At the same time, I think about what this county went through with COVID and I think about how gasoline prices have all gone up. The residents and the businesses of our community have had to bear that burden,” he said.
While Yates told council he was comfortable with a 3.000 mills rate, he said the council had a choice between that and the rolled back rate of 2.7649. It’s the difference between putting $589,000 into reserves or using $1.6 million in reserves to balance the budget. Yates said the village spent $10.3 million to clean up and come back from a powerful Hurricane Irma in 2017. Current budget projections show the village holding roughly $12.1 million in its reserves.

Today, the Keys Weekly Media Group occupies three offices across Monroe County, employs over 20 full-time professionals and numerous freelancers, col umnists and a network of distribution personnel who all play a crucial role in delivering the Keys vital and entertaining information about their community.
Somewhere in the beginning we extended credit to an out-of-town devel oper who left the Keys owing us nearly $20,000. This represented about a month of operating capital that we didn’t have. Those were the days when the Weekly staff hovered around five full-time employees work ing out of a one-window commercial space between a laundry and a kayak/bike rental business.

“You can all copy the county commission ers, but don’t just send them to the commis sioners, because our hands are as tied as yours are,” she said. “We are going to be asking for the support of all 67 counties to help us squash this bill … so we completely sympathize.”
Charlie Brown, Arlington Electric owner and Florida Keys Contractors Association vice presi dent, further questioned the definition of legal contracting work once the specialty licenses expire.“My question would be … how are you go ing to get insurance for something if you don’t have a license to tell them what you’re doing?” he said. “When I go to get my insurance, they make me send my license number in. … At what point are we going to break that and know the difference between illegal contracting and not illegal contracting if we don’t have any qualifica tions?”Marathon Chamber of Commerce CEO and Keys Federation of Chambers president Daniel Samess said he intends to ask his Marathon board and the other Keys chambers to formally support alteration or repeal of the bill, adding that “we’re well aware of this, we’re listening and we want to advocate for others.”

he clock is still ticking on specialty con tractors in the Florida Keys. And though it could not provide a definitive resolu tion, a Sept. 13 meeting of the Monroe County Contractors’ Examining Board saw plenty of ideas put forward to combat House Bill 735.Passed in 2021, the bill prevents local governments from issuing licenses to specialty contractors such as painters, landscapers, pav ers and others whose work does not involve life safety
“Everybody should know the county does not agree with House Bill 735,” said chairman Rudy Krause. “What we’re trying to do is come up with some questions for (the Department of

COUNTY CONTRACTORS BOARD URGES PUBLIC TO HELP TACKLE HOUSE BILL 735
Joining the meeting via Zoom, district aide Nola Acker said Mooney was well aware of the challenges posed by the bill and had watched the majority of the meeting virtually.
Whileimplications.onthesurface the bill appears to help smaller contractors by eliminating redun dant fees and overlapping licenses in other Florida municipalities with looser permitting requirements, it’s a bombshell for Keys special ists. Working in an Area of Critical State Con cern (ACSC), contractors throughout Monroe County are required to pull permits for even simple tasks like putting up a fence. They must have licenses to do so, and as of now, those licenses will all expire in 2023.
“We are working with other reps in some other districts who are now realizing the con sequences of House Bill 735,” she said. “It will be a top priority for our office going into next session … whether it be rolled back, amended, whatever we can do to help our local contract ing community.”Reaffirming the importance of direct cor respondence with legislators, county commis sioner Michelle Coldiron said letters should be sent to DeSantis’ and Mooney’s offices as well as those of incoming Florida Senate president Kathleen Passidomo, incoming House speaker Paul Renner and Senator Ana Maria Rodriguez.

Above all, she urged all affected parties to continue writing direct letters to state of ficials and legislators addressing their concerns.
Much of the 1½ hour meeting segment was spent discussing the nightmares the bill could cause in the Keys: shoddy craftsmanship with dangerous consequences from inexperi enced workers completing projects without any form of insurance, contractors pulling permits for others without qualifying the benefitting business, a loss of employees as workers take advantage of the contracting free-for-all, and an inability to purchase materials from distribu tors without producing an appropriate license, among many others. The board stressed it was looking for solutions, not more complaints.

“While the applicant has little control over the existing size of the former bank building, the proposed 5,400-square-foot outdoor seating area is driven by the request of the applicant,” the analysis states. “The size of the outdoor seating area limits the ability to provide required site improvements and is the basis for the multitude of variances as sociated.”InApril, council members voted 4-1 to allow the sale of alcohol for the new distillery. Councilman David Webb was the lone vote against the alcohol permit at the time. He said the council must re-evaluate how to manage the impact of commercial areas abutting residential communi ties.

In that time, flyers from unknown sources have circulated around neighborhoods, including Plantation Key Colony, with concerns about and objections to the project. Noise, traffic and public safety are among the issues for residents who live near the pro posed distillery. The Payfair grocery store, which sells alcohol, and Capt. Craig’s, which serves beer, are also close.“With the continuous traffic from the 7-Eleven gas pumps and store, additional traffic from the distillery would create a nightmare for people trying to turn left north bound to U.S. 1,” said Joe Wisch meier during the August meeting. “With two schools in the area, there are a lot of young kids that travel to 7-Eleven, bike, walk and even golf cart. BROWN ANOLES AND CURLY TAILED LIZARDS FIND LIFE IN THE KEYS

Iguanas are only one of the invasive species to arrive on the island chain and find the living to be good. One of the best things about being an invasive species is that the natives do not know what to do with you – plant or animal, they just slide in, start growing and take over. In the Florida Keys, the herbivorous iguanas (with a taste for bird eggs) with no natural predators are as common as cockroaches. In Key West, they have been seen feeding on scraps of food discarded from restaurant tables, some times lettuce, on occasion French fries, like common chickens.
Curly-tailed lizards are also a cocky species and the primary reason the defiant lizards are not infrequently seen flattened by automobile tires on the road. They can also be compared to the invasive lionfish when wreaking havoc on an ecosystem. Lionfish are voracious feeders with no natural preda tors in their unnatural environment, which is one of the reasons it has been so easy for them to dominate the reef.
Back at Sioux Street, a plethora of inva sive species have staked out the yard. While cats rid the local neighborhoods of a spat tering of iguanas, most dead ones show up splattered in green and red on the road.

These days, there are not so many brown anoles in the yard – not since the curly-tailed lizards moved in.
Curly-tailed lizards are bigger and faster than their anole counterparts and not only outcompete them for resources but eat them –especially when the summer babies hatch.
Back on land, curly-tailed lizards may begin encountering a new threat. No longer simply hunters, they may start to be the hunted, too. An African species called a redheaded agama, a bigger, stronger and faster lizard, is making inroads on the island chain. It will be interesting to see if, a decade or two down the road, the agamas have affected curly-tailed lizard populations, if brown anoles have been relegated to niche popula tions, and if the native Carolina anoles ever come down from the safety of their trees.
Because brown anoles arrived so long ago, in the late 19th century, they are not always lumped into the invasive category. They are. Brown anoles competed for re sources and habitat with the native Carolina anole. To compete with the invaders, the green anoles, sometimes called the Ameri can chameleon, moved higher up into trees.

Moving to the Florida Keys in 2001 was similar to moving back into my boyhood bedroom – in the sense that I was once again surrounded by slithering and crawling things.There were fewer green iguanas on the islands 20 years ago – a great many, but not like they are now. They are everywhere in South Florida, the Keys and beyond, and there is nothing extraordinary about the report of green iguanas menacing (munch ing) their way across the yard. The common green iguana is a prevalent intruder at the Sioux Street office. They also leave behind poop that sometimes rains down from a tree limb overhead like a filthy, brief, torrential downpour.Greeniguanas are scientifically known by one of the all-time original Latin names, Iguana iguana. While Iguana iguana has all but taken over South Florida and the Keys, it is indigenous to Central and South America. How did they wind up in South Florida? It started with the exotic pet trade. The little green fellows escaped some of the enclo sures attempting to hold them, and others were set free by thoughtless owners. In 1964, an exotic pet store owner from Miami released 300 green iguanas on purpose. Something became of that event because, as they keep reiterating in the “Jurassic Park” movie franchise, “Life finds a way.”
On Sept. 5, FWC Officer Wayman Pearson cited a couple from Levy County, Florida, for resource violations in Cotton Key Basin, MM 86, bayside. Pearson was on water patrol with FWC Officer Jessica Diaz when they saw two snorkelers swimming around a vessel with a dive flag, and actively lobstering. A resource check on the couple revealed that four out of the six spiny lobsters onboard the vessel were undersized. The couple also harvested a live stone crab and placed it in the live well of the vessel. Pearson cited both people for possession of undersized spiny lobster, possession of whole stone crab, and out of season stone crab. The couple did not have any prior violations with FWC and were given a notice to appear in a Monroe County Court.
Almosa was speeding in a Toyota Camry at 6:09 p.m. when he illegally passed a northbound Monroe County Sheriff’s Office deputy near MM 121 on U.S. 1. Men charged for allegedly possessing undersized snapper
On Sept. 4, FWC Investigator Chris Mattson arrested a Miami woman for BUI at Tavernier Key. At about 5:15 p.m., Mattson was on water patrol oceanside of MM 90 when he saw a personal watercraft (PWC) being operated at high speed within the boundaries of the Tavernier Key, which is a “no-motor zone.” Mattson saw a woman operating the craft with a young boy in front of her, stopped the PWC and got several signs of impairment from the woman. The operator was identified as Karla Soto Jaime, 25, of Miami. The passenger told Mattson that he was 7 years old. Shortly after stopping the PWC, the owner of the vessel, who was also the father of the young boy, came on scene and took custody of the PWC and child. Soto Jaime refused to perform field sobriety exercises, was taken to Plantation Key Jail and charged with boating under the influence. The investigation is ongoing, and additional charges are pending.

“While the attacks were intended to break the Samaritan spirit, they did just the opposite,” Mooney said. “First responders did what they were trained to do, and what’s in their DNA, which was to save as many lives as possible.”

On Sept. 3, Florida Fish & Wildlife Conservation Investigator Chris Mattson was patrolling the area of Basin Hill Shoals around 1:15 p.m. when he saw a vessel tied to a navigation aid and displaying a dive flag. Mattson reported that two men, identified as Rudisbel Soto Napolez, 43 of Cutler Bay and Ariel Aguilar Castillo, 27 of Miami were spearfishing in John Pennekamp State Park. The men were cited for spearfishing in John Pennekamp Coral Reef State Park; Castillo also was cited for possession of undersized mutton snapper.
Mooney said an island some 1,300 miles north of Islamorada was under assault. “Our freedom was under assault, our nation was under assault and our guts were under assault,” he said.
As the assault on the Twin Towers took 2,763 lives, Mooney noted, there were two other assaults. An attack at the Pentagon resulted in 189 lives lost, which included 64 lives on American Airlines Flight 77. On United Flight 93, Americans refused to go down without a fight. All 44 people aboard were killed when the plane crashed in a rural field near Shanksville, Pennsylvania. Mooney said the group on the United plane saved thousands of others' lives.

A lifelong resident of the Upper Keys, she was raised, and lived her younger years, in Key Largo until she married William Ray Albury and then lived in Tavernier for the rest of her Albertalife.was a homemaker for most of her adult years; she also worked for the Florida Keys Electric Coop from 1948-1952 and again from 1975-1980. When she went to work in 1948, she was only the second office clerk there in the history of FKEC. Betty Patterson advanced to the new position of assistant to the manager, H.L. Martin, and Alberta took Betty's former position. Alberta remembered when she was a child in the 1930s, Mr. Martin and Mr. Warren Bland came to the homes in the Upper Keys to collect the $5 deposit from each family to get electricity established in the UpperSheKeys.had fond memories of riding on Henry Flagler’s Florida East Coast Railway train as a young child, from Key Largo to Key West and back prior to the 1935 hurricane. She also remembered going through the '35 hurricane with her family in Key Largo, a memory she neverAsforgot.achild and teenager, Alberta and her family attended Rock Harbor Methodist Church. After she married, she joined William Ray with the church family at Tavernier Methodist Church, later to become Burton Memorial United Methodist Church. She loved the Lord and with a true servant heart, she served in many positions throughout the years. She was a Sunday School teacher, chairperson of education, served on worship and finance committees, played piano for Sunday evening services, led the children's choirs, sang in the adult choir and led the Sunday School assembly time. She also helped establish and lead the Ladies Bible Study, was Prayer Chain leader and helped to start up (and cook for) God's Kitchen weekly meal. God's Kitchen was a perfect fit as Alberta loved to cook and always made sure everyone had plenty to eat.

“I think Venus has a really good sense for what kids need,” Pullar told Keys Weekly. “She’s kind and gentle, and she respects them. She’s always setting up different activi ties. She has painting, music, a million books and she’s just a short walk to the beach. And it’s important for parents to know that she’s bilingual in Spanish. It’s good for a child’s brain development.”

She was able to transfer her college credits completely to the U.S. and used that experience to work in Broward County as a preschool teacher for five years. Along the way, she met Adam Haugen, who was born and raised in the Keys and is now an IT ad ministrator for the Monroe County school system. They live in Tavernier with their three kids — and a large backyard with that tiki hut, fort, swimming pool and, oh yeah, a giant blow-up unicorn that sprays water. It’s truly a kids paradise.

Back at the tiki hut, Haugen wiped paint from Penelope’s hands while the other kids ran off to climb a tree. Haugen smiled. “Parents should fully expect the kids are going to get messy.”

Welcome to the Upper Keys Kids Clubhouse. Owner Haugen started her babysitting business only a couple of months ago, but it has already attracted the attention of local parents.“My kids are always excited when they spend time with Venus and her sweet chil dren,” wrote Karina Estep in a Facebook review. “They feel safe and secure, and I love knowing they are well taken care of, just as if they were with me.”

She pointed out that she only takes care of one family of kids at a time. Officially, she provides a babysitting service that parents can use for special occasions when they have an errand to run or a leisurely adult activity to enjoy.“So Mom can get a mani-pedi, or a parent can go to a doctor’s appoint ment and drop off their kids,” she said, noting that she is CPR certified. “The children are screen-free and do not use laptops or a television. They are creative and in nature.”

he History of Diving Museum (HDM) will present an “Immerse Yourself!” lecture featuring “Drugs from Sponges” presented by professor Shirley Pomponi on Wednesday, Sept. 21 at 7 p.m. Pomponi is a research professor at Harbor Branch Oceanographic Institute-Florida Atlantic University. She earned a doctorate in biological oceanography from the University of Miami, Rosentiel School of Marine and Atmospheric Science. An ocean explorer and marine biotechnologist, Pomponi's research focuses on marine sponges and, in particular, the development of sustainable methods for production of sponge-derived chemicals with human health benefits.

Founded by Florida Keys artist "Lighthouse Larry" Herlth, the annual race is staged to raise awareness about the need to preserve the almost 150-year-old Alligator Reef Lighthouse and five other aging lighthouses off the Florida Keys. The event also raises college scholarship funds for Keys students interested in competitive swimming.TheIslamorada community-based organization that hosts the annual swim was granted ownership of the lighthouse in 2021 under the National Historic Lighthouse Preservation Act. Restoring it is likely to take five to seven years and cost up to $9 million, according to organizers. Fundraising information can be found at savealligatorlighthouse.org.Constructedto warn ships away from the Florida Keys reef tract, the lighthouse and others in the Keys are no longer maintained since their function has been replaced by modern Global Positioning System navigation.
Alligator Reef Lighthouse is named after the USS Alligator, a U.S. Navy schooner that ran aground on the reef in 1822 and sank. Despite misconceptions, there are no alligators around the lighthouse since those reptiles primarily live in freshwater habitats.

Adding to DeSantis’ contributions are the tens of millions being raked in by the Friends of Ron DeSantis PAC. Since his run for governor in 2018, the PAC has gathered more than $184 million. Since November 2021, the PAC has collected more than $77 million.
Crist’s campaign gathered a little over $881,000 from 17,404 contribu tions from people and businesses between Aug. 27 and Sept. 2. That’s slightly down from the week before when Crist’s campaign collected a little over $1 million. The former governor from 2007 to 2011 and representative of Florida’s U.S. House District 13 dat ing back to 2017, Crist’s campaign has spent $7.5 million since the summer of 2021.

As for Crist’s PAC, the Friends of Charlie Crist has raised a little more than $8.5 million since May 2021. Crist won a Democratic primary over vari ous challengers, including Nikki Fried, last August. Crist secured 59% of the vote followed by Fried, who received 35% of the vote.

Ruiz saw that the turtle had its neck and front flippers entangled in the trap line. Efforts to grab the line to unravel the 350-pound turtle worked to no avail due to its weight. Ruiz then contacted a commercial lobsterman to figure out the owner of the trap. Ruiz ended up getting in contact with the owner, who agreed to let the officer cut the line.
Ruiz made a few cuts to the trap line to free the turtle from entanglement. Ruiz said the turtle stayed at the surface for a few moments, took a breath, submerged and swam off.

Ruiz saw a large black shape under the buoy and immediately noticed the shape of a leatherback turtle.
The turtles are covered with a firm, leathery skin, with seven ridges running lengthwise down their backs. They are usually black with white, pink and blue splotches and no claws on their flippers. The leatherback sea turtle is protected as an endangered species by the Federal Endangered Species Act and as a federally-designated endangered species by Florida’s Endangered and Threatened Species Rule, and by Florida's Marine Turtle Protection Act (379.2431, Florida Statutes).

In last Thursday night’s game against Marathon, Reese Haggard shouldered the responsibility of manning the team’s new offensive structure on the court, something which impressed her coach and held the team together when they had a few minor adjustments to make early in the game. As a setter, Haggard does the heavy lifting to make her teammates look good. In the big win, she had an amazing 21 assists. Her precision serving has become a thing of beauty this season, and she racked up six aces in three sets of play. For her fantastic game play, on-court leadership and hustle, Reese Haggard is this week’s Keys Weekly Athlete of the Week.

The Hurricanes improved their record to 2-1 on Sept. 9 with a de cisive 48-0 win against the Eagles of Palm Glades Prep Academy. Coach Ed Holly attributed the win to a team effort as well as that of the fans. “It was jam-packed. The community support is incred ible and it grows every week,” he said. “Our guys feed off of that energy. We love it!” And the fans loved the offensive onslaught the ’Canes put on, spreading out the scoring over five different players.Robert Dube set the tone on the Eagles’ first drive when he read a hitch route early, got the jump and took an interception to the house to put Coral Shores up 6-0. AJ Putetti added two scores for the ’Canes, one in the air and one on the ground. Chuck Jacob sen had a 20-yard reception in the end zone, Derek Smith had a 14-yard rushing TD, and Danty Diorio had a pair of rushing touch downs.The defense managed the shutout despite being without a few key players due to illness. The ’Canes adjusted to the new roles without issue and ensured the show was all Coral Shores. The big defensive line led by John Holly and Xavyer Arrington had mul tiple sacks and put pressure on the Eagles’ quarterback all night. Anyone who watched the Key West game on Sept. 9 might have thought the Saints of Tru Prep Academy looked bigger, stronger and more developed than the TheyConchs.wouldhave been correct, for all the wrong reasons. Tru Prep played six ineligible players in the contest, giv ing Key West an unusual win after scoring 20 points to the Saints’ 40.

Coral Shores put up huge numbers in a shutout win, Marathon had to grind for its win, fighting mother nature as well as their op ponent, and Key West was credited with a win despite being outscored by 20 points.

Senior Thomas Eu bank earned the touchdown, followed by a two-point conversion by Malachi Hawkins to put the Dolphins on top, 8-0. Then came the first delay. The Sharks struck next, but were stopped in their two-point conversion attempt just in time for another delay. The Sharks used the break to their advantage and scored another six shortly after, but again failed to convert the extra point.
The Fins answered back with a 55-yard touchdown run from freshman Shamar Wright and an extra two points from Hawkins. The lead was short-lived, as the Sharks added another seven just before halftime. After the break, Marathon controlled the clock, scoring toward the end of the abbreviated eight-minute third quarter with a Hawkins touchdown. The conditions became slop py by the fourth quarter, causing miscues and a fumble for the Sharks that put an end to their comeback hopes.

Key West opened its season against the Mavericks of Archbishop McCarthy, who traveled from Ft. Lauderdale on Sept. 10 to meet up with the Conchs at the College of the Florida Keys swimming pool on Stock Island. Key West’s boys beat Archbishop McCarthy 92-78, with notable wins by Lucas Montiel in the 100 breaststroke (1:13.82), AJ Smith in the 50 freestyle (23.18) and John Searcy in the 100 butterfly (59.27). Montiel and Smith teamed up with Jeffrey Hoyt and Brody McCandless in the 200 freestyle relay, edging out McCarthy for a big first place.The girls team lost to the Mavericks 106-64. The Lady Conchs took first place in the 100 fly, with Lauren Walterson winning the event in 1:17.04.

Smith’s weekend of competition didn’t end on Sept. 9. The next morning, she swam 8.1 miles (that’s 13,035.7 meters) in the Swim for Alligator Lighthouse, completing the open water swim in 3:35:33, good enough to win the female overall category behind just three men. The event, described by its promoters as “not for the faint of heart,” promises one of the hardest endeavors a swimmer can consider –plus some jellyfish stings.
Coaches Kelly Owens and Jon Olsen were happy not only with their teams’ overall performance, but also the camaraderie they showed.
“The kids truly gave 100% effort on all of their swims,” said Owens. “The best part of the meet for us, though, was not the effort in the pool, but the support our athletes gave to each other from the pool deck.”

For those unaware of this pesky invasive little critter, the lionfish, here is a brief description as to why we must continue to try and control the population. The lionfish is native to the Indo-Pacific region and was introduced to the Atlantic (possibly by the aquarium trade) and is now found along the U.S. coast and in the Caribbean. And they are not welcome here.

We had decent conditions for the 2022 Florida Keys Lionfish Derby and Festival. Postcard Inn Beach Resort & Marina hosted the two-day event, which saw 18 teams composed of four people remove an impressive 919 invasive lionfish. Team Forever Young came in first place with a whopping 400 lionfish shot. The goal is to eliminate as many invasive lionfish as possible in the Florida Keys waters.
