MESSAGE FROM THE 2021 CHAIR This was a great year of growth for the Keystone Chapter as membership grew by 5.7%, surpassing not only our 2020, but our 2019 total member count! Another celebration point is ABC Keystone’s fantastic retention rate (or member renewal rate). Despite COVID-19, supply chain issues, and serious inflation, these statistics are a real testimony that our members recognize the value of ABC membership. I am filled with gratitude for our President-CEO Dave Sload, the entire ABC Keystone staff, and of course, our tremendous volunteers that give so selflessly to make our vision a reality. Likewise, I wish to extend a heartfelt thanks to my fellow Board Members and the many Committees and Chairs whom I’ve had the pleasure of leading and serving this past year. My thanks and appreciation also go out to our ABC National team and our ABC Pennsylvania team. What an honor it has been to serve together. Most of all, it was my honor and delight to serve the entire membership of over 540 companies in 2021, and I wish you all continued success.

THANK YOU TO OUR MEMBERS The year 2021 was the most uncertain year the organization has faced with the need to follow changing guidance and to adapt our operations, just like our member companies did, as we encountered the COVID-19 pandemic. We can’t say we did not face challenges, but we can say 2021 was one of the most productive years at ABC Keystone. Because of our members’ determination and dedication, we reached new heights. The year 2021 brought a membership retention rate of 92.8% – our highest since 1987 – coupled with 66 new members, spring boarding the Chapter to 5.7% membership growth. Apprenticeship expanded its number of full-time instructors and added a new PA-registered trade program. Attendance at almost all our events was either sold out or at new highs. Those are just a few of the Chapter’s accomplishments. This was made possible by the membership, our staff, the Board of Directors, and your Executive team led by Chair Cleo Weaver. ABC Keystone is here to serve the construction industry, and our goal is to expand opportunities for our members. We are motivated by our members’ success, and it is through serving our members that we, as an association, succeed. Thank you for your continued dedication to making the construction industry great.

WHO WE ARE In 1950, seven contractors gathered in Baltimore, Maryland, to create an association based on the shared belief that construction projects should be awarded based on merit to the most qualified and responsible low bidders, regardless of their union affiliation – ABC’s merit shop philosophy. ABC was founded on the principle that free enterprise is fundamental to our Nation’s success. The core purpose is to advance and defend the principles of free enterprise in the construction industry and to provide members and their employees with an opportunity to succeed. Today, ABC is a powerhouse with 69 chapters and over 21,000 members. It is one of the leading organizations representing America’s business community and the construction industry. The Keystone Chapter was established in 1959, and it now covers 10 counties in south-central Pennsylvania. ABC Keystone is presently headquartered in Manheim, Pennsylvania.

RISING TO THE CHALLENGE:
MEETING MEMBERS’ NEEDS THROUGH COVID-19 At our core, ABC Keystone exists to serve our members and the construction industry. On March 19, 2020, with little to no warning, Commonwealth leadership shut down the construction industry in Pennsylvania due to the declaration of the COVID-19 pandemic. ABC Keystone recognized Chapter members were in immediate need of assistance and information to navigate how to shut down safely, maintain their operations, provide for their employees, and prepare for the financial and legal fallout while still building and protecting the future of their companies. Immediately upon the shut-down declaration, Chapter leadership quickly assessed member needs and adjusted resources. Our ABC PA Government Affairs team advocated for reopening the construction industry, knowing that members would rise to new safety challenges. Chapter leadership and staff continued to provide timely communication updates, education, training, and business development opportunities incorporating virtual, hybrid and in-person events. No-cost, relevant education was provided to help lighten the burden for members on needed education for their employees. Apprenticeship classes and Graduation kept moving forward ensuring that our valued apprentices received the training and the recognition they deserved, even in the midst of a pandemic. During a time when some organizations were halting operations, ABC Keystone continued to press on to ensure our members’ success and safety.

Networking Through the Pandemic

The Chapter ensured that networking would move forward safely to continuously provide value to members. Utilizing platforms such as Zoom and Remo, both fully virtual and hybrid events took place on a monthly basis, including a live-streamed Excellence in Construction Awards which aired on YouTube.
Construction Safety Task Force Report Developed by ABC PA
In anticipation of construction reopening on May 8, 2020, after the March 19, 2020 shut down, and to assist members that were in need of resources, ABC of Pennsylvania established a COVID-19 Construction Safety Task Force to provide guidance, best practices, and standards for the construction industry as they developed their required safety protocols. ABC PA extended an open invitation to meet with and partner with Governor Wolf, the legislature, and industry partners on ways to implement the safety standards. The recommendations contained in the report were used by administrations in neighboring states and circulated to ABC chapters nationwide as a model.

GROWING THE KEYSTONE CHAPTER’S REACH During unprecedented challenges to the construction industry in 2021, ABC Keystone kept member needs at the forefront, adapting and excelling with new resources and unique offerings. Resultingly, ABC Keystone members helped drive the Chapter to record retention of 92.8% (highest since 1987), our highest new member count in nine years (66 new member firms added), and total membership growth of 5.7%. Meanwhile, the critical metric of membership engagement – encompassing involvement on committees, enrollment in training and attendance at events – also collectively improved.

Increasing Membership ROI Engaging with ABC’s membership pays dividends many times over, and a sometimes-overlooked, no-cost avenue is through committee involvement. ABC Keystone’s eight standing committees address all of ABC’s functional areas, and there truly is a committee for everyone. Many of ABC’s most connected members utilize committee involvement to increase their one-on-one opportunities with fellow members.

Communicating the Value of ABC ABC Keystone strives to maintain communications with members through multiple channels to meet members’ individual preferences including social, print, digital, phone, and email. These channels provide avenues for the Chapter to communicate the latest happenings at ABC Keystone, timely information, and member services such as education opportunities, business development events, exclusive discounts, and more. The Chapter continues to see increased engagement on social media from both members and future members. Digital Traffic: Merging the apprenticeship stand-alone website with the Chapter’s website has increased traffic to the apprenticeship web pages. This, along with digital marketing, has helped drive apprenticeship applications creating careers for future craft professionals.

THE VOICE OF THE MERIT SHOP
ABC PA: Promoting & Protecting the Free Enterprise Philosophy as United ABC Chapters ABC of Pennsylvania’s (ABC PA) advocacy program is designed to represent in Harrisburg the interests of 1,400 member companies. Through the combined grassroots efforts and that of the experienced government affairs team, ABC has achieved measurable results. Throughout 2021, ABC PA advocated for members through notable accomplishments: • Increased ABC’s physical presence in the Capitol. • Increased ABC’s political contributions and attendance at fundraising events. • Increased opportunities for ABC to testify and provide input on legislation. • Increased communication with chapters and members. • Produced nationally recognized reports and fact sheets to build legislative cases. • Issued letters to the congressional delegation opposing the federal “Protecting the Right to Organize” Act. *ABC National used ABC PA’s letter as a template. • Issued a first-ever report on Pennsylvania’s apprenticeship system. *ABC National used ABC PA’s report as a best practice/sample for other ABC chapters to model. • Through ABC PA’s partnership with the Marcellus Shale Coalition, they held over 50 calls with legislators advising them of ABC’s opposition to taxes on the energy industry. • Held calls with freshman members and issued a first-ever “freshman profiles” document.

ABC PA Formerly Recognized as Separate Entity Along with ABC’s successful advocacy program, 2021 was the inaugural year of ABC of Pennsylvania as a formal statewide entity recognized by ABC National. The newly installed board made sure the association was financially secure and had robust decisionmaking processes in place for the long-term.

Free Enterprise Day Returns On October 25, ABC PA members traveled to Harrisburg to take part in “Free Enterprise Day.” Industry leaders from ABC PA’s five regional chapters, including ABC Keystone, spoke to legislators serving on the Senate Labor & Industry Committee on the challenges ABC members are facing and what role the legislature can play to improve workforce conditions.

CRAFTING CAREERS
BUILDING FUTURE & CURRENT EMPLOYEES Workforce development prepares the talent pipeline for tomorrow’s staffing needs, yet it is also focused on building today’s employees into better-educated, more engaged, and highly effective workers and leaders. ABC Keystone promotes workforce development in the construction industry for members through student and community outreach efforts such as career fairs, career exploration events, educator open houses, career development education, safety training and more. By engaging the individual from early school-age through CEO, the construction industry inspires future employees and creates well-rounded and knowledgeable current employees who will continue to benefit their companies and their families through productive careers in construction.

Prepping for Apprenticeship Fall 2021 introduced a new version of pre-apprenticeship called Safety 360. Built on P-A Connection, Safety 360 is a proprietary curriculum that incorporates an additional 24 hours of safety and math and increases context for better student understanding. Along with an enhanced curriculum, Safety 360 is offered in a way that aligns with student block schedules.

Students explored careers in construction during “Construction Wars” in 2021

Student attendees since the first event in 2017 Reaching Out to the Younger Generation Over the course of three days each Spring and Fall, 200 area middle school students from the Chapter’s 10-county footprint attend Construction Wars, an interactive career exploration event, to experience hands-on activities with the help of construction professionals. During this event, students have the educational opportunity to see the Chapter’s training facility, work with tools, understand safety requirements, and learn more about skilled trades while building wood benches, testing electrical circuits, bending sheet metal to make their own tool boxes, plumbing a project, laying brick, learning about technology, and more. This is an opportunity for students and educators to discover what the construction industry needs in its future workforce and how a career in skilled trades is a viable, well-paying alternative to college.

11 Students granted awards in 2021 Merit Shop Training & Research Center (MSTRC) Scholarships MSTRC Scholarships are designed to support post-secondary education in the construction industry. The Merit Shop Training and Research Center was established several years ago by ABC Keystone as a non-profit fund whose mission is to provide financial assistance to students who have chosen construction-related career paths. The Center is funded by members of the Chapter, who have taken upon themselves the responsibility of being proactive in assisting men and women in their preparation for this industry. Over $550,350 has been awarded by the MSTRC since its inception. Applications are reviewed by distinguished industry professionals serving on the Scholarship Selection Committee of the MSTRC and are awarded solely on the basis of merit and without regard for the race, color, religion, national origin or gender of applicants.
Creating Opportunities & Building New Lives ABC chapters across Pennsylvania coordinated efforts and signed a statewide articulation agreement with the PA Department of Corrections. Often, an inmate is incarcerated at a facility away from their home. The new agreement provides returning citizens with access to all ABC registered apprenticeship programs in the Commonwealth and credit for their education while incarcerated. The Keystone Chapter is working with SCPA Works, a regional workforce development board in our footprint, to arrange a forum for contractors and workforce professionals around the topic of reentry. Reentry is a term used to refer to issues related to the transition from the criminal justice system back to society. Our workforce partners are seeking a better understanding of how the construction industry can best work with reentrants and the obstacles faced when hiring a person with a criminal background. ABC Keystone Workforce Development Committee members attended SCPA Construction IP Reentry Business Council meetings to increase their understanding of working with reentrants in anticipation of providing education to other Keystone Chapter members. A series of reentry forums is scheduled for 2022.

Female students attended the Chapter’s Inaugural All ‘bout Construction Girls Camp

Promoting Women in Construction During the week of June 14-18, 2021, 12 female students from Lancaster County attended a week-long summer camp at ABC Keystone’s training facility in Manheim. The All ‘bout Construction (ABC) Girls Camp (grant-funded by the Lancaster County Workforce Development Board) was a first-ever program offered by the Chapter and provided the students with the opportunity to meet with female construction industry leaders in addition to visiting jobsites of Chapter member contractors and learning beginner trade skills. Over the course of the five days, this team of bright young women worked together while discovering the career opportunities that the construction industry provides. They were taught basic safety skills, blueprint reading, electrical wiring, carpentry, plumbing, and more under the guidance of ABC Keystone’s apprentices, instructors, members, and staff.
Partnering with the Community for a Common Goal ABC Keystone is a co-convener of the Lancaster-Berks Construction Connection, a NextGen Partnership® of construction industry professionals in South Central Pennsylvania who are industry-led, community-supported and in collaboration to stabilize and strengthen the construction industry in the region. The partnership launched in 2019 with the support of the Lancaster County Workforce Development Board. Upon organizing, the group prioritized their goals, including growing the partnership, increasing connections to schools and providing exposure to the industry, accessing Latino talent, and promoting the industry through additional social media. The group spent 2021 extending its social media outreach by joining Twitter, Facebook, LinkedIn, Instagram and YouTube before working with MAKE | Films to create one three-minute video and three 30-second shorts for the public. PA-REGISTERED APPRENTICESHIP CRAFTING CAREERS
The Keystone Chapter’s apprenticeship program provides education and training in multiple trades serving members from across the Chapter’s footprint. In 2021, the Chapter expanded our reach to now provide training opportunities also to ABC Central PA members. Under the guidance of the Apprenticeship Craft Training Committee, the program has grown with enhancements to the instruction, curriculum, technology, and practical education. Thanks in part to our strategic partners, James Craft & Son, Inc., JLG, Milwaukee Tool Company and Southwire, the Chapter’s apprentices are provided with the tools and supplies to engage in valuable hands-on training. Thank you to our Strategic Partners and ABC Business Partners for partnering with us to make our programs successful.

Transitioning to New Curriculum The Keystone Chapter transitioned to The Mike Holt Electrical curriculum, an NEC based program, which ensures apprentices finish the program with a feeling of mastery of the Code Book and how it applies to their installations in the field. The modern teaching aids, including high quality graphics, PowerPoints, videos, and safety modules, produce confident field installations.

The program’s online platform is dependable, easy to navigate, and the amount of content available to apprentices is robust. Students have access to a digital copy of their class books, take quizzes and tests online, and they have access to the video material created by Mike Holt and his panel for each chapter covered in class, which aides in strengthening areas where they need extra attention. The program’s material is extremely practical, up-to-date, well-organized and will produce competent and recognized Journeyperson electricians.
110 Graduates
A record-breaking total of 110 apprentices graduated from the Chapter’s PA-Registered Apprenticeship program in 2021 ABC Keystone Adds First-in-Pennsylvania ‘Assembler, Pre-Engineered Buildings’ PA-Registered Apprenticeship Program ABC Keystone worked with the Metal Building Institute to construct the new Assembler program which was approved by the PA Department of Labor & Industry and accepted by the State Apprenticeship Council in September 2021. This is the first PA-registered apprenticeship program to be offered in Pennsylvania specifically for Pre-engineered Buildings Assemblers and will provide education and training to fulfill the high-demand need for a skilled workforce able to safely build prefab metal commercial buildings. The program is only one of a handful of Assembler, Pre-engineered Buildings apprenticeship programs available nationwide.

Instructor & Learning Consistency With the addition of full time HVAC instructor Derek Robbins, all level 1 apprentices now receive EPA certification. The shift to full-time instructors in 2019 has provided more consistency, increased preparation and planning time for instructors, better coordination for trade collaboration, and more quality time in the skills lab for hands-on projects and skills training.
Classes Move to 100% Daytime Hours Apprentices are more alert and able to retain training material during daytime classes than they would be in the evening following a long day in the field. Traveling to the training facility during the day rather than at night benefits both the apprentices and their families.
Hands-on Demonstrations The apprenticeship program continues to grow our vendor pool who provide apprentices with hands-on demonstrations of new machinery, tools, and procedures. Current vendors include Southwire (electrical), Vernon Bitzer Associates, Inc. (plumbing/HVAC), and Victaulic (Plumbing).
The Keystone Chapter’s apprenticeship instructors and apprentices now utilize Procore, an all-in-one construction management software built to help finish quality projects safely, on time and within budget. This addition to their training helps them gain valuable technology skills. ABC Keystone’s building blueprints are uploaded to the program and utilized in class for blueprint reading and other projects. 18

SAFETY EDUCATION & TRAINING BUILDING A CULTURE OF SAFETY
COVID-19 and all that comes with dealing with a global pandemic continued to provide challenges in 2021. ABC Keystone was able to meet these challenges through relevant safety-related programs, while adapting to the new normal and continuing to move forward. Member participation in safety trainings and educational programs grew during the year, and when possible, training sessions moved back to being in-person. Measures were taken to ensure participants were kept safe while still being able to be in a true classroom setting. The ability to be flexible was intended to suit everyone’s personal needs. Class options were created that allowed a bulk of the classroom portion to be completed online, and any hands-on training requirements were met by holding in-person sessions in smaller groups. This was done early on in 2021 to comply with gathering restrictions and then continued to meet member needs as the year progressed. 2021 was the year that showed the power of resiliency and the ability to adapt and overcome.

Equipping Our Members to Instill a Safety Culture Founded in 1989 as a safety benchmarking and improvement tool, STEP has evolved into a world-class safety management system that dramatically improves safety performance among participants regardless of company size or type of work. Participating ABC member firms measure their safety processes and policies on 25 key components through a detailed questionnaire with the goal of implementing or enhancing safety programs that reduce jobsite incidents.

Protecting Employees’ Total Human Health Ensuring our members are equipped to provide for their employees’ total human health is a focus for the Chapter. Education on topics such as suicide prevention and dealing with COVID-19 stressors was provided throughout the year including a Mental Health Panel Discussion on Suicide Prevention in Construction facilitated by Greg Sizemore, Vice President, HSE and Workforce Development of ABC National.

• The Chapter added four new mannequins and two AED trainers for First Aid/CPR/AED training to increase hands-on participation capabilities during the COVID-19 restrictions and beyond. • Lines were painted in the training facility’s parking lot to create a course for equipment (forklift and MEWP equipment) training. • A JLG Industries equipment investment provided enhanced safety training for many of the Keystone Chapter’s safety courses.

Engaging the Entire Team The Keystone Chapter is diverse and growing. Members are looking to educate entry-level employees, retain veteran staff, and recruit new team members. The Chapter saw increased engagement in courses during 2021 to levels that exceeded pre-pandemic levels. This speaks to the enhanced company cultures that are prioritizing employee growth and developing leaders from within.

ABC Keystone values every dollar members invest in the Chapter. Dues dollars are utilized on both a Chapter and National level to support operations, services and resources. Less than half of the Chapter’s revenue is received from dues with the remainder supported through other sources.

Through the generosity of ABC Keystone members, the Chapter was able to expand our training facility in 2015 to meet the future education needs of the workforce. As of June 2021, ABC Keystone achieved a 98.6% collection rate on capital campaign pledges, which is astounding and is a true testament to member commitment and the value placed on education. We wish to offer a sincere thank you to all those who contributed to the Capital Fund to make this vision a reality.
LOOKING AHEAD ABC Keystone is committed to growing member value each year. As we continuously look for ways to improve in 2022 and beyond, we can’t rest on past successes. We need to be prepared for whatever might come next and adapt to member needs accordingly. The Chapter’s leadership team has embarked on a new three-year plan that will propel us to new heights in Advocacy, Education, Training, and Workforce Development. Many of these initiatives are already underway, and we look forward to unveiling more as the year progresses. We have always been here to serve our membership. From 1959 to today and into the future, this core principle will continue to guide every decision, new endeavor, and resources we pursue. Our members are ABC Keystone.
