A Message from the Chair

2022GRADUATION

t's time to celebrate! How great it is to see individuals work hard, complete their training, and move on to the next stage of their lives. High school students are trying to figure out what they want to do with their lives after school. College grads are looking for their first job and dealing with the student debt they have amassed. And, craft professionals have completed their education and are moving into their careers fully trained. ABC Keystone received its apprenticeship accreditation in 1968 and has celebrated 52 graduating classes since that time. On May 18, the Keystone Chapter celebrated its 2022 graduating apprenticeship class. Eighty-four individuals graduated and are now moving into careers in construction. The 2022 graduating class has been trained by our fulltime instructors (some of the best in their fields), gained hands-on experience, and earned an income while learning. They graduate with the knowledge and the skills needed to be successful in their field. Apprenticeship is one of the only types of training that truly prepares students for their careers. These individuals spend time both in classrooms and in the field to get their training, and they did all this while graduating with no debt. During the ceremony, we also celebrated our Craft Professionals of the Year. This award recognizes the craft professionals who set a high standard for specialists in their craft by exhibiting outstanding skills and leadership. Congratulations to Ed Espenshade from Wohlsen Construction Company as the Carpentry winner and Bryan Williams from C Mechanical Services as the Electrical winner. It was a pleasure to be a part of our graduation. It was

exciting to see the graduates' families and friends there to support them. Looking at the graduates, you realize their careers are just starting and wonder where their careers will take them. Some will be supervisors, project managers and even might own their own companies one day. It’s exciting to see that hope and realize that next generation of construction workers will shape the construction industry in the merit shop way with the skills they learned at ABC Keystone. We want to congratulate all those who graduated and wish them the best of luck. Know that ABC Keystone will always be here to help, train, and advocate for you, the construction professional. Don’t forget, it is STEP time as well! We need your data to help advocate for the merit shop contractors. Your data is essential to ABC to help provide the data we need to fight for your rights and to fight against the misinformation the unions have been spreading about merit shop contractors. Safety First...

Why STEP? W

e hear all the time from those outside our industry that we are not safe, yet we hear our members say they take "Safety First" seriously. Which is it? It's probably a little bit of both. Statistically, over the last several decades our industry has continued to get safer. However, we can do better to reduce jobsite injuries and fatalities. Our industry and our members should always take a Safety-First mentality. After all, aren’t our employees our greatest assets? If that indeed is the case, then we should want every employee going home at the end of the day in the same or even better shape than they arrived. Safety should be an integral part of every day on every jobsite.

That is where ABC can help. It all begins with the STEP program. This self-evaluation program can help you understand from where you are beginning and give you a roadmap to build that culture. ABC Keystone will be happy to help companies fill out their STEP forms. In addition, the Keystone Chapter will help evaluate the results of what is submitted and help members build a roadmap to an improved safety culture and better safety results.

Let’s look at how we build a safety culture. Safety needs to start at the top with company owners and senior managers. This may mean resources in the form of time, personnel, and money. Safety is not luck on the jobsite but a well laid out program to make sure the jobsite and all of it participants are safe.

The data shows that companies that participate in STEP are much safer than the BLS industry average. This is not by accident, but because these companies have focused the spotlight on safety. For any ABC Keystone member that participates in STEP we provide discounts on select safety training. The 30 minutes it takes you to fill out the paperwork will save you money and put you on the road to improved safety.

For the small and midsized firm, it may be difficult to be able to provide time, personnel, and financial resources.

Do it for them so that you can send them home to their loved ones in better shape than when they arrived on the job. STEP into a program that can lead to “World Class Safety.”

One of the greatest aspects of my job is celebrating our Graduates each year! I truly consider it an honor to be part of the Graduation ceremony and see each of you recognized for all your accomplishments and hard work during your apprenticeship years. Thank you to our ABC Keystone Apprenticeship Program Strategic Partners: James Craft & Son, Inc. donates use of their facility and all metal for the ABC Keystone Apprenticeship program. Their donation of materials allows the Chapter to provide valuable hands-on training exercises for the apprentices. JLG has been an integral part in the ABC Keystone Apprenticeship program equipment training. Their support of equipment and resources has provided value to our apprentices as well as having resulted in a financial savings. Milwaukee Electric Tool Corporation has donated a gift to each graduating apprentice and provides a tool set to the top graduate in each of this year's graduating trades. Go to abcstep.org and click on Contractor Fillable PDF Application. You’ll need to have ready your company-specific information listed in the application and your 2021 OSHA Form 300A. Then press the start button. It takes approximately 15 minutes to complete the application online when you have the information in front of you. Why apply for STEP? Every ABC member wants to send its workers home safely every night. Take the first step toward achieving world-class safety by participating in the STEP Safety Management System, whether you are beginning your safety journey or continuing to strengthen your performance. s Van Halen said in 1995, we are, “livin' with the aftershock.” The Pennsylvania primary election has come and gone. As with any election, there were some surprising and some not-so surprising results. Starting with federal offices, John Fetterman easily won the Democratic nomination for U.S. Senate with nearly 60% of the vote. On the Republican side, Dr. Mehmet Oz has about a 1,000 vote lead over David McCormick. Because the results were under 0.5%, an automatic recount is underway. At the time of this writing, David McCormick’s campaign has filed a lawsuit arguing that ballots lacking a handwritten date, but delivered on time, should be counted. Dr. Oz’s attorneys are arguing the undated ballots should not be counted based on the clear reading of the state election law. History has shown that the results are unlikely to change, no matter what the courts rule, and Dr. Oz has already declared himself the “presumptive winner.” For U.S. House seats, there was no drama or upsets. All Republican and Democratic incumbents won. There were a handful of notable primary races: • In the Sixth Congressional District (southeast PA), Guy Ciarrocchi won the Republican primary to face-off against incumbent Democrat Chrissy Houlahan. Guy was running for governor before he withdrew to focus on a congressional run. • In the Seventh Congressional District (Lehigh Valley), Lisa Scheller won the Republican primary to run against incumbent Democrat Susan Wild. • In the open Twelfth Congressional District (Pittsburgh), state representative Summer Lee bucked party establishment and won the Democratic nomination. She will face Republican Michael Doyle in the general election. • In the open Seventeenth Congressional District (southwest PA), Republican Jeremy Shaffer will face Democrat Chris Deluzio in the general election. All the hype this election cycle centered around the Republican nomination for governor. As the polls indicated,

Doug Mastriano handily won the Republican nomination with 588,000 votes, or 44%. Of the eight other candidates, the next closest was Lou Barletta at 272,000 votes, or 20%. Mr. Mastriano will face-off against Josh Shapiro, who was unopposed for the Democratic nomination and received over 1.1 million votes. For Lt. Governor, Austin Davis won the Democratic nomination and was endorsed by Josh Shapiro. On the Republican side, Carrie Lewis DelRosso was the winner of the Republican primary. She is a one-term state representative that was caught up in the re-districting process and chose to run for Lt. Governor instead of her House seat. There were seven incumbents who lost their primary elections to challengers. Notably, the Republican House and Senate Appropriations Committee chairmen lost their elections to candidates running farther to the right. On the Democratic side, there were two incumbents in the Philadelphia region that lost their election to candidates that were more progressive. Counting retirements, losses, and those that were running for higher office, there will be a minimum of 54 freshman legislators entering office in December. Now that the election is over, ABC Pennsylvania leadership will meet to discuss the election results and map out where we want to focus our political resources. There is no doubt this election will have an impact on our advocacy work next year. We need EVERYONE to be an active participant and voter. Continuing with Van Halen’s Aftershock lyrics, “…and it ain’t going to change, it ain’t going away…”

My role is Project Manager at Warfel Construction Company in our Operations Department. Internally, I manage our construction teams on the individual projects on which I’m working, and externally, I coordinate with our clients and design teams on project schedules, costs, and constructability.

Why do you wake up and go to work every day?

Our industry is exciting and very rewarding; every day is a new challenge, so every day is different. That is what keeps me going.

How has your involvement in ABC Keystone provided you value in your professional life?

ABC Keystone provides me with connections to other industry members who I may not encounter on a regular basis. It also keeps me current with updates in the industry at both a local and national level related to politics and industry trends.

What are your hobbies?

I enjoy spending time with my family, visiting breweries, hunting, and generally anything to do with the outdoors.

n today’s world, retirement plans such as a 401(k) are not only commonplace, but are almost a requirement. Whether you are talking about attracting new talent or retaining your current employees, giving people the opportunity to save for their retirement is something most employers need to consider. Defined benefit plans are far less common these days. As such, most employees are realizing the need to plan for their own retirement. Sure, employers will reap the benefits of their company contributions being tax deductible, but what if there was another way a contractor could leverage their retirement plan to help make bids more competitive? The Davis Bacon Act can allow employers to do just that. The Davis Bacon Act, which is a federal prevailing wage law, involves contractors who work on federal contracts. In general, projects subject to prevailing wage must provide wages and benefits that would be provided to a union contractor. This total prevailing wage compensation has two parts: the prevailing wage and the prevailing wage fringe. Contactors have the option of paying both pieces in cash or electing to pay part in cash and part as a retirement plan contribution. Some of the benefits of using this strategy are: 1. Cost savings. Payments made into the retirement plan save the company in payroll taxes. 2. More competitive bids. The cost savings can help translate to a lower and more attractive bid. 3. Discrimination testing. These payments can help

business owners pass the required discrimination testing for their retirement plans. 4. Increasing contributions for owners. Because of the nature of these payments, owners who were previously restricted in their own contributions will have more flexibility. Prevailing wage retirement plans can be established easily, and in the event a contractor stops performing prevailing wage work, can also be closed down.
