to her election to the City Council in November, 2021, she worked as a registered nurse and was a small business owner.

As a Member of the New York City Council, Mercedes built a reputation as a fierce advocate for her community with a tireless work ethic. Her community office serves one of the largest numbers of constituents in all of New York City, highlighting her effectiveness and dedication.

Mercedes has delivered unprecedented victories for District 46. She secured millions of dollars in city funding to upgrade and renovate parks, libraries and schools across the district. Mercedes also secured the funding needed to operate after-school programs, senior centers, and other community initiatives, greatly benefiting local residents.

During her tenure in the Council she has championed strong legislation, notably a bill to enhance health outcomes for those with sickle cell disease and another to train NYPD officers in identifying and interacting with New Yorkers with autism. These initiatives reflect her commitment to addressing both health and social challenges, further cementing her reputation as a relentless advocate for her constituents.

Mercedes is a proud mother of four and a devoted resident of Brooklyn’s 46th District. In November, 2025, Council Member was overwhelmingly re-elected to serve another four-year term on the City Council beginning January 1, 2026.

L. Morgan Assistant Commissioner

Employee Relations, NYPD PRESIDENTIAL AWARD

Assistant Commissioner, Kenneth L. Morgan has 40 years of law enforcement experience which began in January 1986, when he was sworn in as a Police Officer in the New York City Transit Police Department. He also served in the New York City Housing Authority Police Department. In 1995, because of the merger with the New York Police Department, he began his tenure as an NYPD officer. In April 1995, he was promoted to Detective, in February 1998 to Sergeant, and in February 2003 to Sergeant Detective Supervisor.

In 2007, then Sergeant Morgan retired from the NYPD and began an almost 16-year career with the Office of the Attorney General. While there, he rose through the ranks from Investigator to Deputy Chief. As Deputy Chief, Morgan notably led the NYS Attorney General’s Medicaid Fraud Control Unit, where for (9) years, he investigated the alleged misconduct of doctors, pharmacists, and other healthcare providers who engaged in defrauding the Medicaid program. In addition to investigating misconduct, the unit also explored cases involving the abuse and neglect of nursing home residents across the State of New York.

In his current position as Assistant Commissioner, Morgan plays a vital role in managing the Department’s efforts to improve the health, well-being, and morale of all members of the service. He oversees support for the families of fallen officers and members who and those who are seriously injured and/or ill. He ensures the department liaises with over 40 fraternal, religious, and ethnic organizations. The Employee Relations Bureau consists of the Ceremonial Unit, Chaplains Unit, Family Assistance Section. Office of Equity and Inclusion, and the Health and Wellness Section.

Assistant Commissioner Morgan holds a Bachelor of Arts Degree in Criminal Justice and a Master of Public Administration degree from John Jay College of Criminal Justice.

Janean Shahied

Import Specialist

U.S. Customs and Border Protection LOUIS G. RAIFORD MERIT AWARD

Janean Shahied is a Supervisory Import Specialist with U.S. Customs and Border Protection, where she leads teams responsible for facilitating lawful trade, protecting revenue, and enforcing U.S. laws. With over two decades of federal service, she has a proven track record of driving impactful outcomes, leading high-performing teams, and delivering impactful training that develops law enforcement professionals. She holds a Master of Business Administration from Champlain College.

Janean is deeply committed to education, equity, and expanding access to opportunities in underserved and minority communities. She has served on multiple school and district boards across New York City and Suffolk County, including as a former District 75 parent Board President, where she led initiatives that strengthened collaboration between families and educators while advancing student-focused outcomes.

She currently serves on the Executive Board of the NOBLE New York Chapter as Recording Secretary, where she plays a key role in advancing the organization’s mission through strategic leadership and community-driven initiatives. As an active and dedicated member, she also contributes across several committees, supporting initiatives that enhance organizational effectiveness and uplift the communities NOBLE serves. Beyond her work with NOBLE, Janean serves as Director of Fundraising & Development for Zoila’s Gift, Inc. and Committee Chair for Cub Scouts Pack 263, continuing her commitment to youth development, community engagement, and meaningful service.

Above all, Janean is a proud mother of three, whose commitment to family serves as the foundation of her passion for service, leadership, and creating opportunities for future generations.

Kenya Denise Bolden Detective

MILTON “RICK” MILLER MENTORING AWARD

Kenya Denise Bolden is a native New Yorker who grew up in Astoria Queens and attended Flushing High School she decided to go away to college to Virginia State University in Petersburg VA and continued her college education at Long Island University Brooklyn Campus. She began her career in 2006 with the New York City Police Department and currently works in Community Affairs Section Housing, she was previously assigned to the 5th Precinct as a patrol officer on the midnight shift. She was also a CounterTerrorism Officer through Patrol Bureau Manhattan South. Kenya Bolden was promoted to Detective Third Grade on September 29, 2023 and continues to curate events to the community and build community relationships.

Kenya has been involved in assisting various programs within the New York City Police Department where she was temporarily assigned to the In-Service Training Unit performing as an actress providing members of the service real life scenario training involving domestic incidents, how to respond to emotional disturbed persons, and firearm tactical training scenarios. Kenya also participated in the Police Commissioner’s Re-engineering program and served as a team member of the Career Enhancement Team providing input and ideas on how to improve the department’s training, higher education and uniform job posting.

Kenya found the time to volunteer during the World Police and Fire Games handing out trophies to law enforcement officers around the world. She is a member and volunteers with the National Organization of Black Law Enforcement Executives and serves as a Lead Mentor with the Mentoring Committee, Committee Member with the Education and Training Committee where she successfully coordinated workshops on Community Policing, Cover and Tactics Awareness with an active shooter component and staffed for the screening and panel discussion of the Film Crime + Punishment raising awareness on the injustices black and latino officers face in New York City Police Department. She also served her community in Suffolk County where she is a retired volunteer firefighter for 5 years. She is a mother of two children Brianna 26 and Saeed 33. Kenya Denise Bolden is also a writer, photographer and filmmaker. Her filmmaking began when she attended Long Island University Brooklyn Campus when she joined LIU TV where she launched her show Urban Profile which focused on fashion, music and dance. Kenya has worked on small projects both behind and front of the scenes into the early 2000’s.

In 2002 Kenya Denise Bolden wrote a feature screenplay called Inconceivable Measures. This project was set aside for many years because she wanted the perfect opportunity and timing in showcasing the film. In 2009 Kenya Denise Bolden decided to start her company Reel You Studios LLC She directs documentaries, creates training videos for small businesses and photographs for special events. In 2024 she expanded her business opening a small event space in Suffolk County. She continues to create interactive photo experiences for her clients In 2017 Kenya Denise Bolden began hosting an online radio show called The Rush Hour with Kenya B, a Facebook Live Show Healthy Love, and For the Love of the Bible where she is on several social media platforms discussing current events, words of encouragement, reciting bible verses, relationship talk and entertainment news. On March 16, 2025 Kenya Bolden graduated from Long Island University Brooklyn Campus Class of 2025 earning her Bachelor’s of Arts degree in Political Science. Kenya Bolden also just recently retired on January 8, 2026 completing 20 year career in the New York City Police Department.
