A YEAR IN REVIEW As we approach the end of 2023, I want to reflect on the accomplishments of the Keystone Chapter over the past 12 months. For the third year in a row, membership retention was over 90%, ending the year at 90.4%. As of November 27th, we were only three members shy of growth-plusone in membership. In addition, 90.75% of all member companies have participated in some event or training at ABC this year. ABC Keystone staff and volunteers continue to make this organization one of the Nation's best merit shop construction organizations, as shown in our membership stats. Though lower than expected, STEP (Safety Training Evaluation Process) participation realized 10% growth

to the success of our industry, and the staff at ABC Keystone continue to raise the bar year after year. Last year, ABC Keystone developed an IDU (Inclusion, Diversity, and Unity) committee focused on providing access to lucrative construction careers for everyone in our geographic region. The committee started with a discovery phase to identify the barriers. I am happy that the committee has moved beyond that phase and is now working on breaking down these barriers for persons with criminal justice backgrounds and refugees/immigrants. We all know that we live in a state that does not always favor free enterprise and merit shop philosophies. Our government affairs office has made some significant headway this year. We helped move Clean Slate

over 2022 numbers. Currently, 83 member contractors are STEP participants. As we strive to keep our employees and fellow contractors safe, STEP has proven to be a system that works, challenging participants to analyze their safety programs and protocols annually and continue to raise the bar. In the area of workforce development, the Chapter continues to make headway. This year, we hosted our third Girls Camp and hosted over 400 middle school students for Construction Wars. In fact, the demand for Construction Wars is more significant than what we can accommodate, so we have been forced to limit the attendees allowed by each school district. We have 44 articulation agreements with various educational institutions, ranging from high schools to Career and Technical Centers, allowing these students to articulate into our apprenticeship program. Lastly, we graduated 98 apprentices from our 20222023 class. Growing the future workforce is crucial

Legislation out of the Senate Committee. We wrote a statewide RCO bill ready to introduce to the Senate Committee. We were instrumental in adopting a House Resolution and received a Governor's Proclamation to recognize October as Careers in Construction month in PA. And we have exceeded our annual goal for contributions to the Free Enterprise Alliance and the National PAC. Our voices are being heard, and ABC continues to fight on behalf of its members. Numerous other accomplishments warrant recognition, but they are too numerous to list. In a nutshell, ABC Keystone continues to be a leader for Merit Shop construction and one of the top chapters in the Nation. It was a pleasure serving as your 2023 Board Chair. I want to thank the staff and all who volunteered to make this Chapter what it is. Lastly, I wish my good friend John Lehmann the best of luck as he takes the gavel for 2024. You're in good hands with John as the incoming leader.

PRESIDENT BIDEN: STOP MINIMIZING THE VITAL CONTRIBUTIONS OF 88% OF THE U.S. CONSTRUCTION INDUSTRY President Joe Biden continues to push his rhetoric, promoting himself as—and fulfilling his oft-repeated promise to be—"the most pro-union president in history." Using this discriminatory language, President Biden discounts the value of the work of the vast majority of the construction industry that chooses not to join a union—nearly 9 in 10 workers, according to the U.S. Bureau of Labor Statistics. Associated Builders and Contractors supports awarding public works projects to contractors that can complete infrastructure projects safely, on time, and budget, regardless of labor affiliation. Fair and open competition for these projects delivers the best value to Pennsylvania and all of America's taxpayers, not excluding the 88.3% of the construction industry that freely chooses not to join a union.

The latest data show that year-over-year, the percentage of construction industry union membership dropped despite robust overall job growth, suggesting that construction industry workers are not enthusiastic about joining a union when given a choice. This is why the Biden administration should refrain from advancing controversial policies specific to the construction industry requiring workers to subject themselves to union-only policies. There is no reason to mandate union-only labor when contractors can fairly compete against each other. Exclusionary policies and campaign speeches are just about the last things Pennsylvania's citizens need as they continue to face rising prices for food, energy, housing, and everything else. We deserve better. To make matters worse, State legislators are buying into the same nonsense. During this past year, the Department of General Services used a Project Labor Agreement for a project in Westmoreland County. The State House just passed a statewide RCO bill that is designed to favor the unions. One must look at the 37 House Republicans who voted for the bill to see they are buying into the rhetoric that only the union provides good jobs. As company owners and employees, this should make you question why. ABC will continue to fight, but we need you all to fight with us. While politics is an ugly business, you need to "Get into politics or get out of business" as a company owner. Your business and your employees depend on it to survive.

What was the mission at the start of your company?

How do you measure the success of your company?

The mission of D&H Electric Construction LLC is to provide quality service at an affordable rate.

Success in our business is measured through customer relationships. We have a high level of customer retention and repeat business. We exceed our customers’ expectations, leading to customer satisfaction in project delivery.

What are your company’s core values? 1. Continuing to provide safe and up-to-code electric services at affordable prices 2. Commitment to delivering high-quality work that meets industry standards 3. Encourage a culture of continuous learning 4. Actively participate and contribute to the local community What about D&H Electrical Construction LLC makes you most proud? One thing that makes me most proud is that the business has continued serving Susquehanna Valley customers since the late 1950’s. Even though we are a smaller company with many large competitors, the employees and their enthusiasm for the electrical world make us who we are. How has being a founding ABC Member made an impact on D&H Electrical Construction LLC? Through ABC, we have been able to send our employees for Journeyman’s Licenses through the apprenticeship program. Their services ensure that our employees are ready and certified for the field.

What advice would you give to potential and current ABC Members? ABC Keystone is an excellent asset for electrical construction in the future. They are the voice of the contractors in the halls of government. Additionally, they are training the future generations of electrical professionals. What exciting projects are on the horizon at D&H Electrical Construction LLC? We were recently awarded the contract to upgrade the lighting at Lancaster County Public Safety Training Center and Park & Ride. This will enhance the safety of emergency services training and outdoor enthusiasts who use the Lancaster Junction Trail.

What sets your company apart for its competitors? With a team of fewer than ten employees, we can establish close connections with our customers. Additionally, we have excellent working relationships with other local contractors and property management companies.

MAKING 2024 COUNT Much of this past year has been filled with frustration in seeing the decisions made by our state and federal public officials. That has been fatiguing. The new year provides several opportunities to send a message to all. Maybe you're reading this and are mad as hell and not going to take it anymore … so read on for what you can do about it. In February, every state representative and U.S. representative will need to circulate petitions to appear on the ballot; half of the state senate and U.S. Sen. Casey will need to do the same. You may see them out asking for signatures and for your vote in the May primaries, giving you a chance to tell them what they need to do differently. Even better, you can circulate your petition to challenge someone or fill a vacancy from one of the legislators planning to retire. The main thing to do is ensure that sitting legislators consistently hear your frustrations from you. For ABC issues, there is a long list of poor decisions made in Harrisburg, with a longer list of excuses for why they were made. Republican and democrat representatives decided that it was a good idea to have a statewide responsible contractor ordinance (RCO); some Republicans joined the House Democrats to advance a bill to give unemployment benefits to those on strike; and Democrats pushed to amend enshrining the

Pennsylvania Constitution to provide the right organize even though it is already a right. Outside of our issues is the frustration of not being able to pass a budget, a long delay in deciding a Speaker of the House (slightly better than Congress), disorganization in assigning committees to do any work in the state House and a question on how to fund our schools. There's also the inexplicable and sudden meekness of legislators when a state representative and top aide to the governor are accused of sexual harassment. Mad yet? It's time for a change, and we should enter 2024 with a determination for a reckoning at the ballot box. If the ship isn't righted this year, we expect the current mess to worsen. No one should accept any excuses of "being in the minority," "following leadership," or that they had to throw a bone somewhere. ABC members are busy making things work, not giving out hall passes. If you don't know what to say, contact us at ABC or join a committee. Most importantly, every public official needs to hear about what is happening with your business and whether that legislator is helping or hurting it. If they aren't helping, they need to be held accountable.

UPDATE

In our shop, you will see a structure called "the module" or "the shed." This structure offers handson experiences to our apprentices. Over the year, all our apprentices will have a hand in flipping this building from bare beams into a fully functioning project complete with drywall, electricity, plumbing, and an HVAC system. Check out the progress made in the past month!

Quinn Swearingen | CARPENTRY 1 Horst Construction What motivates you to work hard? I am motivated by knowing that each day of working hard is another step closer to moving up within my company, making more money, and gaining essential knowledge that I can take with me anywhere! What is your favorite thing you have learned in your apprenticeship program so far? My favorite topic in class has been reading blueprints and understanding each little detail and how it contributes to each tradesman reading it. Where do you see yourself in 5 years? In 5 years, I see myself completing the apprenticeship program and receiving my journeyman's certificate. From there, I can continue to use my skills with Horst Construction and add to the success of their projects. I plan to continue up the ladder to a Foreman. What made you choose the trade you are learning?

What do you like to do in your free time?

I chose to get into carpentry to continue the trade passed down through generations! From my grandfather to my uncle, carpentry, woodworking, and construction have always been long-lasting careers. So why not follow in their footsteps and learn a trade that will last for life?

In my free time, you can almost always catch me outdoors. Whether hiking, biking, or working on lawn care, I enjoy being in the fresh air.

What is one thing that surprised you about the trade you are learning? One thing that surprised me about the entire trade world is the diversity and teamwork it takes to complete a project.

Are you a morning person or a night person? I am most definitely a morning person! You have to be in the trade world! My favorite part is being awake to see the sunrise on my way to work daily.

Wagman Heavy Civil Celebrates I-95 Rappahannock River Project at Ribbon Cutting Ceremony Wagman Heavy Civil, Inc. celebrated the ribbon cutting on November 14 for the I-95 Rappahannock River Crossing projects, located in Fredericksburg VA, which broke ground five years ago. The event served as a regional celebration of the I-95 Northbound Rappahannock River Crossing project, which reaches substantial completion this week when traffic shifts into its final pattern. Its sister project, the I-95 Southbound Rappahannock River project, was completed by Wagman in May 2022. The two design-build projects represent a combined total of $232M, with construction spanning a total of five years. The I-95 Southbound Rappahannock River Crossing project broke ground in August 2018, and the Northbound project began construction in May 2020. Wagman served as the general contractor for both projects. Greg Andricos, President and COO of Wagman Heavy Civil states, “We overcame challenges to mitigate and minimize the impacts to drivers, the trucking industry, residents, river and trail users because we care about this community. Working together, VDOT and the design-build team

always put the goals of the project first, making numerous sacrifices to achieve all commitments and deliver both projects on time and within budget.” Both projects relieve congestion on a highly traveled portion of I-95, with approximately 150,000 vehicles passing through daily. Wagman delivered two new bridges spanning the Rappahannock River ahead of schedule on both the northbound and southbound projects. The newly constructed Northbound corridor offers designated lanes for both local traffic and thru traffic looking to bypass vehicles entering and exiting I-95 between Route 3 and US 17. Final construction activities on the project are expected to wrap up in May 2024. The I-95 Southbound project included the design, permitting and construction of three new general-purpose lanes for I-95 southbound and conversion of the three existing lanes to collector-distributer lanes. In addition, new bridges were built over Route 17. The project was completed sixty days earlier than originally anticipated.

Barley Snyder Further Expands Gettysburg Office Barley Snyder is excited to announce the successful completion of renovations to its Gettysburg office. This expansion follows significant growth in the Adams County area and underscores the firm’s commitment to expanding its presence in the historic downtown location. The recent expansion has nearly tripled the office space, adding an additional 4,650 square feet to the existing office at 123 Baltimore Street. The state-of-the-art office now boasts a total of 7,200 square feet, providing ample room for both internal and external visitors from across the firm’s footprint. New features include four spacious conference rooms and six visiting offices as well as the addition of more natural light by opening windows that were previously covered with brick. “We’ve held a long-term vision for our presence in Gettysburg since opening our doors in 2017, aiming to deliver top-notch and accessible legal services to the region,” said managing partner Jeff Lobach. “The additional

space will greatly benefit our attorneys, staff and clients in Gettysburg and the surrounding areas, including Hanover, Chambersburg and Carlisle, while providing us room to grow and add new talent to our team.”
