Never Let a A

CRISIS

s you arrived at your office this morning, read your emails, caught up on LinkedIn, spoke to your leaders and engaged in the many ways you stay in touch with the daily reality of your company, you likely got some unsettling news. A shipment of supplies or equipment has been delayed, a job has been shut down due to COVID-19, prices have been increased, or some bit of long-awaited news arrived, and now you need to make a decision and deal with the change. Therein lies your opportunity! You have the power to create the change – hopefully a change that provides you the ability to make an improvement to the outcome of the challenge! Change is a constant with which we all deal – there are no exceptions. The difference between success and failure when tackling change is in how we deal with it. Will the change be a steppingstone or a stumbling block? Will we emerge from it stronger or weaker? Will we learn and grow from it or be harmed by it? There is a statement that says, “never let a crisis go to waste.” My challenge to you is to use this “change/crisis” to make your company better, your customers more loyal, and your co-workers happier. Envision the opportunities, because we all have the power to make the best choices for our future! Here is a change I hope none of us ever experiences: What if one of our valuable co-workers has left us due to suicide? Sadly, suicide is an ongoing crisis in the construction industry, and ABC Is very aware of its impact. With our current world disorder, suicide is now one of the leading causes of death for adults – a sobering statistic. ABC will be providing materials and education to raise awareness so that we can provide help before it is too late. We need to get this assistance to everyone who needs it sooner rather than later, as suicide is often preventable if the signs are recognized early. I am proud of ABC and its many chapters as we work together to prevent the tragedy of suicide. Please look for more information on this topic in the months ahead. Likewise, if anyone has valuable information, please forward it to me or to our President-CEO Dave Sload. Now, let me brag about our Keystone Chapter and our talented staff and Board. In September, we completed two days of

strategic planning as we charted the course for the next three years – recognizing of course, that there will always be annual updates and tweaks. If any of you can supernaturally see into the next three years, I need you on my team right now! I am so energized by the great input and involvement of all that attended and participated! We thoughtfully updated our mission, value proposition and vision statements (which were last updated six years ago) as well as drafted pages of ideas and vision for the growth and goals of ABC Keystone. A big thank you to Monica Glowinski from ABC National who facilitated our constructive two days of sessions, and to our staff, Board and committee leaders who remained focused and productive throughout both days – that is a true accomplishment. See page 5 for the Keystone Chapter’s new direction, and I am so motivated by our dedicated staff and Board leaders – many thanks to all! Now, embrace those challenges that cropped up this morning, and go implement the changes you need to make to become a better person and a better company!

Hear from the President-CEO

ver the past few months, I have asked the question “What’s Next,” when it comes to the storied history and forward thinking of the Keystone Chapter. The answers to that question are beginning to come into focus. On September 15 and 16, 48 people met here at the Chapter office to begin work on the 2022-2024 Strategic Plan. I want to thank all these passionate members for helping formulate the future.

While the plan is not yet complete, a large amount of groundwork was accomplished. We will continue to update you as this plan develops, and when the final product is approved by the Board in December. However, I am excited to report the direction and focus has been set. As with any plan, you need to start with the mission of the organization, the vision, and especially important for an association, the value proposition. Throughout the first morning, the focus was on the success of the past couple of years and failures or marks we didn’t hit. In addition, we determined our driving factors moving forward for the next three years.

Mission

I am pleased to share that the Board has approved our new Mission, Value Proposition and Vision Statements. They are as follows:

Mission Statement ABC Keystone leads, champions, and serves the construction industry.

Vision Statement ABC Keystone advances opportunities in the construction industry by: • Championing free enterprise and the merit shop philosophy. • Leading the conversation in political advocacy. • Educating and developing the workforce. • Equipping our members to prioritize safety. • Providing an inclusive environment to cultivate innovation, sustainability, and prosperity. With these statements completed, we then determined our areas of emphasis to carry out the statements we approved. As we continue to develop our strategies and tactics, our areas of emphasis will be Membership, Health and Safety, Political Advocacy, and Workforce Development. Your Board, staff and committees will help in completing these tasks. I believe we will have a robust plan that will continue to grow the Chapter and the services provided to its members. I look forward to all of you joining in on this journey that will write the next chapter of ABC Keystone’s history.

Advocacy Update By: David G. Greineder, IOM ABC Pennsylvania Director of Government Affairs

n mid-September, the legislature returned from their summer recess for a fall session that spans through the rest of 2021. During that time, the General Assembly will likely debate and vote on measures that directly and indirectly impact the construction industry. Per the decennial census, the Legislative Reapportionment Commission will re-draw congressional districts, considering Pennsylvania’s loss of one congressperson. In addition, the legislature will go through a process to re-draw all 253 House and Senate districts, taking into account where population was lost and gained throughout the commonwealth. Along with the re-districting process, the legislature will continue to explore COVID-19-related bills, especially pertaining to the Secretary of Health masking order for schools. Along with those hot-button issues, the ABC government affairs team is working on the following bills: • Apprentice-to-Journeyworker Ratios (HB 536): ABC chapters were a key player over the summer in this top priority bill. ABC members hosted members of the House Labor & Industry Committee to facilitate tours of training facilities and participated in roundtable discussions to shine a spotlight on the discriminatory ratio rules. Committee Chairman Jim Cox (R-Berks) is committed to pushing a bill forward this fall, and we look forward to working with him to level the playing field and secure a win for ABC. • Construction Industry Indemnity (HB 424): ABC has been partnering with stakeholders on legislation that would prohibit indemnity clauses in construction contracts. Before the summer break, we were successful in moving a bill out of the House Commerce Committee by a vote of 23-1. We are working on the next stage of the process with the goal of moving a bill through the full House during the fall session. This would be another key win for ABC. • Contractor Registration (HB 1021): We have been working with partners this summer and voicing concerns with proposed legislation that would require all construction contractors to pay a fee and register their business with the Office of Attorney General. Obviously, ABC and many other associations representing the construction industry have concerns with this bill. We have been participating in ongoing conversations with the bill sponsor in sharing our concerns and asking questions on the intent and reason for the legislation. The bill is

Getting Involved intended to stop bad actors from circumventing various labor laws and undercutting competitive bids; however, we are unclear as to how a registration requirement would get to this goal. As the government affairs team works on your behalf in the halls of the Capitol Building, there are upcoming opportunities for you to get directly involved in the legislative and political processes to make a difference. 1. Free Enterprise Day On October 25, ABC of Pennsylvania will be hosting an in-person Free Enterprise Day in Harrisburg – our first since the COVID-19 shutdown. During the day, you will have the opportunity to interact with key legislators who hold the power to make the change we are seeking. They need to hear directly from you, as you and your workforce are on the frontlines facing these challenges. Training opportunities will be available before the event to prepare you on policy issues and event logistics. Breakfast and lunch will be provided. Sponsorships available! Yes, every year is an election year, and this one is just as important as any other. On November 2, voters will go to the polls to elect candidates running for local office. The winners of these elections will serve as your school board director, county commissioner, city or borough council person, township supervisor, mayor, among others. In recent times, we have seen how important these local offices are in making decisions on how your community will respond to state and national affairs. Do not miss the opportunity to take part in the democratic process. Vote on November 2. Polls are open from 7 am to 8 pm. Congratulations to ABC Keystone's Local Craft Competition Top Scorers!

our ABC Keystone apprentices received top scores at the Keystone Chapter’s annual Local Craft Competition on Saturday, September 18, 2021. The top achievers demonstrated their superior skills, training and safe work practices, and will receive an all-expenses paid trip to the upcoming 2022 ABC National Craft Competition (NCC) to be held March 15-17, 2022, in San Antonio, Texas. At the National Craft Competition, they will compete against apprentices from ABC’s 69 chapters nationwide. The event was open to the public and attended by family and friends of the apprentices and Keystone Chapter members which provided the competitors the opportunity to compete in an energized and busy environment replicating the experience of competing at ABC’s National Competition. Competitors kept their diligent focus to their craft and maintained strict attention to safety while working on projects which had been carefully designed to test the apprentices’ practical and problem-solving skills. This hands-on portion of the competition contributed to 75% of their total score and was

judged by construction industry professionals. Prior to the practical trade skills competition, the apprentices were required to take a written test contributing to the remaining 25% of their total score. During the written test, they proved their academic understanding and knowledge gained throughout their education program. To earn a spot at ABC Keystone’s local competition, apprentices must rank within the top five of their trade class. ABC Keystone commends all who earned the opportunity to compete. “The Keystone Chapter is proud of the accomplishments of all twelve apprentices who competed at the event and have shown throughout their education that they have what it takes to be top craftspeople now and in the future. They have bright futures ahead of them and multiple avenues for success as they continue their career paths. The construction industry is facing a severe workforce shortage, and it is ABC Keystone’s priority to train tomorrow’s craftspeople and future leaders to help bridge this gap,” said ABC Keystone’s Director of Apprenticeship, Cindy DeWire.

Meet Don Engle, Jr.!

Tell us about your company! Just after World War II, Whitley Manufacturing Co., Inc. was founded in South Whitley, Indiana, by F. R. Bratton to provide homes for returning veterans. Over the years, the company moved from housing to office manufacturing and was purchased by Williams Mobile Offices in 1971. Under the leadership of Barry Gossett, Williams moved from being a small regional organization to one of the national powerhouses in the modular business. Then, in the early 1990s, Williams executive Simon Dragan purchased the flagship factory and reiterated the commitment to quality manufacturing and superlative customer service and was recognized as an industry leader in quality and innovation. In 1999, Whitley was able to purchase the respected Evergreen Mobile Company near Seattle, and in 2001, the company opened another production facility near Rochester, Indiana. The most recent addition in 2014, Whitley East, LLC is located outside of Lancaster, PA in the town of Leola. The four plants provide true coast-to-coast service. Whitley East, LLC delivers quality custom modular buildings for residential (dormitories), industrial, commercial, retail and educational use. We back each building with an industry-leading warranty and provide superior customer service. We pride ourselves on manufacturing each building properly, accurately, and on time.

Spotlight Meet Rick!

What role do you play in your organization?

I’m an Account Manager for Aerotek’s Construction Trades division. My role consists of partnering with general contractors and sub-contractors throughout Central PA to develop manpower strategies to help fill vacant positions for current and future projects. In addition, I consult with companies and share top trends we’re seeing in the construction industry.

Why do you wake up and go to work every day?

From a professional standpoint, I enjoy working with the team and our clients. It’s exciting to be involved with projects that are building the communities around us and knowing I play a part in it. I’ve helped change lives of individuals in the construction industry by finding them a great job with a reputable company. From a personal perspective, I get up and to go to work every day for my family - my three-year-old son, Mason, and my wife, Morgan. We’re expecting a little girl in December, so being able to provide for them and being in a career I really enjoy is worth getting up every day.

What are your hobbies?

Outside of keeping up with the tasks of being a homeowner and completing my ever-long “honey-do lists,” deep sea fishing is one of my favorite hobbies. Every year, I go deep sea fishing with family and friends in the Outer Banks, where the famous “Wicked Tuna” show is filmed. There’s something about being far out in the ocean catching 100+ lb fish that exhilarates me. The amount of adrenaline you get from waiting a few hours, enjoying the scenery, then the getting a big fish hooked is what makes me keep going back. The picture I included was taken the first time I went fishing, and we were able to catch 15 yellow-fin tuna (not all pictured) which is what got me hooked! I’ve been going every year for the past five years and don’t see myself stopping anytime soon.

What is the last book you read?

The book, "Can’t Hurt Me" by David Goggins, has a great story behind it which motivated and helped me change my perspective on life in general. It taught me how to be healthier and mentally push myself to the limit.

What quote inspires you?

I have a quote printed on my desk that says, “The achievements of an organization are the results of the combined effort of each individual.” It’s one of my favorite quotes by Vince Lombardi. It’s so true! We all work on teams that have the same end goal, which is an achievement of some sort. This quote not only resonates with me professionally, but personally as well. Whether you’re trying to achieve something at your workplace, at home with your family, or even in sports, everyone plays a major part to make sure the whole team reaches their end goal.
