NM House panel puts off vote on $5B budget was surprised by the GOP complaints because members of the panel had tentatively agreed last week on provisions of the spending plan. Missing man found dead

The 73-year-old man, who went missing from Ruidoso on Jan. 20, was found dead around 2 p.m. Sunday. Kenneth Paul Payne suffered from Alzheimer’s. He was last seen around 10:30 a.m. outside of Ruidoso Downs Walmart. His body was located around 1.5 miles from where he was last sighted. “His body was discovered by two girls who were walking their dogs near Inspiration Heights,” said Sgt. Dale Harrison of the Ruidoso Police Department. The medical investigator reported that Payne had died from exposure to the elements. Harrison could not say how long ago Payne had died. Although the United Way of Chaves County 2011 Campaign did not reach its goal of $575,000, it surpassed the 2010 campaign total by $26,000, or five percent, and represented the third highest increase in the past 20 years. This year’s campaign raised $486,651.58 or 84.64 percent of its goal. This goal was 25 percent higher than in 2010. The campaign, headed by co-chairs Perry and Sherri Toles, kicked off Aug. 15. UWCC has 12 member agencies and three affiliate agencies. “Perry and Sherri Toles were great campaign cochairs. They have a lot of connections in the community, there’s a lot of trust there. I feel like they helped us to raise $26,000 more than last year,” Sherry Mumford, UWCC executive director, said An Allocations Committee, consisting of 21 UWCC

increases. Economic growth is expected to generate about $257 million in new revenues next year that lawmakers can use for the budget or to cover the cost of tax reductions. The gover nor has proposed $55 million in tax cuts for businesses and veterans. Democratic and GOP lawmakers also have introduced a wide range of tax relief bills. Decisions on tax cuts are expected later

in the legislative session when lawmakers reach agreement on how much to spend in the state budget. The budget still faces a long journey in the Legislature. Besides needing House approval, the budget must clear the Senate and senators probably will make changes to the spending plan before lawmakers agree on a final version that goes to the governor. Of the proposed $216

million budget increase, about $14 million will be distributed to programs only if state revenue projections remain on target. The contingency was added because some lawmakers worry that revenues could end up falling short in the next year because of low natural gas prices. volunteers, spent many hours reviewing agency requests and allocating the funds which were raised during the campaign. The Roswell Refuge, which provides a shelter for women and children who are, or may be, subject to physical or mental harm, received the largest allocation of $38,000. Chaves County CASA, which recruits, trains and supervises volunteers who advocate for abused and neglected children, came in a close second receiving $37,000. Mumford said the funds will be given to the various UWCC agencies during the third week of February. She added that the campaign is still wrapping up so those who have yet to contribute still have time. Any donations received by the third week of February will be allotted towards this year’s total. Councilor Bob Maples, pastor at the United Church of Roswell, says he’s seeking election for his Ward I seat during the municipal election in March. Maples was first elected to the council in 1992. His third council ter m was interrupted due to his appointment by then-Gov. Gary Johnson to a sixyear ter m on the New Mexico State Parole Board. Maples said he is running for re-election, “to

contribute a positive outlook and approach to handling the business of Roswell.” If re-elected, Maples will serve his fourth term on the council. “To me what’s most important and I think what’s most important to this council is not things that we’ve accomplished but an attitude that we share. What makes this council go is that we're pretty close-knit. It’s a strange family when one gets nipped, we all get nipped. When one gets hurt, we all get hurt,“
