WASHINGTON (AP) â For the first time in nearly two decades, the federal government staggered into a partial shutdown Monday at midnight after congressional Republicans stubbornly demanded changes in the nationâs health care law as the price for essential federal funding and President Barack Obama and Democrats adamantly refused. As Congress gridlocked, Obama said a âshutdown will have a very real economic impact on real people, right away,â with hundreds of thousands of federal workers furloughed and veteransâ centers, national parks, most of the space agency and other govern-

He laid the blame at the feet of House Republicans, whom he accused of seeking to tie government funding to ideological demands, âall to save face after making some impossible promises to the extreme right wing of their party.â House Speaker John Boehner, R-Ohio, responded a short while later on the House floor. âThe American people donât want a shutdown and neither do I,â he said. Yet, he added, the new health care law âis having a devastating impact. ... Something has to be done.â The stock market dropped on fears that political deadlock between the White

House and a tea partyheavy Republican Party would prevail, though analysts suggested significant damage to the national economy was unlikely unless a shutdown lasted more than a few days. A few minutes before midnight, Budget Director Sylvia Burwell issued a directive to federal agencies to âexecute plans for an orderly shutdown.â While an estimated 800,000 federal workers faced furloughs, some critical parts of the government â from the military to air traffic controllers â would remain open. Any interruption in federal funding would send divided government into territory
unexplored in nearly two decades. Then, Republicans suffered grievous political damage and President Bill Clinton benefitted from twin shutdowns. Now, some Republicans said they feared a similar outcome. If nothing else, some Republicans also conceded it was impossible to use funding legislation to squeeze concessions from the White House on health care. âWe canât win,â said Sen. John McCain, R-Ariz. âWeâre on the brink,â Sen. Barbara Mikulski, Md., said shortly after midday as the two houses maneuvered for political advantage and the See SHUTDOWN, Page A3

SANTA FE (AP) â New Mexicans can begin taking advantage of key portions of a federal health care law on Tuesday as the state launches a new marketplace for buying health insurance and the governmentfunded Medicaid program starts enrolling more low-income adults. Under federal law, individuals and small businesses can start shopping Tuesday for health insurance from private insurers through newly created health insurance exchanges. Insurance coverage will start in January. Although the exchange is intended as an online marketplace, New Mexicans also can enroll by telephone, in person at medical clinics and other sites and by mail. Enrollment also starts Tuesday for an

He said that none of the grave markers were broken, but the desecration of monuments and theft of bronze plaques, especially from veteransâ graves, is not unheard of. One family had to spend $3,000 to replace a marker that kids had set on fire. South Park staff spent extra time to put things right. Kirk said surveillance cameras are not an option at the cemetery. âThere was a time when cemetery staff lived here, but City Hall removed the housing in the
