Things are Looking Up
Some good news.
Knysna Municipality reported on Monday that it had made “significant progress” in improving the town's water security and sewage management. Not a moment too soon.
It added that “recent claims sugges ng Knysna remains one of the 75 failed municipali es are based on outdated informa on that does not reflect the progress made through the current recovery programme”
The most recent Auditor-General's na onal report had iden fied only three such municipali es in the Western Cape, and Knysna was not one of them.
Well no, but neither was it anywhere near a success. While it's great that Knysna got a clean report on its financial statements, the report also said a cri cal concern was the town's poor water infrastructure that had led to 47% water loss.
But what makes most of us see red is the municipality's R120 million “unauthorised, irregular, fruitless and wasteful expenditure”. To me that is criminal.
You know, I don't think all South African municipali es understand that this money belongs to the public – to people who o en sit without water or electricity or with overflowing sewers and potholed streets – while the very councillors and officials who are paid to spend the municipal budget properly to supply services to the people, can throw R120 million down the drain. How can they look at themselves in the mirror and not be filled with shame?
Back to the good news.
Since the start of the Sec on 154 support process - a partnership with provincial and na onal government to help the municipality deliver proper services – cri cal infrastructure in the town's water supply network “has been largely restored”, the municipality said. Exis ng emergency boreholes have been rehabilitated, another six boreholes approved for development, 1000 water meters installed and Akkerskloof, Eas ord and Gouna pump sta ons are fully opera onal.
I spoke to Eugene Vermaak for an outsider's view. He is founder of the ci zen organisa on Knysna Infrastructure Group (K G) that helps the I municipality wherever it can.
Pump sta ons were indeed working well, he said “Akkerskloof Dam is at 41.3% and going up steadily and Charlesford is pumping at 196 litres a second. In fact the pumps had to be put off for a me because the water network couldn't take more,” he said.
The is a big problem.
“I'm sure there are people who know who the culprits are, but are too scared to come forward. We did catch the guys who stole cables in Old Place, between us and AllSound.”
Knysna Business Chamber and KIG are se ng up a mee ng with the police and AllSound to try to address the and vandalism of infrastructure.
Ac ng Municipal Manager Manqoba Ngubo made a valid point in his progress report: “Infrastructure recovery is a process, not an event.”
True. Also true for successful recovery is having properly qualified municipal officials who s ck to the rules. And councillors of integrity who s ck to the rules.
Is that too much to ask? Perhaps.
Eskom chair Mteto Nyathi said this month: “I have served long enough in leadership to recognise a troubling pa ern. Too many among South Africa's elite – black and white – appear to believe the rules that govern the rest of us do not apply to them.”
