As a result of your outstanding support, leadership, and contributions, Kids Hope Alliance (KHA) is building and ensuring access to a continuum of comprehensive and integrated programs, services, and activities that are addressing the critical needs of children and youth in our community.

The successes highlighted in this annual report reflect our commitment to this mission and related efforts that enable youth throughout the City of Jacksonville to reach their academic, career, and civic potential.

It is not lost on us the responsibility entrusted to the KHA Board, staff, and agencies to meet the ever-changing needs and barriers that impede the success of children in our community. However, we recognize and honor this privilege to serve and steward with integrity, respect, vision, and transparency.

It is these same principles that guide the expectations and priorities established by Mayor Deegan, her administration, and the Jacksonville City Council. Their vision and steadfast commitment to the well-being of Jacksonville’s youth and families are keys to transforming lives. While we are encouraged by their resilience, we are inspired by the passion and commitment of KHA staff members and colleagues who work collaboratively across departments, teams, organizations, and communities to produce and measure our impact on children.

MESSAGE FROM THE MAYOR

Dear Residents,

It is my great honor to share this message of gratitude and progress as we reflect on another impactful year of service to the children and families of Jacksonville. Kids Hope Alliance continues to be a driving force in our city’s work to ensure that every young person has the opportunity to learn, grow, and thrive. Your commitment to this mission strengthens our entire community, and I am deeply grateful for all that you do.

Over the past year, we have made tremendous strides in advancing our literacy initiatives. These efforts are central to our vision for a stronger and more equitable Jacksonville. A city flourishes when its residents thrive. Confidence in literacy is the key to unlocking opportunity.

I am incredibly proud of the progress made through our River City Readers initiative. Since launching the campaign, engagement across Jacksonville has been extraordinary. Together, our community has logged more than three million minutes of reading. This milestone reflects not only the passion of our residents but also our shared belief in the power of education. It shows what is possible when a community comes together with a unified purpose.

This year also brought an exciting expansion of our literacy resources with the introduction of a new bookmobile. By bringing books directly into neighborhoods, childcare facilities, and community centers, we are removing barriers and meeting readers where they reside. This investment ensures that children throughout Jacksonville, regardless of where they live, have access to the tools that will shape their futures.

Another highlight of the year was the return of the Mayor’s Book Club. It was a joy to celebrate its re-launch at a special event in July and to recognize former Mayor John Peyton for his vision in creating the original program. I am grateful for his leadership and for his renewed commitment to supporting our city’s literacy goals.

These accomplishments were made possible through steadfast efforts and partnerships of Kids Hope Alliance, our providers, community partners, and the residents who give their time and energy to this work. Whether supporting after-school programs, offering family services, or helping young people explore new opportunities, your dedication is laying the foundation for Jacksonville’s future.

Let’s continue this momentum. Together, we are creating a city where every child has the chance to reach their full potential and where literacy, opportunity, and hope are within reach for all.

MAYOR DEEGAN’S RIVER CITY READERS BOOK MOBILE

Launched in January 2024, Mayor Donna Deegan’s River City Readers Bookmobile serves as a cornerstone of Jacksonville’s citywide literacy initiative. The program was created to inspire a lifelong love of reading among children, teens, and adults by bringing books, literacy resources, and engaging activities directly into neighborhoods across the city.

Through the Beanstack app, participants are encouraged to read at least 20 minutes a day, track their progress, and celebrate milestones through a fun, interactive platform. This gamified approach helps build consistent reading habits while fostering a sense of accomplishment and community participation.

The bookmobile is made possible through generous private support from the Lucy Gooding Charitable Foundation Trust and PNC Bank, whose investments underscore the power of public–private partnerships in advancing literacy and closing educational gaps citywide.

The inaugural year of the River City Readers Bookmobile delivered remarkable results.

• Over 1,350 participants, averaging more than 40 hours of reading per person.

• 3.25 million minutes of reading logged—more than triple the original goal of one million minutes.

• Strongest engagement among readers ages 6–10, reflecting growing enthusiasm among early learners.

• Extensive community reach, with visits to neighborhoods, schools, and community centers providing free books and interactive reading experiences.

These achievements illustrate the program’s profound impact in promoting literacy, access, and joy in reading across Jacksonville.

ABOUT

Kids Hope Alliance (KHA) is a funding agent for the City of Jacksonville. KHA invests millions annually in children's and youth programs and services in Duval County, simultaneously managing their implementation and monitoring their outcomes. Through the funding of third party providers and strategic partnerships with local nonprofit organizations, KHA is working to ensure thousands of at-hope children and youth have access to a continuum of critical services, including academics, enrichment, nutrition, and mental health.

PURPOSE

To build organizational capacity among emerging and small nonprofit providers who are serving at-hope children, youth, and families in Jacksonville.

The Emerging Provider Academy aligns with KHA’s broader mission to build and ensure access to a continuum of comprehensive, integrated programs and services for children and youth, by strengthening the network of local organizations that deliver those services.

PROGRAM HIGHLIGHTS EMERGING PROVIDER ACADEMY

First Coast Esports Alliance (FCEA)

First Coast Esports Alliance (FCEA) is a Jacksonvillebased nonprofit that supports youth and young adults through esports, technology, and creative media education. In addition to delivering its own programs, FCEA partners with and provides services to other nonprofit organizations, schools, and community groups to expand access to innovative, youth-centered learning experiences. By collaborating with organizations, FCEA helps integrate technology, gaming, and digital skill development into existing youth programs—meeting young people where they are and connecting their interests to college, career, and workforce pathways. These collaborative efforts strengthen the broader youth-serving ecosystem across Northeast Florida.

Level the Playing Field Leadership Academy

Level the Playing Field serves boys beginning at ages 10–12, providing consistent mentorship. Participants are supported through young adulthood, up to age 21, ensuring continuity during critical developmental years. The Academy provides comprehensive positive experiences, mentorship, academic support, recreational and cultural enrichment. This program was created for young males from father-absent homes to help guide them toward lifelong success while empowering character development, providing emotional support, and introducing community engagement to become strong, positive male role models in their families and communities.

Programs

The Jacksonville Upward Mobility Program (JUMP) was created by Ordinance 2022-886 to address employment disparities and expand access to training and career pathways for residents in Duval County. Administered by Kids Hope Alliance, JUMP reinvests 1% of all approved City of Jacksonville economic development incentives into programs that support credential attainment, employment, and entrepreneurship.

This preliminary report reflects outcomes from July 1, 2024, through June 30, 2025.The JUMP initiative allocated a total of $682,290 across six provider contracts in FY 2024–2025. As of June 30, providers have expended $624,592.40, reflecting a 92% utilization rate. Full utilization is anticipated by the end of the fiscal year.

YOUTH TRAVEL TRUST FUND

The City of Jacksonville grants Kids Hope Alliance the authority, upon appropriation by the City Council, for determining and authorizing funds from the Youth Travel Trust fund for certain types of youth travel that may be deemed a valid public purpose. It is the intent of the Council that the Youth Travel Grant program be established to recognize exemplary achievement or performance that results in an invitation requiring travel.

To be eligible for funding, an organization must meet the following criteria:

The organization must provide evidence of the organization’s formation or structure (e.g., articles of incorporation as to incorporated organizations, or listing of the organization’s members, each member’s role in the organization and date organization was formed as to unincorporated organizations).

2. The organization must operate in Duval County.

The organization must provide current proof of any business licenses required by local, state, and federal law as applicable.

The membership of the organization shall be open to as large a portion of the public as possible, subject to nondiscriminatory conditions and qualifications for membership.

If the organization is a previous recipient of Youth Travel Grant, the organization must have submitted all required reports for previous grants.
