A
s my year as Chair of the ABC Keystone Board draws to a close, I am filled with gratitude for our President-CEO Dave Sload, the entire ABC Keystone staff, and of course, our tremendous volunteers that give so selflessly to make our various events a reality. Likewise, I wish to extend a heartfelt thanks to my fellow Board members and the many Committees and Chairs whom I’ve had the pleasure of leading and serving this past year. Most of all, it was my honor and delight to serve the entire membership of over 530 companies in 2021. This was a great year of growth for our Keystone Chapter, as we attained our stretch goal for new members and surpassed our total membership numbers of 2019. Another celebration point is ABC Keystone’s fantastic retention rate (or renewal rate). The year 2021 came in at 92.8% retention, which is the best renewal rate since 1987! Despite COVID-19, supply chain issues, and serious inflation, these stats are a real testimony that our members recognize the value of ABC membership. As we often realize during a crisis, we need to make the choice to be united to be successful, because the battles we fight are much bigger than any single one of our companies. During ABC National Board meetings, we were struck anew with the stark reality of the need to fight together on a national level, especially with “unconstitutional” vaccine mandates now placing us in a courtroom battle to preserve our freedoms. Thank you, all, for your support and unity as we fight together! OK, ABC family - one more time before I sign off for the year as your Chair - let me encourage you to break out your “It” factor! Right now, “It” is our battle to win as we stand together - OR, “It” is our battle to lose if we are divided! I know the strength and tenacity of our ABC team, and I know we will be victorious; however, “It” will not be easy. We all need to stand together with our “It” factor, strong and confident. On a personal note, we are fast approaching the most wonderful time of the year! How delightful to be able to celebrate our individual holiday traditions 3

with family and friends in a nation that is founded on freedom. My sincere wish is that we all are energized to draw away from our various struggles and find peaceful, happy times together. As for me and my family, we will be enjoying Christmas in our favorite tradition of celebrating the Birth of Jesus and connecting with family near and far around scrumptious food and fun-filled festivities. We also take great pleasure in giving gifts that delight our loved ones, decorating the house inside and out, and going to church on Christmas eve to sing "Silent Night" while we enjoy the wonderful ambience of candlelight. May you and your family celebrate the season with your own heart-warming traditions, and may it be a wonderful, memorable time together. Let me finish this year by stating again my thanks and appreciation to our ABC National team, our ABC PA team, and our local ABC Keystone team - you are the best! What an honor it has been to serve together. May next year, and each year after, be one of exponential personal and professional growth and success! Thank you for a great year and Happy Holidays!

A
s we entered 2021, we at ABC Keystone had no idea what to expect. Would we be able to have in-person education and training? Would we be able to host in-person events so our members could network and share information? Would our members be able to run their businesses as they saw fit? 2021 had to be the most uncertain year we would encounter. Let's fast-forward to now as we come down the home stretch of 2021. We can’t say we have not faced challenges, but we can say it has been one of the most productive years at ABC Keystone. Because of our members' determination and dedication, we reached new heights. The year 2021 will have one of the highest retention rates since 1987 at 92.8%. We will have obtained over 5% growth. Apprenticeship has expanded its number of full-time instructors as well as added a new PA-registered trade program. Attendance at almost all our events has been either sold out or at new highs. Those are just a few of the Chapter’s accomplishments. This was made possible by the membership, our staff, the Board of Directors and your Executive team led by Chair Cleo Weaver. All of you truly showed how to drive an association during a time when many associations just sat on the sidelines. For this, I am grateful and thankful. As we prepare for 2022, we can’t rest on past successes. We need to be prepared for whatever the government or this lingering pandemic might throw at us. Your leadership team has embarked on a new three-year plan that will propel us to new heights in Advocacy, Education and Training, and Workforce Development. Many of these initiatives will be unveiled in the early months of 2022.

Currently, the government wants to get deeper into your business with orders and mandates, and a number of these are slated to go into effect on January 4, 2022. Please know that your National Executive committee with the support of the National Construction Legal Rights Foundation has filed suit against both the OSHA ETS and the Biden administration's mandate of vaccines related to Federal contracts. ABC is not disputing that COVID-19 exists or a vaccine may be effective protection. ABC is challenging the ability of an administration or a government agency to mandate its use. We will keep you posted on this as it moves through the courts. As we close out the year and enter this Holiday season, I want to thank you, the members, for all you do to promote the construction industry. Thank you for your input that helps drive the association and thank you for being a member of ABC Keystone. God Bless you all and have a very Merry Christmas!

Advocacy Update T
he 2021 “off-year” General Election is now behind us, and it was an interesting one, as they tend to be. Republicans flipped seats on many school boards, township boards, and borough councils across the Commonwealth. Other races went as expected. For statewide judicial seats, Republicans were able to keep the status quo for the most part, with Judge Kevin Brobson winning the Supreme Court seat, Megan Sullivan winning the Superior Court seat, and Stacy Wallace winning the Commonwealth Court seat. All eyes are now focused on 2022, where Pennsylvania will be electing a new U.S. Senator, new governor, 17 congresspersons, 25 state senators, and 203 state House members. Throughout the year, there will be many opportunities for ABC members to get involved in the political process and learn more about the candidates. We need to get behind candidates that support our issues and continue to build relationships so we can accomplish our legislative goals. Elected officials need to hear from YOU, and ABC will do all we can to provide a forum for you to do just that. On the legislative-front, 2021 was a successful year for ABC. More than ever before, we were asked to provide feedback on legislative proposals, some good, and some bad. ABC chapters hosted 16 members of the House Labor & Industry Committee to discuss apprenticeship ratios and tour member facilities. ABC testified before the House on apprenticeship ratios, issued a first-ever report on apprenticeship programs, briefed a select House task force on workforce issues, and partnered with like-minded associations to fight energy taxes and other burdensome regulations. We also held our first in-person Free Enterprise Day since the pandemic. During the event, members from all five chapters met with members of the Senate Labor & Industry Committee to talk about workforce challenges and needs. ABC members were not shy about expressing their frustrations with the lack of action on many fronts and offered solutions to the workforce crisis. It was a very successful day.

On the national front, ABC National has been all-in on fighting the Biden Administration’s vaccine mandate. Since the President’s announcement in September, ABC has provided written comments and sent letters to the administration on the impact the vaccine mandate would have on the construction industry. Most recently, ABC Alabama filed a petition for review with the U.S. Court of Appeals in the 11th Circuit against OSHA’s Emergency Temporary Standard (ETS), which applies to employers with 100 or more employees. Simply put, ABC believes that OSHA’s ETS rule creates uncertainty to the construction industry because it is likely to worsen the skilled labor shortage currently facing the industry. ABC’s legal challenge calls out the Biden administration’s overreaching policy, which needlessly creates tension between employers and employees. In addition to ABC’s legal challenge, there were 21 state Attorney Generals that sent a letter to the White House asking that the mandate be withdrawn. Pennsylvania was not included in the letter, of course, but we will continue to monitor the legal challenges and keep ABC members posted. As we head into the holiday season, I want to thank all ABC members for their support and dedication to the association. We have much to be proud of and a long road ahead of us, but together we can accomplish great things. I look forward to what 2022 has in store. Wagman Construction, Inc. Completes Renovations at York Day Nursery’s Second Location Wagman Construction, Inc. joined York Day Nursery and York County School of Technology to celebrate the completion of the new Early Childhood Education Center with a ribbon cutting ceremony on October 27.
